DIRECTIVE
ON ELABORATING THE 2001-2005 FIVE-YEAR SOCIO-ECONOMIC DEVELOPMENT PLAN
The 2001-2005 five-year socio-economic development plan aims to promote the process of renewal, step up industrialization and modernization of the country and increase the position and force of our country in international economic integration. Therefore, the plan for the coming five years must concentrate the intellect of the entire Party and people and all the economic sectors for national development, for the target of a prosperous people, a strong country and an equitable, democratic and civilized society. To assure the quality and feasibility of the 2001-2005 five-year plan, the Prime Minister instructs the ministries, branches and People’s Committees of the provinces and centrally-run cities to carry out the following tasks:
1. To appraise the implementation of the 1996-2000 five-year plan
To focus on appraising accurately the implementation of the plan through ten years of renewal by closely adhering to the Resolutions of the Party, especially the Resolutions of the 4th, 5th and 6th Plenums of the Party Central Committee, while making in-depth analysis of the implementation of the main targets and tasks of the 1996-2000 five-year plan of their branches and localities; appraising the implementation of the decisions of the Prime Minister on the orientation of overall planning for socio-economic development in different regions and areas. Attention should be paid to clarifying the content of a number of tasks such as the achievement of the growth target in each branch and each locality; the exploitation of the development potentials of the economic branches and areas; the results of the implementation of the undertakings and policies on development of the multi-sectoral economy, renewal and development of the State economic sector and development of the potentials of the other economic sectors; the economic restructuring in each branch and each territorial area; the development of the maritime economy; the development of economic relations with other countries and import and export; the mobilization and use of the investment sources for development (including ODA and foreign direct investments); exploitation of the land resources and the real situation of land use; the of labor sources and the use of labor; the exploitation and use of the material and technical bases, renewal of technology; the policies in the domain of culture, education and training, health, social affairs, creation of jobs, prevention and fight against social evils, hunger eradication and poverty alleviation,... security, national defense, and budget revenues and expenditures.
Besides, the provinces and centrally-run cities must report on the results of the implementation of the Resolutions of the provincial and municipal Party Committees, and of the People�s Councils on socio-economic development, on the annual draft budgets of their respective localities.
In appraising the above questions, it is necessary to make in-depth analysis of what has been achieved and what not, the causes and responsibilities of each branch and each echelon, hence to draw the experiences in the working out of plans and the organization and guidance of their implementation. It is also necessary to determine clearly the objective of development in the next five years, and to propose amendments and supplements to the existing mechanisms and policies and concrete measures to carry out the 2000-2005 five-year plan.
2. Bases for working out the 2001-2005 five-year plan
- The line and viewpoints of the Party on renewal have already been set forth in the 10-year strategy from 2001 to 2010, the task of industrialization and modernization of the country, building an independent and autonomous economy, taking initiative in integration; promoting the creation of a rational and effective economic structure; associating economic development with socio-cultural development.
- In line with the draft orientation for the plan of socio-economic development in the five years 2001-2005, it is necessary to adhere to the overall objectives, the targets and tasks of socio-economic development, the major balances in the economy in order to determine the orientation for the development of each branch, each domain and the solutions for the implementation of the plan.
- The real socio-economic situation of each branch and each area, the possibility of expanding the market in the country and abroad; the possibility of mobilizing the internal forces of each branch, each locality and drawing foreign capital.
- The draft orientation for the development plans of the ministries, branches and localities, and the planning for development of each territorial area, each branch and each product which have been elaborated, updated and readjusted.
3. Forecasting the balances and elaborating projects to deploy plans
Basing themselves on the forecasts on a number of macro economic balances already laid down in the draft orientation for socio-economic development in the five years 2001-2005, the ministries, branches and localities shall make calculations and forecasts on the balances in terms of development potentials of their branches and localities by focusing on a number of major balances, such as labor, investment sources for development in their localities and in each economic branch, finance and budget. In the coming five years’ plan, it is necessary to focus on the following main questions:
a/ To concretize the strategy of industrialization and modernization of agriculture and rural areas, to accelerate the tempo of restructuring agriculture and development of the rural economy; to determine the target of developing crops and livestock in each area, to form areas of concentrated industrial plants, fruit trees and the network of processing industry; to develop livestock breeding, develop maritime economy, fisheries, aquaculture and raising of sea products associated with services and processing industries; to continue deploying the project of planting 5 million hectares of forests.
b/ To forecast and focus on developing necessary and advantageous industrial products, especially those capable of raising competitiveness. To develop processing industries, labor intensive industries and industries producing exports; to develop high technology and modern industries; to continue rearranging, renewing and developing State enterprises; to encourage the development of medium and small enterprises; to attract more foreign investments.
c/ To elaborate the program of commodity import and export along the itinerary of initiative in regional and international integration; to pay special attention to raising the quality and competitiveness of the products produced in the country.
d/ To draw up the financial and budgetary plan, the plan for development investment with various sources of capital with a specific plan for capital mobilization and allocation to the investment projects in the preferential order for each year; at the same time to adopt concrete solutions, mechanism and policies to ensure the implementation of the adopted projects; to propose mechanisms, policies and solutions aimed at continuing to perfect the investment and business environment, to mobilize to the maximum the source from the different economic sectors.
e/ To work out programs for developing the socio-economic infrastructure, developing education and training, developing science, technological renovation, and environmental protection. To elaborate programs of job settlement, hunger eradication and poverty alleviation and to raise the living standard of the people. Socio- economic development must go along with strengthening security and national defense.
f/ To promote the development of services such a transport, post and telecommunications, tourism, trade, and various forms of financial and banking services, science and technology, legal consultancy...
g/ To work out programs and measures to organize the implementation of administrative reforms in the ministries, branches and localities; to raise the quality and efficiency of operation of the management apparatus, to strengthen discipline, legislation and the regime of personal responsibilities.
4. To determine the concrete objectives and tasks of the 2001-2005 five-year plan of the ministries, branches and localities
a/ On the basis of the draft strategy for socio-economic development in ten years 2001-2010, the orientations for the tasks of the 2001-2005 period and the analyses and forecasts on the trend of development of the whole country as well as in the branches and localities, it is necessary to determine the concrete objectives and tasks, and to elaborate the plans of socio-economic development of the branches, localities and territorial areas in the coming five years in order to select therefrom the appropriate plans; at the same time to assign the concrete objectives for each year in order to deploy the implementation.
b/ The ministries, economic-technical branches, the State corporations must focus on calculating and forecasting the targets for development of the branches and corporations, the growth rate, the capabilities of drawing labor and job creation, the structure of products, and the output of a number of main products up to the year 2005.
c/ The ministries and branches managing the social domains should concretize the targets for development laid down in the draft of orientation for development in the 2001-2005 five-year plan, focusing on the tasks of raising the quality of the human resources, developing education and training, and science and technology, effectively solve urgent problems of society: eradication of hunger, alleviation of poverty, fight against social evils...To strongly develop culture and information, health work, physical culture and sports, to actively carry out the program on population and family planning, aimed at stabilizing and raising the material and spiritual living standard of the people.
d/ The localities should focus on calculating and forecasting the targets for integrated socio-economic development, the targets for restructuring the economy, the labor force, developing the social aspects, eradicating famine and alleviating poverty... With regard to the key economic areas, they must strive to get higher GDP growth rate than the average in the whole country; the regions still meeting with difficulties must strive to develop their potentials and advantages in the regions, and achieve higher economic growth rates than in the previous five years.
5. Tempo of plan elaboration
The elaboration of the five years plan 2001-2005 must be carried out together with the building of the Strategy for socio-economic development for the ten years 2001-2010.
In September and October 2000, the ministries, branches and localities shall elaborate their 2001-2005 five-year plan for socio economic development of their respective ministries, branches and localities. By October 15, 2000 at the latest, they must send their reports on this plan to the Ministry of Planning and Investment in order to make a timely integrated report to the Government.
6. Organization of implementation
The Minister of Planning and Investment is assigned with the task of guiding, urging and inspecting the elaboration of the plans at the ministries, branches and localities; coordinating with the related specialized agencies in elaborating the socio-economic development plans for five years 2001-2005 of the whole country in order to submit to the Government according to the said schedule.
The Ministry of Planning and Investment shall have to supply necessary information on strategic orientation, the possibilities of attracting resources in the country and from abroad, the trend of development of the world and regional economy as references for the ministries, branches and localities during the process or elaborating plans.
The ministries, branches and localities shall have to organize the elaboration of their 2001-2005 five-year plans according to the requirements and tempo laid down in this Directive.
