DECISION
ON PROMULGATION OF THE PROGRAM OF ACTION FOR IMPLEMENTATION OF THE OVERALL STRATEGY ON THE DEVELOPMENT OF VIETNAM S SERVICE SECTOR TILL 2020
THE PRIME MINISTER
Pursuant to the Law on Organization of the Government, of December 25, 2001;
Pursuant to theoverall strategy on the development of Vietnam s service sector till 2020;
At the proposal of the Minister of Planning an Investment,
DECIDES:
Article 1.Promulgating together with this Decision the Program of action for implementation oftheoverall strategy on the development of Vietnam s service sector till 2020approved by the Prime Minister in the Decision No.175/QD-TTg, of January 27, 2011.
Article 2.This Decision takes effect from the day of signing.
Article 3.Ministers, heads of ministerial-level agencies, heads of government-attached agencies and the Presidents of People’s Committees of central-affiliated cities and provinces, relevant organizations, units shall implement this Decision.

THE PROGRAM OF ACTION
FOR IMPLEMENTATION OF THE OVERALL STRATEGY ON THE DEVELOPMENT OF VIETNAM S SERVICE SECTOR TILL 2020
(Being promulgated together with the Decision No.808/QD-TTg, of June 29, 2012, of the the Prime Minister).
I.TARGETS
The Program of action for implementation of the overall strategy on the development of Vietnam s service (hereinafter referred to as the Program of action) aim toconcretize tasks and basic orientation defined in theDecision No.175/QD-TTg, of January 27, 2011, of the the Prime Minister, on approving the overall strategy on development of Vietnam s service sector till 2020 (hereinafter referred to as the Strategy).
The Program of action focus on groups of major task as follows:
1.Raising awareness on the service sector in international integration background
2.Improving law, policy on development of the service sector.
3.Strengthening capability and effectiveness of state management on service development.
4.Raising service quality and boosting competition of the service sector
5.Boosting export of service and strengthening international integration on service.
6.Developing human resource with high quality satisfying requirements of the dynamic and modern service sector.
II.MAJOR TASKS
1.Raising awareness on the service sector in international integration background.
Formulating, implementing programs on the service sector for social communication and mobilization
2.Improving law, policy on development of the service sector.
a) Formulating, adjusting the Strategy, Planning on development of major service sectors or relating to major sectors of Vietnam, including:Information technology and communication, finance (bank, securities, insurance), education, logistics, transport, science and technology, healthy caring, distribution, the environment, tourist,exporting the laborer and expert, legal.
b) Defining and proposing policy documents to develop the business services (classified according to the World Trading Organization – W/120).
c) Improving legal system for development of the service sector of Vietnam according to international practices.
3.Strengthening capability and effectiveness of state management on service development.
a) Improving, developing, new formulating the system of statistics on services according to international practices.
b) Formulating system of standards, regulations in priority service sectors, suitable with international standard to raising capacity of competition, be convenient in monitoring, appraising service quality.
4.Raising service quality and boosting competition of the service sector
a) Making the fair business environment in the service sector.
b) Raising capacity of competition for enterprises business service.
c) Strengthening cooperation, linkage among service sectors, service areas in some priority regions in the Vietnam’s territory to compete and develop together.
5.Boosting export of service and strengthening international integration on service.
a) Formulating plan on negotiation to open service market of Vietnam in ASEAN, and tending to target of ASEAN community.
b) Formulating program on boosting export of some major services till 2020.
c) Improving mechanism of policy on attracting foreign investment in a few of priority service sectors aiming to boost service export of Vietnam.
d) Assisting training laborers to satisfy requirement of exporting the skill-possessing laborers.
dd) Promoting investment oversea in a few of service sectors that have a competitive edge aiming to boost Vietnamese enterprises in supply of services across the border.
6.Developing human resource with high quality satisfying requirements of the dynamic and modern service sector
a) Developing human with high quality, possessing undergraduate and postgraduate level in finance - bank, distribution, logistics, technology, medicine equipment, electronic trading, environment.
b) Developing and raising professional training quality servicing directly for operations of trade, tourist service and other social services.
c) Developing and raising quality of professional education aiming to raising quality of labor of some priority services such as:Tourist, finance-bank, healthy care, trade (inclusive of electronic trade), transport and social services in association with localities developing fast urbanization process and localities still having many difficulties where having many minority ethnics living.
d) Bringing program on business starting into program on undergraduate education and professional secondary education
dd) Reviewing planning on network of universities, colleges, focusing on investment in construction of excellent universities.
III.ORGANIZATION OF IMPLEMENTATION
1.Basing on major tasks stated in the Program of action and assigned specific tasks in the Annex enclosed with this Program of action, ministers, heads of ministerial-level agencies, heads of government-attached agencies and People s Committees of central-affiliated cities and provinces take the initiative in register contents, tasks into the annual work programs of Government, the Prime Minister and their agencies, localities; and constructing plan to develop in details, ensure timely and effectively implementation of assigned content, tasks in the Program of action.
2.Ministers, heads of ministerial-level agencies, heads of government-attached agencies and People s Committees of central-affiliated cities and provinces 6 months-periodical review implementation of the program of action, not later than on June 15 and December 15 annually, units report progress of assigned work to the Ministry of Planning and Investment for synthesizing, reporting them to the Prime Minister.
3.The Ministry of Planning and Investment shall oversee, invest and synthesize the implementation of this Program of action.
4.In the course of implementation, if realizing it is necessary to supplement, amend the Program of action, Ministers, heads of ministerial-level agencies, heads of government-attached agencies and People s Committees of central-affiliated cities and provinces take the initiative in proposal and the Ministry of Planning and Investment shall synthesize, report them to the Prime Minister for consideration and decision.
