DIRECTIVE

On the implementation of focal tasks and solutions to promote export and develop overseas markets

 

Over the recent time, the Government and the Prime Minister have issued numerous instructions, and the Ministry of Industry and Trade, other ministries, agencies and localities have made great efforts to synchronously and effectively implement solutions to promote export and develop and expand markets. As of September 15, 2025, the country’s total import-export turnover reached USD 637.21 billion, an increase of 17.2% over the same period last year, of which the export value reached USD 325.26 billion, up by 15.8%, and the import value, USD 311.95 billion, up by 18.8%, resulting in a trade surplus of USD 13.3 billion. However, in the context of complicated and unpredictable global developments, particularly strategic competition, conflicts and instability in certain regions, and the United States’ countervailing duty policy, etc., export activities will continue to face numerous difficulties and challenges in the time ahead.

To proactively and flexibly adapt in a timely, appropriate and effective manner to global and regional situation, continue boosting export and develop overseas markets in order to achieve the export growth target of over 12% in 2025, thereby contributing to achieving the economic growth target of 8.3-8.5% in 2025 and a double-digit growth rate in subsequent years, the Prime Minister requests ministers, heads of ministerial-level agencies, government-attached agencies and other central agencies, and Chairpersons of provincial-level People’s Committees to focus on leading, directing and organizing the implementation of the following focal tasks and solutions:

1. The Ministry of Industry and Trade shall assume the prime responsibility for, and coordinate with related agencies in, performing the following tasks and solutions:

a/ To monitor and grasp the situation of markets and trade policies of foreign countries and partners so as to proactively implement within its competence or propose competent authorities to adopt flexible, timely and effective solutions to promote export and address arising difficulties and obstacles.

b/ To promote the exploitation of the concluded free trade agreements (FTAs), with a focus on business networking, trade promotion, and support for enterprises in capitalizing on opportunities from FTAs; to accelerate negotiations to conclude new FTAs to unlock potential markets such as the Middle East, Africa, Latin America, Central Asia, Eastern Europe, India, Pakistan, Brazil, etc.; to promote negotiations and conclusion of 2 FTAs between Vietnam and Mercosur and the GCC in the fourth quarter of 2025. To proceed with vigorously and synchronously implementing solutions to diversify markets, products, supply chains and material supply sources to serve production and export activities.

c/ To continue negotiations on a reciprocal trade agreement with the United States as directed by competent authorities, the Government and the Prime Minister.

d/ To organize the implementation of large-scale, specialized trade promotion programs by commodity line in key markets such as the EU, the United States, China, Japan, the Republic of Korea, ASEAN, India, the Middle East, Africa, and Latin America, etc.; to diversify effective forms of trade promotion, linking trade promotion with production and export development of domestic enterprises, and intensifying e-commerce development and digital transformation. To direct trade affairs offices, trade promotion offices and Vietnamese product introduction centers in foreign countries to further support Vietnamese enterprises in providing information, market counselling and trade promotion, connecting exporters, importers and distributors in host markets, and promoting Vietnamese products and brands.

dd/ To step up selective trade promotion activities serving import with regard to input materials, components, equipment and technology serving production, thereby helping domestic enterprises improve production capacity and increase the value of products for export, contributing to balancing the trade balance in overseas markets.

e/ To vigorously reform and simplify administrative procedures, while accelerating decentralization and power delegation; to promote digitalization and minimize administrative procedures related to imported and exported goods; to diversify added-value logistics services meeting domestic and global needs. To promote industrial extension activities and activities helping connect domestic enterprises with foreign-invested enterprises, and encouraging domestic enterprises to participate in supply chains of foreign-invested enterprises.

2. The Ministry of Agriculture and Environment shall assume the prime responsibility for, and coordinate with related agencies in, performing the following tasks and solutions:

a/ To promote the production of supplies serving agricultural production, such as plant varieties, animal breeds, fertilizers, pesticides and animal feed, to ensure domestic self-sufficiency, thereby helping balance trade with major countries and partners. To strengthen research and development of new varieties and breeds, apply biotechnology in crossbreeding new and specialized products and in practicing post-harvest preservation in order to create specific values for Vietnam’s agricultural products and establish competitive advantages in exported products as compared to those of rivals. To raise the quality of Vietnam’s agricultural products with clear geographical indications and low-carbon products.

b/ To conduct negotiations on market access and mutual recognition in terms of food safety to help open markets for Vietnam’s advantageous fruit and vegetable products. To collaborate with trade associations and enterprises to tightly link raw material zones and strengthen preservation and processing, particularly deep processing, to increase the added value of exported products.

c/ To compile and publish manuals on regulations concerning technical standards, food safety, sanitary and phytosanitary (SPS) measures, and market requirements related to agro-forestry-fisheries products exported to such markets as China, the EU, the United States, Japan, the Republic of Korea, India, Australia, and New Zealand, with particular attention paid to improving the quality of exported products.

3. The Ministry of Finance shall assume the prime responsibility for, and coordinate with related agencies in, performing the following tasks and solutions:

a/ To amend according to competence or propose competent authorities to amend mechanisms and policies to further make the business investment environment healthy and remove unnecessary business barriers.

b/ To direct the customs force, in coordination with related units, to manage and control the quality of goods during customs clearance, preventing the import of inferior-quality goods, and goods infringing upon intellectual property rights or showing origin fraud.

4. The Ministry of Foreign Affairs shall assume the prime responsibility for, and coordinate with related agencies in promoting political-diplomatic measures, closely following global and regional situation, particularly trade and investment situation; building, consolidating and enhancing good relations with other countries, especially major powers and comprehensive strategic partners, based on trust, sincerity and interest harmony; and stepping up economic diplomacy activities, expanding markets, and providing support for enterprises to promote effective export, investment and business activities in overseas markets.

5. The Ministry of Construction shall assume the prime responsibility for, and coordinate with the Ministry of Industry and Trade, provincial-level People’s Committees and related agencies in, establishing and upgrading transport infrastructure, warehouses and storing yards, deep-water seaports and logistics centers along routes and corridors connecting Vietnamese ports with other countries to meet import-export demands; attach importance to developing waterway navigation in the Mekong Delta, and various logistics services, and attract investment in international transport services to reduce logistics costs; and continue implementing solutions to build capacity and increase market shares of Vietnamese ocean-shipping enterprises in transporting imported and exported goods.

6. The Ministry of Science and Technology shall assume the prime responsibility for, and coordinate with related agencies in, strengthening measures to protect intellectual assets and geographical indications of Vietnam’s potential export products in key overseas markets; and intensify intellectual property-related public communication and training for import-export enterprises.

7. The State Bank of Vietnam shall assume the prime responsibility for, and coordinate with related agencies in, flexibly and harmoniously administering exchange rates as suitable to interest rates to stabilize the value of Vietnam dong; study and develop monetary-banking connectivity consistent with international commitments and law to support trade and investment with partner countries and ensure stability and minimize risks during cooperation.

8. Provincial-level People’s Committees shall:

a/ Proactively review situations and resolve difficulties and obstacles for each enterprise and investment project in accordance with regulations, particularly large-scale foreign-invested projects from important markets; mobilize and attract large multinational corporations to invest in export production projects, giving priority to large-scale projects that apply modern technology, and produce competitive products capable of participating in global value chains; and pursue selective investment attraction.

b/ Strengthen linkage and information sharing among localities regarding production, crops and yields, and harvest and export to jointly identify transparent and fair markets for agricultural and aquatic products, benefitting farmers and enterprises, and promptly address arising difficulties and obstacles.

c/ People’s Committees of the localities having agricultural exports exported via border shall regularly update information and situation from border provinces to give recommendations to farmer households, production facilities, and enterprises processing and exporting agricultural products and fresh fruits for them to proactively plan production, packaging, delivery and export activities to avoid congestion and adverse impacts; and minimize administrative procedures related to import-export activities to ensure transparency, rapidity and convenience.

9. Trade associations shall:

a/ Step up disseminating market information to their members to enhance proactivity and risk prevention in the face of market fluctuations; provide members with information on modern governance models, the importance of product design improvement and product diversification, quality improvement, and brand building in international markets.

b/ Promote their role in linking members and representing them to protect lawful rights and interests of members in international trade; act as a bridge between state management agencies and enterprises; and coordinate with and support state management agencies in the training of workers and employment of trained workers.

10. Import-export enterprises shall:

a/ Flexibly and effectively organize production and business plans; and promptly report to competent authorities on difficulties and obstacles in production, business and import-export activities.

b/ Focus on investing in machinery and equipment, applying scientific and technological advances, etc., to improve product quality, create new, green and environmentally friendly products with international certifications to meet the increasingly high requirements of export markets.

c/ Stay flexible in production and export activities; intensify official export activities in association with brand building; and pay attention to developing niche markets to diversify export markets and supply chains.

11. The Government Office shall monitor and supervise the implementation of this Directive according to its functions and tasks; and report to competent authorities on issues falling beyond its competence.-
