DECISION

Approving the Programme on development of the digital technology industry for the 2026-2030 period, with a vision towards 20451

 

THE PRIME MINISTER

Pursuant to February 18, 2025 Law on Organisation of the Government;

Pursuant to June 16, 2025 Law on Organisation of Local Administration;

Pursuant to June 14, 2025 Law on the Digital Technology Industry;

Pursuant to the Political Bureau’s Resolution No. 57-NQ/TW of December 22, 2024, on breakthroughs in the development of science, technology, innovation and national digital transformation;

At the proposal of the Minister of Science and Technology in Report No. 69/TTr-BKHCN of April 25, 2016, on the approval of the Programme on development of the digital technology industry for the 2026-2030 period, with a vision towards 2045,

DECIDES:

Article 1. To approve the Programme on development of the digital technology industry for the 2026-2030 period, with a vision towards 2045 (below referred to as the Programme), with the following contents:

I. VIEWPOINTS

1. Developing the digital technology industry is developing a techno-economic sector and a foundational industry that plays a key driving role in creating breakthroughs in productivity, quality and competitiveness of the economy, thereby creating a solid foundation for national digital transformation, and promoting double-digit economic growth, and plays a decisive role in realising the aspiration to turn Vietnam into a developed, high-income country by 2045.

2. Taking enterprises as the centre and identifying the private economic sector as the most important driving force for the development of the digital technology industry, attaching importance to mobilising large enterprises, particularly large private corporations, to shift towards, invest in, and develop, the digital technology industry. The State shall play a facilitative role in building the legal framework, planning infrastructure for the digital technology industry, and creating markets through setting orientations, placing orders and assigning tasks to solve national key tasks and national major problems in science and technology, innovation and digital transformation to Vietnamese digital technology enterprises.

3. Developing the digital technology industry in the spirit of regarding “Make in Vietnam” - creating in Vietnam, and making in Vietnam, as the leading role; Vietnamese enterprises mastering technology and being proactive and creative in researching, designing, manufacturing and supplying digital technology products and services, dominating the domestic market, improving their competitiveness, and leading the country in going global; harmoniously combining technology autonomy with intensive and extensive international cooperation; and proactively participating in and then leading in a number of stages with high added value in the global supply chains.

4. Regarding developing high-quality human resources and attracting and properly employing talents as key and breakthrough factors in tandem with the development of sectoral ecosystems, ensuring close connection after the “State - School - Enterprise” model in training and employing digital technology industry human resources.

5. Developing the digital technology industry in association with green growth and sustainable development objectives; attaching importance to providing support for research, improvement and transformation of production activities to create environmentally friendly digital technology products and services.

6. The State shall prioritise the allocation of resources and balance annual state budgets to partly or wholly finance the Programme; promote the proactiveness and dynamism of localities in allocating and mobilising resources and creating a favourable environment for attracting domestic and international investment for the development of the digital technology industry, giving priority to innovative startup projects, semiconductor chips and key digital technology products in localities.

II. OBJECTIVES

1. General objectives

To develop Vietnam’s digital technology industry into a modern and highly competitive techno-economic sector, with large-scale strategic digital technology enterprises at home that are able to master core technologies and strategic technologies, solve national key tasks and major national problems in science and technology, innovation and digital transformation, thus contributing significantly to realising the goal of double-digit economic growth; to develop an ecosystem of digital technology enterprises deeply involved in the global value chains, turning Vietnam into one of the digital technology industry hubs of the region and the world, associated with the development of high-quality human resources; to heighten the position and brand of “Make in Vietnam” regionally and internationally.

2. Specific targets by 2030

a/ Revenues of the digital technology industry will reach at least USD 300 billion; the average growth rate of the industry in the 2026-2030 period will reach 12% or higher; export revenues of digital technology products and services of Vietnamese digital technology enterprises will reach at least USD 55 billion per year, with an average growth rate of at least 30% per year.

b/ To strive to have 100,000 digital technology enterprises, including at least 5 Vietnamese digital technology enterprises on par with the advanced countries.

c/ To train and develop a workforce of over 3 million digital technology industry personnel, ensuring a rational structure of research and development personnel, practical engineers and technical workers; to form a pool and network of leading domestic and foreign experts and scientists in digital technology who are fully capable of leading and performing national key tasks and solving major national problems.

d/ Vietnamese digital technology enterprises will be capable of mastering technologies to manufacture and provide products and services on the List of key digital technology products and services; striving for the target that each locality will implement at least one licensing activity and implement the regulatory sandbox mechanism for products and services applying digital technology as suitable to practical conditions for the development of the digital technology industry in order to promote innovation and improve the legal framework on the digital technology industry.

dd/ To form 16-20 digital technology parks, including at least one large-scale digital technology park, in line with development orientations and goals of key economic regions; to form at least one shared-use high-performance computing centre to solve major tasks and problems, thereby supporting the development of key digital technology products and services; to develop a network of national key centres and laboratories serving the manufacture, design and testing of semiconductor chips, 5G/6G and next-generation network equipment, and digital technology products up to international standards.

3. Vision towards 2045

Vietnam will become a country with a developed digital technology industry, a leading digital technology industry hub in the region and expected to become among the group of leading countries in the world; its digital technology industry will become a mainstay economic sector, significantly contributing to national growth and prosperity.

To develop Vietnamese digital technology enterprises that are globally competitive and capable of mastering core technologies, leading the country’s development trend and affirming the status and brand of “Make in Vietnam” in the global value chain, ensuring that the proportion of digital technology enterprises is equivalent to that of the developed countries, forming at least 10 digital technology enterprises on par with the advanced countries and attracting at least 5 new projects of the world’s top technology organisations and enterprises to locate their offices and invest in research and manufacturing activities in Vietnam.

III. MAJOR TASKS AND SOLUTIONS

1. Continuing to improve institutions and raise the implementation efficiency of policies and laws on the digital technology industry

a/ To continue studying and assessing practical experience and propose orientations for formulating and improving legal documents in order to create a favourable legal corridor for promoting the development of the digital technology industry; to regularly review and assess impacts of, and propose amendments and supplementations to, relevant specialised regulations in order to remove bottlenecks and ensure consistency and uniformity with the law on the digital technology industry.

b/ To disseminate, popularise and educate about laws in the field of the digital technology industry.

c/ To study, formulate and improve national standards and technical regulations on the digital technology industry; to provide support for digital technology enterprises to participate in the formulation and application of international standards in order to promote the export of digital technology products and services to the global market.

2. Promoting research and development of digital technology products and services

a/ To provide support for the research and development of digital technology products and services through the performance of science, technology and innovation tasks; special science, technology and innovation tasks; and special science, technology and innovation programmes.

b/ To implement projects on research and manufacture of digital technology, artificial intelligence and semiconductor products and services in accordance with law.

c/ To support the deployment of the regulatory sandbox mechanism for products and services applying digital technology in order to create a favourable legal environment for digital technology enterprises to boldly proceed with innovation and bring products and services to the market.

d/ To support and develop key digital technology products and services through organising the implementation of policies on investment incentives and tax incentives for the production/provision of key digital technology products/services in accordance with law; reviewing and updating the List of key digital technology products and services in conformity with practical conditions; prioritising the use of funds from the state budget, funds from the National Foundation for Science and Technology Development, the National Technology Innovation Fund, and science, technology and innovation development funds of ministries, sectors and localities to place orders or assign tasks to organisations and enterprises to research, manufacture or procure digital technology products and services on the List of key digital technology products and services, thereby forming an initial market for digital technology enterprises.

3. Developing digital technology enterprises

a/ To develop the ecosystem of digital technology enterprises:

- To provide support for digital technology enterprises to raise their production organisation capacity and improve the quality of digital technology products and services; to support digital technology enterprises in applying advanced quality management processes in conformity with international standards to raise the prestige of “Make in Vietnam” digital technology products and services; to promote cooperation to form an ecosystem for manufacturing/providing digital technology products/services.

- To provide support for mergers and acquisitions: providing support for and encouraging Vietnamese digital technology industry enterprises, especially state enterprises, to use their science and technology development funds to carry out acquisitions and mergers of enterprises, laboratories and research and development centres abroad in accordance with law in order to receive, master and effectively utilise core digital technologies and strategic technologies and expand markets to serve the development of the digital technology industry.

- To organise activities of supporting digital technology enterprises to go global, focusing on building national brands, providing support for the establishment of representative offices and branches of digital technology enterprises in key markets.

b/ To provide support for startup activities in the field of digital technology industry:

- To provide support for innovative startup projects in the field of the digital technology industry through activities of training and developing digital technology industry human resources; attracting high-quality digital technology industry human resources and digital technology talents; conducting research and development, and trial production; providing startup consultancy; and conducting technology acquisition and technology innovation.

- To provide support for the development of innovation systems and the innovative startup ecosystem, thereby promoting a culture of innovation and innovative entrepreneurship in the digital technology industry.

c/ To support small- and medium-sized digital technology enterprises in acquiring new technologies; lease-purchasing digital transformation solutions and software; hiring technical consultants to improve production processes to meet technical standards so as to participate in supply chains of large enterprises through science, technology and innovation tasks; providing loan interest rate support for technology application and innovation projects from the National Technology Innovation Fund and other lawful funds and financial sources in accordance with law.

d/ To develop a core force of digital technology enterprises by promoting the formation of large-scale strategic technology enterprises at home to develop digital infrastructure, digital human resources, digital data, strategic technologies and cybersecurity; implementing the order placement and task assignment mechanism in accordance with law so that Vietnamese digital technology enterprises, which are on par with those of the advanced countries, can participate in solving national key tasks and major national problems on science and technology, innovation and digital transformation of ministries, sectors and localities.

4. Developing digital technology industry human resources

a/ To provide support and allocate funds for the implementation of policies supporting the development of digital technology industry human resources in education institutions, with priority given to investing in physical facilities, technical infrastructure, laboratories, tools, and teaching and learning software serving the training of digital technology industry human resources; to provide support for research activities in the field of digital technology by post-doctoral researchers, PhD candidates, Master’s students, outstanding scientists, talented young scientists and talented young engineers.

b/ To develop teams of full-time officers in charge of the digital technology industry in state agencies: to organise short-term training and upskilling courses to improve state management knowledge and skills on the digital technology industry; to study formulating mechanisms and policies to provide additional incomes to full-time officers in charge of the digital technology industry based on job positions.

c/ To develop, and improve the quality of, digital technology industry human resources in enterprises through organising short-term, intensive training and upskilling courses on digital skills, technology governance and digital transformation for personnel of digital technology enterprises; to organise the implementation of reskilling and upskilling programmes to transfer human resources from other industries to the digital technology industry and switch between different digital technology areas.

d/ To attract importance to attracting and employing high-quality digital technology industry human resources and digital technology talents through partly providing funds to attract high-quality digital technology industry human resources and digital technology talents with special treatment regarding income, tax and working conditions; to partly provide funds for hiring experts, scientists, chief engineers and talents at home and abroad to lead the performance of science, technology and innovation tasks regarding the digital technology industry.

dd/ To concentrate resources for the effective implementation of the Programme on “development of human resources for the semiconductor industry through 2030, with orientations towards 2050”.

5. Developing modern and synchronous digital technology industry infrastructure

a/ To prioritise the allocation of state budget funds for investing in the building, upgrading and modernisation of national shared-use key laboratories in digital technology, and testing, measurement and quality assessment facilities for digital technology products (particularly 5G/6G equipment, IoT devices, semiconductor chips) up to international standards.

b/ To provide support for the building and operation of a shared-use high-performance computing centre to solve major tasks and problems, and provide support for the development of key digital technology products and services.

c/ To concentrate resources in support of investment in infrastructure of digital technology parks; to prioritise the building of at least one large-scale, modern digital technology park to play a leading role in conformity with development orientations and goals of each key economic region; to provide funds for maintaining and operating co-working spaces, incubation centres and innovation centres located digital technology parks to serve startup enterprises.

d/ To partly provide funds for procurement of copyright of shared-use software, digital platforms and specialised tools to assist small- and medium-sized digital technology enterprises to access technologies at low cost.

dd/ To develop digital infrastructure, with resources concentrated on developing 5G mobile broadband networks to cover 99% of the population; to build and ensure capacity and stay ready for trial operation of 6G mobile networks; to deploy and put into operation at least 6 new submarine fibre-optic cable lines, raising the total designed submarine fibre-optic capacity to at least 350 Tbps; to make the best use of 5G and next-generation mobile network infrastructure for IoT solutions, exploitation of the power of cloud computing, and integration of advanced technologies such as artificial intelligence to develop the digital technology industry.

6. Promoting investment for digital technology industry activities

a/ To organise national investment promotion activities, investment promotion activities of ministries and central agencies, and investment promotion activities of localities in the field of the digital technology industry.

b/ To organise activities to attract foreign investment: organising high-level working delegations in key areas in order to approach and mobilise multinational technology corporations to invest in projects on manufacture of key digital technology products; projects on research and development, design, manufacture, packaging and testing of semiconductor chip products; and projects on building of large-scale artificial intelligence data centres.

c/ To support activities of innovative startup enterprises in digital technology industry and semiconductor industry: supporting the use of technical facilities, incubation facilities and co-working spaces; the performance of contracts on provision of consultancy for technology search, selection, decoding and transfer; advanced training and coaching; domestic and overseas training and coaching on transfer of technological know-how; technology receipt, operation and mastery; productivity, quality, intellectual property, technology management, technology governance, and updating of new technologies.

7. Developing the market and supply chain for the digital technology industry

a/ To promote the use of “Make in Vietnam” digital technology products and services: partly providing funds through financial support vouchers or direct support to small- and medium-sized enterprises and cooperatives regarding consultancy, evaluation and lease-purchase of digital technology products and services in order to carry out digital transformation, thereby creating an outlet market for digital technology enterprises.

b/ To connect supply and demand and stimulate the consumption of digital technology products and services: promoting digital technology products and services; organising digital technology fairs and exhibitions, digital technology markets and regional digital transformation weeks to help citizens and enterprises promote, introduce and trade in digital technology products and services; studying the building of a digital platform for connecting supply and demand for lease, procurement and order placement for “Make in Vietnam” digital technology products and services.

c/ To organise on an annual basis the National Forum on Development of Vietnamese Digital Technology Enterprises and the “Make in Vietnam” Digital Technology Product and Service Award to honour and promote outstanding products, thereby building prestige and trust for domestic consumers.

d/ To support the introduction of digital technology products and services to the global market: sending delegations of digital technology industry enterprises to prestigious technology exhibitions in the world (CES, MWC...); organising programmes to introduce and promote “Make in Vietnam” digital technology products and services in key markets in order to seek partners and export orders.

dd/ To develop supply chains: assisting Vietnamese digital technology enterprises in their efforts to ensure conformity with domestic and international standards, technical regulations and technical requirements, improving the production governance capacity to participate in the global value chain as direct (tier-1) suppliers or indirect (tier-2) suppliers for major technology firms; building, maintaining and updating databases, information channels for connection and organisation of connection activities for enterprises to join the supply chains; attracting investment in the development of specialised logistics centres and modern bonded warehouses in digital technology parks.

e/ To develop supporting industries for the digital technology industry: providing support for science, technology and innovation activities and tasks to carry out technology transfer, purchase of patent and technical design licenses, and trial production for projects on manufacture of supporting industry products serving the digital technology industry, focusing on semiconductor materials, electronic components and precision engineering moulds.

8. Sustainably developing the digital technology industry

a/ To organise the performance of science, technology and innovation tasks to assist digital technology enterprises in developing and applying circular economy models: reusing, remanufacturing, refurbishing and repairing equipment and sharing infrastructure and resources to form a closed cycle in the digital technology industry, thereby saving resources and reducing pollution.

b/ To place orders for science, technology and innovation tasks in order to research processes and technologies for recovering and treating discarded products of the digital technology industry.

c/ To partly provide funds for digital technology enterprises to research, improve and transform digital technology industry activities in order to create environmentally friendly products and services through the performance of science, technology and innovation tasks.

9. Building and operating the information system and database on the digital technology industry

a/ To form, maintain, operate and manage the National Information System on the Digital Technology Industry; to provide technical infrastructure services for centralised data storage and processing, and connect and share data with national databases, and databases of ministries, sectors and localities to serve the state management work.

b/ To form, maintain, manage, update and exploit the digital technology industry database: standardising specialised data structures to ensure the availability of information fields in accordance with the law on the digital technology industry; collecting and updating information from agencies, organisations, enterprises and training institutions, and from shared-use databases of state agencies into the digital technology industry database.

c/ To organise the connection, sharing, interoperation and exploitation of the digital technology industry database with the national databases (on population, enterprise registration, taxation, finance, customs, etc.) and databases of ministries, sectors and localities in order to serve the direction, administration and state management work; to organise the provision of information, products and added services from digital technology industry data to agencies, organisations, enterprises and individuals that need to exploit information under regulations.

10. Supporting the development of the semiconductor industry

a/ To partly provide funds for chip-designing organisations and enterprises to perform science, technology and innovation tasks and activities in the field of the semiconductor industry; procure machinery, equipment and electronic design automation (EDA) software, share IP chip design software libraries, and carry out technology innovation and tape-out in accordance with law.

b/ To develop electronic equipment supply and manufacture chains to create a market for the semiconductor industry: providing support for prototype production, technology procurement and technology innovation for tasks and activities of manufacturing direct auxiliary products in the semiconductor industry and tasks and activities of manufacturing electronic equipment through science, technology and innovation tasks and activities.

c/ To develop and operate the National Semiconductor Chip Prototyping Support Centre in order to support the trial production and testing of semiconductor chips through activities of supporting the research and designing of semiconductor chips by providing shared-use EDA software and IP chip design software libraries; partly providing funds for tape-out at factories for semiconductor chip designs of domestic organisations and enterprises; and carry out testing and post-silicon validation at the Centre or standard laboratories.

IV. FUNDING FOR THE IMPLEMENTATION OF THE PROGRAMME

1. Funding for the implementation of the Programme comes from financial sources for the development of the digital technology industry as specified by law, including:

a/ State budget sources for science, technology, innovation and digital transformation in accordance with the laws on the state budget, science, technology and innovation, and digital transformation, and relevant regulations, in which, priority shall be given to using the National Foundation for Science and Technology Development, the National Technology Innovation Fund, and the science, technology and innovation development funds of ministries, ministerial-level agencies, other central agencies and provincial-level People’s Committees.

b/ State budget sources reserved for development investment expenditures and recurrent expenditures for economic activities as specified by the law on the state budget and relevant regulations; and the Investment Support Fund as specified by the law on investment and relevant regulations.

c/ Loans, contributions, donations and investments from domestic and foreign enterprises, organisations and individuals, including enterprises’ science and technology development funds and other lawful funds and financial sources as specified by law.

2. Expenditure items for the implementation of the Programme cover:

a/ Major tasks and solutions specified in Section III, Article 1 of, and the Appendix to this Decision.

b/ Activities of the Ministry of Science and Technology to manage, coordinate, summarise, evaluate, report, preliminarily and finally review, and organise the implementation of, the Programme.

c/ The funding sources for the implementation of the Programme shall be managed and used for proper purposes, with efficiency, and in accordance with law.

Article 2. Organisation of implementation

1. Ministry of Science and Technology shall:

a/ Act as the focal point for organising the implementation of the Programme; summarise and report to the Prime Minister on implementation results of the Programme; urge, inspect, evaluate, and conduct preliminary review and final review of, the implementation of the Programme and results thereof; when necessary, assume the prime responsibility for, and coordinate with related agencies in, submitting to competent authorities for issuance or issuing according to its competence documents guiding the management and organisation of implementation and relevant contents of the Programme in order to ensure that the Programme is implemented in a synchronous and uniform manner and in accordance with law.

b/ Assume the prime responsibility for, and coordinate with ministries, sectors and localities in, implementing the major tasks and solutions specified in Section III, Article 1 of this Decision.

c/ Assume the prime responsibility for enumerating state budget funds for science, technology, innovation and digital transformation and funds from the National Foundation for Science and Technology Development, the National Technological Innovation Fund and other lawful funds and financial sources in accordance with law to implement the Programme, and send them to the Ministry of Finance for summarisation and submission to competent authorities for consideration and decision.

d/ Take responsibility under relevant regulations for contents of reports, proposals and recommendations in Report No. 69/TTr-BKHCN of April 25, 2016, of the Ministry of Science and Technology, on the approval of the Programme on Development of the Digital Technology Industry for the 2026-2030 period, with a vision towards 2045.

2. Ministry of Finance shall:

a/ Assume the prime responsibility for balancing and allocating funds from the state budget for performing the tasks and projects of the Programme in accordance with the Law on the State Budget, the Law on Public Investment, and relevant legal documents.

b/ Assume the prime responsibility for balancing and allocating funds from the state budget for development investment expenditures and recurrent expenditures for economic activities; the Investment Support Fund in accordance with the law on investment and other lawful capital sources in accordance with the law for the implementation of the Programme.

c/ Assume the prime responsibility for, and coordinate with the Ministry of Science and Technology and the Ministry of Education and Training in, organising the implementation of the Programme on development of human resources for the semiconductor industry through 2030, with orientations towards 2050 as referred to in Clause 4, Section III, Article 1; direct and develop the National Innovation Centre (NIC) to bring into full play its core role in the innovation ecosystem, organise technology incubation activities, support enterprises and attract high-quality FDI, and build research and development centres in Vietnam.

3. The Ministry of Education and Training shall assume the prime responsibility for, and coordinate with the Ministry of Science and Technology and related agencies in, organising the performance of tasks of developing human resources for the digital technology industry; and incorporating the objectives and tasks of the Programme into strategies, schemes and programmes on education and training.

4. Ministries and ministerial-level agencies shall base themselves on their assigned state management functions and tasks and the specific tasks referred to in Section III, Article 1 of, and the Appendix to, this Decision to work out plans or integrate them into their own programmes and plans in order to organise the implementation of the Programme; and prioritise the allocation of resources for implementation.

5. People’s Committees of provinces and centrally-run cities shall:

a/ Base themselves on the tasks set forth in the Programme and practical conditions of their localities to formulate plans or integrate them into programmes and plans of their localities for implementing the Programme; formulate and promulgate mechanisms and policies, and prioritise the allocation of resources for implementation.

b/ Coordinate with the Ministry of Science and Technology and related ministries and sectors in managing and providing support for digital technology enterprises and digital technology industry projects in their localities.

6. Societies, associations and digital technology enterprises

a/ Professional societies and associations shall popularise and disseminate the Programme; proactively propose initiatives and provide policy criticism; and provide support for members to connect with markets and participate in global supply chains.

b/ Digital technology enterprises shall proactively seize opportunities for innovation, increase investment in research and development; actively participate in programmes, projects, schemes and tasks of the State and comply with regulations; prioritise the allocation of funding sources from the enterprises’ science and technology development funds and other mobilised sources for the development of the digital technology industry.

Article 3. Implementation provisions

1. This Decision takes effect on the date of its signing.

2. Ministers, heads of ministerial-level agencies, Chairpersons of provincial-level People’s Committees, and related units and organisations shall implement this Decision.-
