THE PRIME MINISTER
Decision No. 825/QD-TTg dated May 29, 2013 of the Prime Minister approving the planning for Hau Giang hi-tech agriculture zone by 2015
Pursuant to the Law on Government organization dated December 25, 2001;
Pursuant to the Law on Construction dated November 26, 2003;
Pursuant to the Government s Decree No. 08/2005/ND-CP dated May 24, 2005 on construction planning;
At the request of the Minister of Construction,
DECIDES:
Article 1. Approving the Planning for Hau Giang hi-tech agriculture zone by 2025, in particular:
1. Scope and boundary
Pursuant to the Prime Minister’s Decision No. 1152/QĐ-TTg dated August 27, 2012, Hau Giang hi-tech agriculture zone includes 04 communes (Vinh Vien, Vinh Vien A, Luong Tam, and Luong Nghia) belong to Long My district – Hau Giang province. This zone occupies an area of 5,200 hectares. Its boundary is the outer perimeter of the adjacent channel system and the administration boundary with Kien Giang province. In particular:
- The north is bordered by Muoi Thuoc channel (adjacent to DT930 road);
- The south is bordered by Long My II channel and Dam channel;
- The east is bordered by Muoi Ba channel;
- The west is border by the boundary with Go Quao district – Kien Giang province.
2. Planning stage
- Short-term stage by 2020;
- Long-term stage by 2025.
3. Planning targets
Specifying the policies on establishing a hi-tech agriculture zones in Hau Giang province as well as the center of Ca Mau Peninsula; boost industrialization and modernization of agriculture and rural areas.
Ensure the sustainable development and competitiveness of hi-tech agriculture zones in order to satisfy the need of development in the market economy and international integration.
Form a basis for construction and investment management in Hau Giang hi-tech agriculture zone.
4. Characteristics
This is where signature hi-tech agricultural products of Ca Mau Peninsula are produced such as high-grade rice, freshwater aquaculture products, livestock, mushrooms, microorganism products, and fruit trees.
This is where research, application, transfer of processing technology, and hi-tech agricultural production take place.
5. Population, land, and technical infrastructure
a) Population:
The quantity of people engaged in activities of Hau Giang hi-tech agriculture zone is 17,800 – 18,800.
b) Land:
- Hau Giang hi-tech agriculture zone occupies a total area of approximately 5,200 hectares, including:
+ 415 hectares for research, training, and technology transfer.
+ 4,785 hectares for hi-tech agricultural production. The hi-tech agricultural production areas include existing rural residential areas and some resettlement areas.
- The allocation of rural residential land in Hau Giang hi-tech agriculture zone: 50 – 90 m2 per person.
c) Technical infrastructure
- Traffic:
+ The traffic network and the area of land for traffic must ensure the efficiency of the central area, the research – training – technology transfer and investment attraction.
+ The area of traffic for rural residential areas shall comply with the regulations on rural roads serving the national target program for building new rural areas 2010 – 2020.
- Rainwater drainage:
+ Establish a separate drainage system for the entire zone;
+ The spill cycle of the sewer system in this zone is 10 years.
- Water supply:
+ 45 m3 per hectares per 24 hours for production areas;
+ 80 ÷ 100 liters per person per 24 hours.
- Electricity supply:
+ Electricity for living: 5 kW per household;
+ Electricity for service works, public works, and offices 20 – 30 W per m2 of floor;
+ Electricity for industrial production: 200 kW per hectare;
+ Electricity for foreign production: 0.3 kW per hectare.
- Communications:
+ The communications system is able to meet the needs for communications in the hi-tech agriculture zone;
+ The information system must always be functional and safe.
- Sewage drainage and environmental hygiene:
+ The flow rate of sewage every day is 80% of the flow rate of water supplied;
+ Sewage shall be treated at sewage treatment factories in accordance with National technical regulation on sewage QCVN: 14 - 2008;
+ 0.6 – 1 kg of rubbish garbage per person per 24 hours;
+ Cemetery area: 0.6 hectare per 1000 people.
6. Main functions of Hau Giang hi-tech agriculture zone
- Research, training, and technology transfer areas;
- Hi-tech service and management areas
- Hi-tech application and production areas;
- Rural residential areas;
- Tree areas, water surface, parks, and sports areas;
- Traffic system;
- Central technical infrastructural construction area;
- Logistics area.
7. Requirements of research
a) Research contents:
The contents of the Planning for Hau Giang hi-tech agriculture zone by 2025 must comply with the Law on Construction, the Government s Decree No. 08/2005/NĐ-CP dated January 01, 2005 and current laws on construction planning.
b) Research requirement:
- Analysis of natural characteristics and current conditions;
+ Analysis of geographical position of Hau Giang hi-tech agriculture zone in relation to other provinces in the Mekong Delta. Analysis of the climatological, hydrographical, topographical, geological characteristics and signature scenery of the zone.
+ Analysis and assessment of the current population, labor, land use, technical infrastructure (traffic, electricity, water supply and drainage, environment, etc.); assessment of executed projects that affect Hau Giang hi-tech agriculture zone.
- Zoning:
+ Utilize and develop current natural, social and infrastructural potential. Suggest zoning in each state: management area, service area, research and training area, etc.; hi-tech agricultural production, rural residential areas and agricultural production areas;
+ For 415 hectares of research – training – technology transfer: determine an appropriate structure convenient for the operation; establish a multi-function hi-tech agriculture zone, satisfy the requirements of partners in the zone and the society for high-grade agricultural products.
+ For hi-tech agricultural production area: focus on finding solutions for rearranging, improving, and completing the social and technical infrastructure service production and residential areas; suggest solutions for rearrangement in the residential areas in the zone in association with building new rural areas.
+ Study and determine focal architectural focal points in the zone based on the completion of the landscape.
- Technical infrastructure:
+ The height of the floor of the whole zone must be conformable with the topographical characteristics and the irrigation planning for Mekong Delta approved by the Prime Minister in the Decision No. 1397/QĐ-TTg dated September 25, 2012.
+ Consider organizing a traffic network suitable for the topographical conditions. Avoid leveling to create slopes in the zone.
+ Sewage shall be treated at sewage treatment factories and meet environmental standards before being discharged into drainage system or adjacent rivers and lakes.
+ Ensure stable electricity supply. Important loads must be supplied from 2 sources.
- Strategic environmental assessment:
Environmental impact assessment: forecast and assess positive and negative impacts on the environment of the planning; suggest solutions for heightening the advantages and reducing negative impacts on the environment; suggest measures for environmental management and supervision in the zone.
- Budget for construction and investment resources:
Estimate the total budget for building work items according to the solutions suggested in each investment stage; suggest priority of projects.
- Management according to the planning:
Determine the subject of application, assign the management; the boundary, area, characteristics, and population of the zone; the general regulations on functional areas; the regulations on technical infrastructure; the scale, development control principles, spacing and architectural management; technical infrastructure requirements; prohibited acts, development encouragement.
8. First stage of construction planning by 2020:
Suggest plans for land use by 2020 to utilize construction land resources, combine capital sources and focused investments in the first stage.
Determine programs for each disciplines, give priority to appropriate items and projects. Determine the zones in the hi-tech agriculture zone that need detailed planning and investment in the first stage.
Suggest building some focal works and the method of implementation.
9. Composition of the dossier:
The dossier of the Planning for Hau Giang hi-tech agriculture zone shall be made in accordance with the Government s Decree No. 08/2005/NĐ-CP dated January 01, 2005 on construction planning and current laws.
10. Implementation:
a) The Prime Minister shall ratify this planning;
b) The People’s Committee of Hau Giang province is the project management board;
c) The management board of Hau Giang hi-tech agriculture zone is the planning maker;
d) The Ministry of Construction shall assess this planning and request the Prime Minister to ratify it;
dd) This planning is made within 12 months after the planning tasks are ratified.
Article 2.The People’s Committee of Hau Giang province shall cooperate with Ministries and agencies concerned in making the Planning for Hau Giang hi-tech agriculture zone by 2025.
Article 3.This Decision takes effect from the day on which it is signed.
The President of the People’s Committee of Hau Giang province, the Minister of Construction and Directors of agencies concerned are responsible for the implementation of this Decision./.
