DECISION
Approving the e-Government development strategy towards the digital Government in the 2021 – 2025 period, with a vision to 2030

THE PRIME MINISTER
Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration dated November 22, 2019;
Pursuant to the Political Bureau’s Resolution No. 52-NQ/TW dated September 27, 2019 on a number of guidelines and policies to actively participate in the Fourth Industrial Revolution;
Pursuant to the Resolution No. 50/NQ-CP dated April 17, 2020 of the Government promulgating the Government's Action Program for materialization of the Political Bureau’s Resolution No. 52-NQ/TW of September 27, 2019 on a number of guidelines and policies to actively participate in the Fourth Industrial Revolution;
At the proposal of the Minister of Information and Communications.
HEREBY DECIDES:
Article 1. To approve the e-Government development strategy towards the digital Government in the 2021 – 2025 period, with a vision to 2030 (hereinafter referred to as the Strategy), with the following contents:
I. VIEWPOINTS
1. Developing the digital Government with all safe operations on the digital environment, a redesigned operating model and operations based on data and digital technology, in order to deliver better quality services, make more timely decisions, formulate better policies, use resources more optimally, facilitate development, lead the country’s digital transformation, and effectively address major problems in socio-economic development and management.
2. Developing the digital Government in a comprehensive manner, promoting the achieved results, concentrating resources, mobilizing the involvement of the entire political system and working out breakthrough and outstanding solutions as well as methods, in order to basically fulfill the e-Government development targets by 2021 and serve the formation of the digital Government by 2025.
3. Building open orientation for people, enterprises and other organizations to appropriately participate in the operations of state agencies and interact with state agencies, in order to jointly foster transparency, improve service quality, address problems and create value for society.
4. Data is the new resource. State agencies shall set up databases and provide open data for the development of digital Government, digital economy and digital society. State agencies shall connect and share data that people only need to declare and provide once to state agencies and essential public service providers.
5. Platform is the breakthrough solution. Combining centralized model and distributed model, conforming to Vietnam e-Government Architecture Framework and e-Government Architecture of ministries, sectors and localities. Developing platforms in the direction of providing synchronous and smooth services at administrative levels so that they can be used anywhere. National platforms, applications and services must be prioritized for development on an effective and centralized manner.
6. The domestic market shall create and develop “Make in Vietnam” digital technology products, aiming to conquer the regional and global market. The Government shall actively coordinate, plan and carry out some activities that orient and create the market, contributing to realize the dual targets of both developing the digital Government and developing Vietnam's digital technology enterprises. Diversifying in scale, aiming to master and develop core technologies and open platforms in service of the digital Government, establishing an ecosystem of “Make in Vietnam” applications and services.
II. VISION TO 2030
Vietnam will be ranked among the top 30 countries in the world in terms of e-Government and digital Government in accordance with the United Nations ranking.
The digital Government transforms methods of servicing people and enterprises, aiming at reducing costs, enhancing business productivity, creating facilitation, satisfying people, so that people and enterprises can participate more in the operations of state agencies to jointly create values, benefits, satisfaction, trust and social consensus.
The digital Government transforms the organization, operation, working environment and tools so that officials, civil servants and public employees can give their best performance.
III. TARGETS TOWARDS 2025
1. Providing high-quality services to the society
State agencies shall reduce, restructure, simplify, standardize and unify administrative procedures nationwide.
State agencies shall provide new services on the principle of ensuring service quality, reducing costs, and enhancing social labor productivity in a proactive manner, promptly meeting society’s demand.
People and enterprises can use digital services according to individual demand, throughout their lives, as needed, in a convenient, online or offline, easy, simple, fast and paperless manner and without being present physically unless otherwise required by law.
A number of basic targets include:
a) 100% administrative procedures eligible as prescribed by law provisions are provided via level-4 online public services.
b) 100% of online public services are designed or redesigned to optimize user experience and automatically fill in data previously provided by users under an agreement and in accordance with service quality standards.
c) 100% of people and enterprises using online public services are identified and authenticated in a consistent manner on all systems of Governments from the central to local levels.
d) At least 80% of administrative procedure records are processed completely online and people are only required to declare data once.
dd) At least 90% of people and enterprises are satisfied with administrative procedure handling.
e) At least 20% of administrative procedures of state agencies are reduced compared to the current number.
2. Broadening public engagement
People, enterprises and other organizations can easily give their opinions on operations of state agencies, report on social issues around them to state agencies and receive feedback on their participation and results.
Enterprises can provide public services or develop new innovative services, enabling the society to access and use public services of state agencies in an easy manner.
The State, people, enterprises and other organizations jointly participate in raising awareness about use of public services in particular and digital transformation in general.
A number of basic targets include:
a) 100% of ministerial and provincial-level state agencies set up open databases and provide open data for development of the digital Government, digital economy and digital society.
b) At least 50% of new public services of state agencies are also provided by enterprises or organizations other than state-owned entities.
c) 100% of ministerial and provincial-level public service portals in service of people and enterprises are user-friendly, are connected with state agencies via the Internet for state management operations and provide services based on digital technology platforms.
3. Optimizing operations of state agencies
State agencies design their organizational models and operations based on data and digital technology and create working environment and tools that enable officials, civil servants and public employees to give their best performance, connect and cooperate more easily, make decisions more promptly, formulate policies better and optimize resources further.
Officials, civil servants and public employees are trained and fostered skills in analyzing and exploiting data as well as digital technology, and are capable of leading the digital transformation and development in each sector, field and locality.
A number of basic targets include:
a) 100% of state agencies provide services 24/7 and are ready to provide online services at any time. 100% of officials have digital identities for work.
b) 100% of internal management and direction of state agencies are carried out on unified general management platforms.
c) 100% of documents exchanged between state agencies are electronic documents and signed by specialized digital signatures, except for confidential documents as prescribed by law provisions.
d) 90% of ministerial- and provincial-level work dossiers; 80% of district-level work dossiers and 60% of communal-level work dossiers can be processed online (except for work dossiers concerning state secrets).
dd) 100% of reports are made on the national reporting information system.
e) 100% of documents are created, archived and shared by electronic means in accordance with law provisions.
g) 100% of ministerial- and provincial-level state agencies have centralized general data processing and analysis platforms and apply artificial intelligence in order to optimize operations.
h) At least 50% of supervision and inspection activities of management agencies are carried out through the digital environment and the information system of management agencies.
i) At least 70% of training programs, entrance examinations and rank promotion examinations of specialist rank, principal-specialist rank, senior-specialist rank or equivalent rank take place online.
k) 100% of officials, civil servants and public employees are trained, fostered and universalized basic digital skills; 50% of officials, civil servants and public employees are trained and fostered skills in analyzing and exploiting data as well as digital technology.
4. Effectively addressing major issues in socio-economic development
State agencies are capable of effectively addressing major issues in socio-economic development in all fields.
A number of basic issues include:
a) Each citizen has a digital identity and QR code, striving so that all citizens have smartphones. Each household has a digital address and broadband fiber optic Internet access.
b) Each citizen is entitled to live in an environment where security, public order and safety are maintained and have their right to privacy in the digital environment protected as prescribed by law provisions.
c) Each citizen has a digital personal health record. Each commune-level medical station manages its operations by digital means. Each health treatment and examination establishment provides medical advice remotely according to actual demand. Each hospital and public health center employs electronic medical records, cashless fee payment and electronic prescriptions. Medicine, medical equipment and medical service prices are published.
d) Each student has a personal study record. Each training institution manages teaching and learning activities in the digital environment. Cashless tuition payment and digital educational resources are employed. Digital universities are small-scale digital nations; teaching and learning models are reformed to optimize operations of undergraduate institutions, optimize learner experience and encourage new training models.
dd) Each farmer can access and utilize digital agricultural data platforms and origin tracing platforms to reduce dependence on intermediary stages between production and distribution to consumers.
e) Each working-age person is capable of access job opportunities. All citizens can join massive open online courses (MOOC) individualized for each person and available for the entire society, including basic courses, to improve digital skills of the society and eradicate digital technology illiteracy in remote and isolated areas.
g) Each expressway is installed with smart traffic management and administration systems. All tollbooths across the country employ electronic toll collection. Each automobile uses an electronic fee collection account to pay for road traffic services. Delivery-storage service fees are reduced and there are delivery-storage supply chains owned by Vietnamese enterprises.
h) Each person entering and exiting Vietnam can carry out necessary procedures in a convenient, time-efficient and quickly manner thanks to automated processes, which rank in the top 03 countries in South East Asia.
i) Imports, exports and vehicles entering and exiting Vietnam are completely managed using digital technology platforms, which saves time and accelerates customs procedures, ranking in the top 03 countries in South East Asia.
k) Each individual business household and small and medium enterprise can easily experience digital technology platforms supporting business operation.
l) Each individual, individual business household and enterprise can easily send and receive electronic invoices to/from each other and to/from tax authorities via digital technology platforms.
m) Each heritage of Vietnam has a digital presence and a digital heritage map is available and accessible to citizens and tourists.
5. Creating breakthrough changes to the national ranking
There are breakthrough changes to Vietnam’s ranking for the development of e-Government and digital Government as assessed by the United Nations.
A number of basic targets include:
a) Vietnam is ranked among the top 50 in terms of the general index.
b) Vietnam is ranked among the top 50 in terms of the e-participation index.
c) Vietnam is ranked among the top 50 in terms of the open data index.
IV. NATIONAL KEY TASKS
1. Improving legal environment
a) Researching on and proposing amendments to the Law on E-Transactions and guiding documents, aiming to resolve law-related difficulties and facilitate digital Government development in the new period.
b) Researching on and proposing amendments to the Law on Archives to have regulations on electronic archiving, which provides the legal conditions for complete digital transformation of operations and operating procedures of state agencies and state-owned entities.
c) Researching on and formulating a law on digital Government and guiding documents to facilitate digital Government development.
d) Promulgating a Government’s Decree replacing the Government’s Decree No. 43/2011/ND-CP on provision of online information and public services on websites or web portals of state agencies in order to have suitable regulations, provide diverse digital services more conveniently, increase interactions between people and enterprises and evaluate service quality based on user’s satisfaction.
dd) Promulgating a Government’s Decree on electronic identification and authentication, and completing legal parameters to popularize digital identity.
e) Promulgating a Government’s Decree replacing the Government’s Decree No. 64/2007/ND-CP dated April 10, 2007 on information technology application in state agencies' operations to conform to digital Government development trends and digital transformation orientations of Vietnam.
g) Formulating and submitting to the Prime Minister for promulgation of the Regulation on management, operation and exploitation of the National Reporting Information System and the Center for Information and Directions from the Government and the Prime Minister.
h) Ensuring a legal environment that allows for experimentation and accepts innovations and changes. Establishing a space for piloting digital services and developing a legal framework that enables experimentation of unregulated digital services. The space for pilot digital service provision shall be a digital space that allows for pilot deployment of all innovative digital products and services which are not yet regulated by legislative documents and the scope, size and operating models of which are under strict technology-based supervision. Such products and services shall undergo assessment when pilot deployment has reached a certain scale to establish necessary legal parameters.
i) Formulating technical guidelines, standards and regulations in relation to the digital Government to conform to the technological development to ensure consistent growth of digital Government models, cyber security as well as connection and sharing of technical infrastructure and data between information systems.
k) Maintaining and updating Vietnam e-Government Architecture Framework, ministerial and provincial-level e-Government Architecture Framework according to requirements of the digital Government and e-Government to deploy the digital Government in a consistent manner throughout the country, ensuring connection and preventing investment overlapping.
l) Ensuring the legal environment for all people and enterprises to participate in digital transformation equally, have their private data and information protected and use an electronic code together with QR code conveniently.
2. Developing digital infrastructure
a) Network infrastructure
- Developing and operating stable, safe and uninterrupted specialized network infrastructure that connects 04 administrative levels from the central to commune level based on specialized data transmission networks of entities affiliated to the Communist Party and the State, wide area networks of ministries and local Governments and broadband Internet to serve the digital Government;
- Deploying technical systems that ensure capacity and information safety of specialized data transmission networks of agencies affiliated to the Communist Party and the State to provide basic transmission infrastructure in connecting information systems and sharing data, which serves the digital Government.
b) Government cloud computing platforms
- Cloud ecosystem servicing the digital Government comprises Central Government Cloud (CGC), clouds of state agencies at ministries and local Governments (AGC) and clouds of enterprises meeting professional requirements and technical regulations and standards for servicing the digital Government (EGC);
- Building Central Government Cloud (CGC) in a synchronized manner based on planning and connection with clouds of state agencies at ministries, sectors and localities (AGC), aiming to create an environment for archiving and sharing of resources as well as development of shared services for the digital Government in a nationwide, flexible, efficient and timely manner; connecting and utilizing enterprise clouds (EGC) to provide cloud computing infrastructure for the digital Government.
3. Developing digital platforms and national-scale systems
a) Developing National Data Exchange Platform (NDXP) to connect, integrate and share data between information systems and databases of ministries, sectors and localities across the country by connecting with Local Government Sharing Platforms (LGSP).
b) Developing the national electronic authentication and identity exchange platform (NIXA), striving for the federated identity model and utilizing all existing electronic authentication methods to save time and costs.
c) Building a national digital skill development platform to facilitate exchange of learning resources and provision of online further training courses on digital skills nationwide.
d) Developing a platform for mobile applications to enable digital identification and use of all services and utilities in the digital Government, digital economy and digital society anytime and anywhere for people and enterprises.
dd) Building a system for inspection and measurement of functions and performance of products and solutions in service of the digital Government.
e) Developing a system for supervision and measurement of digital Government services provision and use.
g) Providing a system for supervision of digital platforms supporting state management.
h) Building Vietnam’s open technology portal (GovTech) to provide information on open technology platforms and solutions that state agencies are using or Vietnamese enterprises are developing in a transparent manner; concurrently, actively participating in development of international open source communities and open standards.
i) Developing a national digital map to provide the platform for development of digital services supporting socio - economic development.
k) Providing a QR code platform that connects identity codes of all people and organizations.
l) Developing platforms for provision of essential and basic services nationwide, e-commerce and delivery - storage to support digital economy development and achieve poverty eradication targets, and platforms for digital transformation in prioritized sectors according to the program for national digital transformation by 2025 with orientations towards 2030 in the Prime Minister’s Decision No. 749/QD-TTg dated June 03, 2020 and constituent schemes.
4. Developing national digital data
a) Developing national digital data to create the platform for digital Government deployment, ensure provision of digital data to online public services and uninterrupted data sharing between state agencies, provide open datasets with great usefulness and quality and open data as prescribed by law provisions with the aim of developing the digital Government, digital economy and digital society.
b) Prioritizing development of national databases that support basic and essential services for people, enterprises and state agencies. Identifying data on population, land and enterprises as the core data that must be completed and put into use soon in order to lead, connect and unify all data in state agencies on sectors and fields.
c) Developing national data in service of socio-economic development, prioritizing data of important fields such as geospatial infrastructure; insurance, healthcare, social security; finance; identity cards; civil status; education; training; officials, public employees; agriculture; labor, employment; transport vehicles, construction, import and export.
5. Developing national applications and services
a) Developing and completing the national public service portal so that people and enterprises can access online public services of ministries, sectors and localities via a single web address, and integrating level-3 and level-4 online public services of ministries sectors and localities into the portal according to an appropriate roadmap in accordance with the Prime Minister’s Decision No. 274/QD-TTg dated March 12, 2019 approving the scheme for national public service portal.
b) Building the national data portal as the integrated point for providing open data of state agencies in the online environment to ensure transparency, increase data sharing, promote innovation and development of digital economy and digital society, and protect the safety of information of organizations and individuals as prescribed by law provisions.
c) Developing the digital Vietnamese knowledge system to create a favorable environment for attracting all agencies, organizations, people and enterprises to actively contribute to and exploit digital knowledge resources.
d) Building an online meeting platform and digital working and cooperation platform based on CGC and virtual assistant platform, and ensuring the inheritance of existing information systems at ministries and local Governments.
dd) Developing the National E-document Exchange Platform to support direction and management operations of the Government and Prime Minister.
e) Developing and completing the Government Information Reporting System to collect, integrate and share reporting data of state administrative agencies in order to consolidate and analyze data for the purpose of supporting direction and management operations of the Government and Prime Minister.
g) Developing the e-Cabinet system of the Government in order to reduce meeting time, reduce administrative documents and improve the efficiency of direction and management operations of the Government and Prime Minister.
h) Developing and completing the Database Management System used to monitor tasks assigned by the Government and Prime Minister to monitor, measure and evaluate the performance of ministries, sectors and localities.
i) Building the Digital State Accounting and Budget Information System based on modern technology that is capable of providing multi-dimensional information and reports and accessible to people, enterprises, agencies and units to increase transparency and effectively serve the management and administration of finance - state budget.
k) Upgrading the Vietnam National E-Procurement System, connecting and sharing data with the Digital State Accounting and Budget Information System to enable online public property procurement, manage procurement information and database in a consistent manner nationwide and improve the efficiency of state budget expenditure management.
l) Developing other national applications and services to deploy the digital Government and lead the digital transformation in each prioritized sector and field according to the national digital transformation program by 2025 with orientations towards 2030 in the Prime Minister’s Decision No. 749/QD-TTg dated June 03, 2020 and constituent schemes.
6. Ensuring national cyber security
a) Building a system supporting the cyber security monitoring and administration in service of the e-Government.
b) Building a cyber range system to enable training, drills and assessment of information safety in service of the e-Government.
c) Developing an information safety inspection and assessment system.
d) Developing a big data processing and analysis system to protect national cyber information security.
dd) Building a system for response to cyber information security incidents.
e) Developing systems for cyber security assessment, cyber security condition assessment, cyber security supervision and response to cyber security incidents for important information systems related to national security according to regulations of the Cyber Security Law.
g) Inspecting and examining cyber information security at agencies, network service providers and enterprises providing services for the digital Government.
h) Inspecting and examining protection of cyber security and state secrets at agencies, network service providers and enterprises providing services for the digital Government.
i) Developing and completing the specialized digital signature authentication system of the Government.
k) Building a system for inspection and assessment of cryptographic products used by the digital Government.
V. KEY TASKS OF MINISTRIES, SECTORS AND LOCALITIES
Ministries, ministerial-level agencies, Government-attached agencies, provinces and centrally-run cities shall, within the scope of their sectors, fields and geographical areas, assume the responsibility for the following tasks:
1. Regulation completion
a) Reviewing, updating, amending and formulating architectures, regulatory requirements, internal regulations and technical regulations and standards within their competence on establishment, development and operation of information systems in service of the digital Government and digital Governments at all levels according to the orientations of this Strategy.
b) Reviewing, updating, amending and supplementing specialized legislative documents within their competence according to the orientations of this Strategy or proposing such amendments and supplements.
c) Reviewing and promulgating policies and regulations encouraging people and enterprises to use digital Government services.
2. Digital infrastructure development
a) Developing network infrastructure in accordance with the need for digital Government deployment at ministries, sectors and localities in the direction of prioritizing service hiring as well as connection and utilization of specialized data transmission networks of agencies of the Communist Party and the State.
b) Deploying data centers in service of the digital Government at ministries, sectors and localities by applying cloud computing, prioritizing hiring of professional services and connecting with CGC using the model provided for by the Ministry of Information and Communications.
c) Developing Internet of Things (IoT) infrastructure to support professional and specialized applications in digital Government deployment in connection with smart city development at ministries, sectors and localities, prioritizing hiring of professional services, ensuring efficiency, preventing overlapping and utilizing infrastructure already invested in by organizations and individuals.
3. Platform and system development
a) Developing the Local Government Sharing Platforms (LGSP) connecting internal information systems and databases of ministries, sectors and localities and connected with the National Data Exchange Platform (NDXP) according to the Vietnam E-Government Architecture Framework to exchange and share data with external agencies.
b) Developing and connecting systems of security operations centers (SOC) for information systems of ministries, sectors and localities with the national cyber security monitoring system and national cyber security system in service of the digital Government. With regard to ministries and provinces, their systems of security operations centers (SOC) may be a part of their integrated operations centers (IOC) to prevent overlapping and wastefulness.
c) Developing internal platforms and systems used within the scope of ministries, sectors and localities in order to save time and costs and enable data connection and sharing.
4. Data development
a) Developing specialized databases supporting digital Government applications and services within ministries, sectors and localities without overlapping, updating, connecting and sharing with national databases upon request and via NDXP; sharing and integrating specialized data of ministries and sectors with localities; opening data of state agencies as prescribed by law provisions; archiving most master data in computer-readable formats and sharing data via Application Programming Interfaces (API).
b) Building data warehouses of citizens and organizations when they make online transactions with state agencies; assisting citizens and organizations with managing, archiving and sharing their electronic data with state agencies, reducing physical documents and repeated information provision.
c) Building ministerial-level and provincial-level general data processing and analysis platforms to centrally archive, consolidate, analyze and process data on socio - economic development from different sources, providing the basis for new information and new data services supporting the digital Government and aiming for establishment of shared data warehouses at ministerial, sectoral and local levels.
5. Development of digital services and applications
a) Developing a public service portal integrating system and electronic one-stop information system with specialized processing systems to provide digital services, connecting these systems with the system for monitoring and measurement of provision and use of digital Government services and other necessary national systems; applying digital technology to individualize interfaces, improve user experience of public service users, and obtain feedback from people and enterprises when developing and employing online public services.
b) Developing online public services based on people’s needs and life events, in which people only need to provide information once, utilizing technology to develop new digital services and remove some unnecessary services, robustly applying artificial intelligence in provision of services such as virtual assistants and automatic replies. Implementing contents to encourage people to use online public services, starting by reducing costs of and time for online administrative procedures.
c) Deploying online interacting channels for people to participate in and monitor formulation and implementation of policies and laws as well as decision-making processes by state agencies.
d) Developing reporting information systems; gradually automating reporting and statistics for supporting direction and management operations promptly and decision-making processes based on data of state agencies at all levels and connecting with the Reporting Information System of the Government and the Center for Information and Directions from the Government and Prime Minister.
dd) Deploying remote working systems by hiring services to diversify working methods in conformity with different workers and circumstances, ensuring learning from and connection with available information systems at national, ministerial, sectoral and local levels.
e) Developing smart city services in conformity with actual need, characteristics and circumstances; prioritizing the development of services that efficiently address urgent social issues in cities such as traffic congestion, pollution, tourism development, healthcare development, education development and construction order management. Connecting smart city services with digital Government services. Establishing smart cities in compliance with the ICT framework and ICT architecture for smart city development.
g) Developing specialized services and applications for internal use and connect and share data with internal and external information systems when necessary.
h) Ministries and sectors shall develop selected national services and applications in conformity with their sectors from the central to local level to reduce deployment costs and time. Data created from shared applications and services may be shared when necessary.
i) Vigorously and efficiently applying new digital technologies such as cloud computing, big data, mobility, Internet of Things, artificial intelligence, blockchains, social networks, etc. in development and deployment of digital Government services and applications at ministries, sectors and localities to reduce time and costs for development and operation of information systems and automation, intelligentization and optimization of operating procedures.
6. Cyber security assurance
a) Protecting cyber information security by using the four-layer model together with strengthening of local forces; hiring professional surveillance and protection forces; performing inspections and assessments in a regular manner; connecting and sharing information with the National Cyber Security Center under the Authority of Information Security, Ministry of Information and Communications.
b) Participating in cyber information security campaigns launched by the Ministry of Information and Communications.
c) Participating in the national network for response to cyber information security incidents managed by the Ministry of Information and Communications.
VI. SOLUTIONS
1. Organizational structure, apparatus and network
a) Promoting the strength of the political system and Governments at 4 levels for digital transformation and digital Government development.
b) Strengthening organizational structure and apparatus, establishing networks of specialized units and supporting personnel from the central to local level with the core being units in charge of information technology of ministries, ministerial-level agencies, Government-attached agencies, Departments of Information and Communications of provinces and central affiliated cities, Ho Chi Minh Communist Youth Unions at all levels and representatives of post, telecommunications and information technology enterprises in each locality.
2. Training and refresher training in digital skills
a) Incorporating contents on digital skills and cyber security based on open platforms and open-source software into educational programs from primary school level to form skills necessary for digital citizens early on.
b) Revising frameworks of reference and standards for information technology skills and digital skills applicable to officials, civil servants and public employees. Adding contents on digital skills to state management training programs for specialist rank, principal specialist rank and senior specialist rank or equivalent rank. Organizing online training, assessment, entrance examinations and rank promotion examinations on the principle of ensuring transparency and quality.
c) Organizing refresher training about the digital Government, e-Government/digital Government Architecture and Architecture Framework and cyber security assurance for officials in leadership positions, officials, civil servants and public employees of state agencies at all levels.
d) Organizing refresher training and training for digital Government experts to build the core workforce and spread knowledge and skills concerning development of the digital Government at ministries, sectors and localities. Digital Government experts must first grasp new technology trends, experience, regulatory requirements, technical regulations and models in relation to the digital Government. Establishing a network of digital Government experts to share knowledge and cooperate in addressing major issues.
dd) Organizing refresher training in digital skills and knowledge as well as data processing and analysis skills for officials, civil servants and public employees on an annual basis to prepare them for the digital working environment.
3. Promoting propaganda, dissemination and awareness raising
a) Organizing propaganda and dissemination of legal contents and policies to raise awareness of citizens and the whole society about the e-Government, digital Government and digital transformation.
b) Equipping people with digital skills and providing people with instructions on how to use digital services of state agencies through socialization activities.
c) On an annual basis, honoring public services with the highest quality, public services with the highest number of users, state agencies with the most optimized operations, socio - economic development issues with the most breakthrough results and state agencies with the best digital Government development.
4. Cooperating between state agencies and enterprises
a) Digital technology enterprises shall research on and invest in development of products and services for digital Government development, starting by adopting policies and mechanisms for service hiring and public-private partnership, using their funds for scientific and technological development, participating in investment funds and developing innovation centers.
b) The State plays an important role in regulating, planning for and promoting efficient development of the market for provision of digital Government products and services of key enterprises. The Government shall carry out some activities that orient and create the market by doing first, permitting trial use or providing basic services.
c) State agencies shall cooperate with enterprises in providing public services via public postal services and applications of enterprises.
d) Utilizing public postal services to enable people's access to digital Government services, especially for remote and isolated areas and vulnerable groups.
5. Researching, developing, mastering core technologies
a) Promoting research on, development and application of open platforms and open sources in service of the digital Government.
b) Opening national platforms, aiming to form an ecosystem that enables digital technology enterprises to participate in development of digital economy and digital society services.
c) Prioritizing research on some core technologies in which Vietnam has an advantage and with which Vietnam can achieve breakthroughs such as QR code, artificial intelligence, blockchains, virtual reality/augmented reality (VR/AR) and big data, facilitating deployment of advanced digital technologies in the digital Government. Adopting order placement and task assignment mechanisms for digital technology enterprises that research on and develop new technologies for the digital Government.
d) Facilitating development of digital technology enterprises to master core technologies in the digital Government, starting with cloud computing, cyber security, data integrating and sharing platforms and platforms for development of specialized applications.
dd) Researching on, developing and piloting the use of virtual currency based on blockchain technology.
e) Formulating programs on artificial intelligence research and application to develop unique Vietnamese products and services, create competitive advantage and provide the foundation for national digital transformation. Prioritizing pilot deployment of these products and services in state agencies, which serves as the basis for assessment, completion and establishment of platforms supporting the digital economy and digital society.
g) Promulgating regulations on use of evaluated and inspected products and solutions in digital Government deployment. Prioritizing use of products, solutions and technologies designed and produced by Vietnamese organizations and enterprises in digital Government systems.
6. Standardizing and restructuring business processes
a) Closely connecting administrative procedure reform with digital Government development.
b) Reviewing and simplifying or revising administrative procedures and business processes in state agencies to support efficient application of digital technology.
c) Reviewing and removing some administrative procedures and business processes upon applying digital technology.
7. International cooperation
a) Proactively promoting international cooperation in digital Government development; proactively and actively participating in international organizations and initiatives for the digital Government and development of digital technology and digital economy, readily taking the lead in our strong points; proactively and actively participating in formulation of new international rules, standards and legal frameworks in relation to digital technology in conformity with Vietnam’s targets and interest.
b) Supporting some countries in digital Government development to strengthen international cooperation and promote and create the market for digital Government products and services of Vietnamese enterprises.
8. Funding securing
a) Prioritizing use of funding from state budget and mobilizing other fund sources as prescribed by law provisions for digital Government development; increasing hiring of information technology services.
b) People’s Committees of provinces and central affiliated cities shall formulate funding securing plans and strive to ensure that expenditure on digital transformation and e-Government/digital Government development in the total state budget expenditure is higher than the world average.
c) Prioritizing public investment capital for projects on development of infrastructure, data centers, national databases, national platforms and national services and applications funded by public investment capital from the central budget.
9. Measurement, supervision and assessment of deployment
a) Measuring and supervising each system and service in service of the digital Government in an automated manner.
b) Supervising, assessing and measuring the efficiency of on-going investment projects based on data.
c) On a monthly and annual basis, publishing assessment results, which are the basis for e-Government/digital Government monitoring, expedition and ranking; publishing main indicators for e-Government/digital Government development online.
10. Mechanisms for administration and implementing organization
a) Promoting the roles of the National e-Government Committee and Steering Committees for e-Government/digital Government development of ministries, ministerial-level agencies, Government-attached agencies, People’s Committees of provinces and central affiliated cities in directing development of the e-Government towards the digital Government.
b) Ministers, heads of ministerial-level agencies, heads of Government-attached agencies, chairpersons of People’s Committees of provinces and central affiliated cities shall give directions directly and be accountable to the Government and Prime Minister for results of development of the digital Government and digital Governments at their respective ministries, sectors and localities.
c) Promoting the roles of the Ministry of Information and Communications and units in charge of information technology of ministries, ministerial-level agencies, Government-attached agencies, Departments of Information and Communications of provinces and central affiliated cities in organizing and directing digital Government development and digital transformation at all levels.
d) Deploying the digital Government by gradually centralizing, developing digital Government applications and services based on cloud computing and prioritizing service hiring.
Article 2. Implementation organization
1. The Ministry of Information and Communications:
a) Assuming the prime responsibility for organizing the strategy implementation; on an annual basis, reporting to the Prime Minister on the strategy implementation.
b) Organizing a preliminary review of the strategy implementation by 2023, thereby proposing the development of indicators and targets, supplementing and amending tasks and solutions (if necessary), and reviewing and assessing the results of the strategy implementation by 2025.
2. The Government Office:
a) Assuming the prime responsibility for, and coordinating with the Ministry of Home Affairs and the Ministry of Information and Communications in, guiding ministries, sectors and localities to standardize and restructure professional processes, reform administrative procedures, reform administrative reporting regime in state administrative agencies.
b) Cooperating with the Ministry of Information and Communications in organizing, urging and inspecting the strategy implementation
3. The Ministry of Home Affairs:
a) Assuming the prime responsibility for, and coordinating with the Government Office and the Ministry of Information and Communications in, guiding ministries, sectors and localities to carry out administrative reform.
b) Assuming the prime responsibility for, and coordinating with the Ministry of Information and Communications in, amending and supplementing the PAR Index in the direction of closely linking the development of the digital Government with administrative reform activities, and turning the digital Government into a effective tool in service of public administration reform.
4. The Ministry of Planning and Investment:
Assuming the prime responsibility for implementing solutions specified in Clause 8, Section VI, Article 1 of this Decision for development investment capital; assuming the prime responsibility for summing up the annual development investment capital on the basis of proposals of ministries, sectors and localities according to the principles, criteria and norms of public investment capital allocation in each period approved by competent agencies and reporting to the Prime Minister for consideration and decision in accordance with the Law on Public Investment, the Law on State Budget and relevant guiding documents to implement the Strategy.
5. The Ministry of Finance:
Assuming the prime responsibility for implementing the solutions specified in Clause 8, Section VI, Article 1 of this Decision for regular capital sources; assuming the prime responsibility for summing up and allocating annual capital for recurrent expenditure in accordance with the provisions of the State Budget Law and relevant guiding documents for the strategy implementation.
6. The Ministry of Information and Communications, Ministry of Public Security, Ministry of National Defence and the Government Cipher Committee shall assume the responsibility for ensuring information safety and cyber security in service of the e-government and the digital Government according to their functions and assigned tasks, ensuring the principles of information safety and cyber security served as the premise for faster and more sustainable implementation of the digital Government, clear assignment of responsibilities, close cooperation and timely information sharing.
7. Ministries, ministerial-level agencies, Government-attached agencies, People's Committees of provinces and central affiliated cities shall:
a) Developing and implementing the plan for the 2021 - 2025 period and annual plans to develop the digital Government and digital Government under the guidance of the Ministry of Information and Communications to implement the Strategy; synchronizing plan contents with socio-economic development plans and strategies of their respective ministries, sectors and localities.
b) Organizing the implementation of tasks specified in Section V, Article 1 on the basis of needs, actual conditions and development orientations of their ministries, sectors and localities.
c) Organizing the implementation of the tasks and solutions assigned in the Appendix enclosed herewith.
d) Restructuring organization and business processes in order to effectively apply digital technology into all operation of state agencies, towards digitization of all activities of agencies and organizations.
dd) Securing funding (development investment expenditure and recurrent expenditure) to perform digital Government tasks and projects according to the solutions specified in Clause 8, Section VI, Article 1.
e) Ensuring cyber security under a multi-layered model, complying with instructions of specialized agencies on cyber security, standards, technical regulations and legal regulations.
g) Consolidating specialized information technology units to act as specialized units in charge of digital transformation to advise, implement and lead the digital transformation in industries, fields and localities.
h) Inspecting, assessing and reporting on the strategy implementation on an annual and ad-hoc basis under the guidance of the Ministry of Information and Communications to sum up and report to the Prime Minister.
8. The Vietnam Television, Voice of Vietnam Radio, Vietnam News Agency and other press agencies shall assume the prime responsibility for, and actively coordinate with the Ministry of Information and Communications and other ministries, sectors and localities in, developing and approving plans to regularly promote propaganda and dissemination among sectors, levels and people of the strategy contents, success stories and lessons learned from domestic and international experiences on a daily or weekly basis.
9. The Vietnam Social Insurance shall assume the responsibility for proactively allocating resources to complete the establishment of, put into operation, and exploit the national database on insurance servicing the sectors of social insurance, health care, labor - invalids and social affairs and other relevant sectors, ensuring synchronization with specialized databases, relevant national databases, contributing to creating a foundation for digital Government development.
10. The Ho Chi Minh Communist Youth Union shall direct Youth Union chapters at all levels to appoint delegates to participate in the digital transformation support network at the communal level, coordinated by the Ministry of Information and Communications; actively launch campaigns for youth union members to propagate and disseminate digital skills, support and guide people to use digital Government services.
11. Professional unions and associations shall proactively and actively advise and comment on policies and laws; encourage members and enterprises to take the initiative in technology mastery as well as provide high-quality products and services; cooperate with the Ministry of Information and Communications in propagating, disseminating, surveying and assessing the level of digital transformation and digital Government development in Vietnam.
12. The Military Industry and Telecommunications Group, Vietnam Posts and Telecommunications Group, MobiFone Telecommunications Corporation, Vietnam Post Corporation and technology enterprises meeting requirements on technical and financial capacity shall:
a) Appoint specialized delegates to coordinate with the Ministry of Information and Communications in researching on, formulating and commenting on policies; directing member units in localities to appoint delegates to participate in the digital transformation support network coordinated by the Ministry of Information and Communications.
b) Prioritize allocation of resources for developing digital infrastructure, digital platforms, national-scale systems, national digital data, national applications and services, researching on, developing and mastering core digital technologies in service of the digital Government.
c) Promote the leading role in implementing solutions in service of the digital Government, mobilizing and gathering enterprises, especially small and medium enterprises in the field of digital technology, to jointly develop ecosystem of products and services supporting the digital Government development.
Article 3. This Decision takes effect on the date of its signing.
Article 4. Ministers, heads of ministerial-level agencies, heads of Government-attached agencies, chairpersons of People's Committees of provinces and central affiliated cities shall implement this Decision./.
