DECISION
Approving the Strategy for the development of Vietnam’s retail market through 2030, with a vision toward 2050
THE PRIME MINISTER
Pursuant to the February 18, 2025 Law on Organization of the Government;
Pursuant to the June 16, 2025 Law on Organization of Local Administration;
Pursuant to the June 14, 2005 Commercial Law;
Pursuant to the June 12, 2017 Law on Foreign Trade Management;
Pursuant to the Prime Minister’s Decision No. 1163/QD-TTg of July 13, 2021, approving the Strategy for the development of domestic trade for the period up to 2030, with a vision toward 2045;
At the proposal of the Minister of Industry and Trade,
DECIDES:
Article 1. To approve the Strategy for the development of Vietnam’s retail market through 2030, with a vision toward 2050 (below referred to as the Strategy), with the following contents:
I. DEVELOPMENT VIEWPOINTS
1. To develop a civilized, modern, synchronized and sustainable retail market, contributing to the successful realization of objectives of the strategy for socio-economic development, the strategy for development of domestic trade and market, as well as other strategies, schemes, programs and plans approved by competent authorities.
2. To develop the retail market in line with development trends of e-commerce and the application of achievements of the Fourth Industrial Revolution; to promote the development of different types of trade based on science, technology and innovation in order to modernize the retail market in the context of digital transformation.
3. To develop the retail market in a substantive and in-depth manner toward specialization and professionalism, helping properly play its role as a sustainable linkage between production and consumption, and play an important role in setting orientations for and guiding production development in conformity with market signals. Retail market development shall be closely associated with the realization of sustainable development and environmental protection goals, and must ensure a balanced allocation of resources among regions and localities, with priority given to market development in rural, mountainous, deep-lying, remote and island areas.
4. To develop the retail market through diversifying retail modes, developing modern retail distribution models and strategies, and diversifying market participants; to pay attention to the development of small- and medium-sized enterprises, creating favorable conditions for individual business households and cooperatives to participate in the market; to promote the development of core forces, namely large-scale domestic distributors with modern distribution systems that play a market-leading role; to promote the development of private retail groups.
5. To develop the retail market in synchrony with the development of socio-economic infrastructure for transport, communications, finance and credit, etc., in association with logistics services and business support services, so as to increase the attractiveness of the business investment environment and improve the operational efficiency of retail enterprises by strongly mobilizing social resources for investment and resources from enterprises of all economic sectors, particularly the private economic sector.
6. To develop the retail market in close association with the formulation and improvement of policies for development of a healthy competition market among market participants and various forms of retail under the State’s management. The State shall set orientations for and manage the retail market with policy instruments for creating a fair and transparent business environment, while maintaining its regulatory role to guarantee the rights and interests of market participants.
II. DEVELOPMENT OBJECTIVES
1. General objectives: To develop a civilized, modern and sustainable retail market in line with orientations for the development of domestic trade, ensuring compliance with international commitments to which Vietnam is a contracting party, and ensuring conformity with development trends of e-commerce, digital economy, green economy and sharing economy; to properly perform the function of linking production with consumption; increase the domestic purchasing power while stimulating the international market’s demand for Vietnamese products, thus contributing to improving the value and competitiveness of Vietnamese goods and creating a prerequisite for Vietnamese retail enterprises to participate more deeply in the global retail market.
2. Specific objectives
a/ For the period up to 2030:
- The total of retail sales and consumer service revenues (not excluding the price element) will increase at an annual average rate of 11-11.5%.
- E-commerce will develop rapidly with a complete legal framework, applying modern technologies and having modern technical infrastructure together with adequate supporting tools, ensuring safety and convenience for enterprises and consumers in transaction processes. E-commerce revenues will grow at an annual average rate of 15-20%, accounting for 15-20% of the country’s total retail sales and consumer service revenues by 2030. To strive for the target that 40-45% of small- and medium-sized enterprises will participate in e-commerce exchanges.
- Policies on retail market development shall be gradually improved; the business environment shall be improved in favor of the formation and development of a fair and transparent competitive market, attracting capable and reputable retailers as market participants; Vietnamese enterprises shall be encouraged to innovate and develop with modern retail models worldwide.
- Infrastructure for retail activities shall be developed, with a focus on upgrading infrastructure in border, rural, mountainous, deep-lying, remote and island areas, in order to support retail activities with warehousing and transportation systems, handling equipment, and goods preservation facilities, etc., thereby improving the operational efficiency of retail enterprises.
b/ For the 2031-2050 period:
- The total of retail sales and consumer service revenues (not excluding the price element) will increase at an annual average rate of of 10-10.5%.
- E-commerce will develop strongly and play a leading role in commercial transactions. E-commerce revenues will grow at an annual average rate of 13-15%, accounting for 20-25% of the country’s total retail sales and consumer service revenues by 2050. To strive for the target that over 70% of small- and medium-sized enterprises operating in the commercial sector will participate in e-commerce exchanges.
- Policies on retail market development shall be completed to provide maximum support for domestic retail enterprises, while ensuring conformity with international commitments; a number of large Vietnamese retail brands shall be formed with competitiveness and reputation in domestic and international markets.
- Infrastructure for domestic retail activities shall be developed in a modern manner, ensuring synchronization between urban areas and rural, mountainous, deep-lying, remote, border and island areas; all retail establishments will apply modern technology and digitize purchase and sale transactions; and goods circulated through retail systems will meet criteria on food safety, traceability and environmental protection.
III. DEVELOPMENT ORIENTATIONS
1. Diversifying retail market participants
- To encourage enterprises from all economic sectors to participate in the development of the retail market in appropriate forms and scales; to form core domestic distribution forces through granting initial incentives in terms of financial and land mechanisms and policies.
- To form groups/large enterprises in the distribution sector, primarily domestic enterprises, including foreign-invested enterprises, in which sole proprietorships are identified as a core force creating an important momentum and contributing to market development.
- To encourage and support small-sized enterprises, commercial cooperatives, business households and business individuals to participate in the retail market.
2. Innovating retail business models
- To diversify retail business forms, especially those capable of linking with and promoting domestic production development in line with Vietnam’s international integration process; to set orientations for the transition of the retail distribution system to modern distribution models such as department stores, shopping malls, convenience stores and specialty stores, ensuring harmonious development among the models and suitability for each market segment, in the context of increasing competition pressure from foreign retailers.
- To promote the combined development of modern retail business models, omnichannel retail and e-commerce together with traditional retail models; and inventory retail combined with promotional activities to stimulate consumption; to invest in the development of integrated commercial-service complexes with traditional markets as the core, combined with market streets, that bear modernity while preserving traditional business culture.
- To develop modern retail models, expand, and enhance the management of, retail store chains and franchising models for Vietnamese and international brands, and large-scale centralized retail models invested by domestic distribution groups and enterprises.
3. Developing sustainable production-distribution linkage chains
- To form linkage chains connecting production with distribution, focusing primarily on supply chains of essential agricultural and food products in order to ensure supply-demand stability and effectively manage the quality and safety of food in market circulation; to strengthen close linkages between retailers and producers in creating stable goods supply sources with competitive prices and quality, meeting the diverse needs of consumers.
- To efficiently organize and operate the distribution system for essential goods in the market; to build and form sustainable production-distribution linkage chains, with an emphasis on strengthening supply chain linkages while ensuring compliance with regulations on food quality and safety and traceability; to develop supply chains for environmentally friendly products bearing eco-labels, etc.
- To develop linkage chains through franchising models and voluntary linkage chains among small supermarkets and specialty stores in order to enhance competitiveness. For franchising retail chains, to accelerate the recognition of copyright and inventions, and the settlement of procedures for intellectual property rights protection and trademark registration, thereby facilitating the expansion of chains of Vietnamese brands in domestic and international markets.
- For small-sized enterprises, commercial cooperatives, business households and business individuals, to encourage the formation of single- or multi-sector linkage chains; and the establishment of vertical linkages (linkages forming supply chains for a single product or goods or a group of products or goods), and horizontal linkages (among enterprises in the same business sector or field); to strengthen close linkages among producers, distributors and supporting service providers in order to create high-quality goods supply sources for the retail market. At the same time, to innovate distribution modes toward modernity and professionalism; to promote and introduce distinctive products with advantages of localities and regions (OCOP) to domestic and international markets; to encourage stakeholders to participate in production and supply chains; to strengthen connections between production areas and consumption markets.
4. Promoting the development of e-commerce and electronic exchanges
- To focus on strongly developing modern trade models such as e-commerce and electronic exchanges based on digital platforms; to diversify retail modes, with special emphasis on omnichannel retailing, mobile retailing, television retailing, and retailing via social media applications on the Internet, etc., so as to meet future requirements and shopping trends of consumers.
- To intensify statistics collection, research, analysis and market forecasting on the basis of applying digitalization and technologies in retail business; to heighten the role of e-commerce in the development of transaction methods and electronic payment methods, ensuring safety and convenience for consumers while participating in e-commerce transactions.
- To complete the legal framework and adopt clear pilot mechanisms, creating favorable conditions for enterprises to research and operate electronic exchanges applying advanced technologies, ensuring equal treatment among retail business models in the context of the Fourth Industrial Revolution, in conformity with international law and practices on e-commerce transactions; to promote the development of public services serving e-commerce.
- To develop a healthy, competitive and sustainable e-commerce market; to expand markets for goods sale through e-commerce applications; to promote the application of, and support, digital transformation of enterprises; to promote e-commerce transactions in border areas and across borders.
5. Effectively implementing retail distribution strategies and intensifying trade promotion
- To effectively implement appropriate retail distribution strategies in each period, including market penetration research; development of retail models, types of stores and structure of products; supply source strategies; logistics strategies; communication, marketing and sales promotion strategies; brand development strategies; customer relationship and after-sales service strategies; competition strategies; strategies for training human resources and sales staff; and strategies for multi-segment linkages and business scaling-up.
- To attach importance to trade promotion activities with appropriate methods and tools; to intensify the application of information technology and digital transformation in trade promotion; to support connections between Vietnamese retailers and major retailers in the world in order to promote cooperation, information sharing, technology transfer, and market search and expansion.
6. Attracting investment in the development of retail commerce infrastructure and logistics centers
- During the period from now until 2030, to develop a complete system of retail commerce infrastructure, initially ensuring a harmonious and reasonable combination of modern structure and traditional structure as suitable to the characteristics, level, scale and development prospect of each locality or market area.
- To develop regional, local and specialized logistics centers in line with market development trends, ensuring effective transport connectivity and the provision of logistics services that meet the needs of domestic production and circulation and import-export activities; to upgrade and plan warehousing systems in appropriate locations close to transport routes, airports, seaports and inland waterway ports in order to facilitate the transportation and transshipment of goods; to strengthen connectivity among ports, warehouses and customs authorities through Vietnam Automated Cargo Clearance System/Vietnam Customs Information System (VNACCS/VCIS), thereby improving the efficiency of logistics operations in Vietnam and facilitating the smooth and rapid movement of goods along multimodal transport routes with competitive freight and logistics service costs in the region and the world.
7. Promoting the role of state management of the retail market
- To focus on improving policies and strengthening the role of state management in the development of the retail distribution system, including mobilizing investment resources, regulating relations among market participants, training human resources, and performing market surveillance and management of cross-border e-commerce.
- To enhance the role of state management in strengthening inter-sectoral and inter-regional connectivity to form and establish supply chains and value chains from production to consumption, thereby creating a safe and sustainable consumer environment.
IV. TASKS AND SOLUTIONS
1. Improving mechanisms and policies and improving the business environment in conformity with international commitments
- To focus on reviewing and improving policies on retail market management, covering studying the amendment and supplementation or promulgation of regulations on state management of the retail sector to meet management requirements in the context of a rapidly evolving and developing retail market, particularly regulations and conditions related to participation in the retail market and technical regulations and standards on commercial infrastructure, including retail infrastructure. The revision of standards and technical regulations must ensure adherence to the principles of preservation, diversity and modernity, and, at the same time, national standards and technical regulations must be aligned with international standards and comply with the country’s international commitments.
- To continue performing the tasks set out in the Government’s Resolution No. 02/NQ-CP of January 8, 2025, on major tasks and solutions to improve the business environment and improve the national competitiveness; the Government’s Resolution No. 68/NQ-CP of May 12, 2020, promulgating the Program on reduction and simplification of regulations related to business activities for the 2020-2025 period; and the Government’s Resolution No. 66/NQ-CP of March 26, 2025, on the Program on reduction and simplification of regulations related to production and business activities for 2025 and 2026, with a view to reducing the rate of enterprises dissolved or terminating operation and enhance the operational capacity of the business community, particularly small- and medium-sized enterprises and sole proprietorships; at the same time, to simplify administrative procedures, cut input costs and unofficial costs for enterprises and citizens, and shift from the licensing for promotional and demand-pulling activities to post-licensing inspection in order to facilitate the development of effective models of concentrated sales promotion.
- To continue implementing the Government’s Resolution No. 76/NQ-CP of July 15, 2021, on the Overall Program on State Administrative Reform for the 2021-2030 period, with key tasks of building and improving the institutional framework of the administrative system and enhancing the effectiveness and efficiency of law enforcement, regarding annual administrative reform results as criteria for assessing the performance quality of agencies and units; to innovate working styles to ensure consistency from the central to local levels; to build a professional contingent of cadres, civil servants and public employees with sufficient capacity and moral qualities to meet task requirements; to attach importance to wage policy reform; to improve the quality of direction and administration work of heads of agencies and units; to build and develop e-government and digital government.
- To review and remove institutional, legal and policy barriers in order to accelerate investment in infrastructure for the retail market development; to improve policies to attract investors to participate in the development of modern and synchronized retail commercial infrastructure, thereby promoting production, meeting domestic goods circulation needs, and supporting export; to improve mechanisms for supervising, managing and using investment capital for each infrastructure development project so as to ensure its effectiveness and transparency; to continue mobilizing and effectively utilizing investment capital from all economic sectors at home and abroad in order to upgrade and build retail commercial infrastructure; to study and promulgate special policies for each mobilized resource in order to ensure a harmony in interests among the State, investors and citizens. In addition to state budget funds, other lawful funding sources shall be utilized to develop the commercial infrastructure system.
2. Developing modern and complete systems of retail commercial infrastructure and green logistics infrastructure, ensuring the balance among regions and areas in order to enhance the attractiveness of the business investment environment and increase linkages among sectors and economic regions as well as regional and international connectivity
- State budget funds shall be prioritized for the focused development, consolidation and upgrading of traditional marketplaces’ infrastructure to be modern and civilized; to deploy technology-driven “smart market” models to connect sellers and buyers, and provide transparent information on food quality and safety and goods origin. To promote the expansion of mini-supermarkets and convenience stores in rural, deep-lying and remote areas to supply high-quality goods to local residents; to upgrade auxiliary facilities such as parking areas, garbage collection zones and drainage systems in retail areas, helping improve the quality of trade activities in localities and regions.
- To attach importance to making investment in the construction and development of retail commercial infrastructure in disadvantaged areas in suburban and rural areas; to pay attention to the development of essential commercial infrastructure in mountainous, deep-lying, remote, border and island areas and ethnic minority areas, ensuring effectiveness and systematicity, particularly networks of modern markets, convenience stores, supermarkets, grocery stores and shopping malls, etc.
- To adopt policies to prioritize the allocation of land areas for warehouses in urban areas, and to arrange land areas in certain localities for enterprises to build warehousing systems to meet the growing need for goods storage and transportation; to prioritize investment in the construction of logistics and distribution centers in key regions such as the Mekong River delta, the Central Highlands and the Northern Midland and Mountainous region in order to reduce logistics costs and improve supply chain efficiency; to intensify the application of information technology and modern warehouse management techniques (specialized software, barcodes, etc.) in warehouse coordination and management, with information connected to customers to serve inspection, storage and tracking of each shipment; at the same time, to increase investment in designing renewable energy-operated warehouse systems to reduce costs and control energy consumption.
- To study the application and transfer of technologies and technical advances for the development of green logistics in order to protect the environment; to increase investment in upgrading green logistics infrastructure and electric charging infrastructure for green and energy-efficient vehicles.
- In the long term, digital transformation will serve as a solution to efficiently develop green logistics/green supply chains; therefore, investment should be intensified in the application of information technology in logistics supply chain management, such as freight management systems (FMS), transportation management systems (TMS), warehouse management systems (WMS), enterprise resource planning (ERP), and use of GPS for transport modes and software solutions for route analysis and optimization, thereby promoting greener logistics operations.
- To promote research and application of science, Industry 4.0 technologies and innovation in order to develop the retail distribution system and improve productivity in the retail sector through national-level science and technology programs, with a focus on foundational technologies such as the Internet of Things (IoT), big data, artificial intelligence (AI), 3D printing and blockchain, etc.; to support the development of digital mapping technologies capable of providing data and services related to websites and infrastructure in support of retailers; to develop technologies in omnichannel retailing, e-commerce, mobile phone and television retailing, online sale via social media applications, and experiential retail models, creating diverse and enriched customer experiences through virtual reality (VR) and augmented reality (AR) technologies.
3. Supporting the improvement of the competitiveness of Vietnamese retail enterprises in the process of international integration
- To continue studying and promulgating policies to support domestic enterprises in order to implement the market-opening roadmap in conformity with WTO commitments and effectively utilizing the concluded free trade agreements (FTAs) to expand into new potential markets; to provide information and support for enterprises in anti-dumping lawsuits and proactively implement appropriate trade remedies.
- To focus on supporting small- and medium-sized enterprises (SMEs) in terms of investment capital; to create favorable conditions for enterprises to participate in investing in the development of commercial infrastructure and logistics infrastructure; to intensify trade promotion activities; to participate in price stabilization programs and supply-demand linkage initiatives, etc. At the same time, to attach importance to supporting enterprises in the private sector in applying circular economy, inclusive business and sustainable business models; to support business households and business individuals in accessing and using logistics services at reasonable costs and with time efficiency.
- To seriously perform tasks and implement solutions for developing, and improving the quality of, human resources in the distribution and retail sector as set out in the Strategy on development of domestic trade for the period up to 2030, with a vision toward 2045, approved under the Prime Minister’s Decision No. 1163/QD-TTg of July 13, 2021, with a focus on the following solutions: (i) Innovating, and improving the quality of, training institutions for commercial human resources in the distribution and retail sector that are capable of mastering and receiving advanced management technologies to enhance operational efficiency of business entities; (ii) Implementing schemes to support training and capacity building in business administration, food safety knowledge and commercial civilization for local officials engaged in trade management, market managers, commercial cooperatives, business households and business individuals; (iii) Focusing on training and further training of highly qualified personnel who are capable of handling issues related to trade disputes, particularly in the context of Vietnam’s retail market becoming deeply integrated into the international market; and (iv) Emphasizing training in corporate governance skills and implementing digital skills training programs for enterprises and consumers, especially in rural and mountainous areas, to enhance access to and use of new technologies and online shopping skills in e-commerce.
- To implement June 12, 2017 Law No. 04/2017/QH14 on Support for Small- and Medium-Sized Enterprises, and Government’s Decree No. 80/2021/ND-CP of August 26, 2021, the detailing and guiding with a focus on supporting SMEs in transforming from business households into innovative startup SMEs, and SMEs participating in industrial clusters and value chains, thereby improving their competitiveness in the context of international integration.
- To promote digital transformation in enterprises through the integration and application of digital technologies to improve production and business efficiency and corporate competitiveness, and create new values for enterprises; to develop digital tools, platforms and transformation databases for enterprises; to establish and coordinate networks of digital transformation experts for retail enterprises, toward sustainable development of enterprises on digital platforms.
- To support enterprises in forming and developing linkage chains from production to circulation and distribution of products and goods to the market, while ensuring compliance with regulations on food quality, safety and traceability; to strengthen connections between retail distributors and enterprises and producers in concentrated agricultural production regions nationwide. In order to compete with foreign enterprises, leading domestic retail distributors need to establish strong, close and flexible linkages throughout the entire supply chain; improve the quality of products and sales and after-sales services; and, most importantly, maintain competitive prices. Accordingly, it is necessary to rapidly establish and develop systems of networks and branches in localities, identify favorable business locations and make thorough investment, build brands, and transition from traditional shopping models to modern shopping modes; to invest in chains of retail stores and supermarkets; and link to develop new retail models through e-commerce, online sale via television and mobile phones, toward sustainable development with a focus on core factors such as consumer benefits and active contributions to society.
4. Establishing technical barriers to support the development of the domestic market in conformity with international commitments
- To study applying trade remedies when necessary to protect the legitimate rights and interests of domestic industries in adherence to the principles of openness, transparency, compliance with law, and conformity with Vietnam’s international commitments; to study and apply other typical safeguard measures, such as issuing technical regulations to protect domestic production and enterprises from unfair competition by foreign enterprises; regulations on product quality and safety; and regulations on local ownership rights for domestic enterprises, such as priority in trademark registration and protection of intellectual property rights, etc.
- To study and promulgate mandatory standards on quality of retail goods and services, including regulations on product safety and customer service, in order to increase transparency and protect consumer rights; to study and develop criteria “Green consumer products” and “Green retail enterprises” for submission to competent authorities for approval, proceeding to annually organize the issuance of Green Certificates for products and enterprises.
5. Strengthening the management of commodity transactions through e-commerce exchanges
- To improve policies and laws on e-commerce, particularly expediting the completion of and submission to the National Assembly the draft Law on E-commerce in order to enhance the effectiveness and efficiency of the state management of e-commerce, facilitate the sustainable and orderly development of e-commerce, and serve as a driving force for the digital economy development; to continue effectively performing the tasks set out in the Prime Minister’s Decision No. 645/QD-TTg of May 15, 2020, approving the National Overall Plan on E-commerce Development for the 2021-2025 period, and the tasks for the subsequent period under the Minister of Industry and Trade’s Decision No. 1568/QD-BCT of June 3, 2025, approving the Overall Plan for National E-commerce Development for the 2026-2030 period; to concentrate efforts on disseminating, and providing enterprises, organizations and individuals with guidance on, the provisions on e-commerce of Commercial Law No. 36/2005/QH11 of June 14, 2005, and Law No. 20/2023/QH15 of June 22, 2023, on E-Transactions; to strengthen connectivity and information and data exchange among state management agencies, as well as between state management agencies and enterprises.
- To establish national e-commerce platforms connected with existing exchanges such as Shopee, Lazada, Tiki and Sendo, etc., to provide the best shopping experience for customers, which integrate payment, operation and logistics services, and provide traceability tools using blockchain technology to ensure transaction transparency and accuracy; at the same time, to require sellers to disclose information on product origin and use QR codes to enable customers to trace product information.
- To strengthen the management and supervision of goods in cyberspace in order to build consumer trust in online shopping, protect law-abiding traders and business organizations, and promote the e-commerce development; to continue effectively implementing the Prime Minister’s Decision No. 319/QD-TTg of March 29, 2023, on combating counterfeit goods and protecting consumers in e-commerce through 2025, and study and propose tasks and solutions for the subsequent period; to intensify inspection and examination, and handle illegal trade activities on e-commerce platforms and direct shopping channels, focusing on counterfeit goods, and goods failing to meet food quality and safety requirements.
- To implement tasks and solutions to promote digital transformation and e-commerce development, develop the digital business community, and facilitate goods distribution through e-commerce platforms in accordance with the Minister of Industry and Trade’s Decision No. 1753/QD-BCT of July 6, 2023, approving the Scheme on digital economy development of the industry and trade sector through 2030, focusing on tasks related to development of digital infrastructure and digital enterprises; to formulate and implement the Scheme on the digital transformation ecosystem for industry and trade enterprises to support production and business establishments (especially medium-, small- and micro-sized enterprises, cooperatives and business households) in carrying out comprehensive digital transformation.
6. For retailers
- To raise their financial capacity, technology, infrastructure and human resource quality in order to improve their competitiveness in the context of deep international integration and the Fourth Industrial Revolution.
- To mobilize resources to invest in and innovate technologies, physical facilities and equipment serving business operations; to enhance the capacity to acquire and apply advanced technologies through strengthened linkages with FDI enterprises; and to promote information sharing, market access and corporate governance experience through networking events and legal support activities.
- To formulate, and effectively implement, enterprises’ strategies on brand development, brand positioning and brand marketing, thereby improving their competitiveness in the context of international integration.
- To carry out training and further training for improving human resource quality and technical and managerial qualifications; to diversify forms of training personnel in retail and supply chain management activities, tailored to specific working positions and titles in enterprises.
- To invest in improving the quality of market information, analysis and forecasting; to promote the application of information technology in collecting information and analyzing and forecasting retail market developments in order to provide adequate, accurate and timely information serving state management agencies’ direction and administration work in the goods distribution in the retail market, thereby improving competitiveness, increasing value added, and facilitating the sustainable development of the retail market in favor of Vietnamese enterprises.
- To strengthen linkages and information sharing among retailers; to intensify the trade promotion, demand stimulation and domestic consumption promotion, with the participation of both e-commerce and traditional retail systems; to implement concentrated sales promotion programs and replicate outlets selling Vietnamese goods and OCOP products; to actively respond to and implement the Scheme on domestic market development associated with the Campaign “Vietnamese people give priority to using Vietnamese goods,” contributing to the promotion of production, trading and consumption of Vietnamese goods through allocating more resources for market development activities under the theme “Pride in Vietnamese goods.”
- To strengthen linkages and form chains of retail distribution enterprises, linking production with circulation and sale of local products; to enhance inter-sectoral and inter-regional connectivity to form green supply chains that supply only environmentally friendly green products through distribution systems; to establish value chains from production to consumption and create a safe and sustainable consumer environment; to coordinate with provincial-level Departments of Industry and Trade in implementing projects and programs “Say No to Plastic Waste” within retail distribution systems; to apply environmental protection solutions and fulfill corporate social responsibility.
7. For associations and sectors
- To promote the role of business associations and sectors, particularly the Vietnam Retailers Association, as intermediaries between state management agencies and retailers.
- Business associations shall effectively perform their functions of representing, and protecting the interests of, retailers; improve the quality of legal information provided to retailers; and directly support retailers in fully accessing to law in the production, circulation and distribution of goods, thereby developing the retail market and utilizing international trade and investment commitments applicable to the retail sector.
- To encourage business associations and enterprises to proactively and actively participate in and support the State in researching and formulating policies on retail market development, proposing solutions to reform administrative procedures, remove obstacles and create favorable conditions for the business community; to strengthen close coordination among business associations, sectors and enterprises in intensifying the information provision, public communication and awareness-raising activities, and in properly implementing retail market development guidelines and policies.
- To strengthen coordination among business associations such as the Vietnam Retailers Association, the Vietnam E-commerce Association, the Vietnam Logistics Business Association and the Vietnam Association of Consumer Goods Development, etc., in order to form strong linkage chains, helping stabilize supply-demand and prices, and improve market competitiveness.
V. FUNDING FOR IMPLEMENTATION
The implementation of the Strategy requires the mobilization and effective use of resources, particularly funding sources, together with clear mechanisms for inspection and supervision, including:
- State budget funds (the central budget and local budgets) as provided in the current regulations on state budget decentralization, ensuring compliance with the regulations on fund allocation mechanisms ensuring budget balancing, and with the Law on the State Budget and relevant legal documents.
- Funds incorporated in national target programs, schemes, programs, plans and other projects.
- Concessional loans, FDI, ODA, bonds, private investment, and other sources of donations and aid mobilized in accordance with law.
- Funds mobilized from organizations and individuals at home and abroad in accordance with law, with the promoted role of the private economic sector in the retail market development.
VI. ORGANIZATION OF IMPLEMENTATION
1. The Ministry of Industry and Trade
- To publicly announce the Strategy; to assume the prime responsibility for, and coordinate with ministries, sectors, provincial-level People’s Committees and related agencies in, organizing the implementation of tasks and solutions set out in the Strategy; to formulate programs, plans and schemes for submission to competent authorities for approval; to seek and mobilize resources and international assistance and cooperation to ensure the synchronous and effective implementation of programs, plans, schemes and tasks set out in the Strategy.
- To assume the prime responsibility for, and coordinate with the Ministry of Finance, other ministries, sectors and localities in, monitoring, urging, inspecting, supervising, reviewing and evaluating the implementation of the Strategy; to submit annual reports (in December every year) and five-year reports to the Prime Minister; to propose, and submit to the Prime Minister for decision, matters arising beyond the Ministry of Industry and Trade’s competence, as well as supplementation and adjustment of the Strategy to suit reality.
- To assume the prime responsibility for, and coordinate with ministries, sectors, provincial-level People’s Committees and related agencies in, reviewing, supplementing, formulating and promulgating, or submitting to competent authorities for promulgation, mechanisms and policies to attract investment in the development of the retail market and retail commerce infrastructure and strengthen linkages in goods and service value chains; to study, develop and promulgate a set of criteria for the formation and development of commercial infrastructure of different types, including retail infrastructure.
- To assume the prime responsibility for, and coordinate with related ministries and sectors in, supporting manufacturing enterprises in promoting the application of technology and innovation to improve productivity and product quality, enhance branding and competitiveness of goods in the market; to support retailers in seeking investment destinations, studying market information, and carrying out branding, trade promotion and supply-demand connectivity activities, etc., thereby enhancing the reputation and brands of domestic enterprises.
2. Related ministries and sectors
- The Ministry of Finance:
+ To assume the prime responsibility for, and coordinate with the Ministry of Industry and Trade and related agencies in, based on the central budget-balancing capacity, submitting to competent authorities proposals on the allocation of funds to perform the tasks and implement the projects set out in the Strategy after they are approved by competent authorities in accordance with the law on the state budget, the law on public investment and other relevant laws.
+ To assume the prime responsibility for, and coordinate with related ministries and sectors in, studying, and proposing amendments and supplements to, incentive and support policies for small- and medium-sized enterprises and sole proprietorships engaged in retail business activities, thereby promoting the development of the retail sector in line with reality and the progress of international economic integration.
+ To assume the prime responsibility for, and coordinate with the Ministry of Industry and Trade in, regularly inspecting and supervising the allocation and use of the central budget’s investment capital and investment support for the development of retail commerce infrastructure, ensuring proper purposes and effectiveness.
- The State Bank of Vietnam shall coordinate with the Ministry of Finance in researching policies on investment credit support through commercial banks and the Vietnam Development Bank for small- and medium-sized enterprises, creating favorable conditions for enterprises to invest in the development of retail commerce infrastructure, intensify trade promotion activities, participate in price stabilization programs, connect supply-demand initiatives, and develop linkage chains from production to circulation and distribution of products to the market, ensuring compliance with the Government’s Decree No. 32/2017/ND-CP of March 31, 2017, on state investment credit, and the amending and supplementing Government’s Decree No. 78/2023/ND-CP of November 7, 2023.
- The Ministry of Science and Technology:
+ To assume the prime responsibility for, and coordinate with the Ministry of Industry and Trade and related ministries, sectors and agencies in, formulating and improving policies to promote technological innovation, and application and transfer of advanced and high technologies, and in implementing science and technology solutions to enhance the efficiency and quality of products, services, and circulation and distribution activities in the market.
+ To coordinate with the Ministry of Industry and Trade in reviewing, supplementing, formulating, and assuming the prime responsibility for appraising and declaring, standards and national technical regulations, thereby contributing to ensuring the quality of goods and services circulated in the market in accordance with the Law on Standards and Technical Regulations.
- The Ministry of Agriculture and Environment:
+ To assume the prime responsibility for, and coordinate with the Ministry of Industry and Trade and related ministries, sectors and localities in, implementing solutions to develop agricultural production applying high technology and biotechnology toward a clean, modern and sustainable agriculture, thereby creating high-quality and highly competitive sources of goods for the domestic retail market and for export.
+ To assume the prime responsibility for, and coordinate with the Ministry of Industry and Trade and localities in, formulating and improving mechanisms and policies to encourage business entities to build their capacity to participate in supply chains, promote value chain linkages, and strengthen connectivity between agro-forestry-fishery production and processing enterprises and distribution enterprises in the retail market.
- Other ministries and sectors:
+ The Ministry of Construction shall assume the prime responsibility for, and coordinate with other ministries, and sectors and localities in, implementing solutions to upgrade transport infrastructure, warehousing systems and seaports, and develop diverse types of logistics services.
+ The Ministry of Home Affairs shall coordinate with the Ministry of Education and Training in providing support for training, retraining and capacity building for the workforce, aimed at developing high-quality human resources for the trade sector in general and the retail sector in particular.
+ Other ministries and sectors shall, within the ambit of their respective functions, tasks and state management authority, coordinate with the Ministry of Industry and Trade in organizing the effective implementation of relevant contents of the Strategy.
- Provincial-level People’s Committees:
+ Based on local development conditions, potential and advantages, to organize the implementation of the Strategy and incorporate its contents into local master plans; to proactively study and allocate land areas in a rational manner in order to attract investment in the development of retail infrastructure in their localities, ensuring conformity with local conditions and development levels in each period.
+ To make full use of resources from the state budget and non-state budget capital to develop retail infrastructure in accordance with current regulations; to proactively balance local budget funds for investment in retail infrastructure development.
Article 2. This Decision takes effect on the date of its signing.
Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, and related agencies shall implement this Decision.-
