DECISION
Approving the Scheme for “Strengthening the application of information technology in management and support of teaching - learning activities and scientific research to improve the quality of education and training in the 2016-2020 period, with orientations toward 2025”

THE PRIME MINISTER
Pursuant to the Law on Organization of the Government dated June 19, 2015;
Pursuant to the Education Law dated June 14, 2005; the Law Amending and Supplementing a Number of Articles of the Education Law dated November 25, 2009;
Pursuant to the Law on Information Technology dated June 29, 2006;
Pursuant to the Government’s Resolution No. 44/NQ-CP dated June 9, 2014, promulgating the Government's Action Program to implement Resolution No. 29-NQ/TW dated November 4, 2013 of the 8th Central Committee (11th tenure), on radical changes in education and training to meet requirements of industrialization and modernization in a socialist-oriented market economy in course of international integration;
Pursuant to the Government’s Resolution No. 26/NQ-CP dated April 15, 2015, promulgating the Government's Action Program to implement Resolution No. 36-NQ/TW dated July 1, 2014 of the Political Bureau of the Central Committee of Communist Party, on promoting the application and development of information technology to satisfy the requirements of sustainable development and international integration;
Pursuant to the Government’s Resolution No. 36a/NQ-CP dated October 14, 2015, on e-Government;
At the request of the Minister of the Ministry of Education and Training,
DECIDES:
Article 1. Approving the Scheme for “Strengthening the application of information technology in management and support of teaching - learning activities and scientific research to improve the quality of education and training in the 2016-2020 period, with orientations toward 2025” (hereinafter referred to as the Scheme) with the following main contents:
I. OBJECTIVES OF THE SCHEME
1. General objectives
Strengthening the application of information technology to promote the implementation of e-government and providing online public services in management activities of state management agencies for education and training at the centrality and localities; innovation of teaching - learning contents and methods, examination, evaluation and scientific research and management at educational and training institutions in the national education system to contribute to modernize and improve quality of education and training.
2. Specific objectives
a) By 2020
- In the management and administration:
+ Forming a database for the entire education and training sector;
+ Striving that 100% of state management agencies for education and training, educational and training institutions will implement administrative management to handle dossiers in the online environment;
+ 70% of meetings between state management agencies and educational and training institutions will be applied online form;
+ 70% of professional training classes for teachers and educational administrators will be implemented online according to the blended learning method;
+ 50% of dossiers of administrative procedures will be handled online at least at level 3, of which 30% will be handled online at level 4;
- In the innovation of teaching - learning contents and methods, examination and evaluation, scientific research and management:
+ For general and continuing education institutions: forming the digital learning materials warehouse for use across the sector, including: lectures, electronic textbooks, simulation software and other learning materials.
Striving that 90% of general and continuing education institutions will apply information technology in school management; of which 70% of schools will use electronic management books.
+ For higher education institutions and teacher training schools: forming an electronic library portal for the entire sector to share learning materials with training institutions; applying blended learning; developing a number of online training models (cyber university).
b) Orientations toward 2025
The level of the application of information technology in management and support of teaching - learning activities and scientific research will reach an advanced level in the ASEAN region, satisfy goals and requirements of fundamental and comprehensive innovation in education and training. Information technology will become the motivation for innovation in management, teaching - learning contents and methods, examination and evaluation in education and training.
II. MAJOR TASKS AND SOLUTIONS
1. Deploying and putting into use the information technology system in a modern, practical and effective direction to satisfy requirements of the application of information technology in management agencies, educational and training institutions; focusing on information technology systems for laboratories in higher education institutions; prioritizing the integration of resources from existing programs, schemes and projects, hiring information technology services and socialization.
Promoting the application of information technology throughout the education and training sector; prioritizing the deployment in the form of hiring information technology services.
2. Deploying the management information system and database
a) To deploy the management information system for the entire education and training sector to satisfy requirements of connection, integration, and sharing information for information systems from the centrality to localities.
b) To deploy an electronic and interconnected administrative management system for the entire sector; online meeting, seminar, and professional training system; supplement and update online public services at least level 3, promote the application of information technology for entry-level admissions.
c) To manage students, teachers, examination, timetable arrangement, electronic management books; integrate with the school's website on the internet at all levels of early childhood education, general education, and continuing education.
3. Promoting the application of information technology to innovate teaching contents and methods, evaluation and scientific research
a) To continue to build and regularly update a shared digital learning materials warehouse serving early childhood education, general education and continuing education throughout the sector, including: electronic lectures, multimedia digital learning materials, electronic textbooks, simulation software and other learning materials.
b) To continue to build and regularly update the online question bank system of subjects and online centralized evaluation and examining software to serve students, teachers of general education and continuing education.
c) To apply smart teaching - learning at educational and training institutions and localities on the principle of practicality and effectiveness.
d) To continue to build and complete the digital library portal (course books, lectures, digital learning materials) to connect and share learning materials with higher education institutions to improve research and training capacity in higher education.
dd) To deploy the online learning system at higher education institutions; select and use foreign online lectures suitable to domestic conditions.
e) To form a number of online higher education institutions on the basis of existing schools with investment capital from foreign countries and enterprises.
4. Improving the capacity to apply information technology for managers, teachers and employees
a) To strengthen online management, fostering and training of managers and teachers in the network environment; regularly update contents of training courses, fostering knowledge and skills in applying information technology.
b) To strengthen training and fostering the application of information technology skills for managers, teachers, and employees.
c) To pilot training for teachers in skills to use information technology to reach international standards at a number of educational and training institutions and localities having sufficient conditions and high requirements on human resources applying information technology.
5. Developing high-quality specialized information technology human resources
a) To implement advanced training programs at a number of key higher education institutions in information technology. The Ministry of Education and Training will propose and promulgate a list of key higher education institutions in information technology.
b) To select and use foreign online programs, course books, and courses; strengthen teaching - learning of information technology in English and other foreign languages; organize training courses on soft skills and practical working skills; apply advanced testing standards in key higher education institutions in information technology.
6. Promoting the cooperation with enterprises, organizations and domestic and foreign information technology associations
a) To strengthen the cooperation and introduce advanced technology solutions in information technology applied and deployed in the sector of education and training.
b) To attract capital from enterprises through public-private partnership (PPP) to invest in building information technology systems in the education and training sector; prioritize build of an online question bank system, online learning system, shared digital learning materials warehouse, and sector-wide database.
c) To prioritize the hiring of information technology services provided by enterprises to serve the education and training sector.
7. Propagating, disseminating, and raising awareness and responsibility for the application of information technology in the education and training sector
a) To propaganda on the mass media about the role and significance of the application of information technology in management, teaching - learning, and scientific research activities.
b) To organize training courses to raise awareness for managers, teachers, and employees on the application of information technology in management, administration, innovation of teaching - learning contents and methods, and examination and evaluation.
8. Improving mechanisms and policies and strengthening monitoring and evaluation
a) To review and complete the system of legal documents and sets of standards on the application of information technology in the education and training sector; build and promulgate the e-architecture of the Ministry of Education and Training in accordance with the Vietnam e-government architecture framework.
b) To regularly inspect, monitor and evaluate the implementation of legal documents, mechanisms and policies on the application of information technology in management, teaching - learning and scientific research.
c) Annually, to organize evaluation and publish ranking indexes of the application of information technology of educational management agencies, schools and publicize them on the mass media.
d) To praise and reward organizations and individuals with outstanding achievements while reminding and reviewing organizations and individuals that have not successfully completed the task of applying information technology in teaching - learning, examination, evaluation, scientific research.
III. FUNDING AND FINANCIAL MECHANISM
1. Sources of funding for implementing the Scheme
a) The source of the State budget for education and training according to decentralization of the budget; the fundings integrated in programs and schemes as approved by competent authorities.
b) Revenues from educational and training institutions; donations, aids from domestic and foreign organizations and individuals; other sources of socialized capital.
2. Regarding financial mechanism
a) Funding for implementing the Scheme from the state budget includes regular expenditures and development investment expenditures that shall be balanced annually for ministries, branches and localities; self-balanced funding and other legally mobilized funding from units participating in the Scheme.
b) It is encouraged to mobilize fundings from domestic and foreign enterprises, organizations and individuals; strengthen the use of the funding integrated in programs; approved relevant projects and other legal sources to implement tasks.
c) The tasks of the Scheme in the form of hiring information technology services, public-private partnership (PPP), assigning tasks, and placing orders shall be prioritized to implement depending on each specific task.
IV. ORGANIZATION OF IMPLEMENTATION
1. The Ministry of Education and Training shall
a) Assume the prime responsibility for, and coordinate with ministries, sectors, and People’s Committees of provinces and centrally-run cities to organize the implementation of the Scheme; guide, examine, monitor and summarize implementation results; organize preliminary and final reviews of the Scheme's implementation; propose and recommend to the Prime Minister to adjust and supplement the Scheme in case of necessity.
b) Specialize in the content of the Scheme in the ministry's mid-term and annual information technology application programs and plans.
c) Assume the prime responsibility for construction and promulgation according to authority or submitting to competent authorities for promulgation of legal documents stipulating conditions for education and training activities, recognition of diplomas and certificates, and accreditation of education and training quality on the network environment, operating conditions of online universities and implementation instructions.
d) Assume the prime responsibility for, and coordinate with relevant agencies to implement the tasks specified at Point a Clause 2; Points a, b and d Clause 3; Point a Clause 5; Point a Clause 7; Point a Clause 8 Section II Article 1 of this Decision.
2. The Ministry of Information and Communications shall
Coordinate with the Ministry of Education and Training to implement the Scheme's content on the application of information technology, information technology services, and the development of information technology human resources.
3. The Ministry of Finance shall
Assume the prime responsibility for, and coordinate with the Ministry of Education and Training and relevant ministries, sectors and localities to arrange regular funding to implement the Scheme; assign and allocate budget expenditure estimates; allocate funding to implement the Scheme according to the provisions of law.
4. The Ministry of Planning and Investment shall
Assume the prime responsibility for, and coordinate with the Ministry of Finance, the Ministry of Education and Training and relevant ministries, sectors and localities to arrange development investment capital according to support mechanisms to implement the Scheme in accordance with the law; guide investment management to implement the content of the Scheme.
5. Ministries, ministerial-level agencies, and agencies under the Government shall
a) Base on the content of the Scheme to concretize it in the medium-term and annual information technology application programs and plans of agencies and units; direct educational and training institutions under their management to deploy and allocate funding for implementation according to regulations.
b) Assume the prime responsibility for, and coordinate with relevant agencies to implement contents in Clause 1; Point b Clause 2; Points c, dd and e Clause 3; Clause 4; Clause 5; Clause 6; Point b Clause 7; Points b, c and d Clause 8 Section II Article 1 of this Decision according to functions and tasks.
c) Organize evaluation of implementation results according to the Scheme's objectives and send them to the Ministry of Education and Training to summarize and report to the Prime Minister.
6. People's Committees of provinces and centrally-run cities shall
a) Base on objectives, contents and solutions of the Scheme to concretize them in programs and plans for the application of information technology and socio-economic development of locality; direct education and training institutions and educational institutions under their management to deploy and allocate funding for implementation according to regulations.
b) Assume the prime responsibility for, and coordinate with relevant agencies to implement the contents in Clause 1; Point b and Point c Clause 2; Points c, dd and e Clause 3; Clause 4; Clause 5; Clause 6; Point b Clause 7; Points b, c and d Clause 8 Section II Article 1 of this Decision according to functions and tasks.
c) Organize evaluation of implementation results and send them to the Ministry of Education and Training for synthesis and report to the Prime Minister.
Article 2. This Decision takes effect from the date of signing.
Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of People's Committees of provinces and centrally-run cities and relevant agencies and organizations shall implement this Decision./.
