DIRECTIVE
On developing e-Government towards the Digital Government, promoting national digital transformation

On March 7, 2019, the Government issues the Resolution No. 17/NQ-CP regarding certain key tasks and measures of development of the Electronic Government in the period of 2019 – 2020 with orientations toward 2025. Then, the Prime Minister issues the Decision No. 749/QD-TTg dated June 3, 2020 approving the national digital transformation program through 2025, with orientations toward 2030; the Decision No. 942/QD-TTg dated June 15, 2021 approving the e-Government development strategy towards the Digital Government in the period of 2021 - 2025, with orientation toward 2030.
The implementation of the Government's Resolutions and the Prime Minister's Decisions over the past time has achieved many positive results as follows: the technical infrastructure basically meets the needs; the national database on population, the national database on business registration, the national database on insurance have been completed, gradually exploited and used effectively; the exchange of electronic documents has come into order; many public services have been provided online at levels 3, 4; the national ratings on e-Government has improved; the awareness of digital transformation has been enhanced, clearly demonstrating the important role in socio-economic development during and after the Covid-19 pandemic.
However, in fact, in the past time, there have also been many shortcomings and inadequacies in the implementation of e-Government, Digital Government, in national digital transformation, as follows: the technical infrastructure has not been optimized and professionally operated, not yet able to flexibly meet new requirements; there are still limitations in connecting and sharing data among state agencies; the rate of online public service generating dossiers and the rate of online processing dossiers are low; the operation of state agencies still has many manual stages, based on traditional papers; the national ranking of e-Government has improved but is only at the average level in the region; the digital transformation has not had many breakthrough results.
For development of e-Government, Digital Government, and promotion of digital transformation, one of the important "bottlenecks" to focus on removing is the data sharing, people still have to declare and provide data many times, especially when carrying out administrative procedures. In addition, the assurance of information safety, cyber security, human resource development for digital transformation and expenses for applying information technology, building e-Government towards the Digital Government, digital transformation has not really gotten proper attention.
In order to continue developing e-Government towards Digital Government, promoting national digital transformation, the Prime Minister directs the following contents:
1. Ministries, ministerial-level agencies, government-attached agencies, People's Committees of provinces and centrally-run cities
a) Disseminate all relevant organizations and individuals on strengthening investment management to ensure efficiency, information safety, and cyber security in information technology application, development e-Government towards the Digital Government, national digital transformation. In particular, it should be noted that the implementation of the Intelligent Operations Center (IOC) system must be practical, effective and sustainable. Completion time: June 2022.
b) Promote the development and use of national digital platforms for digital transformation, the development of Digital Government, digital economy and digital society under sectors and localities according to the competence and according to the annual plan.
c) Deploy under the annual plan to use or move to the cloud computing platform, with special emphasis on ensuring the data center and cloud computing platform and services for the Digital Government, digital government to comply with standards and technical regulations and requirements on information safety and cyber security; prioritize the form of hiring professional services.
d) Implement or pilot the implementation of ministerial-level and provincial-level general data processing and analysis platform to centrally store, synthesize, analyze and process data on socio-economic development from various sources, thereby creating new information, new data services for e-Government and Digital Government. Completion time: December 2022.
dd) Implement effectively and uninterruptedly data connection and sharing among state agencies, ensuring to avoid overlapping and wasteful investment, and strictly complying with the Government’s Decree No. 47/2020/ND-CP dated April 9, 2020. Publicize the list of shared databases and the list of data-sharing services; limit the provision of information in the form of documents for information exploited through the form of data connection and sharing between information systems. Not re-collect data or ask people and enterprises to provide information and data upon carrying out administrative procedures if such information and data have been connected and shared by state agencies, unless the information and data do not meet the quality requirements or unless otherwise prescribed by standards, technical regulations or laws.
e) Coordinate with the Ministry of Public Security, the Government Office, and the Ministry of Information and Communications in preparing infrastructure and conditions to meet requirements on information safety and cyber security to connect national databases, specialized databases, information systems serving administrative procedures with the National Population Database, first of all, databases on enterprises, taxes, customs, banks, driver's licenses, health insurance, education and social security according to the schedule assigned in the Decision No. 06/QD-TTg dated January 6, 2022 and the Decision No. 422/QD-TTg dated April 4, 2022;
g) Apply population data, electronic identification and authentication to provide online public services, prioritize implementation of essential public services specified in the Decision No. 06/QD-TTg dated January 6, 2022 and the Decision No. 422/QD-TTg dated April 4, 2022 of the Prime Minister. Completion time: December 2022.
h) Promote the use of online public services at a high level, focus on reviewing, advising and submitting to competent authorities for promulgation of policies to reduce time, fees and charges when performing administrative procedures in the electronic environment; organize connection and integration to provide 100% online public services at levels 3 and 4 to meet the requirements on the National Public Service Portal; implement authentication of electronic copies from the original; assign targets on the rate of online public service generating dossiers and the rate of online processing dossiers to each department, branch, agency and People's Committees of districts, cities and towns in the area; mobilize the participation of socio-political organizations, enterprises and communities in disseminating and guiding the use of online public services. Completion time: June 2022.
i) Digitize records and results of administrative procedures in receiving and handling administrative procedures at the Single Window Department at ministerial and provincial levels from June 1, 2022, at district level from December 1, 2022 and at commune level from June 1, 2023. Particularly, 25 essential public services under the Decision No. 06/QD-TTg dated January 6, 2022 shall be digitized from July 1, 2022. Focus on effectively implementing the plan on digitizing the results of administrative procedures in accordance with the Decree No. 45/2020/ND-CP dated April 8, 2020.
k) Promote the application of government-specific digital signatures in electronic documents, online public services, authentication of electronic copies from originals, carry out administrative procedures, direct and handle affairs in the cyber environment. Increasingly use government-specific digital signature authentication services in digital signing and authentication of digitized data; authenticate logins in the information systems of ministries, sectors and localities.
l) Connect and synchronize data on monitoring and measuring the use of online public services from the information system on handling of administrative procedures at ministerial and provincial levels with the index evaluation system serving the people, the enterprises of the National Public Service Portal, the system on monitoring and measuring the use of Digital Government services, make sure to take advantage of it, and not re-collect existing information.
m) Improve capacity and service quality and expand stably and uninterruptedly connection, monitoring and centralized access control for dedicated data transmission network, connect four administrative levels from central to commune level to serve the Digital Government. Completion time: September 2022.
n) Implement the IPv6 transformation; in which, priority should be given to transforming IPv6 for electronic portals and online public services to serve people and enterprises to access and use services of state agencies via IPv6. Completion time: December 2022.
o) Organize and fully implement solutions to ensure cybersecurity, thereby, the internal software developed by professional units complies with the process of Safe Software Development Framework; the information system fully complies with the level-based information security plan; the information system is checked and assessed for cybersecurity before being put into use, upon upgrading, changing, and periodically according to regulations; The information system is managed and operated according to the 4-layer model under the Prime Minister’s Directive No. 14/CT-TTg dated June 7, 2019.
p) Complete the classification, identification and approval of the proposed information system security level and the level-based information system security plan in accordance with the law and national standards on level-based information system security. Completion time: categorize, identify and approve the information system level proposal by December 2022; fully implement the information system security plan according to the level of information systems in operation before June 2023.
q) Implement training and further training for cadres, civil servants, public employees under the management on digital transformation, development of Digital Government, digital economy and digital society according to the annual plan, in which special attention is given to training and further training in data analysis and exploitation skills for decision making, policy making and network information security; mobilize social resources to participate in training and further training in the community digital technology network to support people and enterprises in using digital platforms and when participating in activities in the digital environment.
r) Set up the community digital technology network to support the implementation of the Digital Government, digital economy and digital society from the central level to the unit, grassroots, ward, commune, group and team levels with the core of specialized information technology unit, with the participation of Ho Chi Minh Communist Youth Union, Vietnam Farmers' Union, Vietnam Cooperative Alliance, Vietnam Women's Union and representatives of postal, telecommunications and information technology enterprises in each locality; participate in the National Community Digital Technology Network. Completion time: June 2022.
s) Report the use of funds from the state budget for the e-Government, Digital Government, information technology and digital transformation, and send it to the Ministry of Information and Communications for annual summarization and reporting to the Prime Minister. Completion time: December every year.
t) Measure, evaluate and publicize rankings of the development level of e-Government, Digital Government and digital transformation for agencies and organizations under their management on an annual basis. Completion time: December every year.
u) Implement the assigned key tasks specified in the Decision No. 27/QD-UBQGCDS dated March 15, 2022 of the Prime Minister – the Chairperson of the National Committee on Digital Transformation on promulgating the Operation Plan of the National Committee on Digital Transformation in 2022.
2. Ministry of Information and Communications
a) Every December, advise the Government and the Prime Minister on the list of key tasks to be performed in the next year to develop e-Government and Digital Government, promote digital transformation, improve national ranking, effectively implement the National Digital Transformation Program through 2025, with orientations toward 2030, the E-Government Development Strategy towards the Digital Government in the period of 2021 - 2025, with orientation toward 2030 and other related programs, strategies, master plans and plans.
b) Coordinate and promptly solve problems related to connection and sharing of data in state agencies, report to the Prime Minister.
c) Have solutions to encourage and promote people to use remote digital signature services to carry out administrative procedures in the electronic environment. Completion time: June 2022.
d) Assume the prime responsibility for, and coordinate with the Ministry of Finance and the Ministry of Planning and Investment in, reviewing the use of state budget for the Digital Government, information technology and digital transformation, and annually report to the Prime Minister - the Chairperson of the National Committee on Digital Transformation and make major recommendations, orientations, proposals on funding allocation in the next year. Completion time: December every year.
dd) Assume the prime responsibility for organizing training and further training for at least 10,000 digital transformation officers in central and local state agencies, state-owned corporations, groups, media and press agencies in 2022 to solve the urgent need for resources to develop e-Government, Digital Government, and promote digital transformation. Completion time: December 2022.
e) Promote the introduction of activities of people and enterprises into the digital environment under the Program to promote the development and use of national digital platforms for digital transformation, development of Digital Government, digital economy and digital society. Completion time: October 2022.
g) Promote the development and use of domestically produced digital technology products and services through the program on "Make in Vietnam" information technology products and services; create a market for Vietnamese digital technology enterprises. The time limit for evaluation and reporting of performance results is December every year.
h) Pilot implementation of virtual assistants to serve civil servants and public employees; organize assessment, draw experience, propose replication. Completion time: December 2022.
i) Annually evaluate and rank the development level of the e-Government, Digital Government and digital transformation for ministries, ministerial-level agencies, government-attached agencies, People's Committees of provinces and centrally-run cities, state-owned corporations, groups and other suitable entities under each development stage. Completion time: May every year.
3. Government Office
a) Urge and guide ministries, sectors and localities to:
- Standardize and restructure the processes of professional operations in handling administrative procedures in the direction of effective application of digital technology, reduction of costs, and creating favorable conditions for people and enterprises.
- Digitize dossiers and results of administrative procedures in receiving and handling administrative procedures in accordance with the Decree No. 107/2021/ND-CP dated December 6, 2021 and the Decision No. 468/QD-TTg dated March 27, 2021.
- Integrate online public services of ministries, sectors and localities into the National Public Service Portal, ensuring that 100% of online public services at level 3 and level 4 of ministries, sectors and localities are integrated by December 2022. Prioritize the integration of essential public services under the Decision No. 06/QD-TTg dated January 6, 2022 and the Decision No. 422/QD-TTg dated April 4, 2022.
- Provide, connect and share information and data from national databases, specialized databases, information systems of ministries, sectors and localities with the National Reporting Information System and the Center for Information and Administration of the Government and the Prime Minister, ensuring the regularity, continuity, safety and confidentiality of information in accordance with the law.
b) Build and develop the information system serving the direction and administration of the Government and the Prime Minister in real time, with data analysis and forecasting tools to support direction and administration based on digital data. Completion time: under annual assignment.
4. Ministry of Finance
Assume the prime responsibility for synthesizing and allocating non-business budget from the annual state budget to perform tasks of developing e-Government, Digital Government, and digital transformation on the basis of proposals from ministries, agencies, localities and the balancing capacity of the budget in accordance with the Law on the State Budget and its related guiding documents to implement the Directive.
5. Ministry of Planning and Investment
a) Assume the prime responsibility for, and coordinate with the Ministry of Finance and other ministries, central agencies and localities in, synthesizing and reporting to the Prime Minister on the implementation and disbursement of information technology projects, and send it to the Ministry of Information and Communications for summarizing to annually report to the Prime Minister - the Chairperson of the National Committee on Digital Transformation and make major recommendations, orientations, proposals on funding allocation in the next year. Completion time: August every year.
b) Assume the prime responsibility for summing up the annual public investment plan on the basis of proposals from ministries, agencies and localities according to the principles, criteria, and norms of capital allocation approved by competent authorities in accordance with the Law on Public Investment and its related guiding documents to implement the Directive.
6. Ministry of Public Security
Organize the implementation of the Prime Minister’s Decision No. 1911/QD-TTg dated November 15, 2021 on the connection and sharing between the National Population Database and the National Databases, specialized databases; the Prime Minister’s Decision No. 06/QD-TTg dated January 6, 2022 approving the project on developing the application of population data, electronic identification and authentication for national digital transformation in the period of 2022 - 2025, with a vision to 2030 according to the approved plan.
7. Ministry of Home Affairs
a) Develop the national database on cadres, civil servants, public employees in state agencies for synchronous, unified, transparent and timely management, creating core data source for Digital Government development. Completion time: December 2022.
b) Organize the implementation of the Master Program on State Administration Reform for the 2021 - 2030 period, closely linked with the development of e-Government towards the Digital Government.
8. The Ministry of Construction
Assume the prime responsibility for, and coordinate with the Ministry of Information and Communications in, preliminarily assessing the situation of smart city deployment in Vietnam and report to the Prime Minister. Completion time: June 2022.
9. Government Cipher Committee
Ensure adequate and timely provision of government-specific digital certificates to ministries, sectors and localities; guide and support the use of digital signatures to digitize dossiers and results of administrative procedures in receiving and handling administrative procedures at the single-window department. By June 2022, ensure the grant of 100% of digital certificates to the single window department at ministerial and provincial levels; by December 2022, ensure the grant of 100% of digital certificates to the single window department at district level; by June 2023, ensure the grant of 100% of digital certificates to the single window department at the commune level. In which, by July 1, 2022, fully grant 100% of digital certificates to cadres, civil servants, public employees directly related to the digitization of 25 essential public services according to the Decision No. 06/QD-TTg dated January 6, 2022.
The ministers, the heads of ministerial-level agencies, the heads of government-attached agencies, the chairpersons of People's Committees of provinces and centrally-run cities, and relevant organizations and individuals are requested to strictly implement this Directive.
