CIRCULAR
Amending and supplementing a number of articles of Regulation on the standards and procedures for compilation and revision of textbooks; standards for textbook compilers; organization and operation of National Councils for Appraisal of Textbooks issued together with Circular No. 33/2017/TT-BGDDT dated December 22, 2017 of the Minister of Education and Training

Pursuant to the Law on Education dated June 14, 2019;
Pursuant to the Government’s Decree No. 69/2017/ND-CP dated May 25, 2017, defining the functions, tasks, powers and organizational structure of the Ministry of Education and Training;
At the proposal of the Director of the Secondary Education Department and the Director of the Primary Education Department;
The Minister of Education and Training hereby promulgates the Circular amending and supplementing a number of articles of Regulation on the standards and procedures for compilation and revision of textbooks; standards for textbook compilers; organization and operation of National Councils for Appraisal of Textbooks issued together with Circular No. 33/2017/TT-BGDDT dated December 22, 2017 of the Minister of Education and Training.
Article 1. Amending and supplementing a number of articles of Regulation on the standards and procedures for compilation and revision of textbooks; standards for textbook compilers; organization and operation of National Councils for Appraisal of Textbooks issued together with Circular No. 33/2017/TT-BGDDT dated December 22, 2017 of the Minister of Education and Training, as follows:
1. To amend Clause 1 and add Clause 4 to Article 8 as follows:
"1. The language used in textbooks is Vietnamese (with regard to textbooks of foreign languages and textbooks of ethnic minority languages, other languages may be used in conformity with the subjects), ensuring the regulations on spelling and grammar, abbreviations, symbols, and phonetic transcription; expressed in the manner obvious, easy-to-understand, accurate, and appropriate to the age of students.
4. Book size, text matter size, number of lines in text matter, number of words per line, quality of printing paper (quantity, whiteness, opacity, glossiness, translucency), quality and quantity of covers, quality of printing ink in accordance with the national standards for books.".
2. To amend and supplement Article 9 as follows:
1. Procedures for textbook development
"a) Textbook compilers shall select authors involved in the compilation of textbooks that satisfy the criteria specified in Article 11 of this Circular; the authors shall study general education programs promulgated by the Minister of Education and Training to develop the overall outlines, detailed outlines, and compilation plans; assign duties of the editor-in-chief and editor (if any), and authors, ensuring the appropriate arrangement in terms of workload and implementation time to meet the requirements for the quality and progress of completing sample textbooks;
b) Textbook compilers shall compile, edit, design, illustrate, and complete at least 01 (one) lesson, organize experimental teaching, consult opinions after experimental teaching to complete such lesson with the contribution and agreement of all authors before organizing the compilation of other lessons; organize the compilation, editing, design, illustration, experimental teaching, and collection of opinions from teachers, educational administrators, scientists, educators knowledgeable about general education to comment and evaluate the sample textbooks according to the contents of each clause specified in Article 4, Article 5, Article 6, Article 7 and Article 8 of this Circular (specific requirements in accordance with the criteria for appraisal of textbooks issued together with this Circular); complete and send the sample textbooks to the Ministry of Education and Training for appraisal;
c) The Ministry of Education and Training shall organize the appraisal of the sample textbooks in accordance with Chapter IV of this Circular;
d) Textbook compilers shall complete the sample textbooks after appraisal;
dd) The Minister of Education and Training shall approve and permit the use of textbooks;
e) Textbook compilers shall publish and distribute textbooks in accordance with law provisions.".
2. Requirements and procedures for textbook experimentation
a) For each sample textbook, select lessons for experimental teaching, in which the lessons must be representative of the type of lessons, show new points in terms of contents, methods and forms of teaching organization according to the subjects’ curriculum and educational activities; organize experimental teaching at least 10% of the total lessons for subjects and educational activities that have 105 lessons/school year or more, at least 15% of the total lessons for subjects and educational activities that have from 70 lessons/school year to less than 105 lessons/school year, at least 20% of the total lessons for the remaining subjects and educational activities; each lesson must be taught experimentally at least 02 (two) times, after the first experimental teaching, the lesson must be reviewed and revised before the second experimental teaching;
b) General education institutions selected to organize experimental teaching shall ensure the representativeness of the region; Classes selected to organize experimental teaching shall belong to the grades with to-be-tested textbooks; Experimental teaching is carried out for students in the whole class at a time suitable to the students' ability. Teachers performing the experimental teaching and teachers attending the lesson shall be those who are directly teaching the subjects with to-be-tested textbooks; for each experimental lesson, there must be at least 03 (three) teachers to attend and comment upon the experimental lesson;
c) Textbook compilers shall evaluate the experimental lessons according to the content of each clause (except for those not shown in the lesson) specified in Articles 4, 5, 6, 7 and 8 of this Circular (specific requirements in accordance with the criteria for appraisal of textbooks issued together with this Circular).
3. Procedures for textbook revision
a) Textbooks may be revised during use;
b) The procedures for textbook revision are the same as the procedures for textbook compilation specified in Clause 1 of this Article, except for the regulations on textbook experimentation. The cases where the experimentation must be conducted with the revised textbooks shall be decided by the Minister of Education and Training.
4. The Minister of Education and Training shall decide specifically the procedures for textbook compilation and revision specified in Clauses 1, 2 and 3 of this Article in the case where the textbook compilation and revision use the state budget.".
4. To amend and supplement Clause 3, Article 10 as follows:
"3. Satisfying the requirements for implementing the procedures for textbook compilation and revision as specified in Article 9 of this Circular.".
5. To amend and supplement Point a, Clause 1, Article 11 as follows:
"a) Having a university degree or higher in a major relevant to the subjects or educational activities with compiled textbooks; being knowledgeable in educational science; having at least 03 (three) years of directly teaching or doing research on expertise relevant to the subjects or educational activities with compiled textbooks;".
6. To amend and supplement Clause 3, Article 13 as follows:
"3. Having participated in one of the following jobs: formulating a general education program, appraising a general education program, compiling a textbook, appraising a textbook, having at least 03 (three) years of directly teaching and doing research at teacher training institutions in terms of expertise relevant to the subjects or educational activities with appraised textbooks: or at least 03 (three) years of directly teaching the subjects or educational activities with appraised textbooks.".
7. To amend and supplement Clauses 1 and 2, Article 16 as follows:
"1. At least 15 days before the first meeting of the Council, the textbook appraising units shall send the sample textbook to the members of the Council. The members of the Council shall research, review and comment on the sample textbook according to the contents of each clause specified in Articles 4, 5, 6, 7 and 8 of this Circular (specific requirements in accordance with the criteria for appraisal of textbooks issued together with this Circular).
2. The Council shall hold meetings and discuss about the sample textbook according to the contents of each clause specified in Articles 4, 5, 6, 7 and 8 of this Circular (specific requirements in accordance with the criteria for appraisal of textbooks issued together with this Circular).”.
8. To amend and supplement Point c, Clause 1, Article 17 as follows:
c) An explanation of the sample textbook to be appraised, including: textbook title; assigning of tasks and responsibilities of the editor-in-chief, editor (if any), and authors; purposes of textbook compilation, subjects and scope of use; structure, contents of textbook; experimental process and results; organization of collecting opinions and receiving comments and evaluation of the sample textbook from teachers, education administrators, scientists, and educators knowledgeable about general education; other relevant information (if any).".
9. To amend and supplement Article 18 as follows:
"Article 18. Applicants for textbook appraisal
1. An applicant for textbook appraisal shall be an organization or individual that compiles a textbook, satisfies the standards specified in this Circular, and has the sample textbook compiled and revised in accordance with Article 9 of this Circular.
2. An applicant for textbook appraisal shall be responsible for reporting, receiving and explaining to the Council about textbook contents in each round of appraisal; completing the sample textbook; explaining to society for the issues of social concern about the textbook".
10. To amend Clause 1 and add Clause 3, Article 19 as follows:
"1. A textbook appraising unit shall be a unit under the Ministry of Education and Training, assigned by the Minister of Education and Training.
3. A textbook appraising unit shall assist the Minister of Education and Training in supervising the process of organizing the textbook compilation and revision by organizations and individuals in accordance with Article 9 of this Circular.".
Article 2. Effect
This Circular takes effect on May 5, 2022.
Article 3. Responsibilities for implementation
The Chief of the Office, Director of the Secondary Education Department, Director of the Primary Education Department, Director of the Ethnic Minority Education Department, Director of the Defense and Security Education Department, heads of relevant units under the Ministry of Education and Training, chairpersons of People's Committees of provinces and centrally-run cities, directors of provincial-level Departments of Education and Training, and relevant organizations and individuals shall implement this Circular./.
