DECISION

APPROVAL OF THE WATER SUPPLY PLANNING OF HO CHI MINH CITY TILL 2025

THE PRIME MINISTER

Pursuant to the Law on Governmental organization dated December 25, 2001;

Pursuant to the Law on urban planning dated June 17, 2009;

Pursuant to the Construction Law dated November 26, 2003;

Pursuant to the Decree No. 37/2010/ND-CP dated April 07, 2010 of the Government concerning the formulation, evaluation, approval and management of urban planning;

Pursuant to the Decree No. 117/2007/ND-CP dated July 11, 2007 of the Government concerning the production, supply and consumption of clean water and the Decree No. 124/2011/ND-CP dated December 28, 2011 regarding the amendment and supplementation of a number of Articles of the Decree No. 117/2007/ND-CP;

Considering the proposal of the Chairman of HCM City People’s Committee and the appraisal opinions of the Ministry of Construction;

DECIDES:

Article 1.Approval of the water supply planning of HCM City till 2025 with the essential contents as follows:

1. Scope of planning:

Including the entire administrative boundary of Ho Chi Minh city with the area of 2095 km2.

2. Viewpoint of planning:

- Planning the water supply of HCM City till 2025 suitably for the social and economic development Planning and the general construction Planning of Ho Chi Minh City till 2025, the water supply Planning for the three major economic regions in the North, the Central and the South. The orientation of urban water supply development and industrial parks in Vietnam til 2025 and other relevant specialized planning.

- Developing the sustainable water supply operation on the basis of optimal exploitation of all resources to satisfy the demand for the use and stable supply of clean water to Ho Chi Minh city with the guaranteed quality, good service and efficiency.

- Ensuring the rational and saving exploitation and use of water with the consideration of the impacts of the climate change, environmental pollution, limits of groundwater resource exploitation;

- Encouraging the economic sectors to participate in investment and development of water supply.

3. Planning subjectives:

- Concretizing the orientation of water supply in the general construction Planning of Ho Chi Minh City till 2025.

- Determining the demand for clean water use and rational exploitation of water resources (groundwater and surface water) and determining the investment needs and development of water supply system in Ho Chi Minh City to satisfy the demand for clean water of each stage.

- Continuously improving the quality of water supply service and ensuring the water supply safety. Gradually modernizing the production system, management and trading of clean water.

- The percentage of population using clean water by 2015 reaching 100% for the old urban areas and 98% for new urban areas and the suburban areas and reaching 100% by 2025.

- Reducing the rate of drain and loss of clean water reaching 32% by 2015 and reaching 25% by 2025.

- Expanding the scope of coverage of water supply service to the suburbs, improving and enhancing the conditions of sanitation and health of people in the rural areas.

b) Water source:

- Dong Nai river (with the regulation of Tri An reservoir) Exploited with a flow of 2.5 million m3/day and night to supply raw water to the water plants using water from Dong Nai river.

- Saigon river (with the regulation of Dau Tieng reservoir and Phuoc Hoa reservoir): Exploited with a flow of 01million m3/dayand night to supply raw water to the water plants using water from Saigon river.

- East main canal (with the regulation of Dau Tieng reservoir and Phuoc Hoa reservoir):< Exploited with a flow of 0.5 million m3/day and night to supply raw water to the water plants using water from East canal.

- Making research for the use of water source directly from Dau Tieng, Tri An and Phuoc Hoa reservoir to satisfy the demand for production and water supply safely and efficiently.

- The groundwater in the area of the city: Exploitation on an industrial scale with a flow of 100,000 m3/day till the period 2025. The small scale industrial drilled wells and household drilled wells must stop being used according to the roadmap of groundwater exploitation limitation of Ho Chi Minh City.

c) Raw water drainage irrigation works:

- Hoa An raw water pipeline - Thu Duc Water Plant: Building and installing additional pumps, equipment and ancillary works for the total capacity to reach 2.5 million m3/day and night in the period 2025; building additional raw water pipeline D2400 mm with the length of11 km from Hoa An to Thu Duc water Plant.

- Hoa Phu raw water pipeline – Tan Hiep Water Plant: Building and installing additional pumps, equipment and ancillary works for the total capacity to reach 1 million m3/day and night in the period 2025; building additional raw water pipeline D2000 mm with the length of 9,1 km from Hoa Phu to Tan Hiep water Plant right the beginning of the period 2105.

d) Technology of water treatment:

- Technology of water treatment for the groundwater and surface water to ensure the water quality by the technical standard and regulations For the groundwater: aeration- clarification-filtration- sterilization, for the surface water: coagulation- clarification-filtration- sterilization

- Applying the modern and advanced technology to improve the efficiency of the exploitation, operation and management of water supply and energy saving.

dd) Water supply pipe network

- The transmission pipelines:

+ The transmission pipelines from Thu Duc water plant: Improving the existing D2000 mm pipeline on Hanoi highway; completing the building and putting into use of the D2000 mm BOO Thu Duc pipeline, the D2400 mm pipeline of Thu Duc – Binh Thai.

 + The transmission pipeline from Tan Hiep water plant: The existing D1500 mm pipeline: completing the building and putting into use of the D2000 mm pipeline.

- The level 1 pipeline network:

+ Period 2015:

. Newly building the D2400 mm pipeline from Binh Thai to Dien Bien Phu bridge;

. Newly building the D1800 mm – D1500 mm pipeline from Binh Thai to Phu My bridge (the belt 2);<

. Newly building the D800 mm pipeline of Hanoi highway from Thu Duc water plant to Suoi Tien flyover;

. The existing Luy Ban Bich D900 mm pipeline of Tan Binh groundwater plant will be connected with the existing D1500 mm pipeline at Truong Chinh – Cong Hoa intersection;

. Improving the existing level 1 pipeline: The D2000 mm pipeline from Binh Thai to Dien Bien Phu, the D900 mm pipeline of Phan Dang Luu, D1500 of Nguyen Binh Khiem, D1200-D1050 mm of Tran Hung Dao, D1200 – D1050 mm Vo Thi Sau – 3/2 St, D800 – 1.000 mm of Nguyen Thi Minh Khai ….and other pipelines.

+ Period 2025:

. Newly building the D800 mm pipeline of Kha Van Can – Xuyen A – Le Van Khuong;

. Newly building the D1000 mm pipeline of Nguyen Duy Trinh – East-West Highway;

. Newly building the D1000 mm pipeline of Phu My bridge – Nguyen Van Linh;

. Newly building the pipeline of the Northern axis, Ung Van Khiem – Nguyen Xi;

. Newly building the pipeline of Nguyen Huu Canh;

. Newly building the pipeline of the Belt 3;

. Newly building the provincial road 15 pipeline along Nha Be river.

- The level 2 pipeline network

It is estimated to build new level 2 pipelines with the diameter of D400 - D600 with the total length of about 250 km, upgrading and repairing about 120 km2 of the existing level 2 pipelines.

e) The booster pumping stations:

Newly building the booster pumping stations:

- Binh Chanh pumping station: Supplying water to the neighboring areas and the cities and industrial areas of Long An province with the capacity of 30,000 m3/day and night for the period 2010 - 2012, with the capacity of 50,000 m3/day and night for the period 2016 – 2018 with the capacity of 100,000 m3/day and night for the period 2024 - 2025.

-Nha Be pumping station: Supplying water to Hiep Phuoc area, the neighboring areas and Can Gio dist. with the capacity of 50,000 m3/day and night for the period 2015 and 150.000 m3/ day and night for the period 2025. In future, the water supply may be considered for the cities and industrial zones of Can Duoc and Can Giuoc dist, Long An Province.

7. The implementation of priority projects in the period 2010-2015:

a) The priority projects on the raw water sources:

- Project 1: Studying the possibility and the scale of water exploitation from Tri An reservoir, Dau Tieng reservoir, Phuoc Hoa reservoir in order to replace the water source of Dong Nai River and Saigon River (in case Dong Nai River and Saigon River are polluted and salinized) to supply water to Ho Chi Minh City.

- Project 2: Building the raw water transmission system from Tri An reservoir to supply water to the water plants using water from Dong Nai River.

- Project 3: Building the raw water transmission system from Dau Tieng reservoir to supply water to the water plants using water from Sai Gon River.

Projects 2 and 3 are made after the completion of Project 1 and confirm the necessity, scale and investment time.

b) The priority projects for the building of water plants:

- The building investment project of Thu Duc III water plant with the capacity of 300,000 m3/ day and night.

- The building investment project of Tan Hiep water plant of stage II with the capacity of 300,000 m3/ day and night.

c) The priority development project of the pipeline network:

- The investment projects to reduce the drain and loss of water in Ho Chi Minh City and to expand the pipeline network and areas for water supply.

- The research project to restructure the water supply pipeline network in Ho Chi Minh City under the big branches.

- The projects to improve upgrade and build new transmission pipelines of level 1 and 2.

- The projects to improve upgrade and build new transmission pipelines of level 3.

8. Estimated costs and capital investment:

a) The implementation of water supply planning in Ho Chi Minh City till 2025 is about VND 68,000 billion. In which, the period till 2015, the investment for building of Thu Duc III water plant and Tan Hiep water plant phase II and the water supply pipeline network cost about VND15,000 billion.

b) Investment capital resources:

- State budget capital

- ODA, foreign assistance capital

- Investment credit capital

- Domestic commercial loan capital

- Capital from domestic and foreign investors.

- Other legal capital sources.

9. Assessment of strategic environment

a) Exploitation and use of water sources

- Surface water source

+ Exploiting the surface water source from Dong Nai river, Saigon river and Dau Tieng, Tri An and Phuoc Hoa reservoir as planned, balancing water source and complying with the technical process.

+ The system of upstream irrigation lake must strictly comply with the lake regulation policy, especially in the months of the dry season in order to ensure the quality and water exploitation flow to satisfy the demand of the safe water supply.

+ Strictly controlling the pollution sources in watersheds such as waste water from the cities, industrial zones and wastes from agricultural production ...

- Groundwater source:

+ Exploiting and using rationally and with the proper technical process ... and limiting the use of groundwater, not making exploitation focally on each area..

+ Controlling the quality of the polluted groundwater source during the urbanization process.

b) Controlling the constructional activities

- Solution of design and technology meets the protection of ecological environment and water resources.

- In the constructional stage:

+ Making the measures of rational performance and solutions to minimize the environmental impacts.

+ The measures for handling the air pollution, waste, noise for the means of transportation, mechnical performance on the site and along the transport routes.

+ The measure to prevent the problems during the construction

- In the stage of management and operation:

+ Improving the management capacity and operation of the water plant of the water supply unit

+ Making plan for safe water supply and deploying the performance.

+ Making the process of prevention and detection and treatment of problems of the clean water supply system.

- Other supporting measures

Article 2.Implementation organization

1. HCM City People’s Committee:

Organizing the implementation of the Planning of water supply in HCM City till 2025.

Presiding over and coordinating with the Ministries and sectors to deploy the implementation efficiently the investment projects under the Planning of water supply in HCM City till 2025

Making financial planning appropriate with the development investment planning for each stage; building mechanism and policy to mobilize capital sources for the implementation of this Planning;

Encouraging the economic sectors in the country to participate in the investment, building and management of water supply system in the area.

2. The Ministries and sectors concerned:

- The Ministry of Natural Resources and Environment shall preside over and coordinate with the ministries and sectors and People s Committees of provinces and cities in the watershed to monitor and closely supervise the raw water sources and the situation of water source pollution; organizing the implementing of the measures to protect water sources for Ho Chi Minh city; researching and comprehensively assessing the water source of Tri An, Dau Tieng and Phuoc Hoa reservoir, Dong Nai and Sai Gon river in the context of the impact of climate change, social and economic development.

-The Ministries and sectors, based on the functions and duties assigned by the Government, shall coordinate with the HCM City People’s Committee to implement the Planning of water supply in HCM City till 2025.

Article 3.This Decision takes effect from the signing date.

The Ministries, Heads of the agencies concerned and Chairman of HCM City People’s Committee are liable to execute this Decision.
