DECISION

Approving the Programme on development of supporting industries for the 2026-2035 period[1]

 

THE PRIME MINISTER

Pursuant to the February 18, 2025 Law on Organisation of the Government;

Pursuant to the June 25, 2015 Law on the State Budget;

Pursuant to the National Assembly’s Resolution No. 141/2024/QH15 of June 29, 2024, on question-and-answer activities at the 7th session of the 15th National Assembly;

Pursuant to the Government’s Decree No. 111/2015/ND-CP of November 3, 2015, on development of supporting industries;

Pursuant to the Government’s Decree No. 205/2025/ND-CP of July 14, 2025, amending and supplementing a number of articles of the Government’s Decree No. 111/2015/ND-CP of November 3, 2015 on development of supporting industries;

Pursuant to Programme No. 02-CTr/BCDTW of February 2, 2026, of the Central Steering Committee for implementation of the Political Bureau’s Resolution No. 57-NQ/TW of December 22, 2024, on breakthroughs in the development of science, technology, innovation and national digital transformation;

Pursuant to the Government’s Resolution No. 41/NQ-CP of March 11, 2026, on the Government’s Programme of Action for implementation of the Resolution of the 14th National Party Congress;

Pursuant to Conclusion No. 18-KL/TW of April 2, 2026 of the 14th Party Central Committee, the 2nd plenum, on the 5-year plan for socio-economic development, national financial, public borrowing and debt repayment, and medium-term public investment for the 2026-2030 period, in association with the pursuit of the double-digit growth target;

Pursuant to the Government’s Resolution No. 109/NQ-CP of April 16, 2026, updating and supplementing the Government’s Programme of Action for implementation of the Resolution of the 14th National Party Congress and the Party Central Committee’s Conclusion No. 18-KL/TW on the 5-year plan for socio-economic development, national financial, public borrowing and debt repayment, and medium-term public investment for the 2026-2030 period, in association with the pursuit of the double-digit growth target;

At the proposal of the Minister of Industry and Trade,

 

DECIDES:

Article 1. To approve the Programme on development of supporting industries for the 2026-2035 period (below referred to as the Programme) with the following contents:

I. VIEWPOINTS

1. Supporting industries constitute the foundation for development of national industry in a sustainable, self-reliant and modern manner. Development of supporting industries aims to establish domestic production capacity, enhance industrial self-reliance, reduce dependence on imported input raw materials, components, spare parts and equipment, and contribute to the achievement of the double-digit growth target.

2. Development of supporting industries must be associated with the building of enterprise capacity based on global and regional supply and value chains, taking technical requirements, quality standards and localisation rates set by leading enterprises as the basis for orienting support activities for supporting industry enterprises.

3. Supporting industry enterprises shall play the central role and constitute the core force in production, innovation and market expansion. The State shall play a development-facilitating role, establish a transparent institutional framework, and support the development of resources, science and technology, and markets.

4. To develop supporting industries in close association with technological innovation and digital transformation, with a view to achieving self-reliance, self-sufficiency and greater resilience in science and technology, and ensuring sustainable development; to promote the application of automation, high technology and digital transformation in manufacturing; to ensure compliance with environmental, energy and sustainable development standards in accordance with the orientations set out in the Political Bureau’s Resolution No. 57-NQ/TW of December 22, 2024 on breakthroughs in the development of science, technology, innovation and national digital transformation.

5. To regard the domestic market as the foundation and the international market as the driving force. To implement the Programme in association with market development in order to enhance the ability of meeting the demand for input raw materials, components, spare parts and equipment of foreign-invested and domestic enterprises, while simultaneously expanding export markets through free trade agreements.

6. To develop supporting industries in a focused and targeted manner based on supply chains, product clusters and large-scale technological challenges, with achieved output outcomes, localisation rates, domestic added value and the capacity to participate in global supply chains serving as the primary performance indicators.

II. OBJECTIVES OF THE PROGRAMME

1. General objectives

a/ To contribute to boosting the development of supporting industries; to gradually master technologies for manufacturing important input raw materials, components, spare parts and equipment; to develop linkages between domestic enterprises and foreign-invested enterprises; to form and develop products capable of participating in domestic value chains and global value chains.

b/ To contribute to achieving the target that, by 2030, a number of key industries will attain an average localisation rate of 40-45% and industrial competitiveness index will rank among the top three ASEAN countries.

c/ To promote the development of supporting industries and create breakthroughs both quantitively and qualitatively, with science, technology and innovation serving as the decisive factors in enhancing industrial competitiveness, focusing on foundation industries, spearhead industries, key industries, defence and security industries, and green industries.

d/ To support supporting industry enterprises based on supply chain and encourage them to enhance their technological, administration, quality and product development capacity, thereby establishing a system of core supporting industry enterprises and supporting domestic enterprises to become tier-1 and tier-2 suppliers to domestic and international leading enterprises.

dd/ To focus on developing supporting industries serving smart electronics, energy equipment, railways, automobiles, engineering and automation, hi-tech industries, textiles and garments, and leather and footwear in association with the green economy.

e/ To develop human resources and effectively implement research, design, technology transfer and digital transformation activities, and enhance the capacity of supporting industry enterprises under the 13th Party Central Committee’s Resolution No. 29-NQ/TW of November 17, 2022, on the continued promotion of national industrialisation and modernisation through 2030, with a vision towards 2045; the National Assembly’s Resolution No. 141/2024/QH15 of June 29, 2024; and Conclusion No. 18-KL/TW of April 2, 2026 of the 14th Party Central Committee at its second plenum, on the 5-year plan for socio-economic development, national financial, public borrowing and debt repayment, and medium-term public investment for the 2026-2030 period, in association with the pursuit of the double-digit growth target.

2. Specific targets

a/ By 2030:

- Industry development objectives:

To concentrate resources and promote the development of supporting industry enterprises capable of meeting requirements of supply chains; to strengthen connection between supporting industry enterprises and domestic and international leading enterprises in the following industries: smart electronics, energy equipment, railways, mechanical engineering and automation, automobiles, hi-tech industries, textiles and garments, and leather and footwear. To build a strong national industry with new production capacity and high adaptability and resilience; to gradually master core technologies; to contribute to sustainable development; to enhance the self-reliance and resilience of the national economy, towards the double-digit growth target.

- Localisation rate targets: electronics: 25-30%; mechanical engineering and manufacturing: 40%; automobiles: 22-30%; textiles and garments: 60%; leather and footwear: 60-65%; and hi-tech industries: 15%.

- Targets on development of supporting industry enterprises:

+ To provide support in terms of consultancy and training on corporate governance and manufacturing management systems in conformity with international requirements to 600 supporting industry enterprises, of which approximately 400 are expected to successfully apply the systems for which they have received consultancy and training.

+ To support 80 supporting industry enterprises capable of conducting research and development activities, of which 40 are expected to successfully apply and renovate technologies, carry out experimental manufacture and acquire technologies through transfer, including 6 basic material-processing technologies and 8 next-generation smart and environmentally friendly core and advanced technologies in the textile-garment and leather-footwear industries.

+ To provide support in terms of training of high-quality human resources to 800 supporting industry enterprises through collaboration among higher education institutions, research institutes, other education institutions providing higher education, vocational education institutions, enterprises, and other related organisations.

b/ By 2035:

- Industry development targets:

+ To develop Vietnam’s supporting industries across the majority of specialised sectors, with advanced technologies, products meeting international standards, deep integration into global value chains, energy conservation and efficiency, fair competition in international integration, and enhanced capabilities in research, design and manufacturing.

- Localisation rate targets: electronics: 35-40%; mechanical engineering and manufacturing: 50%; automobiles: 32-40%; textiles and garments: 70%; leather and footwear: 70-75%; and hi-tech industries: 20%.

- Supporting industry enterprise development targets:

+ To provide support in terms of consultancy and training on corporate governance and manufacturing management systems in conformity with international requirements to 900 supporting industry enterprises, of which approximately 600 are expected to successfully apply the systems for which they have received consultancy and training.

+ To support 120 supporting industry enterprises that are capable of conducting research and development and experimental manufacture, of which 60 are expected to successfully apply new technological solutions, effectively carry out experimental manufacture and acquire technologies through transfer.

+ To provide support in terms of training of high-quality human resources to 1,200 supporting industry enterprises through collaboration among higher education institutions, research institutes, other education institutions providing higher education, vocational education institutions, enterprises, and other related organisations.

III. MAJOR TASKS AND SOLUTIONS

1. Group of tasks relating to institutions and law

a/ To study, review and improve mechanisms, policies and legal regulations on encouraging, supporting and attracting investment in development of supporting industries. To support a number of activities such as research and development, investment in production and technology transfer, particularly new technologies, core technologies and technologies for manufacturing high-quality supporting industry products. To intensify efforts to attract domestic enterprises and multinational corporations to invest in manufacturing supporting industry products.

b/ To study and promulgate breakthrough policies to increase localisation rates and boost consumption of domestically manufactured products, and to promote technological autonomy in key industrial sectors.

c/ To study and promulgate policies to selectively attract manufacturing investment projects of multinational corporations, in association with commitments to develop domestic supply chains and corresponding preferential mechanisms and policies; to strengthen connection with domestic enterprises through joint ventures, business cooperation, and mergers and acquisitions in order to support domestic enterprises in manufacture of products with high technological content and high added value.

2. Group of tasks relating to science-technology, human resources and training

a/ To support the testing, inspection, assessment, and quality certification of, and formulation and declaration of in-house standards applicable to, supporting industry products; to formulate and promulgate standards, technical regulations, norms, processes, and assessment and recognition systems in the field of supporting industries in conformity and harmony with international and regional standards;

b/ To support the provision of consultancy services, research and development, purchase and sale, technical application, transfer, renovation and upgrading of technologies used in testing and production of basic materials, components, spare parts and raw materials; to support the research into and production of new, environmentally friendly and recycled materials; to provide consultancy services and support to supporting industry enterprises regarding green transition, wastewater treatment, use of chemicals, energy convervation and efficiency, use of renewable energy, and sustainable production and business operation, thereby enabling them to gradually meet technical requirements and quality standards and enhance their capacity to participate in the supply chains of domestic and international leading enterprises;

c/ To support the application of information technology and digital transformation and the development of smart factory solutions in production processes, manufacturing management and corporate governance systems in order to enhance enterprises’ management and production capacity and meet global supply chain requirements; to support the evaluation of technology, administration and quality and the formulation of enterprise upgrading roadmaps in accordance with the supply chain requirements of domestic and international lead enterprises;

d/ To provide consultancy services and training to supporting industry enterprises to help them apply corporate governance systems that meet the requirements of global production chains in corporate governance and manufacturing management; to support supporting industry enterprises to improve manufacturing processes and management processes to meet international standards;

dd/ To support the purchase of machinery and equipment to enhance the capacity of technical centres for industrial development support established under the Ministry of Industry and Trade’s schemes;

e/ To support the training of human resources for supporting industry enterprises in order to meet the needs and requirements of foreign-invested enterprises and domestic and international leading enterprises.

3. Group of tasks relating to the building, upgrading and operation of database systems

a/ To organise surveys, collect information and classify supporting industry enterprises, supporting industry products, stages and technologies used to manufacture supporting industry products; to collect and update information on localisation needs, technical standards and product quality requirements of domestic and international leading enterprises serving supply-and-demand connection and participation in domestic and international supply chains.

b/ To support the building, operation and exploitation of domestic and overseas database systems and digital platforms on processing and manufacturing industries and supporting industries; to build and operate a portal of supporting industries; to provide information on processing and manufacturing industries and supporting industries; to formulate and promulgate criteria for evaluating the capacity of supporting industry enterprises.

4. Group of tasks relating to market development and communications

a/ To support the identification of leading enterprises in each supply chain in order to promote the development of the domestic supplier system; to support enterprises to enhance their capacity, and to promote cooperation, product development and technological upgrading among enterprises within supply chains; to establish linkages and connect manufacturers of supporting industry products with partners and customers, enabling them to become product suppliers to multinational corporations and other supporting industry manufacturers at home and abroad; to promote and support markets for the consumption of supporting industry products; to provide consultancy services with regard to mergers and acquisitions involving enterprises in the supporting industry sector; to organise market research, assessment and analysis;

b/ To promote international cooperation in the development of supporting industries and strengthen linkages between foreign-invested enterprises and domestic enterprises; to promote and attract domestic and foreign investment in supporting industries through such activities as organising or participating in exhibitions, trade fairs or conferences on business matching and investment promotion at national or international level;

c/ To encourage and create conditions for domestic supporting industry enterprises to expand cooperation, partnership and business cooperation with foreign partners in order to expand markets and promote Vietnamese supporting industry products and brands; to encourage manufacturing enterprises, domestic leading enterprises and foreign-invested enterprises to participate in supporting capacity building and developing domestic supply chains;

d/ To disseminate information, raise awareness about and provide information on policies, markets, supply and demand, new-generation free trade agreements, requirements and regulations concerning sustainable production and business, and the production capacity of supporting industries, through such activities as organising seminars, forums and conferences, publishing newsletters and other publications, and conducting communications through the mass media;

dd/ To carry out periodical examination and assessment and make preliminary and final reports on the Programme.

IV. SUBJECTS AND PERIOD OF IMPLEMENTATION

1. Agencies responsible for managing the Programme are the Ministry of Industry and Trade and related central and local agencies.

2. Units in charge of implementing schemes under the Programme (below referred to as in-charge units) are organisations whose schemes are approved by competent authorities or which are assigned to implement schemes under the Programme; the in-charge units may receive funds for implementation of the Programme and shall make account-finalisation in accordance with regulations.

3. Beneficiaries: organisations and individuals participating in supporting industry development activities.

4. Period of implementation: from 2026 to 2035.

 

V. FUNDS FOR IMPLEMENTATION OF THE PROGRAMME

1. Funds from the central budget

Funds for implementation of the Programme shall come from non-business expenditures allocated from the state budget and other lawfully mobilised funds in accordance with current regulations. Funds for implementation of the Programme shall be managed and used in accordance with the law on the state budget and other relevant laws.

2. Funds from local budgets

Provincial-level People’s Committees shall formulate plans and estimate funds for implementation of the Programme’s tasks and solutions in accordance with the fund-balancing capacity of local budgets and other lawfully mobilised funds in accordance with law.

3. Other funds: donations and contributions of organisations and individuals carrying out activities for the development of supporting industries; donations and contributions of domestic and foreign organisations and individuals; and other lawful funds as specified by law.

Article 2. Organisation of implementation

1. The Ministry of Industry and Trade

a/ To formulate and improve the system of legal documents on supporting industry development and guide the organisation of implementation thereof under the Programme;

b/ To annually estimate and incorporate funds for implementation of the Programme in its overall estimates for submission to the Ministry of Finance for consideration and allocation and for submission to competent authorities for decision in accordance with the law on the state budget and other relevant laws;

c/ To assume the prime responsibility for, and coordinate with relevant ministries and sectors in, cooperating with domestic and foreign organisations and individuals to attract capital, expertise, technology and resources for supporting industry development; to strengthen coordination among state management agencies, domestic and international leading enterprises and supporting industry enterprises in evaluating and supporting capacity building and developing supply chain linkages;

d/ To assume the prime responsibility for guiding, examining and evaluating implementation results annually, conducting 5-year preliminary reviews and conducting the final review of implementation of the Programme;

dd/ To assume the prime responsibility for guiding, urging and examining the promulgation and implementation of local programmes on development of supporting industries for the 2026-2035 period.

2. The Ministry of Finance

a/ To assume the prime responsibility for balancing and summarising funds from the source of non-business expenditures of the central budget and submitting them to competent authorities for allocation for implementing the tasks and solutions set out in the Programme, in accordance with the law on the state budget and other relevant laws;

b/ To coordinate with the Ministry of Industry and Trade in guiding, examining and supervising the use of funds for implementation of the Programme;

c/ To assume the prime responsibility for formulating and improving the system of legal documents and guiding the estimation, management and use of funds as approved under Programme.

3. Provincial-level People’s Committees

a/ To formulate and approve local programmes on development of supporting industries, and report the implementation results to the Ministry of Industry and Trade before December 20 every year;

b/ To coordinate with the Ministry of Industry and Trade in implementing the Programme in order to achieve the Programme’s objectives;

c/ To formulate implementation plans, and estimate and incorporate funds for implementation in local budget estimates in accordance with the Law on the State Budget and current regulations;

d/ To study the establishment of provincial-level supporting industry development centres.

Article 3. Implementation provisions

1. This Decision takes effect on the date of its signing.

2. The Minister of Industry and Trade, ministers, heads of ministerial-level agencies, Chairpersons of provincial-level People’s Committees, and related organisations and individuals shall implement this Decision.-
