DECISION
Approving the Scheme on support and development of digital technology enterprises to go global through 2030, with a vision towards 2045[1]
THE PRIME MINISTER
Pursuant to February 18, 2025 Law on Organisation of the Government; and June 16, 2025 Law on Organisation of Local Administration;
Pursuant to June 14, 2025 Law on the Digital Technology Industry;
Pursuant to the Political Bureau's Resolution No. 57-NQ/TW of December 22, 2024, on breakthroughs in science and technology development, innovation and national digital transformation;
Pursuant to the Political Bureau's Resolution No. 68-NQ/TW of May 4, 2025, on the development of the private economic sector;
Pursuant to the Government’s Resolution No. 71/NQ-CP of April 1, 2025, on amendments and supplementations to, and updating of, the Government’s Action Programme to implement the Political Bureau's Resolution No. 57-NQ/TW of December 22, 2024, on breakthroughs in science and technology development, innovation and national digital transformation; the Government’s Resolution No. 11/NQ-CP of January 14, 2026, on amendments and supplementations to, and updating of, the Government’s Resolution No. 71/NQ-CP of April 1, 2025, on amendments and supplementations to, and updating of, the Government’s Action Programme to implement the Political Bureau's Resolution No. 57-NQ/TW of December 22, 2024, on breakthroughs in science and technology development, innovation and national digital transformation;
At the proposal of the Minister of Science and Technology in Report No. 72/TTr-BKHCN of April 28, 2026, and Document No. 3374/BKHCN-CNCNTT of May 21, 2026,
DECIDES:
Article 1. To approve the Scheme on support and development of digital technology enterprises to go global through 2030, with a vision towards 2045 (below referred to as the Scheme), with the following contents:
I. GUIDING VIEWPOINTS
1. To support and develop digital technology enterprises to go global is a key and consistent priority task in which concentration on promoting technology research, development, innovation and mastery is the top priority, with a view to boosting the ambition to master strategic technologies and core technologies and assert the stature of Vietnamese digital technology enterprises in the region and the world.
2. The State shall prioritise the allocation of resources and creation of breakthrough institutions; ensure digital infrastructure in support of Vietnamese digital technology enterprises providing services in foreign markets; the provision of support for Vietnamese digital technology enterprises to create diverse and quality digital technology products and services, thereby asserting the prestigious “Make in Vietnam” brand, meeting the domestic demand and improving the capacity to compete with foreign digital technology products.
3. To develop a robust ecosystem of Vietnamese digital technology enterprises with the establishment of flagship digital technology enterprises capable of leading small- and medium-sized digital technology enterprises to join supply chains by specific markets or sectors, shifting from processing and assembly stages to research, mastery, innovation, manufacturing of products, and provision of “Make in Vietnam” digital technology services to international markets.
4. To promote the domestic digital technology market and develop high-quality digital technology human resources to serve as a firm foundation and launchpad for Vietnamese digital technology enterprises to test and refine products, improve their competitiveness, expand their production and business activities, and assert their standing in international markets.
II. OBJECTIVES
1. General objectives
To develop a cohort of highly competitive Vietnamese digital technology enterprises that master core technologies and strategic technologies, and are capable of integrating deeply into the global value chains; to build a robust and sustainable digital technology enterprise ecosystem, thus contributing to driving double-digit economic growth and elevating the national prestige and “Make in Vietnam” brand in regional and international markets.
2. Specific targets
a/ By 2030
- There will be at least 5,000 Vietnamese digital technology enterprises generating revenues from international markets with annual export revenues from digital technology products and services reaching at least USD 55 billion and an average annual growth rate of at least 30%.
- There will be 60 Vietnamese digital technology enterprises earning an annual overseas revenue of USD 20 million, and 5 digital technology enterprises earning at least USD 1 billion per year from overseas markets.
- To strive for the successful completion of at least 25 merger and acquisition (M&A)/joint venture/strategic partnership deals between Vietnamese digital technology enterprises and international partners with each deal valued at USD 1 million or more.
b/ Vision towards 2045
- Vietnam will become a developed digital technology industry nation and one of the leading digital technology industry hubs in the region and the world; have at least 10 digital technology enterprises on par with those in the advanced countries, and make the “Make in Vietnam” brand a prestigious digital technology brand recognised by the international community.
- Vietnamese digital technology enterprises will not only master technologies and markets but also shape global digital technology development trends, thus contributing to establishing international digital standards and ecosystems while promoting a fair, inclusive and sustainable international digital economy order.
III. TASKS AND SOLUTIONS
1. Reviewing and refining institutions
a/ To review, amend and supplement the legal system concerning investment, business and export of digital technology products and services in consistency with international law and treaties to which Vietnam is a contracting party; to streamline administrative procedures and reduce compliance costs for Vietnamese digital technology enterprises when expanding their operations into the international markets.
b/ To refine mechanisms and policies supporting technology research, development and commercialisation activities of digital technology enterprises associated with international market expansion strategies, focusing on research, design, testing and refinement of digital technology products and services in order to conform to standards and meet requirements of different foreign markets.
c/ To study and propose to competent authorities the promulgation of corporate income tax incentive policies applicable to digital technology enterprises, allowing expenses for market research, trade promotion, customer development and international market expansion to be calculated as deductible expenses when determining taxable income in accordance with law.
d/ To study and propose to competent authorities the promulgation of financial support mechanisms for Vietnamese digital technology enterprises that expand their production and business activities overseas, with priority given to supporting enterprises in exploiting and developing new and potential markets in accordance with law.
dd/ To promote the accreditation and recognition of international digital technology products, including the establishment of testing, assessment and certification systems up to international standards for “Make in Vietnam” digital technology products, platforms and solutions.
e/ To research and formulate in-house standards, national standards and national technical regulations for groups of products of strategic technologies and core technologies with export potential (such as AI, IoT, digital medical devices, virtual reality, big data, etc.).
g/ To study and formulate policies to support the development of digital technology human resources in cultivating global skills to meet international integration and competition requirements.
2. Promoting the research and development of digital technology products and services and high-quality human resources meeting international standards and market demands in accordance with law
a/ To prioritise the allocation of investment resources for programmes and projects on research and development of “Make in Vietnam” digital technology products and services with export potential based on strategic technologies and core technologies with a view to gradually mastering technologies.
b/ To call for domestic and foreign investment funds and the Strategic Industry Development Investment Fund to prioritise investment in research and development of digital technology products and services targeting international markets.
c/ To promote the “State - School - Enterprise” tripartite cooperation model in the research, development and transfer of digital technology which serves as a foundation for developing high-quality human resources and supporting Vietnamese digital technology enterprises to compete in international markets.
d/ To encourage Vietnamese digital technology enterprises that have plans on investment, cooperation or provision of services in foreign markets to participate in key national research and development tasks, thus contributing to elevating the quality of Vietnamese digital technology products and services up to international standards.
dd/ To support the research, testing, localisation and standardisation of digital technology products and services to meet technical, legal, linguistic and cultural requirements of each international market; to support independent certification and testing, and support reputable domestic enterprises in expanding their operations in international markets.
e/ To support connection with competent authorities and enterprises in key markets to facilitate the technical and legal testing of Vietnamese digital technology products and services among a limited group of trial users prior to official commercialisation.
g/ To study and promulgate mechanisms to support the registration of intellectual property rights protection in foreign markets and cover part of expenses for the registration of intellectual property rights protection overseas in accordance with current regulations in order to ensure that Vietnamese digital technology enterprises maintain ownership rights and commercial benefits for digital technology products and services when reaching to international markets.
h/ To build capacity of Vietnamese digital technology enterprises to conform to international standards and relevant technical regulations.
i/ To research and propose the issuance of regulatory sandboxes in terms of technical and legal matters for new digital technology products and services (such as FinTech, AI, IoT, etc.) to shorten product testing and localisation timeframes.
3. Enhancing the mobilisation and provision of support financial resources in accordance with law
a/ To develop and implement key financial support and investment programmes for Vietnamese digital technology enterprises to expand their foreign markets; to prioritise the allocation of state budget funds and the mobilisation of social resources for enterprises offering highly competitive products and services with high export value and international impact potential.
b/ To study, amend and supplement the functions regarding financial mechanisms for national and local venture capital funds to support M&A activities and international market expansion for Vietnamese digital technology enterprises, including counterpart funding support, co-financing, credit guarantee, trade promotion subsidies and coverage for entry fees to prestigious international awards in order to build brand reputation, with priority given to small- and medium-sized enterprises and potential Vietnamese digital technology enterprises.
c/ To assist Vietnamese digital technology enterprises in accessing domestic and foreign capital raising channels, including the National Venture Capital Fund, Local Venture Capital Funds, Science and Technology Development Funds, international financial institutions, and investment funds, aimed at increasing capital mobilisation opportunities for digital technology projects.
d/ To assist digital technology enterprises in preparing and improving conditions for international listing, IPO and capital raising through the provision of information and guidance on international legal and financial procedures and standards.
dd/ To study and supplement credit guarantee and investment insurance mechanisms for Vietnamese digital technology enterprises to expand their foreign markets in order to mitigate financial and commercial risks, enhance credit accessibility and attract international investment.
4. Supporting the building and development of the “Make in Vietnam” digital technology industry brand in accordance with law
a/ To build a brand identity set and a multilingual communications handbook for the Vietnamese digital technology industry to position and promote the image of Vietnam’s digital technology industry and enterprises in international markets, thereby creating a unified and professional communications platform.
b/ To organise synchronised international communication activities to promote Vietnam’s digital technology brand through proactively creating in-depth content, introducing typical digital technology achievements and enterprises and Vietnamese digital technology products and services on prestigious international media, press and forums; to simultaneously deploy digital media campaigns on global information platforms with localised content to match cultural characteristics, needs and trends of each target market.
c/ To establish Vietnamese national digital pavilions on reputable international e-commerce platforms while supporting digital technology enterprises to participate in and effectively leverage them through the promotion of products and services tailored to target markets.
d/ To support foreign organisations, enterprises and investors in visiting and surveying production, research and development facilities of Vietnamese digital technology enterprises; to organise exchanges and connection in business, investment and technology transfer cooperation opportunities in order to promote Vietnam’s digital technology capacity and products to international markets.
dd/ To organise Vietnam Digital Technology Enterprise Forums in strategic markets so as to introduce and promote the trading of, and create business cooperation opportunities for, Vietnamese digital technology products, services and solutions.
5. Promoting the formation of flagship digital technology enterprises capable of leading small- and medium-sized enterprises to go global
a/ To determine strategic digital industries with competitive advantages and export potential, select at least 5 major Vietnamese digital technology enterprises to uphold the leading role in the ecosystem of small- and medium-sized digital technology enterprises; to build sector-specific digital linkage chains and economic alliances alongside activities supporting the export of digital services in order to assist small- and medium-sized enterprises in accessing international markets, conforming to technical standards, complying with laws in target markets and participating more deeply in regional and global supply chains.
b/ To study and propose tax incentive and financial support mechanisms for major enterprises for the purpose of promoting their cooperation with, and order placement and technology transfer to, small- and medium-sized enterprises within the supply chain.
c/ To study, formulate and implement a financial voucher policy from funds to support start-ups and small- and medium-sized enterprises in accessing and using digital technology products and services of major enterprises, thereby serving research, development and refinement of new products and services.
d/ To encourage flagship digital technology enterprises to build shared digital platforms and cloud services with low costs for small- and medium-sized enterprises within the ecosystem; to prioritise the use of products/services of domestic small- and medium-sized enterprises that conform to the required standards and support the latter’s joint participation in major projects led by major enterprises.
6. Promoting enterprises to carry out M&A deals in accordance with law
a/ To study and formulate mechanisms and policies to encourage digital technology enterprises to carry out M&A deals through credit institutions, domestic and foreign investment funds and commercial banks in the forms of preferential financial support and loan guarantee. Priority shall be given to deals aimed at acquiring core technologies and strategic technologies consistent with Vietnam’s development orientations while contributing to expanding customer networks and enhancing the potential of penetrating into international markets.
b/ To study, formulate and establish mechanisms for advisory services, legal support, investment promotion, technology appraisal and overseas market access support for digital technology enterprises wishing to carry out international M&A deals.
c/ To collect information on cooperation, investment and M&A opportunities in the digital technology sector; to provide market information, lists of potential partners, legal materials and guidance on international investment procedures.
d/ To formulate mechanisms for further providing support for digital technology enterprises that have successfully completed M&A deals in expanding markets, hiring experts to provide assistance in the course of transferring and mastering technologies and localising products.
7. To study and propose the addition of functions and tasks to Vietnamese science and technology representatives abroad in accordance with law in order to leverage their bridging role in promoting and supporting Vietnamese digital technology enterprises to expand their operations internationally, strengthen connections with the host country’s agencies, organisations, enterprises and innovation ecosystems, thereby supporting enterprises to access markets, expand cooperation and enhance the global presence of Vietnamese digital technology.
8. To measure and assess online the development of digital technology enterprises going global via an information system that ensures synchronous integration and connectivity between Vietnamese digital technology enterprises and international partners, clients, investors and organisations so as to digitise the entire trade promotion process, create a single point of contact for stakeholders, provide real-time information, support automated connectivity and build a digital ecosystem for the strategy for internationalisation of Vietnam’s digital technology industry; and implement a real-time, data-driven key performance indicator (KPI) dashboard to manage, measure and assess the development of digital technology enterprises to go global.
IV. FUNDING FOR IMPLEMENTATION OF THE SCHEME
1. Funding for the implementation of the Scheme must comply with law and shall be allocated from:
a/ State budget sources for science, technology, innovation and digital transformation in accordance with the laws on the state budget; science, technology and innovation; and digital transformation;
b/ State budget sources for development investment and recurrent expenditures for economic activities in accordance with the law on the state budget; and the Investment Support Fund in accordance with the investment law;
c/ Loans, contributions, donations and investments from domestic and foreign enterprises, organisations and individuals, including science and technology development funds of enterprises and other lawful funds and financial sources in accordance with law;
d/ Other lawful funding sources in accordance with law.
2. The management and use of funding sources for the implementation of the Scheme must ensure proper purposes, efficiency and compliance with law.
Article 2. Organisation of implementation
1. Ministries, ministerial-level agencies and provincial-level People’s Committees shall:
a/ Within the ambit of their assigned functions and tasks, proactively review and address difficulties and obstacles facing digital technology enterprises; implement, or coordinate with the Ministry of Science and Technology in implementing, the Scheme.
b/ Within their competence, organise the performance of tasks assigned under the Scheme by incorporating such tasks in 5-year plans, annual plans, programmes and schemes in the sectors and fields under their management.
c/ Make ad-hoc reports upon request and periodical reports before December 15 every year to evaluate the performance of tasks and solutions stated in this Decision and send them to the Ministry of Science and Technology for summarisation and reporting to the Prime Minister.
2. The Ministry of Science and Technology shall:
a/ Assume the prime responsibility for organising the implementation of tasks and solutions related to the fields under its management in the Scheme and guide ministries, sectors and localities to organise the implementation of tasks and solutions to support digital technology enterprises to go global.
b/ Coordinate with related ministries, sectors and localities in organising the evaluation of the Scheme’s implementation results, summarising overall progress and outcomes and report them to the Prime Minister before December 25 every year.
c/ Perform its function in managing and coordinating science and technology representatives in promoting trade and investment in Vietnam’s digital technology sector in strategic markets.
d/ Study and propose amendments to regulations on the operation of the National Foundation for Science and Technology Development and the National Venture Capital Fund in order to provide support in terms of preferential loans, loan guarantees, execution of M&A deals in the digital technology field and other tasks assigned under the Scheme for digital technology enterprises wishing to expand their foreign markets.
dd/ Study and propose policies to support digital technology enterprises to achieve objectives to go global through financial support for innovation, technology mastery and upgrading, and development of international-standard products and services; provide interest rate subsidies for technology application, transfer and innovation projects serving the expansion of overseas markets.
e/ Coordinate with the Ministry of Finance and related ministries and agencies in proposing investment, tax, charge and fee incentive mechanisms and policies for digital technology enterprises to go global.
g/ Take responsibility under regulations for reports, proposals and recommendations in Report No. 72/TTr-BKHCN of April 28, 2026 and Document No. 3374/BKHCN-CNCNTT of May 21, 2026.
3. The Ministry of Finance shall:
a/ Based on proposals of the Ministry of Science and Technology, ministries, sectors and localities, balance and summarise for submission to competent authorities the allocation of annual state budget funds, with priority given to expenditures for supporting and promoting Vietnam’s digital technology enterprises to go global in accordance with the law on the state budget and other relevant laws.
b/ Arrange and allocate funds from the Programme to develop 1,000 pioneering entrprises to implement relevant contents assigned under the Scheme in accordance with law.
4. The Ministry of Foreign Affairs shall, together with the Ministry of Science and Technology, assume the prime responsibility for, and coordinate with related agencies in, stepping up economic diplomacy activities serving science and technology development, innovation and digital transformation, with priority given to the provision of support for Vietnamese digital technology enterprises in effectively promoting export, investment, cooperation and business in foreign markets in conformity with their functions, tasks and competence and in accordance with law.
5. The Ministry of Industry and Trade shall:
a/ Direct the network of trade bureaus, trade promotion offices, and Vietnam product introduction centres abroad in providing more support for Vietnamese digital technology enterprises by regularly and periodically providing market and trade promotion information and consultation, connecting with host-country exporters, importers and distributors, and promoting product and service brands of Vietnamese digital technology enterprises in conformity with their functions, tasks and competence and in accordance with law.
b/ Arrange and allocate funds from the Go Global Programme and the National Trade Promotion Programme for organising the implementation of contents assigned under the Scheme in accordance with law.
6. Ministries and sectors shall:
a/ Proactively review and address difficulties and obstacles facing enterprises and organisations, create a favourable environment for the development of digital technology enterprises and products; at the same time, prioritise the use of “Make in Vietnam” digital technology products in the operations of agencies and units.
b/ To coordinate with related agencies and units in organising the implementation of the assigned tasks and solutions provided in the Appendix to the Scheme.
7. Provincial-level People’s Committees shall:
a/ Proactively review and substantively address difficulties and obstacles for digital technology enterprises and investment projects in accordance with regulations.
b/ Coordinate with related agencies and units in organising the implementation of tasks and solutions assigned in the Appendix to the Scheme.
8. Hi-tech parks, digital technology parks and related associations and enterprises shall:
a/ Act as a bridge between state management agencies and digital technology enterprises; assume the prime responsibility for, and coordinate with related agencies and units in, organising the implementation, appraisal and confirmation for enterprises in hi-tech parks to benefit from support policies and solutions provided in the Scheme.
b/ Assume the prime responsibility for summarising opinions of local digital technology enterprises in the course of formulation of policies and laws on the development of and support for digital technology enterprises to go global as well as difficulties and obstacles facing digital technology enterprises in order to propose support policies and solutions to timely address difficulties for business activities in foreign markets.
c/ Step up the provision of market information for members and member enterprises to enhance their proactiveness and prevention of risks caused by market fluctuations; inform members about modern management models, quality enhancement and brand building in international markets.
d/ Build and develop the ecosystem of Vietnamese digital technology enterprises for going global through connecting members and protecting their lawful rights and interests in international trade activities.
9. The Vietnam Television, the Voice of Vietnam, the Vietnam News Agency and news and press agencies shall coordinate with ministries, sectors and localities in disseminating information on the content of the Scheme.
Article 3. Implementation provisions
1. This Decision takes effect on the date of its signing.
2. Ministers, heads of ministerial-level agencies, Chairpersons of provincial-level People’s Committees and related organisations shall implement this Decision.-
