CIRCULAR
Amending and supplementing a number of articles of Regulation on the standards and procedures for compilation and revision of textbooks; standards for textbook compilers; organization and operation of National Councils for Appraisal of Textbooks issued together with Circular No. 33/2017/TT-BGDDT dated December 22, 2017 of the Minister of Education and Training

Pursuant to the Law on Education dated June 14, 2019;
Pursuant to the Government’s Decree No. 69/2017/ND-CP dated May 25, 2017, defining the functions, tasks, powers and organizational structure of the Ministry of Education and Training;
At the proposal of the Director of the Secondary Education Department and the Director of the Primary Education Department,
The Minister of Education and Training hereby promulgates the Circular amending and supplementing a number of articles of Regulation on the standards and procedures for compilation and revision of textbooks; standards for textbook compilers; organization and operation of National Councils for Appraisal of Textbooks issued together with Circular No. 33/2017/TT-BGDDT dated December 22, 2017 of the Minister of Education and Training.
Article 1. Amending and supplementing a number of articles of Regulation on the standards and procedures for compilation and revision of textbooks; standards for textbook compilers; organization and operation of National Councils for Appraisal of Textbooks issued together with Circular No. 33/2017/TT-BGDDT dated December 22, 2017 of the Minister of Education and Training, as follows:
1. To amend and supplement Point b, Clause 1, Article 11 as follows:
“b) Being a Vietnamese citizen with good moral qualities and ideology.”.
2. To amend and supplement Point b, Clause 2, Article 19 as follows:
“b) Preparing conditions for facilities, equipment, and funding according to regulations to serve the activities of the Councils and organizations in charge of textbook appraisal. Textbook appraising units shall, based on the actual conditions, organize the appraisal of textbooks in the form of appraisal camp or appraisal meeting”.
3. To amend and supplement Clause 2, Article 20 as follows:
“2. The Ministry of Education and Training shall receive dossiers of request for organizing the appraisal of textbooks no more than 02 (two) times in a year; In each appraisal, a sample textbook shall be appraised no more than 02 (two) rounds, each round lasts no more than 05 (five) days. In case a dossier does not satisfy the requirements prescribed in Article 17 of this Circular, it shall be returned to the applicant within 20 (twenty) working days from the date of receipt of the dossier.”.
4. To amend and supplement Points b and c, Clause 6, Article 20 as follows:
“b) In case a sample textbook is appraised as “Satisfactory but subject to revision” by the Council in the first round of appraisal, the textbook appraising unit shall submit to the Minister of Education and Training the written notice to the applicant for revision and completion of the dossier and submission of the dossier to the Ministry of Education and Training for re-appraisal in accordance with Clause 2, Article 17 of this Circular. The period for dossier revision and completion is no more than 30 days from the textbook appraising unit issues a notice of appraisal results.”.
“c) In case a sample textbook is appraised as “Unsatisfactory” in the first round of appraisal, or “Unsatisfactory” or “Satisfactory but subject to revision” in the second round of appraisal by the Council, the textbook appraising unit shall notify the appraisal results to the applicant. If the applicant wishes to continue compiling a textbook, the sample textbook must be re-compiled for appraisal as in the first appraisal.”;
Article 2. This Circular takes effect on September 21, 2020.
Article 3. The Chief of the Office, Director of the Secondary Education Department, Director of the Primary Education Department, heads of relevant units under the Ministry of Education and Training, chairpersons of People's Committees of provinces and centrally-run cities, directors of provincial-level Departments of Education and Training, and relevant organizations and individuals shall implement this Circular./.
