DECISION
APPROVING THE MASTER PLAN ON THE SYSTEM OF VIETNAM'S NATURE MUSEUMS UP TO 2020
THE PRIME MINISTER
Pursuant to the December 25, 2001 Law on Organization of the Government;
Pursuant to the Prime Minister's Decision No. 156/ 2005/QD-TTg of June 23, 2005, approving the master plan on the system of Vietnam's museums up to 2020;
At the proposal of the Vietnam Institute of Sciences and Technologies in Documents No. 213/TTr-KHCNVN of March 4, 2005, and No. 1056/KHCNVN-VP of September 21, 2005; and of the Ministry of Planning and Investment in Document No. 469-BKH/ TD&GSDT of January 20, 2006, on the master plan on the system of Vietnam's nature museums up to 2020,
DECIDES:
Article 1.- To approve the master plan on the system of Vietnam's nature museums up to 2020 with the following major contents:
I. OBJECTIVES:
1. Overall objectives:
To build and put into operation a system of nature museums which is structurally complete; technically modern; systematic, efficient and rich in operation; meets the requirements of research, teaching, excursion, study and popularization of knowledge about the process of development of the natural history in Vietnam.
2. Specific objectives:
- To build and efficiently operate facilities within the system of Vietnam's nature museums.
To create national, regional, specialized and local collections of specimens on botany, zoology, geology, mineralogy and other domains.
- To build botanical gardens, zoos and open-air exhibition areas of national and regional levels.
- To train a contingent of personnel and expand international cooperation in service of operation and development of the system of Vietnam's nature museums in general and its components in particular.
II. VIEWPOINTS:
The master plan on the system of Vietnam's nature museums up to 2020 must ensure the nature's uniformity in diversity, sociality, scientificity, technicality, practicality and high feasibility.
III. STRUCTURE OF THE SYSTEM OF VIETNAM'S NATURE MUSEUMS:
The system of Vietnam's nature museums comprises:
1. Nature museums at different levels:
a/ Based on their scientific nature, scope, size and exhibits, nature museums are of the following types:
The national nature museum (Vietnam Nature Museum).
- Regional nature museums.
- Specialized nature museums.
- Local nature museums.
b/ Based on their architectural and construction styles, exhibits and methods of exhibition, nature museums are of following types:
- Museum houses.
- Open-air exhibition areas.
2. Collections of specimens (from local to national level).
3. Botanical gardens and zoos of national or regional level.
IV. BASES AND CRITERIA FOR CONSTRUCTION AND FUNCTIONS OF NATURE MUSEUMS OF DIFFERENT TYPES:
1. Bases for construction of nature museums of different types include: natural diversity in Vietnam, sociality, systematicality of knowledge dissemination, communality and practicality.
2. Construction criteria and functions of nature museums of different types:
a/ The Vietnam Nature Museum:
- It is the national-level nature museum, the chief museum in the country's network of nature museums, having the functions of researching, collecting, preserving, exhibiting, popularizing knowledge, introducing and advertising the values of the country's nature in a full, panoramic and comprehensive manner; ensuring the functions of a national-level nature museum and the chief museum in the system, being capable of giving professional guidance and supports for other nature museums while effectively coordinating activities of the entire system of Vietnam's nature museums.
- It is composed of a museum house, a botanical garden, a zoo, a national collection of specimens and open-air exhibition areas.
- The museum house shall be built in Hanoi with convenient technical infrastructure, necessary material foundations, specimens and human resources for performing the functions of a national-level nature museum.
b/ Regional nature museums:
- They are nature museums of regional level, having the functions of researching, collecting, preserving, exhibiting, popularizing knowledge, introducing and advertising fully and deeply the values of the nature in different regions; having adequate material and technical foundations and necessary human resources for performing their functions.
- A regional nature museum is composed of a museum house, a collection of specimens about the region's nature, a botanical garden, a zoo and an open-air exhibition area.
- A regional nature museum shall be built in areas where natural characteristics are typical of the region and where exist necessary natural conditions for its construction, serving as a socio-economic or tourist center of the region.
c/ Specialized nature museums:
- They are nature museums of specialized branches, having the functions of researching, collecting, preserving, exhibiting, popularizing knowledge, introducing and advertising in a full, detailed and specialized manner such branches which are significant in terms of natural values. These museums shall be built at a number of concerned ministries or branches.
- Such a museum is composed of a museum house, a collection of specialized specimens and an open-air exhibition area.
- Specialized nature museums shall be built at institutions with adequate material and technical foundations as well as necessary human resources for the operation of a specialized nature museum.
d/ Local nature museums:
They are nature museums of local level, having the functions of collecting, preserving and exhibiting collections of specimens in localities or institutions in service of their research, teaching, training, communication or education requirements. They shall be built at a number of universities, national universities, research institutes and localities that have adequate material and technical foundations and necessary human resources for the operation of a local nature museum.
e/ Open-air exhibition areas:
They shall be built in places where the area, environmental and ecological conditions are appropriate and convenient for natural or semi-natural growth of trees or raising of animals, meeting the requirements of exhibition to visitors as well as research needs of scientists and educators, concurrently ensuring safety for communities.
V. STATE MANAGEMENT OF, AND RELATIONSHIPS BETWEEN COMPONENTS IN, THE SYSTEM OF VIETNAM'S NATURE MUSEUMS
1. State management of the system of Vietnam's nature museums:
- The system of Vietnam's nature museums constitutes part of the system of Vietnam's museums; is subject to the state management and professional guidance on museums by the Ministry of Culture and Information.
- The Vietnam Nature Museum is attached to the Vietnam Institute of Sciences and Technologies, being a national-level museum and the chief museum in the country's network of nature museums under the direct management by the Vietnam Institute of Sciences and Technologies; and concurrently subject to the state management and professional guidance on museums by the Ministry of Culture and Information.
- Other components in the system of Vietnam's nature museums are organizationally attached to universities, national universities, research institutes or localities (such as regional nature museums, specialized nature museums, local nature museums, museum houses, open-air exhibition areas, collections of specimens, botanical gardens, zoos) and directly managed by their parent ministries or localities; concurrently subject to the state management and professional guidance on museums by the Ministry of Culture and Information; provided with scientific-technical supports and professional guidance on nature museums by the Vietnam Nature Museum; and coordinate with the latter on the basis of jointly establishing their work relations, exchanging and sharing information and reports.
2. Relationship between components in the system of Vietnam's nature museums
Components in the system of Vietnam's nature museums shall be managed directly by ministries, branches and localities and have different scientific contents and modes of operation but ensure the principle of development investment within an overall system and uniformity in diversity; closely coordinate with one another on the basis of jointly establishing their work relations, exchanging and sharing information, reports, experience and results of operation, and regularly support and supplement one another for the successful achievement of the system's common development objectives.
VI. PLANNING ON CONSTRUCTION OR IMPROVEMENT, UPGRADING OF WORKS WITHIN THE SYSTEM OF VIETNAM'S NATURE MUSEUMS UP TO 2020:
1. The planning on construction or improvement, upgrading of works within the system of Vietnam's nature museums up to 2020 shall cover:
a/The Vietnam Nature Museum, which is a national-level museum and the chief museum in the country's network of nature museums, comprising a museum house, a botanical garden, a zoo, a national collection of specimens and open-air exhibition areas, to be built in Hanoi capital, Vinh Phuc and Ha Tay provinces.
b/ Four regional nature museums, to be built in Ho Chi Minh city and Lam Dong, Thua Thien Hue and Dien Bien provinces.
c/ Specialized nature museums, including Nha Trang Oceanography Museum, Do Son Oceanography Museum (in Hai Phong), Geology Museum (in Hanoi), and Forest Resource Museum (in Hanoi).
d/ Local nature museums: to be built at Hanoi National University in a near future.
2. To approve in principle the list of 12 priority investment projects on construction or improvement and upgrading of nature museums, to be implemented in the 2006-2020 period (see enclosed Appendix).
3. Total capital and orientations for mobilization of capital for investment in construction or improvement and upgrading of works within the system of Vietnam's nature museums up to 2020:
- Total investment capital for construction of the system of Vietnam's nature museums up to 2020 is estimated at VND 2,500 billion; the total investment capital for realization shall be identified on the basis of each feasible project approved by competent authorities in accordance with the provisions of law.
- Orientations for mobilization of capital for construction: State budget capital (central budget and local budgets) and other lawful capital sources (international supports; financial supports or investment of domestic and foreign organizations and individuals). State budget capital shall be concentrated only on investment in the planning and investment preparation work and on investment in projects incapable of recovering capital. With regard to projects capable of retrieving investment capital, investors shall mobilize other lawful capital sources for implementation under the planning and regulations approved by competent authorities.
Article 2.- Organization of implementation of the master plan
The Vietnam Institute of Sciences and Technologies shall assume the prime responsibility for, and coordinate with concerned ministries, branches, and agencies in organizing the implementation of the master plan; annually review the implementation results and report them to the Prime Minister; direct the Vietnam Nature Museum, the national-level nature museum and the chief museum attached to the Institute, in closely coordinating with other nature museums within the system on the basis of establishing work relations, exchanging and sharing information and reports and ensuring the achievement of the system's common development objectives.
- Ministries, branches, localities and concerned agencies being investors or investment managers of nature museum projects shall make investment preparations, approve investment projects according to their competence or submit them to competent authorities for approval, manage the investment process and put nature museums into operation and use in accordance with the provisions of law.
- The Ministry of Culture and Information shall perform the state management of the system of Vietnam's nature museums and provide professional guidance on museums for nature museums within this system.
- The Ministry of Planning and Investment and the Ministry of Finance shall balance and arrange capital in annual and long-term plans for the construction of works within the system of Vietnam's nature museums, ensuring their construction schedule and quality as approved by competent authorities.
Article 3.- This Decision takes effect 15 days after its publication in "CONG BAO."
The president of the Vietnam Institute of Sciences and Technologies, ministers, heads of ministerial-level agencies, heads of Government-attached agencies and presidents of provincial/municipal People's Committees shall have to implement this Decision.
