CIRCULAR

On repealing a number of education-related legal documents issued by the Minister of Education and Training

Pursuant to the Law on Promulgation of Legal Documents dated June 22, 2015;

Pursuant to the Government’s Decree No. 34/2016/ND-CP dated May 14, 2016, on detailing a number of articles and guiding measures for the implementation of the Law on Promulgation of Legal Documents;

Pursuant to the Government’s Decree No. 69/2017/ND-CP dated May 25, 2017, defining the functions, tasks, powers and organizational structure of the Ministry of Education and Training;

At the proposal of the Director of Legal Department;

The Minister of Education and Training promulgates the Circular on repealing a number of education-related legal documents issued by the Minister of Education and Training,

Article 1. To repeal a number of education-related legal documents issued by the Minister of Education and Training

To repeal the following legal documents:

1. Circular No. 14/TT dated December 19, 1990 of the Ministry of Education and Training, guiding the work and organization of protection of school agencies under Decree No. 223/HDBT dated June 19, 1990 on the work and organization of protection of state agencies and enterprises.

2. Circular No. 04/TT dated July 10, 1990 of the Ministry of Education and Training, on guiding and prescribing the management of temporary publications in the education and training sector.

3. Directive 26/CT-BGD&DT dated December 8, 1992 of the Minister of Education and Training, on improving and unifying management information work in education and training.

4. Decision No. 196/TCCB dated January 21, 1994 of the Minister of Education and Training, on promulgating the temporary regulations on people-founded universities.

5. Directive No. 15/GD-DT, dated September 19, 1994 of the Minister of Education and Training, on innovation and strengthening of women mobilization work in the Education and Training sector in the new situation.

6. Circular 22/GD-DT dated November 23, 1994 of the Ministry of Education and Training, on guiding the implementation of the Publication Law in the Education and Training sector.

7. Directive 08/GD-DT dated April 18, 1996 of the Minister of Education and Training, on continuation in good organization of the Congress of workers and civil servants in the Education and Training sector.

8. Directive 19/GD-DT dated September 10, 1996 of the Minister of Education and Training, on strengthening family planning and population education work in the whole sector.

9. Circular No. 10/2000/TT-BGD&DT dated April 20, 2000 of the Ministry of Education and Training, on amending and supplementing a number of articles of Circular No. 04/TT dated July 10, 1990, guiding and regulating the management of temporary publications in the education and training sector.

10. Decision No. 41/2000/QD-BGD&DT dated September 7, 2000 of the Minister of Education and Training, on promulgating regulations on educational equipment in early childhood schools and general education schools.

11. Decision No. 47/2000/QD-BGD&DT dated November 8, 2000 of the Minister of Education and Training, on promulgating regulations on collection, management and use of educational statistics.

12. Circular No. 50/2000/TT-BGD&DT dated December 29, 2000 of the Minister of Education and Training, on guiding the implementation of Decision No. 178/1999/QD-TTg dated August 30, 1999 of the Prime Minister promulgating regulations on labeling of domestically circulated goods and goods.

13. Directive No. 53/2003/CT-BGDDT dated November 13, 2003 of the Minister of Education and Training, on strengthening the work of ensuring quality and food hygiene and safety in educational institutions.

14. Decision No. 39/2004/QĐ-BGD&DT dated December 13, 2004 of the Minister of Education and Training, promulgating sectoral standards in 2004.

15. Directive No. 02/2005/CT-BGD&DT dated January 31, 2005 of the Minister of Education and Training on strengthening environmental protection education.

16. Decision No. 75/2007/QD-BGDDT dated December 12, 2007 of the Minister of Education and Training promulgating the Program for training in legal knowledge and legal work skills for legal officers in the education sector.

17. Circular No. 11/2009/TT-BGDDT dated May 8, 2009 of the Minister of Education and Training, on prescribing the order and procedures for transformation from semi-public and people-founded early childhood and general education institutions to private early childhood and general education institutions; semi-public early childhood education institutions to people-founded early childhood education institutions; semi-public early childhood and general education institutions to public early childhood and general education institutions.

18. Circular No. 06/2011/TT-BGDDT dated February 11, 2011 of the Minister of Education and Training, on regulating the management and use of foreign aid sources of the Ministry of Education and Training.

19. Circular No. 25/2011/TT-BGDDT dated June 16, 2011 of the Minister of Education and Training, on regulating the organization and operation of the Council of rectors of universities and colleges.

20. Circular No. 39/2012/TT-BGDDT dated November 5, 2012 of the Minister of Education and Training, on promulgating the Regulations on organization and operation of private professional intermediate schools.

Article 2. Effect

This Circular takes effect on December 19, 2020.

Article 3. Implementation responsibility

The Chief of Office, Director of Legal Department, Heads of units under the Ministry of Education and Training; Chairpersons of People's Committees of provinces and centrally-run cities; Directors of provincial-level Departments of Education and Training; Directors of universities and academies, rectors of universities, rectors of colleges of pedagogy, rectors of intermediate schools of pedagogy and heads of relevant organizations, agencies and individuals shall be responsible for implementing this Circular./.
