SUMMARY

List of power plants participating in the electricity market in 2022

On December 31, 2021, the Electricity Regulatory Authority issues the Decision No. 97/QD-DTDL on the promulgation of lists of power plants participating in the electricity market in 2022.

Accordingly, the list of 101 power plants directly participating in the electricity market in 2022 includes: An Khanh Thermal Power Plant; Thang Long Thermal Power Plant; Binh Dien Hydroelectric Power Plant; Dong Nai 5 Hydroelectric Power Plant; Huong Son Hydroelectric Power Plant, etc.

List of 7 power plants expected to directly participate in the power markets in 2022 includes: Dak Mi 2, Hoi Xuan, Nam Cum 4, Pac Ma, Song Hau 1, Thac Mo MR and Thai Binh 2 Power Plants.

This Decision takes effect from January 01, 2022.

On the promulgation of lists of power plants participating in the electricity market in 2022

OF THE ELECTRICITY REGULATORY AUTHORITY

Pursuant to Decision No. 3771/QD-BCT dated October 2, 2017 of the Minister of Industry and Trade, defining the functions, tasks, powers and organizational structure of the Electricity Regulatory Authority;

Pursuant to Circular No. 45/2018/TT-BCT dated November 15, 2018 of the Minister of Industry and Trade, prescribing the operation of competitive wholesale electricity market, amending and supplementing a number of articles of the Circular No. 56/2014/TT-BCT dated December 19, 2014 of the Ministry of Industry and Trade, prescribing methods of determination of electricity generation costs and processes for inspecting power purchase agreement;

Pursuant to Circular No. 24/2019/TT-BCT dated November 14, 2019 of the Minister of Industry and Trade, amending and supplementing a number of articles of the Circular No. 45/2018/TT-BCT dated November 15, 2018 of the Minister of Industry and Trade, prescribing the operation of competitive wholesale electricity market, and amending and supplementing a number of articles of the Circular No. 56/2014/TT-BCT dated December 19, 2014 of the Minister of Industry and Trade, prescribing methods of determination of electricity generation costs and processes for inspecting power purchase agreement;

At the proposal of the Head of the Electricity Market Department.

DECIDES:

Article 1. To promulgate lists of power plants participating in the electricity market in 2022 in Appendices I and II to this Decision.

Article 2. Organization of implementation

1. Power plants directly participating in the electricity market must ensure the conditions for infrastructure in service of electricity market operation, electricity operation licenses, and power purchase and sale contracts with valid contractual prices in order to participate in the electricity market according to the provisions of Circular No. 45/2018/TT-BCT dated November 15, 2018 of the Minister of Industry and Trade, prescribing the operation of competitive wholesale electricity market, amending and supplementing a number of articles of the Circular No. 56/2014/TT-BCT dated December 19, 2014 of the Ministry of Industry and Trade, prescribing methods of determination of electricity generation costs and processes for inspecting power purchase agreement and Circular No. 24 /2019/TT-BCT dated November 14, 2019 of the Minister of Industry and Trade, amending and supplementing a number of articles of the Circular No. 45/2018/TT-BCT dated November 15, 2018 of the Minister of Industry and Trade.

2. Power plants listed in Appendix III to this Decision shall urgently complete the prescribed conditions to directly participate in the electricity market in 2022. Other power plants (expected to operate commercially in 2022) shall be considered and added to Appendix III to this Decision when all the conditions as prescribed are satisfied.

Article 3. Effect

1. This Decision takes effect from January 1, 2022.

2. Chief of the Authority’s Office, Director of the Power Market Development Research and Training Center, Heads of Departments under the Electricity Regulatory Authority, General Director of the Vietnam Electricity, Director of the National Load Dispatch Center, Director of the Electric Power Trading Company, directors of power generation units and related units shall be responsible for the implementation of this Decision./.
