SUMMARY

Restaurants, hotels must reduce 50% of advertisement lightings

This is the content mentioned in the Directive No. 20/CT-TTg dated May 07, 2020 of the Prime Minister on intensify of electricity savings in the period of 2020-2025.

Up on request of the Prime Minister, Restaurants, hotels, commercial service facilities, office complexes and apartment buildings shall reduce 50% of outdoor decorative advertising lighting capacity at the evening peak of the electricity system at the request of local electricity agency.

For state offices and agencies, to coordinate with local energy to establish and organize the implementation of electricity savings plans for such agencies, ensure to save at least 5% of the total electricity consumption in the year.

For households, to frequently practice of economical and efficient use of electricity at home, such as: turning off electrical appliances when leaving the room, cutting off the power source if not using electrical equipment; only use air conditioning when absolutely necessary; giving priority to procurement of high performance electric devices and equipment or electrical equipment with energy saving labels; minimize the use of incandescent light bulbs; installing and using rooftop solar power system, solar water heating system.

DIRECTIVE

On intensify of electricity savings in the period of 2020-2025

-----------

During the last many years, the supply of electricity to the economy has alway been guarantee, being the concrete foundation for economy development, investment attraction,  protect national defense and security, social stability. However, in the context of electricity supply in the period of 2020 - 2025 shall face a lot of challenge due to: (i) the hydro graphic condition to ensure the power generation of the hydroelectric power plant on the river system having unfavorable development due to the climate changes; (ii) the dependent on elementary imported energy become more and more deeply; (iii) the source of wind power, solar power still have restriction on the scale and technical barrier in exploitation and use; (iv) thermal power plant having many obstacles on widen the investment, meanwhile, the demand of electricity still rising in high level, at the average of 10% per year, higher the than speed of economic growth, thus the economical and efficiency using of electricity must be consider as an important and urgent solution to continue to up hold the persistence of energy security, stable development and national economic growth toward the next 05 years.

To implement the Directive No. 34/CT-TTg dated August 07, 2017 of the Prime Minister on  intensify of electricity savings, the whole country has many positive change in the consciousness of using electricity power in the economical and efficiency direction. That lead to the result of 9 billion kWh saved, which equal to VNS 15,000 billion and the average saving level is 1.5% of the total electricity consumption annually.  This is the important presumption to let our country to continue the fasten and strengthen the quality of electricity consumption, consider electronic saving as a key solution to reduce the risk of electricity shortness in the period of 2020 - 20250.

The Prime Minister require that, in the period of 2020 - 2025, the whole country must strive to save at least 2% of the total electricity consumption annually. To reach to this goal, it is requirement for all organizations, individuals to seriously implement the electronic savings, to be specific as follow:

1. The ministries, ministerial agencies, Government attached agencies, provinces and centrally run cities’ People s Committees, enterprises, associations, organizations and the social shall carry out a number of solutions as follow:

a) To implement electricity savings in agencies, offices:

- To coordinate with local energy to establish and organize the implementation of electricity savings plans for such agencies, ensure to save at least 5% of the total electricity consumption in the year.

- Elaborating, promulgating and organizing the effective implementation of regulations on the use, maintenance and repair of electricity consuming equipment at agencies and units.

- Disseminate and comprehend the implementation of electricity saving to all employees, put electricity saving contents into the criteria for assessing the level of completion of tasks, obeying internal discipline and emulation and commendation every year.

- Urge, review and regularly check the implementation of current regulations and provisions on electricity saving.

- Utilize and mobilize resources to install and use rooftop solar power systems, solar water heating systems to reduce electricity consumption from the national electricity system.

b) Saving electricity in public lighting and lighting for

advertising purposes, outdoor decoration:

- Organizations and individuals that manage and operate public lighting systems, lighting systems for advertising and outdoor decoration purposes shall assume the prime responsibility for, and coordinate with electricity supply establishments to elaborate and organize the deployment of the electricity saving plan, accordingly, must ensure a minimum saving of 20% of the total power consumption in the period of 2020-2025 for the above lighting activities.

- Applying solutions of management, standards and technical regulations on public lighting; replacing decorative lights, illumination lights, advertising lights with energy-saving lights; Apply automatic control technology in public lighting, lighting for advertising purposes, outdoor decoration.

- Deploying energy saving technology solutions in public lighting, using high performance and electric saving lighting equipment for 100% of public lighting works which be prepared of investment in construction, renovation and upgrading.

- Speed ​​up the schedule of lighting automation according to the time frame and weather conditions of public lighting works.

- Restaurants, hotels, commercial service facilities, office complexes and apartment buildings shall reduce 50% of outdoor decorative advertising lighting capacity at the evening peak of the electricity system at the request of local electricity agency; comply with the regulations on economical and efficient lighting, be ready to cut, reduce the demand for electricity when there is a notice of the local electricity agency in case of a power shortage.

c) Implementing electricity saving at households:

- Using electrical equipment with energy labels according to the Prime Minister s Decision No. 04/2017/QD-TTg dated March 09, 2017 on defining the list of means and equipment subject to energy labeling, apply minimum energy efficiency level and implementation roadmap.

Frequently practice of economical and efficient use of electricity at home, such as: turning off electrical appliances when leaving the room, cutting off the power source if not using electrical equipment; only use air conditioning when absolutely necessary; giving priority to procurement of high performance electric devices and equipment or electrical equipment with energy saving labels; minimize the use of incandescent light bulbs; installing and using rooftop solar power system, solar water heating system.

d) Implementing electricity saving  at commercial business and service establishments:

- Implement solutions for economical and efficient use of electricity.

- Formulating and disseminating the implementation of internal electricity saving regulations to customers and employees; coordinate with electricity supply units to reduce electricity demand when required.

dd) Implementing electricity saving at manufacturing enterprises:

- Develop and implement solutions for economical and efficient use of electricity such as: ensuring the correct use of capacity and sub loading diagram; implement a reasonable production plan; minimize the mobilization of equipment and machinery with large power consumption in peak hours; minimize the electrical equipment operating no load.

- Install and integrate renewable energy sources such as solar and wind energy into the internal energy system; prioritize the use of devices which labeled with energy high performance label.

- Key energy users must save at least 2% of energy consumption per unit of product each year, review and rectify the observance of the Law on Economical and Efficient Use of Energy and relevant legislative documents on economical and efficient use of energy.

- Industrial production enterprises governed by legal documents providing for energy consumption norms per unit of product must comply with energy consumption norms in accordance with law provisions.

2. The Ministry of Industry and Trade shall:

- Assume the prime responsibility for, and coordinate with ministries, agencies and localities in, monitoring, urging and checking the implementation of this Directive, summarizing annual implementation results, and reporting to the National Steering Committee for implementation of the National Program on economical and efficient use of energy in the period of 2019-2030.

- To take the prime responsibility and coordinate with ministries, agencies and localities to urgently deploy the tasks of the National Program on economical and efficient use of energy in the period of 2019-2030 and the National Program on management of electricity demand for the period of 2018-2020, with a vision to 2030, with special attention paid to non-commercial and commercial electricity sub loading adjustment activities.

- Direct the Vietnam Electricity to optimize the operation of power plants and transmission and distribution grids in order to efficiently use primary energy sources and reduce power losses throughout the system.

- Coordinate with mass media agencies to continuously and widely propagate to people to know and implement electricity saving.

- Urge Departments of Industry and Trade to support industrial production and service enterprises to make investments, deploy energy-saving solutions to replace low efficiency equipment with equipment and chains of high performance and energy saving.

- Assume the prime responsibility for, and coordinate with ministries and agencies in, reviewing, supplementing and perfecting the system of legal documents on energy use norms for product units of the sector and/or sub-sector.

- Coordinate with the People s Committees of the provinces and central affiliated cities in formulating annual electricity saving targets for their localities.

- Formulate and organize the implementation of plans on inspection, supervision and imposition of sanctions on individuals, enterprises and organizations that fail to comply with regulations on economical and efficient use of energy.

3. The Ministry of Finance shall:

- Collaborate with the Ministry of Industry and Trade and relevant parties in studying, developing, promulgating or submitting to competent authorities for promulgation a financial mechanism that allows the Vietnam Electricity to account into cost of electricity saving tasks.

- Assume the prime responsibility for, and coordinate with the Ministry of Industry and Trade, the Ministry of Planning and Investment and relevant agencies in, allocating funding for the performance of tasks of the National Program on economical and efficient use of energy in the period of 2019 - 2020 issued together with the Decision No. 280/QD-TTg dated March 13, 2019 of the Prime Minister.

4. The Ministry of Science and Technology shall take responsibility to coordinate with the concerned ministries and branches in reviewing, supplementing, elaborating and promulgating a system of standards and technical regulations on energy performance of electricity consuming equipment.

5.  The Ministry of Information and Communications has the responsibility to coordinate with the Ministry of Industry and Trade on directing the central and local Radio Stations, television broadcast stations and the related press and mass  media agencies to establish and develop radio and television programs on electricity saving, apply appropriate unit prices for propagation and dissemination of electricity saving.

6. The People s Committee of the provinces and central affiliated cities shall be responsible for:

- Elaborating and putting the targets of economical and effective use of energy into the annual and periodic plans of socio - economic development.

- Directing the radio and television stations, the affiliated media agencies to constantly propagate about saving electricity for the people in the locality.

- To accelerate the testing and inspection, strictly handle any case of violating current regulations on economical and effective use of energy.

- Request the local electricity agencies to coordinate with the enterprises and organizations located on the area to elaborate the electricity saving plan. Assisting the People s Committees at all levels in making statistics on the results of implementation of electricity saving plan of enterprises and organizations in the electricity supply areas .

- Organization the rewards and propose the State competent authority to compliment reward the agencies, units, organizations and individuals that record achievements in the work of saving electricity.

7. The ministries, agencies and local, People’s Committee at all level shall take responsibility for:

Guidance, control and inspection, supervision, approval and review of investment projects, purchase of public procurement and thorough compliance with provisions of the Decision No. 68/2011/QD-TTg dated December 12, 2011 of the Prime Minister on issuing the list of items, vehicles, energy-saving devices allow to equip and purchase of state budget using agencies; to supervise the consuming charge of electricity in the regular expenditures of administrative and public service units in accordance with the electricity saving regulations of this Directive.

8. Vietnam Electricity shall take responsibility to:

- Optimize the operation of power plants,  transmission and distribution grids to efficiently use the primary energy sources and reduce power losses throughout the system. Mobilize reasonably capacity power and electrical energy of hydro power plants, the purchased power sources from independent power plants and backup power of customers.

- Elaborating, organizing the implementation and reporting to the Ministry of Industry and Trade on the results of the implementation of the annual and phase electricity saving programs.

- Coordinate closely with the National Center for Meteorology and Hydrology on updating weather and water forecasts, take initiative in implementing efficient operation plans, economical use of water sources for electricity generation.

- To take the prime responsibility and coordinate with the concerned agency on studying to elaborate and report to the Commission Board  of managing state capital to promulgate the financial mechanism to allow the accounting of expenditures charge of promoting electricity saving activities on the production and business expenses of the Corporation.

9. The ministers, heads of ministerial agencies, heads of agencies under the Government, Chairperson of the People s Committee of the provinces and central affiliated cities, chairperson of the board members, the Director General of Vietnam Electricity, heads of agencies, units, organizations and individuals conducting electricity activities and using electricity shall direct and strictly implement this Directive.

10. This Directive replaces the Directive No. 34/CT-TTg dated August 07, 2017 of the Prime Minister on intensifying electricity savings./.
