DECISION
Approving the Vietnam urban green growth development plan through 2030

THE PRIME MINISTER
Pursuant to the Law on Organization of the Government dated June 19, 2015;
Pursuant to the Decision No. 1393/QD-TTg dated September 25, 2012 of the Prime Minister on approving the National Strategy for Green Growth;
Pursuant to the Decision No. 403/QD-TTg dated March 20, 2014 of the Prime Minister on approving the national action plan for green growth for the 2014 - 2020 period;
Pursuant to the Decision No. 622/QD-TTg dated May 10, 2017 of the Prime Minister on the national action plan to implement the 2030 Agenda for sustainable development;
At the proposal of the Minister of Construction,
DECIDES:
Article 1. To approve the Vietnam urban green growth development plan through 2030 (hereinafter referred to as the Plan) with the main contents as follows:
I. OBJECTIVES
1. Overall objectives
Create and develop urban green growth in Vietnam to promote the transformation of urban economic growth model towards green growth, improve competitiveness, and ensure rapid, effective and sustainable economic development of urban areas, contributing to employment creation, poverty eradication, improvement of the population’s material and spiritual living standards, and improvement of the urban system's resilience and response to climate change, contributing to the national commitment to reduce greenhouse gas emissions.
2. Specific targets
a) Through 2020:
- Complete the review and adjustment of overall master plans, strategies and orientations on the national urban system, master plans on construction of provincial and inter-provincial regions, urban planning, and planning of a number of areas of urban technical infrastructure in large urban areas, integrating targets of urban green growth development and response to climate change and sea level rise.
- Integrate policies of urban green growth development, response to climate change and sea level rise into the Law on Urban Development and Management and legal normative documents; promulgate urban green growth development indicators, urban centers that are resilient and respond to climate change.
- Make reports on urban green growth development on an annual basis and in stages, implement a number of urban green growth development investment project in urban areas.
- All provinces and centrally run cities will review or promulgate their Program of provincial urban development, integrate specific targets and indicators for urban green growth development and response to climate change and sea level rise.
- All Departments of Construction, provincial urban centers of grade II or higher grade will be provided training on urban green growth development, response to climate change and sea level rise.
- Form a mechanism for periodic policy dialogues with enterprises and development partners on urban green growth development, response to climate change and sea level rise, and urban development policies.
- To strive to pilot the development of urban green growth in at least 01 urban area in each socio-economic region on average.
b) For the 2020 - 2030 period:
- Complete the integration of specific targets and indicators for urban green growth development with response to climate change in the adjustment of general urban planning approved before 2015 and new general urban planning approved.
- Research, supplement and complete synchronously mechanisms, policies, law regulations on urban green growth development.
- Research and implement smart urban center development.
- Continue to implement training, retraining and development of human resources for managers of, and staff specializing in, urban construction and development in the field of urban green growth development and response to climate change.
- Continue to pilot and accelerate the urban green growth development.
II. PRINCIPAL CONTENTS
The list of activities of the Plan with 03 themes and 14 priority tasks is specified in Appendix I issued together with this Decision.
1. Review and adjust urban planning and urban development programs towards green growth and response to climate change, including 4 priority tasks as follows:
a) Assess the circumstance of urban development towards green growth.
b) Review and adjust urban planning, urban transport planning, urban development programs, integrate the targets of urban green growth development and response to climate change and sea level rise.
c) Integrate urban green growth development in the planning of provincial and inter-provincial region construction.
d) Review and adjust overall master plans, strategies and orientations on development of the national urban system with the integration of targets of urban green growth development and response to climate change and sea level rise.
2. Make a plan to mobilize resources, apply science and technology and invest in the creation and development of urban green growth on an annual basis and in stages, including 5 priority actions:
a) Invest in development of the urban system according to the target programs, improve the efficiency of urban-rural connection.
b) Invest in green traffic technical infrastructure, urban waste and wastewater treatment.
c) Invest in construction and renovation of low-income residential areas.
d) Formulate plans and invest in construction of urban public spaces, greening of the urban landscape.
dd) Formulate a plan on application of information technology and green building technology to the process of planning, design and construction of works.
3. Manage urban green growth development, including 5 priority actions:
a) Complete legal normative documents and promulgate mechanisms and policies to promote urban green growth development and response to climate change and sea level rise.
b) Examine and assess the urban green growth development.
c) Train and develop human resources for urban green growth development.
d) Propagate, disseminate and raise citizens’ awareness about urban green growth development.
dd) Promote exchange of experiences, network connection and policy dialogue on urban green growth development and response to climate change.
4. The list of urban areas piloting urban green growth development:
The list of 23 urban areas piloting urban green growth development in 6 economic zones is specified in Appendix II issued together with this Decision. Centrally run cities shall implement the action plan and program on green growth of each city as promulgated under their competence.
III. FUNDING SOURCES FOR PLAN IMPLEMENTATION
1. Funds for the implementation of this Plan are raised from the following sources: Domestic and international donations, ODA loans, enterprises’ capital, state budget funds and other capital sources lawfully mobilized in accordance with law regulations.
2. For state budget funds, to comply with current regulations.
IV. ORGANIZATION OF IMPLEMENTATION
1. The Ministry of Construction shall:
a) Act as the focal point and coordinate with ministries, sectors, localities, the Chamber of Commerce and Industry of Vietnam, professional associations and associations in: Organizing the implementation of this Plan; monitoring, urging and inspecting the implementation of the Plan in localities; coordinating in mobilizing domestic and international resources to support localities in organizing the implementation of the Plan; proposing mechanisms and policies to give incentives, encourage and mobilize social resources to implement the tasks defined in the Plan. Reviewing and deciding on the amended and supplemented list of urban areas piloting urban green growth development in 6 economic zones once every two years.
b) On annual basis, summarize and report on the results of the implementation of the Plan in the country, proposing amendments and supplements of the Plan when necessary; reporting to the Prime Minister and the National Committee for Climate Change.
c) Coordinate with local ministries, sectors and localities in periodically making preliminary summing-up and summarizing the pilot model and replicating such model nationwide.
2. Ministries, sectors and localities shall actively coordinate with the Ministry of Construction, implement the tasks and solutions assigned in the Decision No. 1393/QD-TTg dated September 25, 2012, Decision No. 403/QD-TTg dated March 20, 2014 of the Prime Minister and related tasks in this Decision; send reports on implementation results before October 31 every year to the Ministry of Construction for summarizing and reporting to the Prime Minister.
3. The Chamber of Commerce and Industry of Vietnam shall: Assume the prime responsibility for, and coordinate with the Ministry of Construction and ministries, sectors and localities in, implementing the assigned tasks in the Plan; periodically organize business dialogues, propose mechanisms and policies to encourage and develop the market for urban green growth development.
4. People's Committees of provinces and centrally run cities shall:
a) Based on the locality’s actual situation of urban development, direct the formulation of a plan for urban green growth development in the locality, integrate it into the local socio-economic development plan; review the provincial region construction planning and the provincial urban development program with the integration of specific targets and indicators of urban green growth development and response to climate change; formulate, organize the appraisal, approval, allocation of budget funds and mobilize financial support, donations and other lawful funding sources in accordance with the decentralization and current law regulations for the implementation of the Plan.
b) Direct the People's Committees of the affiliated urban areas and communities in relevant localities to implement the Plan.
c) Periodically report on implementation results to the Ministry of Construction and relevant ministries before October 31 every year for summarizing and reporting to the Prime Minister.
Article 2. This Decision takes effect on the signing date.
Article 3. Ministers, Heads of ministerial-level agencies, Heads of government-attached agencies and Chairpersons of People’s Committees of provinces and centrally run cities shall take responsibilities for the implementation of this Decision./.
