Decision No. 788/QD-TTg of May 24, 2011, approving the Scheme on pilot sustainable socio-economic development, poverty reduction and natural disaster prevention and combat in sandbank communes of Quang Binh province in the 2011-2015 period

THE PRIME MINISTER

Pursuant to the December 25, 2001 Law on Organization of the Government;

At the proposal of the Ministry of Labor, War Invalids and Social Affairs, the Ministry of Planning and Investment and the People’s Committee of Quang Binh province,

DECIDES:

Article 1. To approve the Scheme on pilot sustainable socio-economic development, poverty reduction and natural disaster prevention and combat in sandbank communes of Quang Binh province in the 2011-2015 period, covering the communes of Ngu Thuy Nam, Ngu Thuy Bac, Ngu Thuy Trung, Sen Thuy, Cam Thuy, Hong Thuy, Hung Thuy, Hoa Thuy, Thanh Thuy and Truong Thuy of Le Thuy district; Hai Ninh, Duy Ninh and Hien Ninh of Quang Ninh district; My Trach, Hung Trach, Phu Trach, Lien Trach and Nhan Trach of Bo Trach district; Quang Dong, Quang Van, Quang Hai, Phu Hoa, Quang Minh, Quang Hung, Quang Trung, Quang Tien, Quang Son, Quang Phu, Quang Truong and Quang Loc of Quang Trach district; and Van Hoa and Chau Hoa of Tuyen Hoa district, with the following principal contents:

1. Objectives:

a/ To effectively implement mechanisms and policies in combination with the exploitation of local potential and advantages for sustainable socio-economic development, creating jobs, increasing incomes and reducing poverty; to ensure conditions for natural disaster prevention and combat and eco-environment protection; to step by step stabilize and raise the living standards for people in sandbank communes of Quang Binh province.

b/ To strive to achieve by 2015 an average income of over VND 12 million/person/year; over 85% of households having access to clean water, over 90% of households having standard toilet facilities; a poverty rate of under 5%; a rate of trained laborers reaching over 50% and to create more jobs for laborers.

c/ To early complete the population distribution suitable to planning, stabilizing people’s life.

d/ To build synchronous transport and irrigation works and other socio-economic infrastructure works, particularly those for agriculture, fisheries, handicraft and cottage industry; to develop coastal protection forests in combination with economic forests to raise the forest coverage to over 70% and increase incomes for foresters; to actively prevent and fight natural disasters, protect the environment and respond to climate change.

2. Tasks

a/ Planning:

To elaborate a planning on communes under the Scheme according to criteria for a new countryside; to implement the planning on relocation of some 1,200 households living in areas regularly hit hard hit by storms and floods or areas highly prone to landslide into resettlement quarters to early stabilize their life; to relocate over 1,000 households in densely populated areas, where production land and water are inadequate, after the model of mingled resettlement.

b/ Infrastructure construction:

- To select important transport and irrigation works in localities for priority investment, aiming to create favorable conditions for production development, commodity circulation and people’s life;

- To continue investing in the construction, renovation or upgrading of schools, cultural houses, working offices, commune health centers; electricity transmission systems and transformer stations; vessel anchorage areas; seafood processing, handicraft and cottage-industrial establishments,… in accordance with the planning.

c/ Development of production:

To build up pilot development models: Marine products, agricultural production; eco-economy models (sustainable use of sandy land) in sandbanks suitable to regional characteristics; to support the transformation of some 3,500 ha of pond, lake, river and stream land for development of agricultural, forestry, fisheries, handicraft and cottage- industrial production in association with the development of local services; to support the change of coastal economic trades for some 2,000 households.

d/ To combine models of vocational training for farmers under the Government’s Program 30a in order to provide short-term training courses on commodity production techniques and modes for farmers in the fields of agriculture, forestry, fisheries, aquaculture, handicraft and cottage industry,… providing vocational training for about 4,000 laborers; to organize training courses on production and business organization and management for village and commune cadres and project management officers.

3. Implementation solutions

a/ To build pilot production models suitable to pedologic characteristics, production practices and natural-condition advantages of each locality in the region for appropriate crop and husbandry restructuring before widely developing highly effective ones throughout the region.

b/  To study and work out mechanisms and policies to encourage enterprises and investors of all economic sectors to invest in communes under the Scheme. To attract capital investment in agricultural, forestry, fishery and aquaculture production models already experimented with high economic efficiency.

c/ To encourage the application of land use right auction and swap of land for infrastructure in urban areas; to mobilize investment capital from land rents, creating a favorable environment for attracting investors’ capital into real estate development and tourism in coastal areas of 32 communes.

d/ To step up the implementation of the policy on the State and people joining in building solid canals and rural roads.

e/ To properly implement policies on allocation of land and forests to farmers for permanent and stable use; to resolutely recover land already allocated to organizations and individuals but left unused or used with low effectiveness for allocation to organizations and individuals that need land for production and business activities; to prioritize land for agricultural production, aquaculture and aquatic product processing.

f/ To encourage farmers to conduct swapping and consolidation of small fields for restructuring agricultural production towards commodity production. To study the lease of land for definite terms by farmer households to enterprises in order to accumulate land for agricultural production, quickly creating consolidated specialized cultivation zones with great commodity volumes in association with agricultural, forestry and fishery product processing.

g/ To develop policies to support and encourage the development of farm economy, cooperative economy and economic cooperation in various forms, and policies to attract enterprises to invest in production and business development in the localities.

h/ To develop wholesale markets in goods exchange centers in rural areas; to diversify forms of commodity distribution and sale networks; to encourage the development of the agricultural service cooperative model in association with the fruitful implementation of the program on quadripartite cooperation among the State, the farmer, the enterprise and the scientist; to work out mechanisms and policies to encourage traders and enterprises to sign contracts on sale of farm products.

i/ To concentrate on vocational training in production knowledge and farming techniques toward commodity production for production and business lines determined as advantages of sandbank areas; at the same time to effectively cooperate in training in some trades and jobs in appropriate forms in order to meet the regional human resource demand; to encourage enterprises to directly provide vocational training and employ local labor through appropriate mechanisms and policies.

j/ To step up training to raise professional qualifications and skills for local cadres; to work out proper policies to attract cadres fully capable and highly qualified in economic management or scientific and technical know-how; to properly recruit, rotate and transfer qualified cadres to localities for guiding farmers in the application of technical advances to aquaculture, cattle and poultry rearing; to intensify agricultural, fishery and forestry extension, help farmers restructure their crops and livestock according to planning.

k/ To step up the application of scientific and technical advances for higher productivity, product quality and production as well as business efficiency; to select and use plant varieties and animal breeds suitable to local natural and economic conditions.

l/ To work out mechanism to encourage the transfer of scientific and technical advances and the application of new and advanced technologies to production and processing of agricultural, forestry and fishery products by production establishments and households with a view to creating competitive products and commodities.

m/ Funding sources for implementation of the Scheme:

- The central budget will provide targeted supports, based on annual plans, for projects and programs fully meeting the investment conditions in essential infrastructure, varieties, breeds and vocational training;

- Quang Binh province will take the initiative in allocating local budget funds and direct the integration of programs and projects in the locality;

- The total investment fund for the Scheme is estimated at VND 3,300 billion, including:

+ About VND 950 billion from the central budget;

+ About VND 300 billion from the local budget;

+ About VND 550 billion from the integration of programs and projects in locality;

+ About VND 1,500 billion raised from other economic sectors.

4. Organization of implementation:

a/ The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with the Ministry of Finance in, incorporating targeted fund supports in annual budget plans for implementation of the Scheme according to set progress and schedule.

b/ The Ministry of Agriculture and Rural Development shall guide the province in planning the irrigation system and population in areas under the Scheme; to coordinate with Quang Binh province and related agencies in researching, guiding and providing support in varieties, breeds, farming techniques and mode of production and building the above-mentioned pilot production models.

c/ Concerned ministries and sectors shall, based on their functions and tasks, coordinate with Quang Binh province in effectively implementing the Scheme’s contents, while directing the effective integration of relevant programs and projects in the region.

d/ The People’s Committee of Quang Binh province shall:

- Organize the implementation and bear full responsibility for the effectiveness of the Scheme; closely coordinate with concerned ministries and sectors in the implementation; based on the practical situation of each commune, use budget funds and other lawful funding sources, including those raised from people, for effective investment and achievement of set objectives;

- Establish a Steering Committee for the Scheme Implementation headed by a vice-chairperson of the provincial People’s Committee and having leaders of concerned provincial Departments and sectors and chairpersons of the People’s Committees of districts under the Scheme as its members, which will operate under specific regulations;

- Based on the priority order of the projects, work with the Ministry of Planning and Investment and the Ministry of Finance on levels of support from the central budget and allocation from the local budget for investment projects;

- Integrate programs and projects in the locality; select a priority order of investment in the construction of works suitable to fund allocation capability; direct the management and effective use of investment capital; direct the inspection and supervision and review of the implementation and hold annual reviews of the Scheme’s implementation results and effectiveness, report them to the Ministry of Planning and Investment for reporting to the Prime Minister.

Article 2. This Decision takes effect on the date of its signing.

Article 3. The chairperson of the People’s Committee of Quang Binh province, ministers, heads of ministerial-level agencies and heads of government-attached agencies shall implement this Decision.-
