CIRCULAR

Promulgating economic-technical norms on foreign language training for Vietnamese workers to work abroad under contracts

Pursuant to the Law on Vietnamese Guest Workers dated November 13, 2020;

Pursuant to the Government’s Decree No. 62/2022/ND-CP dated September 12, 2022, defining the functions, tasks, powers and organizational structure of the Ministry of Labor, Invalids and Social Affairs;

Pursuant to the Government’s Decree No. 60/2021/ND-CP dated June 21, 2021, providing the financial autonomy mechanism applicable to public non-business units;

Pursuant to the Prime Minister's Decision No. 1508/QD-TTg dated July 27, 2016, promulgating the list of public non-business services using the state budget;

At the proposal of the Director of the Department of Overseas Labor;

The Minister of Labor, Invalids and Social Affairs promulgates the economic - technical norms on foreign language training for Vietnamese workers to work abroad under contracts.

‎‎Article 1. Scope of regulation

To issue together with this Circular the economic-technical norms on training of 04 (four) foreign languages (English, Korean, Japanese and Chinese) for Vietnamese workers to work abroad under contracts, including:

1. Economic-technical norms on basic English training (specified in Appendix 01 to this Circular).

2. Economic-technical norms on English language training for the workplace (specified in Appendix 02 to this Circular).

3. Economic-technical norms on basic Korean language training (specified in Appendix 03 to this Circular).

4. Economic-technical norms on Korean language training for the workplace (specified in Appendix 04 to this Circular).

5. Economic-technical norms on basic Japanese language training (specified in Appendix 05 to this Circular).

6. Economic-technical norms on Japanese language training for the workplace (specified in Appendix 06 to this Circular).

7. Economic-technical norms on basic Chinese language training (specified in Appendix 07 to this Circular).

8. Economic-technical norms on Chinese language training for the workplace (specified in Appendix 08 to this Circular).

‎‎Article 2. Subjects of application

Agencies, organizations, enterprises and individuals involved in assigning tasks and placing of orders for the provisions of public services in the field of Vietnamese workers working abroad under contracts.

‎‎Article 3. Objectives, principles and application of economic-technical norms

1. Economic - technical norms on foreign language training for Vietnamese workers to work abroad under contracts mean the amount of consumption of labor, equipment, supplies and facilities to complete the training for 01 learner to achieve the goals of the training program, calculated for a theoretical class of 35 trainees, practical class of 18 trainees and subject-specific training period specified in Article 1 of this Circular.

2. The economic-technical norms promulgated in Article 1 of this Circular shall be used as a basis for determining and issuing the price of foreign language training services for Vietnamese workers working abroad under contracts funded by the state budget.

3. Agencies, organizations, enterprises and individuals specified in Article 2 of this Circular shall, based on actual requirements and conditions, apply all or part of the norms issued together with this Circular.

Article 4. Implementation organizations

1. This Circular takes effect from October 12, 2023.

2. Related agencies, organizations, enterprises and individuals shall implement this Circular.

3. Any problems arising in the course of implementation of this Circular should be reported to the Ministry of Labor, Invalids and Social Affairs for study and settlement./.
