+ 85% of the total volume of generated urban daily-life solid waste will be collected and treated up to environmental standards, of which 60% will be recycled and reused;
+ 40% of the total volume of generated rural daily-life solid waste will be collected and treated up to environmental standards, of which 50% will be recycled and reused;
+ 80% of the total volume of generated non-hazardous industrial solid waste will be collected and treated up to environmental standards of which 70% will be recycled and reused;
+ 85% the total volume of non-hazardous hospital solid waste will be collected and treated up to environmental standards;
+ 85% of the total volume of generated hazardous industrial and hospital solid waste generated will be collected and treated up to environmental standards.
- Stage 2: From 2016 to 2020
+ 90% of the total volume of generated urban daily-life solid waste will be collected and treated up to environmental standards, of which 60% will be recycled and reused;
+ 90% of the total volume of generated rural solid waste will be collected and treated up to environmental standards, of which 75% will be recycled and reused;
+ 90% of the total volume of generated non- hazardous industrial solid waste will be (Collected and treated up to environmental Standards, of which 75% will be recycled and reused;
+ 90% of the total volume of generated hazardous industrial solid waste will be collected and treated up to environmental standards;
+ 100% of the total volume of generated non-hazardous and hazardous solid waste in healthcare establishments and hospitals will be collected and treated up to environmental standards.
2. Subjects: Investment projects on construction of solid waste treatment complexes and facilities in localities nationwide implemented by domestic businesses and economic organizations.
3. Technologies:
- Technologies must be up to environmental standards and regulations;
- Technologies researched and developed at home must be appraised and approved by competent agencies.
4. Policies:
- Preferential policies and supports in land (land use levy exemption, ground clearance supports), tax, investment in technical infrastructure systems to the fences of projects (roads, energy, electricity supply, water supply and drainage, information and communication), assistance for research and development of solid waste treatment technologies, assistance for labor training and state credit loans under current regulations.
- For special cases, the Ministry of Construction shall study and coordinate with concerned ministries and sectors in proposing specific mechanisms and policies to the Prime Minister for consideration and decision.
5. Methods of implementation:
- The selection of investors shall be decided by provincial-level People's Committees.
- Localities shall broadly inform plans, projects, mechanisms and policies to attract investment.
- The selection of projects must be in line with regional construction plans, urban plans and solid waste management plans approved by competent authorities.
- Projects shall be selected for priority construction in different regions and areas as follows:
+ For localities being regional centers, tourist resorts, and localities having regional-scale solid waste treatment facilities under plans approved by the Prime Minister.
+ Frequently flooded localities in the Mekong River delta.
+ Localities currently using unhygienic landfills and having no investment projects on landfills or the use duration of their landfills has expired and not planned for expansion.
6. Capital and capital sources to implement the program: the state budget and other lawful capital sources.
Article 2. Organization of implementation
1. The Ministry of Construction shall:
- Assume the prime responsibility for, and coordinate with concerned ministries, sectors and localities in, organizing the implementation of the program to ensure its effectiveness and achieve its objectives and progress.
- Guide provinces and centrally run cities to review or formulate their solid waste management plans and urban solid waste management plans and urban solid waste treatment plans under current reparations.
- Aggregate needs and make a list of investment projects on building solid waste treatment complexes or facilities of localities borrowing state credit loans and depositing them at the Vietnam Development Bank for implementation under regulations, and at the same time, mobilize and search for other resources to implement the program.
- Guide the method of estimation and management of expenses for investment and expenses for solid waste treatment.
- Annually appraise the implementation the program and propose contents which need to be adjusted to the Prime Minister.
2. The Ministry of Finance shall assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment in, guiding investment capital support and investment credit guarantee for projects under the program for provision of loans of the Vietnam Development Bank.
3. The Ministry of Planning and Investment shall mobilize and attract
investment capital sources from domestic and foreign organizations and individuals to implement the program.
4. The Ministry of Natural Resources and Environment shall revise, amend, supplement of elaborate environmental regulations and standards applicable to solid waste recycle and reuse technologies.
5. The Ministry of Agriculture and Rural Development shall:
- Coordinate with the Ministry of Construction and the Ministry of Natural Resources and Environment in formulating specific programs and plans to treat solid wastes for rural residential areas.
- Assume the prime responsibility for, and coordinate with the Ministry of Natural Resources and Environment in, appraising and granting certificate of testing and circulation for organic fertilizer products obtained from the process of solid waste treatment.
6. The Ministry of Health shall further examine and oversee the strict observance by establishments of regulations on solid waste management nationwide.
7. The Ministry of Industry and Trade shall I implement a plan on development of the environment industry covering the waste recycling sub-sector.
8. The Ministry of Science and Technology shall revise, evaluate, research and propose advanced and effective solid waste treatment
technologies for application.
9. The Vietnam Development Bank shall:
- Based on the annual list of projects made by the Ministry of Construction, balance and allocate state investment credit sources for implementation of the program.
- Consider, appraise, lend and recover state investment credit loans for projects under regulations.
10. Provincial-level People's Committees shall:
- Revise, formulate, appraise and approve plans on solid waste management in their localities according to their competence.
- Identify the needs for and list of investment projects on building solid waste treatment complexes and facilities in their localities before sending them to the Ministry of Construction for summing up and implementation.
- Mobilize investment capital from other economic sectors for implementation of projects under the program in their localities.
- Estimate and allocate expenses for investment and solid waste treatment in their localities.
- Select investors; grant investment certificates to solid waste treatment projects under the program.
- Formulate, appraise, approve and implement investment projects under current regulations.
- Assume responsibilities for the implementation process of projects under the program.
- Annually report to the Ministry of Construction on the implementation of projects in their localities.
Article 3. This Decision takes effect on the date of its signing.
Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People's Committees and related organizations and individuals shall implement this Decision.-
