DECREE
ON THE ESTABLISHMENT OF THE NATIONAL UNIVERSITY OF HO CHI MINH CITY
THE GOVERNMENT
Pursuant to the Law on Organization of the Government on the 30th of September, 1992:
Pursuant to Decree No.15-CP on the 2nd of March, 1992 on the tasks, powers and responsibility for State management of the ministries and ministerial-level agencies;
At the proposal of the Minister of Education and Training (expose No.9122-KHTC on the 30th of December, 1994),
DECREES:
Article 1.- To establish the National University of Ho Chi Minh City by re-arranging and re-organizing a number of universities and scientific research institutes in Ho Chi Minh City area, for the time being the 9 following institutions: The University of Ho Chi Minh City, the Thu Duc Technical Teachers' College, the Ho Chi Minh City Polytechnics, the Agriculture and Forestry College, the Economics College, the Economics College, the Finance-Accountancy College, the Teachers' College, the Architecture College, the Law Faculty of Ho Chi Minh City.
Article 2.- The National University of Ho Chi Minh City is a multi-disciplinary, multi-sector center of training and scientific research of the whole country, which is directly placed under the Ministry of Education and Training, and operates according to a separate statute to be approved by the Prime Minister.
The National University of Ho Chi Minh City is a juridical person and has its own seal and bank account.
Article 3.- The National University of Ho Chi Minh City has the following main tasks:
1. Training specialists in various branches of science and technology of graduate and post-graduate degrees.
2. Conducting scientific and technological research combined with teaching, training, scientific information, and application of results of research to production and life.
3. Providing academic support for other universities and colleges in various localities.
Article 4.- The organizational structure of the National University of Ho Chi Minh City is composed of:
1. Organizations for training and scientific research:
a/ The General Education University.
b/ Specialized colleges.
For the time being, they include:
- The Natural Sciences College.
- The Social Sciences and Humanities College.
- The Teachers' College.
- The Technical College.
- The Agriculture and Forestry College.
- The Economics College.
- The Law College.
In the process of development, the organization of new colleges affiliated to the National University of Ho Chi Minh City shall be planned by the Rector of the National University (in consultation with the Council of Sciences) and submitted to the Minister of Education and Training for consideration and decision.
c/Institutes and Centers of scientific research.
2. Units in service of training and scientific research:
- Libraries.
- Computer centers.
3. Professional sections to assist the Rector of the National University (to be decided by the Rector).
Article 5.- The leading body of the National University of Ho Chi Minh City is composed of a Rector and Vice-Rectors. The Rector of the National University of Ho Chi Minh City shall be appointed by the Prime Minister, the Vice-Rectors of the National University and the Deans or Heads of member units of the National University shall be proposed by the Rector and appointed by the Minister of Education and Training.
The Rector of the National University of Ho Chi Minh City shall manage all activities of the National University, and shall have to work out a statute on the organization and activities of the National University and submit it to the Prime Minister for ratification.
The National University of Ho Chi Minh City shall have a Council of Sciences and Training, which provides consultancy for the Rector, the Ministry of Education and Training shall decide to recognize the Chairman and members of this Council.
Article 6.- The Minister of Education and Training shall discuss with the Chairman of the State Planning Committee, the Minister of Construction, the Minister of Finance, the President of the People's Committee of Ho Chi Minh City, and the President of the People's Committee of Song Be province to make an economic and technical feasibility study for renovating the existing facilities and building new ones for the National University of Ho Chi Minh City in the areas of Dong Hoa commune, Thuan An district, Song Be province, and of Tan Phu commune, Thu Duc district, Ho Chi Minh City, and submit it to the Prime Minister for ratification.
Article 7.- This Decree takes effect as from the date of its promulgation.
Article 8.- The Minister of Education and Training, the other ministers, the heads of the ministerial-level agencies and the agencies attached to the Government, the president of the People's Committee of Ho Chi Minh City, and the president of the People's Committee of Song Be province shall have to implement this Decree.
