DECISION
Approving the Scheme on training, further training and development of human resources for state management, research and development, application and technical assistance in the field of atomic energy[1]
THE PRIME MINISTER
Pursuant to the February 18, 2025 Law on Organisation of the Government;
Pursuant to the June 27, 2025 Law on Atomic Energy;
Pursuant to Resolution No. 174/2024/QH15 of November 30, 2024, of the 15th National Assembly, on its 8th session;
Pursuant to the Political Bureau’s Resolution No. 57-NQ/TW of December 22, 2024, on breakthroughs in the development of science, technology, innovation and national digital transformation;
Pursuant to the Political Bureau’s Resolution No. 70-NQ/TW of August 20, 2025, on ensuring national energy security through 2030, with a vision towards 2045;
Pursuant to the Prime Minister’s Decision No. 245/QD-TTg of February 5, 2025, approving the Master Plan on development and application of atomic energy through 2030, with a vision towards 2050;
Pursuant to the Prime Minister’s Decision No. 2736/QD-TTg of December 17, 2025, approving the Plan for implementation of the Master Plan on development and application of atomic energy through 2030, with a vision towards 2050;
Pursuant to the Prime Minister’s Decision No. 438/QD-TTg of March 16, 2026, approving the Strategy for development and application of atomic energy for peaceful purposes through 2035, with a vision towards 2050;
Pursuant to the Prime Minister’s Decision No. 624/QD-TTg of April 6, 2026, approving the Scheme on building capacity of the Vietnam Agency for Radiation and Nuclear Safety to support nuclear power development through 2035;
At the proposal of the Minister of Science and Technology in Report No. 65/TTr-BKHCN of April 24, 2026, and Document No. 2958/BKHCN-ATBXHN of May 8, 2026,
DECIDES:
Article 1. To approve the Scheme on training, further training and development of human resources for state management, research and development, application and technical assistance in the field of atomic energy (below referred to as the Scheme), with the following contents:
I. VIEWPOINTS
1. The training, further training and development of human resources in the field of atomic energy must closely follow the Party’s guidelines and the State’s policies and laws, and be implemented in a coordinated manner with strategies and master plans for the development and application of atomic energy.
2. Human resource development in the field of atomic energy is a central, pivotal task of long-term strategic importance, playing a decisive role in achieving technological mastery and strategic autonomy, and in ensuring the safety, security and sustainable development of activities in the field of atomic energy.
3. Human resource training and further training must be aligned with the competency frameworks applicable to the respective target groups; organised systematically and on a job-position basis; and meet the output requirements for radiation safety, nuclear safety and nuclear security applicable to each target group.
4. Specific mechanisms and policies, together with the coordinated and efficient allocation of resources, must create a competitive advantage in attracting, developing, giving due recognition to, and effectively utilising high-quality human resources in the field of atomic energy.
5. International cooperation and integration in human resource training, further training and development with the International Atomic Energy Agency and countries possessing advanced nuclear technologies shall be strengthened in order to build high-quality human resources for the development and application of atomic energy and to ensure radiation safety, nuclear safety and nuclear security.
II. OBJECTIVES
1. Overall objective
To train, further train and develop human resources for state management, research and development, technical assistance and atomic energy application with sufficient quantity, appropriate structure and requisite quality, thereby meeting the requirements for development and application of atomic energy and ensuring radiation safety, nuclear safety and nuclear security.
2. Specific objectives
a/ Specific objectives through 2030
- Human resources for state management:
+ To strive for the target that 100% of personnel engaged in state management in the field of atomic energy at central and local levels are trained and further trained and have sufficient capacity to perform state management tasks relating to radiation safety, nuclear safety, nuclear security and atomic energy application.
+ At least 50% of personnel of the national authority for radiation and nuclear safety will be trained and further trained and have sufficient capacity to undertake the drafting of legal documents and the appraisal, assessment, inspection and supervision of safety and security at nuclear power plants and research reactors.
+ To strive for the target that at least 30% of personnel of the national authority for radiation and nuclear safety are trained and further trained and gain experience at foreign authorities for radiation safety, nuclear safety and nuclear security, technical assistance organisations and nuclear power facilities, thereby forming a core team of experts capable of supporting the appraisal and licensing of nuclear power plants and research reactors.
- Human resources for research and development:
+ To form a core team of highly qualified research and development personnel capable of acquiring, mastering, transferring and developing technologies in the field of atomic energy to support the deployment of nuclear power and the expansion of radiation and radioisotope applications in socio-economic sectors.
+ To develop a team of personnel capable of safely and efficiently operating research nuclear reactors for scientific research, training and radioisotope production.
- Human resources for provision of technical assistance:
+ To form a core team of technical assistance personnel capable of participating in assessment and appraisal relating to radiation safety, nuclear safety and nuclear security, step by step meeting the requirements for nuclear power development.
+ To strive for the target that 100% of technical assistance personnel of state management agencies in the field of atomic energy receive further training and have sufficient capacity to provide technical assistance for appraisal, inspection, examination, environmental radiation monitoring and emergency response.
+ To strive for the target that 100% of technical assistance personnel of ministries and sectors who are engaged in nuclear security, radiation monitoring and emergency response receive further training and have sufficient capacity to effectively perform nuclear security and emergency response tasks.
- Human resources for atomic energy application:
Facilities conducting radiation activities will organise training for 100% of their radiation workers in accordance with law. To form a team of personnel capable of operating and effectively utilising radiation sources in medicine, industry, agriculture and environment and other techno-economic sectors, while fully complying with safety and security requirements.
b/ Specific objectives through 2035
- Human resources for state management:
+ All personnel engaged in state management in the field of atomic energy at central and local levels will receive training, retraining and further training and have sufficient capacity to perform state management tasks relating to radiation safety, nuclear safety, nuclear security and atomic energy application.
+ Personnel of the national authority for radiation and nuclear safety will receive training and further training so as to be capable of independently undertaking 70% of the appraisal, assessment, inspection, examination and safety and security supervision activities required for nuclear power projects, and 100% of such activities for research reactor projects.
- Human resources for research and development:
+ To develop a core team of highly qualified research and development personnel who are properly trained and further trained and capable of mastering, improving and developing nuclear fuel technology and technologies for the processing and use of rare earths; and capable of participating in, and gradually taking the lead in implementing, research and development and technology application projects in these fields. To strive to establish 4-5 research groups capable of mastering certain nuclear technologies in support of nuclear power projects (including small modular reactors) and research reactors.
+ To complete and make effective use of a system of advanced research facilities, including national key laboratories and specialised laboratories, serving research and training of high-quality human resources.
- Human resources for technical assistance:
+ To develop a team of highly specialised personnel capable of independently conducting safety analysis and assessment, technical appraisal and consultancy activities for state management agencies throughout the life cycle of nuclear power projects.
+ To build a team of personnel capable of mastering methods, tools and models for safety analysis, risk assessment and accident analysis, thereby ensuring the capacity to conduct independent and objective appraisal in conformity with the standards and guidance of the International Atomic Energy Agency.
- Human resources for atomic energy application:
Facilities conducting radiation activities will provide radiation safety training to 100% of their radiation workers in accordance with law. To form a team of personnel capable of mastering technologies for the application of radiation and radioisotopes in medicine, industry, agriculture and environment and other techno-economic sectors.
c/ Vision towards 2050
- State management personnel at central and local levels will receive regular training and further training and have sufficient capacity to perform their duties, thereby ensuring the effect and efficiency of state management and contributing to socio-economic development.
- Personnel of the national authority for radiation and nuclear safety will have sufficient capacity to conduct appraisal, issue licences, carry out inspection and supervision, and respond to emergencies involving all types of nuclear reactors, including large-capacity nuclear reactors and small modular reactors; and to coordinate the national strategy on radiation safety, nuclear safety and nuclear security.
- To establish and develop a well-coordinated pool of experts in the field of atomic energy, comprising a core team of science and technology experts and highly specialised technical experts, capable of meeting requirements for deployment, training and technical assistance for state management agencies and nuclear facilities and projects, including nuclear power plants; gradually participating in the global nuclear value chain; and providing technical services and training at regional and international levels.
- To form and develop high-quality human resources capable of mastering advanced radiation technologies and nuclear techniques in medicine, industry, agriculture, natural resources, environmental protection and other techno-economic sectors, thereby contributing effectively to socio-economic development.
- To develop a national training ecosystem with a network of lecturers and lead experts capable of conducting training and retraining and transferring knowledge throughout the sector.
III. TARGET GROUPS, CONTENT AND FORMS OF TRAINING AND FURTHER TRAINING
1. Target groups of training and further training
a/ Personnel engaged in state management
- Personnel of the national authority for radiation and nuclear safety.
- Personnel of ministries and central agencies performing state management functions in the field of atomic energy.
- Local personnel performing state management functions in the field of atomic energy.
b/ Personnel engaged in research and development and technical assistance
- Personnel of public science and technology organisations and public non-business units operating in the field of atomic energy.
- Personnel of non-public science and technology organisations, enterprises, application facilities and other organisations engaged in research and development or technical assistance in the field of atomic energy and capable of participating in state programmes, tasks or projects, or providing technical services in support of state management.
c/ Personnel engaged in atomic energy application
Radiation workers at facilities conducting radiation activities, except personnel serving nuclear power plant projects who are trained and further trained under other schemes or by the project owners.
2. The content of training and further training must be tailored to each target group, thus meeting professional competency requirements of the relevant fields, including nuclear power, research reactors; and research and development, and application of radiation and radioisotopes in techno-economic sectors.
3. Forms of training and further training
The forms of training and further training must comply with law and be suitable to the relevant target groups and content, including one or several of the following forms:
a/ Short-term further training.
b/ Basic further training.
c/ Advanced further training.
d/ Specialised training and further training.
dd/ On-the-job training.
e/ Training and further training for lecturers.
g/ Postgraduate training.
h/ Radiation safety training.
IV. TASKS AND SOLUTIONS
1. Mechanisms and policies for human resource training, further training and development
a/ To review and improve mechanisms, policies and laws on the training and development of human resources in the field of atomic energy, ensuring that the human resources meet requirements so as to achieve the objectives of the Strategy for the development and application of atomic energy for peaceful purposes.
b/ To improve capacity and develop the personnel of state management agencies, research and development organisations and technical assistance organisations so that they possess the qualifications and competencies as recommended by the International Atomic Energy Agency to serve state management and development and application of atomic energy for peaceful purposes.
c/ To establish and develop a core team of experts capable of participating in the training and further training of human resources in the field of atomic energy, from basic to specialised levels.
d/ To study, formulate and improve regulations on occupation-based incentives and appropriate salary policies for persons working in the field of atomic energy whose salaries are paid from the state budget, thereby ensuring the availability of human resources for training and further training.
dd/ To encourage the participation of the non-state sector in the training, further training and development of human resources in the field of atomic energy through activities like public-private partnership, commissioned training, joint training, participation in curriculum development and practical training, recruitment and employment of trained human resources, and human resource supply-demand connection.
2. Development, standardisation and modernisation of training and further training programmes
a/ To formulate multi-level, interdisciplinary curriculum frameworks for the training and further training of human resources in the field of atomic energy, ensuring scientificity, systematicity and continuity between levels.
b/ To prioritise the development of specialised programmes meeting international standards; to compile, digitise and update curricula, learning materials and repositories of modern simulation software and initially pilot such programmes at key training institutions and practical training centres.
c/ To mobilise domestic and international experts and overseas Vietnamese experts to participate in formulating training, further training and knowledge updating programmes.
3. Planning and organisation of training and further training
a/ To formulate annual and 5-year training and further training plans on the basis of summarising training and further training outcomes, and determine training demands by content and form, and implementation schedule of the Strategy for the development and application of atomic energy; to ensure that training and further training targets are consistent with the human resource development objectives through 2030 and 2035 and the vision towards 2050.
b/ To organise training and further training courses in face-to-face, online, simulation-based and internship formats; to provide specialised on-the-job training for personnel involved in the appraisal of nuclear power plant projects, ensuring that they possess sufficient competence, qualifications and experience to undertake nuclear power plant appraisal work.
c/ To conduct examination and competency assessment and issue certificates in accordance with regulations, ensuring that the results accurately reflect trainees’ competencies.
d/ To assign the following key training institutions to provide training and further training in atomic energy: Hanoi University of Science and Technology; the University of Science under Vietnam National University, Hanoi; the University of Science under Vietnam National University Ho Chi Minh City; Dalat University; and the Vietnam Atomic Energy Institute; and other institutions selected by the Ministry of Science and Technology as having sufficient capacity; to step by step integrate specialised further training programmes into formal training programmes.
dd/ To openly and transparently select target groups of training, in accordance with job-position requirements and the human resource needs of each target group. To prioritise the training and further training of regulatory affairs personnel in charge of safety, security and emergency response, as well as core experts in specialised and essential fields required for the development and application of atomic energy and the assurance of safety and security.
e/ To disseminate information and raise awareness about atomic energy and radiation and nuclear safety at political schools and upper-secondary schools and among communities living near nuclear facilities, in order to attract human resources in the future, improve the effectiveness of state management and contribute to building the culture of nuclear safety and security in the community.
4. Investment in and development of infrastructure and physical facilities for training and further training
a/ To increase investment in modern equipment and technologies for key training institutions, meeting the requirements for training and further training in nuclear power and atomic energy.
b/ To prioritise investment in, and upgrade, nuclear research facilities of the Vietnam Atomic Energy Institute to meet the requirements for nuclear training and practical work in conformity with international standards.
5. Strengthening international cooperation and joint activities in training and further training
a/ To establish various forms of joint activities in training and further training between domestic training institutions and countries possessing advanced nuclear technologies and reputable nuclear training institutions worldwide; to build and deploy systems of joint training and dual certification involving Vietnamese institutions and training organisations in developed countries; to participate in regional and international training networks.
b/ To attract foreign experts and mobilise overseas Vietnamese experts and scientists to participate directly in training, further training and knowledge transfer.
c/ To formulate, conclude and implement cooperation programmes and agreements with the International Atomic Energy Agency and international partners, particularly developed countries in the field of atomic energy and those possessing nuclear power technologies.
d/ To implement international cooperation tasks in order to facilitate the participation of Vietnamese officials and experts in internship and work programmes at the International Atomic Energy Agency, international organisations and nuclear power plants abroad.
6. Implementation of digital transformation in human resource training, further training and management
a/ To apply digital technologies, big data and artificial intelligence throughout the process of training and further training in the field of atomic energy, from planning and organisation to the assessment of personnel.
b/ To establish a database on the training, further training and development of human resources in the field of atomic energy; to standardise, systematise and digitise all human resource data and training and further training programmes; to develop an open data platform to support long-term human resource development planning in the field of atomic energy.
The List of key tasks for implementation of the Scheme is provided in the Appendix to this Decision.
V. FUNDING FOR IMPLEMENTATION
1. Funding for implementation of the Scheme shall be provided from the state budget (including expenditure for science, technology, innovation and digital transformation) in accordance with the law on the state budget and other relevant laws; funding from international organisations, technology partners, and domestic and foreign enterprises; official development assistance, non-refundable aid and other lawful sources in accordance with law.
2. The formulation of expenditure estimates and the management, use, payment and account-finalisation of funding for implementation of the Scheme must comply with the Law on the State Budget, the Law on Public Investment, the Law on Science, Technology and Innovation and relevant legal documents, ensuring that funding is used for its intended purposes and economically and efficiently, avoiding overlaps or repeated expenditure items and waste, and ensuring publicity and transparency.
VI. ORGANISATION OF IMPLEMENTATION
1. The Ministry of Science and Technology
a/ To assume the prime responsibility for, and coordinate with ministries and sectors in, implementing the Scheme; to guide, examine and supervise the implementation of the tasks and solutions set out in the Scheme.
b/ To take responsibility for the contents of the dossiers, reports, proposals and recommendations in Report No. 65/TTr-BKHCN of April 24, 2026, and Document No. 2958/BKHCN-ATBXHN of May 8, 2026.
c/ To assume the prime responsibility for conducting annual surveys and assessments of the demand for training and further training of personnel in the field of atomic energy for use as a basis for formulating, approving, reviewing, adjusting and implementing annual and medium-term training and further training plans.
d/ To establish a database on the training, further training and development of human resources in the field of atomic energy in conjunction with the organisation and operation of the digital platform for radiation safety, nuclear safety and nuclear security and for the development and application of atomic energy in accordance with law.
dd/ To assume the prime responsibility for studying and proposing specific mechanisms and policies on finance, remuneration, and attraction and utilisation of personnel working in the field of atomic energy, and submit them to competent authorities for promulgation.
e/ To organise capacity-building and human resource development activities for the authority for radiation and nuclear safety, research and development facilities and technical assistance organisations.
g/ To assume the prime responsibility for negotiating, concluding and implementing international cooperation programmes on training, further training and on-the-job training; to select suitable training institutions (including regulatory affairs bodies, research institutes, nuclear power plants and technical assistance organisations) for sending officials to attend training courses and internship and experience exchange programmes.
h/ To issue competency frameworks for human resources in the field of atomic energy and curriculum frameworks for training and further training; to manage training programmes, assess competencies following training, further training and retraining, and develop a core team of experts.
i/ To establish, train and develop a core team of experts capable of participating in the training and further training of human resources in the field of atomic energy from basic to specialised levels.
k/ To annually sum up information on the implementation of the Scheme, organise preliminary and final reviews and evaluate its implementation for reporting to the Prime Minister; and, when necessary, propose adjustments to the Scheme to the Prime Minister to ensure its consistency with socio-economic development requirements.
2. The Ministry of Education and Training
To direct the key training institutions under its management specified in this Scheme to coordinate with the Ministry of Science and Technology and relevant ministries, sectors and localities in human resource training and further training under the Scheme.
3. The Ministry of Industry and Trade
To assume the prime responsibility for, and coordinate with the Ministry of Science and Technology in, formulating and implementing annual plans on the training and development of human resources serving the state management of the development and application of radiation and radioisotopes in industrial sectors and nuclear power development.
4. The Ministry of Health
To assume the prime responsibility for formulating and implementing annual plans on the training and development of human resources serving the state management of the development and application of radiation and radioisotopes in the health sector.
5. The Ministry of Agriculture and Environment
a/ To assume the prime responsibility for, and coordinate with the Ministry of Science and Technology in, identifying demands for, and participating in the formulation of annual plans on training and further training of human resources serving the state management of the development and application of radiation and radioisotopes in the field of agriculture and environment.
b/ To coordinate in proposing programme content and appointing officials to participate in specialised training and further training programmes on atomic energy applications in the field of agriculture and environment (radiation safety in agricultural production and environmental protection, quarantine, irradiation, mutation breeding and environmental monitoring, etc.) under the overall plans led by competent agencies.
6. The Ministry of National Defence
a/ To assume the prime responsibility for developing specialised or dedicated forces in charge of environmental radiation monitoring, defence against radiological and nuclear weapons, and incident response in emergencies.
b/ To coordinate with the Ministry of Science and Technology and the Ministry of Education and Training in formulating programmes and participating in training and further training in environmental radiation monitoring, radiological surveys, decontamination, and drills for response to radiological incidents and nuclear incidents.
7. The Ministry of Public Security
a/ To assume the prime responsibility for building specialised or dedicated forces in charge of nuclear security and prevention and combat of radiological and nuclear terrorism.
b/ To coordinate with the Ministry of Science and Technology and the Ministry of Education and Training in formulating programmes and participating in training and further training in nuclear security.
8. The Ministry of Foreign Affairs
a/ To coordinate with and support the Ministry of Science and Technology, the Ministry of Education and Training and relevant agencies in diplomatic activities and in negotiating, concluding and implementing treaties and international agreements on cooperation in the training, further training and development of human resources in the field of atomic energy.
b/ To coordinate with the Ministry of Science and Technology and relevant agencies in establishing cooperative relations with the International Atomic Energy Agency, international organisations and countries with advanced nuclear industries; and in organising the implementation of treaties and international agreements on human resource development.
c/ To guide and support external and consular affairs relating to the sending of experts, officials and trainees abroad and the invitation of international experts to Vietnam.
9. The Ministry of Home Affairs
To coordinate with the Ministry of Science and Technology, the Ministry of Education and Training, the Ministry of Finance and relevant agencies in reviewing, formulating and improving mechanisms and policies on finance, remuneration, and the attraction and utilisation of human resources working in the field of atomic energy to support training and further training activities.
10. The Ministry of Finance
To balance annual state budget funds for science, technology, innovation and digital transformation in accordance with the laws on the state budget and public investment and specialised laws. On the basis of the proposal and consolidated state budget expenditure estimates submitted by the Ministry of Science and Technology, to sum up and submit state budget expenditure estimates for science, technology, innovation and digital transformation to competent authorities for consideration and decision according to regulations.
11. Ministries, ministerial-level agencies, localities and relevant agencies
a/ To assume the prime responsibility for, and coordinate with the Ministry of Science and Technology in, identifying demands for training and further training; to make lists of officials to participate in training and further training courses; to create conditions for them to complete training, further training, internship and on-the-job training in accordance with approved plans.
b/ To allocate funding, within the scope of their competence, for training and further training tasks under their management; at the same time, to mobilise social resources, aid and international cooperation resources to enhance the effectiveness of the Scheme.
c/ To submit reports on the sending of officials to attend training and further training courses, on training and further training outcomes, post-training competency assessment, and additional training and further training demands on an annual basis and upon request, to the Ministry of Science and Technology for summarisation.
d/ To coordinate with the Ministry of Science and Technology and relevant ministries, agencies and organisations in implementing the key tasks set out in the Scheme.
Article 2. This Decision takes effect on the date of its signing.
Article 3. Ministers, heads of ministerial-level agencies, and Chairpersons of provincial-level People’s Committees shall implement this Decision.-
