DECISION
Approving the task of formulating the master plan on railway network for the 2021-2030 period, with a vision toward 2050
THE PRIME MINISTER
Pursuant to the June 19, 2015 Law on Organization of the Government;
Pursuant to the November 24, 2017 Planning Law;
Pursuant to the November 20, 2016 LawAmending and Supplementing a Number of Articles of Thirty Seven Laws Related to the Planning Law;
Pursuant to the June 16, 2017 Railway Law;
Pursuant to the Government’s Decree No. 37/2019/ND-CP of May 7, 2019, detailing the implementation of a number of articles of the Planning Law;
Pursuant to the Prime Minister’s Decision No. 995/QD-TTg of August 9, 2018, assigning ministries to formulate national master plans of sectors for the 2021-2030 period, with a vision toward 2050;
At the proposal of the Minister of Transport in Report No. 11337/TTr-BGTVT of November 27, 2019, and Appraisal Report of the Council for Appraisal of the Task of Planning the Railway Network for the 2021-2030 period, with a vision toward 2050, in Document No. 11338/BC-BGTVT of November 27, 2019,
DECIDES:
Article 1.To approve the task of formulating the master plan on railway network for the 2021-2030 period, with a vision toward 2050, with the following principal contents:
1. Title, period, subjects and scope of the master plan
a/ Title of the master plan: Master plan on railway network for the 2021-2030 period, with a vision toward 2050.
b/ Planning period: Master plan is formulated for the 2021-2030 period, with a vision toward 2050.
c/ Subjects and scope of the master plan:
The master plan on railway network is a national master plan of a sector, which covers the national railway system, high-speed railways, connections at hubs with urban railways and special-use railways.
The study scope of the master plan is the entire national boundaries under Vietnam s sovereignty, taking into account international connectivity.
2. Planning viewpoints, objectives and principles
a/ Planning viewpoints
- The master plan must concretize the Party s strategy, be in line with the national socio-economic development strategy and national overall master plan, help ensure the highest efficiency of the entire transport system, maximize advantages of railway transport, and at the same time incorporate multidisciplinary integration elements in accordance with the Planning Law.
- The master plan must meet demands for transport of goods and passengers with good quality and reasonable prices, ensuring national defense and security and limiting environmental pollution.
- The master plan must be of continuous and scientific nature, apply modern technologies in the planning process, satisfy standards and technical regulations, and conform to requirements of the country s development and international integration.
- Contents of the master plan must be uniform and linked to other master plans and reflected in planning reports and a system of planning diagrams, maps and databases.
- The master plan aims to pave the way for the railway network to develop in Vietnam and ensure flexibility and openness to attract diverse resources for railway infrastructure investment.
b/ Planning objectives
- To study plans on development of the national railway network until 2050, putting forth appropriate investment schedules to meet transport demands, ensure sectoral connectivity and contribute to maintaining national defense and security and limiting environmental pollution.
- To strengthen the integration capacity of the economy on the basis of building a modern railway network with higher marketability, focusing on developing transport routes in close association with urban and rural economic areas.
- To propose major solutions with regard to railway network development mechanisms and policies.
- To serve as an effective and efficient tool of the State in the operation and development of the railway transport, and at the same time as the basis for formulation of five-year and annual transport development plans.
c/ Planning principles
- To comply with the Planning Law, decrees and documents guiding the implementation of the Planning Law, and relevant regulations; and ensure continuity, stability and hierarchy in the national planning system.
- To ensure consistency, connection and synchronization between railway network planning and transport infrastructure planning; synchronization between infrastructure and vehicles, services and industry; and between sectoral and local planning.
- To ensure conformity with technical regulations and compatibility of technical standards in the entire railway network.
- To follow modern trends of technology, materials, management and operation, saving energy, limit environmental pollution, and adapting to climate change.
- To ensure feasibility of the master plan and appropriate resources for implementation.
3. Principal contents of the task of formulating the master plan
a/ To analyze and evaluate natural factors and conditions, resources, context and reality of space distribution and use of the railway network.
b/ To forecast development and climate change trends and scenarios that can directly affect the railway network.
c/ To evaluate sectoral and regional linkages in the railway network development
- To evaluate linkage, connection and synchronization of the railway network throughout the country; and linkage between domestic and international railway networks.
- To evaluate linkage and connection between the railway network and other infrastructure systems within territorial areas.
- To evaluate regional and inter-provincial linkages in the railway network development.
d/ To identify socio-economic development requirements on railway network development during the planning period; opportunities and challenges
- To identify requirements of socio-economic development for the railway sector, including transport needs, modes of transport, application of new technologies and means in the railway sector.
- To analyze and evaluate railway network development opportunities and challenges during the planning period.
- To analyze and evaluate railway network development opportunities and challenges.
dd/ To identify railway network development viewpoints and objectives.
e/ Railway network development plans
- Orientations for space distribution for railway network development, determination of railway scale and network, orientation for connection with other transport fields and connection with important transport hubs (airports, seaports and inland waterway ports, etc.).
- Identification of types, roles, positions, sizes, exploitation and use orientations, as well as economic, technical and technological norms associated with decentralization and classification in accordance with specialized laws applicable to important routes in the railway network.
- Orientations for connection between transport modes, between domestic and international railway networks, connection with urban and rural systems, infrastructure systems for prevention and control of natural disasters and hydraulic works, tourism system and other infrastructure systems.
- Operation management and safety assurance solutions for transport infrastructure systems when having natural disaster risks and affected by climate change.
g/ Orientations for land allocation and use for railway transport infrastructure development and environmental protection, thus responding to climate change and conserving ecosystems, landscapes and ranked national relics related to the rail transport infrastructure development.
h/ List of projects of national importance and projects of investment priority of the sector and order of priority for implementation of these projects
- Formulation of criteria for identifying projects eligible for investment priority for railway network development in the planning period.
- Theoretical and factual foundations for formulating the list of projects of national importance, projects eligible for investment priority of the sector in the planning period, estimated total investment, proposed priority order for implementation, and investment phasing plan.
i/ Solutions and resources for master plan implementation
- Mechanisms and policy solutions.
- Human resource development solutions.
- Environment, science and technology solutions.
- Development association and cooperation solutions.
- Education and public communication solutions.
- International cooperation solutions.
- Investment capital mobilization and allocation solutions.
- Management model and operation method solutions.
- Implementation organization and supervision solutions.
k/ Requirements on planning dossiers
To develop planning reports (including general and summary reports), maps, diagrams and databases on railway network planning.
4. Requirements on planning methods
To ensure scientific, practical and reliable nature of planning approaches and methods.
5. Planning expenses
- Expenses for formulating the master plan come from public investment capital sources of the Ministry of Transport, which are approved in accordance with law.
- The Minister of Transport shall decide in details and take responsibility for expenses for formulating the master plan in accordance with the Ministry of Planning and Investment s guidance on norms for planning activities, regulations on public investment and other relevant regulations.
6. The time limit for master plan formulation is 12 months after the planning task is approved.
7. Organization of implementation
- Approving authority: the Prime Minister.
- Agency organizing the master plan formulation: the Ministry of Transport
- Planning agency: to be decided by the Ministry of Transport.
- Planning consultancy organization: to be selected in accordance with law.
Article 2.Organization of implementation
1. The Ministry of Transport shall act as the agency organizing the formulation of the master plan on railway network for the 2021-2030 period, with a vision toward 2050, and organize steps of implementation in accordance with the planning law and relevant regulations. In the course of planning, if it is necessary to meet in-depth research requirements, the Minister of Transport shall decide on and take full responsibility for the performance of specific tasks to ensure quality and progress of the planning work.
2. Ministries, sectors and provincial-level People s Committees shall coordinate with the Ministry of Transport in the course of master plan formulation as required by law and assigned by the Government or Prime Minister.
Article 3.Effect
1. This Decision takes effect on the date of its signing.
2. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees and related agencies and units shall implement this Decision.-
