DECISION

Approving the National Action Program on the development and transition to the use of cloud computing platforms for the 2025-2030 period[1]

 

THE PRIME MINISTER

Pursuant to the February 18, 2025 Law on Organization of the Government;

Pursuant to the June 29, 2006 Law on Information Technology;

Pursuant to the June 25, 2015 Law on the State Budget;

Pursuant to the November 19, 2015 Law on Cyberinformation Security;

Pursuant to the June 12, 2018 Law on Cyber Security;

Pursuant to the November 15, 2018 Law on Protection of State Secrets;

Pursuant to the November 24, 2023 Law on Telecommunications;

Pursuant to the November 29, 2024 Law on Public Investment;

Pursuant to the November 30, 2024 Law on Data;

Pursuant to the Political Bureau’s Resolution No. 52-NQ/TW of September 27, 2019, on a number of guidelines and policies on the nation’s proactive participation in the Fourth Industrial Revolution;

Pursuant to the Political Bureau’s Resolution No. 57-NQ/TW of December 22, 2024, on breakthroughs in science and technology development, innovation, and national digital transformation;

Pursuant to the National Assembly’s Resolution No. 176/2025/QH15 of February 18, 2025, on the organizational structure of the Government of the 15th National Assembly;

Pursuant to the National Assembly’s Resolution No. 193/2025/QH15 of February 19, 2025, on the pilot application of a number of special mechanisms and policies to create breakthroughs in science and technology development, innovation and national digital transformation;

Pursuant to the Government’s Resolution No. 175/NQ-CP of October 30, 2023, approving the Scheme on the national data center;

Pursuant to the Government’s Resolution No. 03/NQ-CP of January 19, 2025, on the Government’s Action Program to implement the Political Bureau’s Resolution 57-NQ/TW, on breakthroughs in science and technology development, innovation, and national digital transformation;

Pursuant to the Government’s Resolution No. 71/NQ-CP of April 1, 2025, on amendment, supplementation and updating of the Government’s Action Program to implement the Political Bureau’s Resolution No. 57-NQ/TW of December 22, 2024, on breakthroughs in science and technology development, innovation and national digital transformation;

Pursuant to the Prime Minister’s Decision No. 36/QD-TTg of January 11, 2024, approving the master plan on information and communication infrastructure for the 2021-2030 period, with a vision toward 2050;

Pursuant to the Prime Minister’s Decision No. 1132/QD-TTg of October 9, 2024, approving the Strategy on digital infrastructure through 2025 and orientations toward 2030;

At the proposal of the Minister of Science and Technology,

 

DECIDES:

Article 1. To approve the National Action Program on the development and transition to the use of cloud computing platforms for the 2025-2030 period (below referred to as the Action Program) with the following contents:

I. OBJECTIVES

1. General objectives

To prioritize the provision of resources for, gradually master technology, promote innovation, and strongly develop and apply cloud computing to contribute to, building an advanced, modern, synchronous, secure, safe and sustainable digital infrastructure of Vietnam which is capable of providing high-performance computing resources; to comprehensively improve the national competitiveness, strongly promote the digital economy, create a driving force to achieve socio-economic development goals, and strive to place Vietnam among the top ASEAN countries in terms of data centers and cloud computing services by 2030, aiming to become a developed, high-income country by 2045.

To regard cloud computing platforms as strategic and prerequisite platforms to be selected and used with priority in the digital transformation revolution and the development of artificial intelligence (AI).

2. Specific objectives

By 2030, to basically achieve the following specific objectives:

a/ To develop, and attract domestic and foreign investment capital in building, large-sized, modern and high-performance computing data centers that meet international standards and are safe, sustainable, green, and capable of providing cloud computing services up to the technical requirements for AI application.

b/ To develop national data centers, national-level multi-purpose data centers, and regional multi-purpose data centers using cloud computing to serve state agencies’ activities and promote socio-economic development.

c/ All state agencies will prioritize the operation of new information systems and information technology services on cloud computing platforms once they fully satisfy the set conditions.

d/ To organize the assessment and classification of the existing information systems and information technology services of ministries, sectors and localities, and the transition of at least 70% of such systems (in the order of priority if they satisfy the set conditions) to the cloud computing environment.

dd/ All state agencies and state enterprises, 70% of sole proprietorships and more than 50% of the population will use cloud computing services provided by domestic enterprises.

e/ All national databases will be operated on cloud computing platforms at national data centers in accordance with law, ensuring cyberinformation security and cyber security; and managed and operated in a stable and efficient manner.

g/ To have at least 3 “Make in Vietnam” cloud computing platforms that are certified to conform to international standards, be capable of providing services to support AI application, and become regionally competitive.

h/ To contribute to placing Vietnam among the top 3 ASEAN countries in terms of scale and quality of data centers; to connect domestic data centers using cloud computing technology to form a network that facilitates data sharing and helps raise high-performance computing capacity in order to promote AI application, digital government development, and comprehensive digital transformation in Vietnam.

II. TASKS AND SOLUTIONS

1. Improving institutions to promote the development of infrastructure and services using cloud computing technology

a/ To study, formulate and promulgate detailed plans to implement the National Action Program.

b/ To study, formulate and promulgate legal documents specifying Government cloud platforms so as to create legal foundations for the development and operation of such platforms to serve digital government development and comprehensive digital transformation in Vietnam.

c/ To study, formulate and promulgate policies to encourage state enterprises, sole proprietorships and citizens to use cloud computing products and services provided by domestic enterprises.

d/ To study, formulate and promulgate policies to promote the public-private partnership (PPP) model and attract domestic and foreign investment in building data centers to provide cloud computing services up to international standards that are safe, sustainable and green.

dd/ To study, formulate and promulgate preferential and support policies for technology startups and digital enterprises to invest in research, development, innovation and self-mastery of “Make in Vietnam” cloud computing infrastructure technology, products and services that are certified to conform to international standards and capable of competing in the region.

e/ To study, formulate and promulgate regulations on standards or technical regulations on cyberinformation security and cyber security for cloud computing products and services provided in the market in general and for state agencies in particular in order to contribute to improving the cyber security capacity and creating legal grounds for specialized forces to perform cyber security functions.

g/ To study and build standards and technical regulations on connection and integration of clouds at national data centers with the clouds of ministries, sectors and localities, ensuring openness and the ability to integrate and connect with domestic and international cloud computing solutions and platforms.

h/ To increase the weight of the cloud computing application assessment index in the digital transformation index (DTI) set for annual assessment by ministries, sectors and localities.

2. Comprehensively improving technical infrastructure capacity, applications and services and promoting the application of cloud computing technology to serve digital transformation in state agencies and the society

a/ To develop national data centers and innovation centers that apply cloud computing technology; to operate national databases on the cloud computing infrastructure of national data centers; to organize the construction, management, exploitation and operation of the centers in accordance with the 2024 Law on Data and the Government’s Resolution No. 175/NQ-CP of October 30, 2023, approving the Scheme on the national data center.

b/ To develop national-level multi-purpose data centers and regional-level multi-purpose data centers that use cloud computing platforms under the Prime Minister’s Decision No. 36/QD-TTg of January 11, 2024, approving the master plan on information and communication infrastructure for the 2021-2030 period, with a vision toward 2050.

c/ To restructure information technology infrastructure, transition state agencies’ information systems (if satisfying the set conditions, prioritizing key information systems or information systems with high data integration and sharing demands or having great potential for AI application) to the cloud computing infrastructure environment based on coordination with national data centers and related agencies in studying, assessing, classifying and proposing plans that satisfy the requirements set forth in the Government’s Resolution No. 175/NQ-CP of October 30, 2023, approving the Scheme on the national data center.

d/ To develop and operate the Government’s cloud computing platforms at national data centers, ensuring they are open and capable of integrating and connecting the clouds of state agencies and enterprises.

dd/ To develop, manage and operate applications and services in the cloud computing environment to serve state agencies and the society, ensuring the flexible, stable and effective connectivity and management of resources and data while strictly complying with regulations on cyberinformation security and cyber security.

e/ To encourage, support and promote digital enterprises, telecommunications enterprises, and leading enterprises in essential and key economic sectors (industries, healthcare, education, logistics, import-export, finance, agriculture, environment, etc.) to gradually transition their information systems to the cloud computing environment and strongly apply cloud computing solutions to optimize production costs, improve processes and competitiveness, and create spillover effects throughout the society.

g/ To coordinate with domestic digital and telecommunications enterprises in providing support for small- and medium-sized enterprises and citizens in receiving necessary skill training and easily getting access and using products and services at reasonable costs, thereby creating premises for promoting, developing and expanding the cloud computing market.

h/ To encourage, promote and support domestic and foreign enterprises to invest in building data centers that can provide cloud computing services up to international and green standards and in a safe and sustainable manner.

i/ To encourage sole proprietorships to cooperate with state agencies in building infrastructure and providing cloud computing services in the form of public-private partnership (PPP).

k/ To carry out activities to support and encourage digital enterprises, telecommunications enterprises and technology startups to research and propose initiatives and creative ideas on cloud computing products and services.

l/ To promote the development of the domestic transmission network; to expand coverage areas, improve mobile network services’ quality, etc., in order to universalize high-speed and low-latency access among households, agencies, enterprises and organizations in order to ensure stable and effective management, operation and use of cloud computing products and services.

3. Comprehensively improving the production capacity and mastery of technology, scientific research and innovation in the field of cloud computing

a/ To study, develop, complete and improve the capacity to master cloud computing solutions and technologies; to innovate and create new cloud computing products and services to serve digital transformation by state agencies and the society, ensuring cyberinformation security and cyber security.

b/ To study and apply such modern technologies as artificial intelligence, big data, blockchain, Internet of Things, digital twins, etc., thus contributing to innovation in all areas of the socio-economic life.

c/ To organize media events about cloud computing; to integrate and introduce cloud computing products and services of Vietnam’s digital enterprises in the campaign “Vietnamese people prioritize using Vietnamese goods.”

d/ To organize media events to announce high-quality cloud computing products, services and platforms meeting domestic and international standards.

4. Ensuring cyberinformation security and cyber security in the cloud computing environment

a/ To implement solutions to ensure cyberinformation security, cyber security and data protection for information systems operated in the cloud computing environment in accordance with law.

b/ To announce important policies and commitments regarding data management, independent auditing; cyberinformation security and cyber security assurance; disaster recovery and the ability to transition among cloud computing platforms.

c/ To take the initiative or coordinate with related state agencies in protecting user data and rights and preventing or handling violations relating to the use of cloud computing systems and services.

d/ To check and evaluate the degree of compliance of cloud computing solutions with cyberinformation security and cyber security requirements for connection to national data centers’ cloud computing platforms.

dd/ To strengthen the experimental deployment and drills on cyberinformation security and cyber security for cloud computing systems and services.

e/ To encourage enterprises to research, create and master technologies, solutions and products that help ensure cyberinformation security and cyber security in the cloud computing environment.

5. Carrying out cooperation, exchange and sharing of cloud computing experiences and knowledge and transfer of cloud computing technologies

a/ To step up domestic and international cooperation on sharing and exchanging knowledge and lessons about cloud computing technologies, and management, development, construction, operation and maintenance of cloud computing infrastructure.

b/ To promote cooperation in cloud computing training between state agencies and higher education institutions, vocational education institutions, academies, research institutes and digital enterprises in order to promote the training and development of cloud computing personnel and talents.

c/ To organize programs and courses for training in skills in the management, operation, exploitation and use of cloud computing products and services.

d/ To organize technology workshops and conferences with the participation of domestic and foreign enterprises and technology talents in order to share experiences and knowledge, promote the implementation of strategic cooperation agreements, and record opinions related to the reform and improvement of the investment environment; to create conditions for foreign enterprises to provide direct services in Vietnam and transfer technologies to domestic enterprises.

III. FUNDS FOR THE IMPLEMENTATION OF THE ACTION PROGRAM

Funds for the implementation of the Action Program come from the state budget (recurrent expenditures and development investment expenditures of the state budget); capital of organizations and enterprises; donations of domestic and foreign organizations and individuals; and other lawful funding sources as specified by law.

IV. ORGANIZATION OF IMPLEMENTATION

1. The Ministry of Science and Technology shall:

a/ Assume the prime responsibility for organizing the implementation of the Action Program.

b/ Inspect and urge ministries, sectors and localities and related enterprises and organizations to implement the Action Program.

c/ Study and propose or promulgate policies to encourage enterprises to participate in cloud computing research and development and invest in cloud computing infrastructure and services.

d/ Encourage enterprises, organizations and individuals to actively engage in scientific research and innovation, and develop and master technologies for cloud computing products and services.

dd/ Report on the implementation of the Action Program on an unscheduled or annual basis and make preliminary and final reviews of the Action Program.

2. The Ministry of Public Security shall:

a/ Build national data centers and innovation centers in accordance with the 2024 Law on Data and the Government’s Resolution No. 175/NQ-CP of October 30, 2023, approving the Scheme on the national data center.

b/ Perform tasks and solutions to ensure national cyberinformation security and cyber security and take the initiative in responding to cyberspace challenges according to the assigned functions and tasks.

c/ Enforce laws on cyberinformation security, cyber security and data protection in accordance with relevant regulations.

d/ Provide guidance on the implementation and application of cloud computing standards and technical regulations at national data centers to serve the connection and integration with the clouds of the ministries, sectors and localities.

dd/ Coordinate with ministries, sectors and localities in the course of implementation of information technology application investment projects, tasks and activities in accordance with the Government’s Resolution No. 175/NQ-CP of October 30, 2023, approving the Scheme on the national data center.

3. The Ministry of Finance shall:

a/ Assume the prime responsibility for, and coordinate with the Ministry of Science and Technology in, reporting to competent authorities for allocation of annual state budget recurrent expenditures for the performance of the Action Program’s tasks in accordance with the Law on the State Budget and in conformity with the state budget’s fund-balancing capacity in accordance with the current regulations on decentralization.

b/ Formulate and improve financial incentive mechanisms and policies to attract and encourage enterprises to invest in developing cloud computing infrastructure.

c/ Study and apply mechanisms to prioritize the allocation of development investment capital sources for the performance of the Action Program’s tasks.

4. The Ministry of Education and Training shall:

a/ Instruct higher education institutions and vocational education institutions to develop talent training programs or incorporate cloud computing contents in related training programs.

b/ Instruct higher education institutions, colleges and research institutes to intensify training in association with cloud computing research programs and themes commissioned by the State and enterprises.

c/ Prioritize the provision of scholarships for cloud computing students abroad under state scholarship programs and agreement-based scholarships.

5. Ministries, ministerial-level agencies, government-attached agencies and provincial-level People’s Committees shall:

a/ Formulate monthly plans to implement the Action Program.

b/ Coordinate with the Ministry of Science and Technology and the Ministry of Public Security in reporting results of the performance of the Action Program’s tasks on a periodical and annual basis.

c/ Organize the implementation of the assigned tasks and solutions provided in the Appendix to this Decision.

d/ Support enterprises in investing in the development and provision of cloud computing infrastructure and services.

dd/ Coordinate with the Ministry of Public Security and the Ministry of Science and Technology in supporting and promoting enterprises under their state management to transition to and apply cloud computing solutions.

e/ Coordinate with the Ministry of Public Security in completing and developing data center infrastructure and restructuring information technology infrastructure into cloud computing infrastructure under the Government’s Resolution No. 175/NQ-CP of October 30, 2023, approving the Scheme on the national data center.

6. The Vietnam Internet Association; the Vietnam Software and IT Services Association; the Vietnam Information Security Association; the Vietnam Association for Information Processing; the Radio and Electronics Association of Vietnam; the National Data Association and the Vietnam Digital Communications Association shall:

a/ Closely coordinate with the Ministry of Public Security and the Ministry of Science and Technology in performing the Action Program’s tasks.

b/ Encourage their members and enterprises to actively research, develop and provide high-quality cloud computing products and services; and encourage agencies and organizations to prioritize the use of cloud computing products and services provided by Vietnamese enterprises.

7. Telecommunications enterprises and digital enterprises providing data center services, cloud computing infrastructure and service providers, information technology infrastructure providers and platform-as-a-service providers shall:

a/ Follow the guidance and requirements of the Ministry of Science and Technology and provincial-level People’s Committees in the development of cloud computing infrastructure and services and the performance of the Program’s tasks that are appropriate to their professional operations.

b/ Report to the Ministry of Science and Technology and the Ministry of Public Security on the performance of the Action Program’s tasks and results thereof on a periodical and annual basis.

Article 2. This Decision takes effect on the date of its signing.

Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, and related agencies and organizations shall implement this Decision.
