DECISION
Approving the Program on Digital Government Development[1]
THE PRIME MINISTER
Pursuant to the February 18, 2025 Law on Organization of the Government;
Pursuant to the June 22, 2023 Law on E-Transactions;
Pursuant to the November 30, 2024 Law on Data;
Pursuant to the Political Bureau’s Resolution No. 57-NQ/TW of December 22, 2024, on breakthroughs in science and technology development, innovation, and national digital transformation;
Pursuant to the Government’s Resolution No. 214/NQ-CP of July 23, 2025, promulgating the Government’s plan of action to promote data creation to serve comprehensive digital transformation;
At the proposal of the Minister of Science and Technology.
DECIDES:
Article 1. To approve the Program on Digital Government Development (below referred to as the Program), with the following contents:
I. VIEWPOINTS
1. To develop inclusive and widespread digital services in adherence to the principle of putting the people and enterprises at the center, as the subjects and objects of service, and as co-creators of digital services; to center on users within a unified service ecosystem, ensuring that no one is left behind.
2. To carry out comprehensive digital transformation in state agencies, ensuring that all activities of advice provision, work processing, internal management and governance, leadership, direction and administration are based on real-time data, with results-based governance; to take over existing outcomes, ensuring data consistency, synchronization, interconnection and sharing, avoiding duplications throughout the entire political system from the central to local levels, and ensuring conformity with the two-tier local administration.
3. To implement intense power decentralization and delegation on digital platforms; to develop a synchronized, modern, secure, safe, effective and waste-free digital infrastructure and technology; to form big data centers up to the green standards, closely associated with regional energy master plans; to build and improve national digital platforms and shared-use digital platforms of sectors and fields toward centralized and uniform development and shared use nationwide, avoiding duplications and ensuring synchronous connection. These digital platforms shall be invested in, built, and operated synchronously and thoroughly by the central level through the grassroots level (including provincial and commune levels).
4. To promote the development of open data, and improve the transparency, accountability and innovation; to develop data into a strategic resource and the foundation of digital government; to prioritize the building and development of national databases, specialized databases, and shared-use databases to serve the direction, operation and provision of public services, supervision, forecasting, and policy planning. The building of databases must adhere to the principles of “accuracy, completeness, cleanliness, updating, uniformity, and shared use.”
5. To combine internal strengths with external resources, encouraging domestic digital technology enterprises to participate in developing new digital applications and services in the form of public-private partnership (PPP), which is a breakthrough model and approach in developing a national digital platform to serve digital government in the new period; to take the initiative in undertaking international cooperation, learning from international experiences and standards in the digital government development.
6. To ensure information security, cybersecurity, and ethics in the application of artificial intelligence (AI) technology as a prerequisite and guiding principle throughout the development of digital government. The exploitation and use of data and digital technologies must be transparent and accompanied by accountability, protection of privacy, and respect for ethical values, ensuring fairness, and building the entire society’s digital trust.
7. To carry out intelligent and automated operation based on the AI-first mindset; to employ AI technology in the provision of end-to-end online public services in order to ensure efficiency, proactiveness, transparency, and personalization of user experience. At the same time, to intensify the application of AI to ensure the smartization of operational processes, enhance operational transparency, and optimize resources in the decision-making and administration processes of state agencies.
II. OBJECTIVES BY 2030
1. General objectives
By 2030, Vietnam will complete the building of digital government, forming a smart government operating on a big data and AI platform, aiming toward a proactive and predictive people-centered administration model. Basic activities of state agencies will be carried out on centralized, uniform and interconnected digital platforms among levels and sectors in order to create a complete and modern digital ecosystem, thereby ensuring cybersecurity, personal data confidentiality, and national digital sovereignty. AI will become a core tool for public administration, provision of public services and support for the policy and decision making process, thus contributing to enhancing operational efficiency and improve experience of citizens and enterprises.
2. Specific objectives
a/ Provision of inclusive and intelligent digital services
Some key targets include:
- For the 2025-2027 period
+ End-to-end online public services will be provided for all eligible administrative procedures.
+ All information, papers and documents in administrative procedures related to production and business activities will be provided only once to state administrative agencies.
+ Ninety-five percent of citizens and enterprises will express their satisfaction when using online public services.
- For the 2028-2030 period
+ Almost all citizens and enterprises will express satisfaction when using online public services.
+ Half of essential online public services will be proactively provided and supported by AI for personalizing notifications or action suggestions based on important life events.
+ All state agencies will provide open data up to relevant standards.
+ All administrative procedure settlement dossiers and results will be digitized.
+ Eighty percent of digitized information and data in the administrative procedure settlement and public service provision will be exploited and reused.
b/ State agencies’ smart and secure data-based management, direction and administration
Some key targets include:
- For the 2025-2027 period
+ All national digital platforms and shared-use digital platforms of sectors and fields serving digital government will be completed and put into uniform use from the central to local levels as scheduled.
+ All work records at the ministerial, provincial, and commune levels will be processed electronically (except for work records classified as state secrets) with the use of personal digital signatures.
+ All reporting regimes of agencies will be carried out on reporting information systems.
+ All tasks assigned by the Government and the Prime Minister to ministries, sectors, and localities will be monitored, supervised, and evaluated electronically.
+ All ministries, sectors and local administrations will achieve level-3 maturity in the data governance.
+ All cadres, civil servants and public employees will receive training in basic digital skills.
+ Half of cadres specialized in information technology and digital transformation in ministries, sectors and localities will receive training and obtain basic data governance certificates.
- For the 2028-2030 period
+ All ministries, sectors and localities will achieve level 4 and 90% of them achieve level 5 regarding their maturity in data governance.
+ All information systems will be connected for data sharing through data sharing services.
+ All agencies and organizations will use at least 1 AI application to serve their direction and administration work.
+ Twenty-five percent of leaders of each agency or organization will have expertise and experience in science, technology and digital transformation suitable to their task requirements.
+ All cadres in charge of information technology and digital transformation of ministries, sectors and local administrations will receive training and obtain basic data governance certificates.
+ All information systems serving the digital government development will have their cybersecurity assurance proposal dossiers approved according to their levels approved before they are put into operation and use; and undergo periodical cybersecurity checks and assessments.
3. Breakthrough changes in national ranking
Vietnam’s ranking in the e-government and digital government development will record a breakthrough change. Vietnam will be among the top 4 countries in the Association of Southeast Asian Nations (ASEAN) and among the top 60 leading countries in the world by 2028, and among the top 3 countries in the ASEAN and among the top 50 leading countries in the world by 2030, according to the United Nations’ assessment. Vietnam will become one of the leading centers for cyberinformation security and cybersecurity assurance in Asia.
III. TASKS AND SOLUTIONS
1. Institutional improvement
- To study and formulate the Law on Digital Transformation and guiding and replacing decrees and documents in order to promote the digital transformation.
- To study and formulate the Law on Artificial Intelligence and its guiding decrees and documents.
- To formulate the Law on Data Security.
- To elaborate standards, regulations and technical guidance on digital government, focusing on standards and technical regulations on data, digital platforms, cybersecurity, and new technologies (IoT, AI, Blockchain), to keep pace with the global technological development and conform to digital government models, ensuring cybersecurity, interconnection security, and the sharing of technical infrastructure and data among information systems.
- To build and update the digital architecture frameworks at the ministerial and provincial levels to meet the requirements of the digital government development and the National Digital Architecture Framework.
- To formulate a data strategy that is conformable with the National Data Architecture Framework, the National Data Governance and Management Framework, and the shared-use data dictionary.
- To formulate and update the list of national digital platforms and shared-use digital platforms of sectors and fields.
- To provide technical guidance on levels of AI application in the online public service provision, defining concepts, technical requirements, and criteria for evaluation of levels of personalization, proactiveness, action suggestions, etc.
- To provide guidance on selection, commissioning and integration of virtual assistants into administration and operation platforms of ministries, sectors and local administrations.
- To issue and apply the national standard on the online public service quality of user experience.
- To build a set of indicators and framework of guidance for the data governance maturity assessment.
- To formulate and adjust criteria and descriptions of job positions for each management domain, adding requirements on digital skills suitable to functions, tasks and working tools of such positions, with reference to the National Digital Competency Framework and current relevant regulations.
- To formulate a set of criteria for evaluation of efficiency of projects and tasks on the digital government development funded by the state budget in order to serve as a basis for supervision, assessment and measurement of efficiency of such projects and tasks.
- To build and implement a data governance training and certification framework for ministries, sectors and localities.
2. Digital data development
- To focus on digitizing data and exploiting and reusing data to reduce and simplify administrative procedures, focusing on the fields of justice, education, health, and land administration.
- To ensure all administrative procedure settlement dossiers and results will be digitized; to complete the building, upgrading and development of national and specialized databases to ensure that data are accurate, complete, clean, updated, consistent, and shared; to connect and share data to serve the performance of administrative procedures and provision of public services.
- To formulate and promulgate a plan on the publication of open data at the national level and at every ministry, sector or locality, including the list of prioritized open data, a publicization roadmap, access methods, updating responsibility, and criteria for evaluation of levels of open data use and reuse. The provision of open data must comply with technical standards and current regulations.
- To formulate and promulgate specific mechanisms and policies for ministries, sectors, and localities to take the initiative in standardizing, opening, sharing and uploading eligible data to data exchanges, thereby promoting the formation and development of a data market, associated with transparent mechanisms regarding the rights to data ownership, data exploitation commercialization and data value distribution.
3. Development of digital applications and platforms for digital government
a/ National-scale digital applications and platforms
- Digital platforms for settlement of administrative procedures and interaction with citizens and enterprises
+ To operate the National Public Service Portal at the National Data Center as a single nationwide portal for settlement of administrative procedures and provision of public services for citizens and enterprises.
+ To build and improve the Vietnam National Single Window.
+ To develop a virtual assistant application integrated into the National Database on Administrative Procedures to serve the control of administrative procedures in ministries, sectors and localities.
+ To develop a uniform virtual assistant application integrated into the National Public Service Portal, information systems for settlement of administrative procedures by ministries, sectors and local administrations, and in provincial- and commune-level public administrative service centers in order to guide and support citizens and enterprises.
- Platforms serving governance, direction and administration
+ To develop the Government’s Reporting Information System and the Information System for the Government’s and the Prime Minister’s Direction and Administration on the infrastructure of the National Data Center to meet the requirements of direction and administration in the electronic, online or data-based environment.
+ To develop and improve a database management system for tracking tasks assigned by the Government and the Prime Minister for monitoring, measuring and evaluating the results of the performance of tasks assigned by the Government and the Prime Minister to ministries, sectors and localities.
+ To develop and improve an information system serving the Government’s meetings and work processing, and the direction and administration by the Government and the Prime Minister.
+ To build the National Data Dictionary System.
+ To invest in upgrading the State Data Management System in conformity with the National Data Architecture Framework, the National Data Governance and Management Framework, and the shared-used data dictionary.
- Platforms for providing basic and shared-use infrastructure services
+ To develop the electronic identification and authentication platform of the National Population Data Center, intensifying and expanding electronic authentication activities in various fields in accordance with relevant regulations.
+ To develop the National e-Document Exchange Platform to serve the Government’s and the Prime Minister’s direction and administration work.
+ To operate a system for management of documents and work records containing state secrets from the central level to the commune level under the Prime Minister’s Decision No. 2481/QD-TTg of November 13, 2025.
+ To develop the National Data Exchange Platform (NDXP); and the National Data Center’s National Data Operating Platform (NDOP) in order to connect, integrate, and share data among information systems and databases of ministries, sectors and localities nationwide through the connection with the Local Government Service Platform (LGSP).
+ To build the National Data Portal as a focal point for provision of open data of state agencies in the cyber environment in order to ensure transparency, enhance data sharing, promote innovation, develop the digital economy and digital society, and ensure information security of organizations and individuals in accordance with law.
+ To build the shared-use Big Data Analytics and AI Platform.
+ To organize the big data-based AI application in important sectors and fields.
+ To build a uniform official-duty email system.
+ To build the National Blockchain Platform.
+ To build the National Virtual Assistant Platform.
+ To build the National Next-Generation SOC Platform.
+ To build the National Cyber Defense System.
+ To develop a system for monitoring and measuring the level of provision and use of digital government services (electronic monitoring centers - EMC).
+ To develop the National Platform for Integrating Data, Information, and Scientific and Technological Knowledge, the Digitized Vietnamese Knowledge System, and AI applications to facilitate scientific and technological research and innovation.
+ To develop the Digital Literacy Platform as a national large-scale online learning platform for free training, further training and dissemination of knowledge on digital transformation and digital skills for all subjects.
+ To build the National Data Authentication and Verification System.
- To complete the deployment of other national-scale applications, platforms and services in order to build digital government and lead the digital transformation in sectors and fields prioritized for digital transformation under relevant programs, strategies, master plans, plans, and component projects and relevant documents.
b/ Ministerial-level and provincial-level digital applications and platforms
- To build, develop and improve ministerial-level information platforms/systems for handling of administrative procedures.
- To build and develop ministerial/provincial-level data aggregation and analytics platforms.
- To develop and improve ministerial/provincial-level data integration and sharing platforms to meet the digital data integration and sharing requirements in the new period.
- To develop and improve information systems serving the direction and administration at the ministerial/provincial-level.
- To build ministerial/provincial-level AI platforms in a way that integrates, shares and expands the capabilities of the shared Big Data Analytics and AI Platform and the National Virtual Assistant Platform, ensuring succession and shared use of resources and avoiding duplications of infrastructure.
- To develop and improve ministerial/provincial-level shared-use data storages.
4. Development of digital government infrastructure
- To build and develop digital infrastructure to serve digital government under the Prime Minister’s Decision No. 1132/QD-TTg of October 9, 2024, approving the Digital Infrastructure Strategy through 2025, with orientations toward 2030.
- To form storage and computing infrastructure up to the international and green standards; to develop big data center clusters up to the green interconnection and sharing standards to form a network of data center clusters in order to promote the big data industry, thereby forming at least three National Data Center Clusters as specified in the Government’s Resolution No. 175/NQ-CP of October 30, 2023, approving the National Data Center Scheme.
- To build the National Data Center and a uniform and high-performance cloud computing platform to provide centralized computing, storage, and backup resources, ensuring the highest level of cybersecurity, information security and data safety for information systems of ministries, sectors, localities and the entire political system.
- To ensure security for the Party’s and the State’s special-use data transmission networks, enabling its expansion, uniformity and shared use across the entire political system to serve the sending and receipt of documents and processing of confidential and top-secret dossiers and files. National-, ministerial-, and local-level shared-use platforms and applications will be connected through this network to ensure data interconnection and synchronization.
- To develop the network infrastructure to meet the needs for building digital government of ministries, sectors and localities toward prioritizing the leasing of services and the effective connection and use of the Party’s and the State’s special-use data transmission network.
- To develop and improve the specialized digital signature authentication system serving the performance of official duties for shared use by state agencies.
- To upgrade, manage and operate the National Online Meeting Platform in a smooth, safe and secure manner from the central level to local levels, meeting the requirements for uniform use throughout the political system.
5. Assurance of cybersecurity
- To review and update regulations and technical standards on personal data protection in state agencies in accordance with the Law on Personal Data Protection; to provide technical guidance on storing, processing, sharing, and controlling access to, personal data in the digital government’s platforms and information systems.
- To formulate and promulgate a framework for assessing the risk level of shared-use information systems and digital platforms in digital government; to carry out a cybersecurity inspection and supervision mechanism for the software supply chain, outsourced services (SaaS, Cloud, etc.), and system development partners in adherence to the principles of source code audit, access control, and third-party security.
- To form a cybersecurity market with regional and international competitiveness. Vietnamese digital technology enterprises may take advantage of open-source technologies to achieve technological self-reliance, develop products, and dominate the market, contributing to ensuring cybersecurity for digital government.
- To strengthen the national cybersecurity supervision to detect and provide early warnings about information security risks to agencies, organizations, enterprises and citizens; to upgrade the National Cybersecurity Center under the Ministry of Public Security to ensure wide-ranging connection and supervision of critical information systems of ministries, sectors and localities.
6. Development of digital human resources
- To compile and provide learning materials to train and popularize digital skills for, and guide, citizens in using digital services of state agencies for entities on the Digital Literacy Platform.
- To assign specialized personnel to take charge of information technology and digital transformation; to organize the digital literacy movement and activities of community-based digital technology teams in a practical and effective manner.
- To formulate and implement specialized and regular training, further training and technical assistance programs for commune-level cadres, focusing on skills in operating shared-use platforms and in assisting citizens in using digital services.
- To review and update the competency framework and standards of IT skills, integrated with digital skills for state officials, civil servants and public employees; to incorporate training contents on digital skills and AI in state management training programs for specialists, principal specialists, senior specialists and those of equivalent positions.
- To formulate and implement programs for providing training to, and raising the awareness of, leaders, cadres, civil servants and public employees of state agencies at all levels about the digital government, the Digital Government Architecture Framework, and cybersecurity assurance.
- To formulate and implement annual training programs on digital knowledge and skills, and data analytics and processing skills, and AI for cadres, civil servants and public employees to prepare them for transitioning to the digital working environment; to organize annual training and further training programs on digital skills, pedagogical methods, and the AI application in teaching for teachers at all levels.
- To formulate a training program framework on data governance for personnel in charge of IT and digital transformation in ministries, sectors and local administrations.
7. International cooperation
- To formulate and implement multilateral and bilateral international cooperation programs with countries, territories, multinational corporations, international organizations, and leading research institutes in science, technology and innovation in order to learn their experience, share open data, develop AI, ensure cybersecurity, and promote comprehensive digital transformation; and at the same time, to help several countries develop digital governments, and promote and expand markets for Vietnam’s digital government products and services.
- To fully and proactively participate in international forums on digital government such as the United Nations e-Government Survey, the International Telecommunication Union (ITU), and the OECD Digital Government Program to update trends, share experiences, and report on indicators.
- To regularly monitor and update e-government and digital government development indicators as assessed by the United Nations and international organizations; to periodically report them to the Government and the Prime Minister for timely guidance and adjustment.
8. Fund assurance
- Funds for the national digital government will be allocated from the annual expenditures reserved for science, technology, innovation, and national digital transformation. Adjustments will be made in the 2025 state budget estimates to allocate at least 3% of the budget for the development of science, technology, innovation, and digital transformation. This fund will be further increased to account for at least 2% of GDP or GRDP (for localities) in the next 5 years.
- The central budget will ensure funds for the implementation of projects on development of information technology infrastructure, data centers, national databases, national digital platforms, and national shared-use applications and services.
9. Measurement, monitoring, and evaluation of implementation
- To formulate and improve a set of indicators for monitoring, supervising and evaluating the implementation of targets, objectives, and tasks assigned by the Government and the Prime Minister regarding the development of science and technology, innovation and digital transformation, and Scheme 06 serving the direction and administration by the Government and the Prime Minister.
- To measure and supervise systems and services serving digital government; to disclose online key indicators in the digital government development.

IV. ORGANIZATION OF IMPLEMENTATION
1. The Ministry of Science and Technology shall:
- Act as the focal point for summarizing the implementation of the Program.
- Assume the prime responsibility for organizing the implementation of the Program; inspect and supervise the Program; and annually report and propose to the Prime Minister adjustments and updates to the Program.
- Disclose quarterly and annual evaluation results for monitoring, urging and ranking the digital government development; honor the highest-quality public services, public services that attract the widest participation, the most optimally operating state agencies, socio-economic development issues resolved with the most breakthrough results, and the state agencies that has made the best contribution to the digital government development.
2. Ministries, sectors and localities shall:
- Organize the implementation of the Program within the ambit of their assigned functions and tasks in accordance with current regulations.
- Formulate and promulgate their action plans on development of digital government and digital administration (or incorporate it in their digital transformation plans for the 2026-2030 period) before December 31, 2025.
- Standardize and restructure the professional process for completion of administrative procedures in order to simplify administrative procedures as much as possible and improve the quality of public services provided online, aiming to provide end-to-end online public services.
- Provide guidance on reviewing, adjusting and digitizing internal processes; records, documents and results of the administrative procedure settlement in sectors and fields related to citizens; restructure and simplify administrative procedures; review and simplify reporting regimes, reduce reporting regimes that have been replaced by data; and review and issue policies and regulations to encourage citizens and enterprises to use digital government services.
- Maintain the compliance with the National Digital Architecture Framework, the National Data Architecture Framework, the National Data Governance and Management Framework, and the National Shared-Used Data Dictionary to ensure that all data projects comply with these frameworks, ensuring consistency and interoperability.
- Connect all digital platforms deployed by the central level and information systems for settlement of administrative procedures with the Public Digital Signature Authentication Service Portal.
- Proactively carry out international cooperation in the digital government development; actively participate in international organizations and initiatives on digital government, digital technologies, and AI; promote Vietnam’s leading role in the fields that the country has strengths; participate in building new international legal frameworks, standards and principles on digital technology in conformity with national objectives and interests; intensify international cooperation on cyberinformation security and cybersecurity; promote the sharing of information, experience and technologies with organizations and countries in order to enhance the capacity for preventing, detecting, and responding to cybersecurity threats.
- Based on the objectives and tasks stated in the Program, formulate and implement specific funding estimates under regulations; mobilize other lawful funding sources; promote the outsourcing of information technology services and make investment in the form of public-private partnership to develop digital government; step up the mobilization of financial resources from organizations, individuals and enterprises to participate in the implementation of the Program in accordance with law; and incorporate the tasks of the Program in other relevant national target programs.
3. The Vietnam Television shall coordinate with ministries, sectors and localities in carrying out public communication about, and disseminating policies and information on, digital government, digital platforms, data policies, AI, and digital transformation among citizens and enterprises.
4. Digital technology enterprises shall, based on the contents, tasks and solutions set forth in the Program, specify implementation activities, and propose implementation solutions to ministries, sectors and localities.
5. Ministries, sectors, and localities shall submit annual reports to the Ministry of Science and Technology on the practical implementation of the Program before December 15 every year for summarization and reporting to the Prime Minister; and update and monitor the progress of objectives and tasks on information technology systems. The Ministry of Science and Technology shall summarize the practical implementation of the Program for reporting to the Prime Minister before January 30 of the following year.
Article 2. This Decision takes effect on the date of its signing and replaces the Prime Minister’s Decision No. 942/QD-TTg of June 15, 2021, approving the Strategy for development of e-government, toward digital government in the 2021-2025 period, with orientations toward 2030.
Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, and heads of related agencies and units shall implement this Decision.-
