CIRCULAR
Promulgating the national defense and security education program in intermediate schools of pedagogy, colleges of pedagogy and higher education institutions

Pursuant to the June 19, 2013 Law on National Defense and Security Education;
Pursuant to the June 14, 2019 Law on Education;
Pursuant to the Government’s Decree No. 69/2017/ND-CP of May 25, 2017, defining the functions, tasks, powers and organizational structure of the Ministry of Education and Training;
Pursuant to the Government’s Decree No. 13/2014/ND-CP of February 25, 2014, providing detailed regulations and measures for the implementation of the Law on National Defense and Security Education;
Pursuant to Appraisal Record of September 18, 2019, of the Appraisal Council for the National defense and security education program in intermediate schools of pedagogy, colleges of pedagogy and higher education institutions;
At the proposal of the Director General of the Department of National Defense and Security Education;
The Minister of Education and Training promulgates the Circular promulgating the national defense and security education program in intermediate schools of pedagogy, colleges of pedagogy and higher education institutions.
Article 1. To promulgate together with this Circular the National defense and security education program in intermediate schools of pedagogy, colleges of pedagogy and higher education institutions.
Article 2. This Circular takes effect on July 1, 2020, and replaces the Minister of Education and Training’s Circular No. 03/2017/TT-BGDDT of January 13, 2017, promulgating the National Defense and Security Education Program in intermediate schools of pedagogy, colleges of pedagogy and higher education institutions.
Article 3. The Chief the Office, the Director General of the Department of National Defense and Security Education, Heads of related units under the Ministry of Education and Training; Chairpersons of People's Committees of provinces and centrally-run cities; Directors of universities and academies; Rectors of universities; Rectors of intermediate schools of pedagogy, colleges of pedagogy; organizations and individuals taking part in educational activities shall implement this Circular./.

PROGRAM
On National defense and security education
in intermediate schools of pedagogy, colleges of pedagogy
and higher education institutions
(Promulgated together with the Minister of Education and Training’s Circular No. 05/2020/TT-BGDDT of March 18, 2020)

I. OBJECTIVES
1. National defense and security education for students in intermediate schools of pedagogy, colleges of pedagogy, universities, academies, universities, national universities, and regional universities (below referred to as higher education institutions) is a compulsory subject.
2. Students shall have initial knowledge about the all-people national defense, people's security; about the national tradition of fighting against foreign invaders, the people's armed forces, and Vietnamese military art; have fundamental and necessary knowledge about civil defense and military skills; willingly fulfill military and police obligations to protect the Fatherland.
3. Students shall have fundamental knowledge about the Party's perspectives and the State’s policies, and laws on national defense and security; building the all-people national defense, people's security, the all-people national defense posture in association with the people's security posture, and building the people's armed forces; supplement the knowledge about civil defense and military skills; willingly fulfill military and police obligations to protect the Fatherland.
II. REQUIREMENTS
1. After completing the national defense and security education program, students of intermediate schools of pedagogy shall have fundamental knowledge about the Party's and the State's policies and guidelines on national defense and security, building the all-people national defense and people's security, and a love for socialism. Become proficient in individual military drill commands with firearms, know unit drill commands, have a general understanding of the branches of the Vietnam People's Army, have initial knowledge of military maps, and know how to avoid enemy firepower attacks with high-tech weapons.
2. After completing the national defense and security education program, students shall have fundamental knowledge about the Party's and the State's policies and guidelines on national defense and security, building the all-people national defense and people's security, and a love for socialism. Grasp the fundamental knowledge of national defense and security work in the new situation. Become proficient in individual military drill commands with firearms, know unit drill commands; have a general understanding of the branches of the Vietnam People's Army, have initial knowledge of military maps, and know how to avoid enemy firepower attacks with high-tech weapons. Perform fundamental skills in infantry combat techniques, individual tactics in offensive and defensive combat, and guard duties, and know how to use AK submachine guns and grenades.
III. THE NATIONAL DEFENSE AND SECURITY EDUCATION PROGRAM IN INTERMEDIATE SCHOOLS OF PEDAGOGY, COLLEGES OF PEDAGOGY AND HIGHER EDUCATION INSTITUTIONS
Pursuant to the training objectives and requirements of the subject, the National defense and security education program in intermediate schools of pedagogy, colleges of pedagogy and higher education institutions is comprised of 04 modules with a total duration of 165 periods.

IV. ORGANIZATION OF IMPLEMENTATION
1. The national defense and security education program in intermediate schools of pedagogy, colleges of pedagogy and higher education institutions is uniformly launched to teach regular and non-regular students in intermediate schools of pedagogy, colleges of pedagogy and higher education institutions; higher education institutions that have joint training programs with foreign institutions.
Training at the intermediate level of pedagogy is comprised of 2 modules, with a duration of 75 periods, comprising Module I: The National defense and Security Policy of the Communist Party of Vietnam, and Module III: General Military Training.
Training at the transition from intermediate schools of pedagogy to colleges or universities is comprised of 02 additional modules, with a duration of 90 periods, comprising Module II: National Defense and Security Work, and Module IV: Infantry Combat Techniques and Tactics.
Training at the college and university level is comprised of all 4 modules.
The national defense and security education program in intermediate schools of pedagogy, colleges of pedagogy, and higher education institutions does not apply to university-level training in military, police, and national defense and security education specializations.
2. Teaching equipment for the National Defense and Security Education subject shall be implemented according to the Minister of Education and Training’s regulations on the list of minimum teaching equipment for the National Defense and Security Education subject in primary schools, lower secondary schools, upper secondary schools, and general education schools with multiple levels (including upper secondary levels), intermediate schools of pedagogy, colleges of pedagogy, and higher education institutions, as well as relevant legal documents.
3. National Defense and Security Education is a specialized subject, with a total program duration of 165 periods (including 4 modules). Pursuant to this program, educational and training institutions shall develop teaching plans to ensure sufficient time for training activities according to current regulations, appropriate to the process, progress, and forms of training according to the credit-based or annual module-based systems, the time limit specified in the program does not include the time for exam review and testing.
4. The evaluation of learning outcomes of the National Defense and Security Education subject in intermediate schools of pedagogy, colleges of pedagogy, and higher education institutions shall be conducted according to the regulations on the organization of teaching, learning, and evaluating the learning outcomes of the National Defense and Security Education subject.
5. During the course of national defense and security education, pursuant to actual conditions, schools shall organize for students to visit and study at military history museums, armed forces, or military and police units and schools in their own area.
