DECISION

ON THE GOVERNMENTS PROGRAM OF ACTION FOR IMPLEMENTATION OF THE RESOLUTION OF THE FIFTH PLENUM OF THE PARTY CENTRAL COMMITTEE, IXTH CONGRESS

THE PRIME MINISTER

Pursuant to the December 25, 2001 Law on Organization of the Government;

Pursuant to the Government’s Resolution No.06/2002/NQ-CP of April 26, 2002,

DECIDES:

Article 1.-To issue together with this Decision the Government’s program of action for implementation of the Resolution of the fifth plenum of the Party Central Committee, IXth Congress.

Article 2.-This Decision takes effect as from the date of its signing.

Article 3.-The ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government and the presidents of the People’s Committees of the provinces and centrally-run cities shall have to implement this Decision.

THE GOVERNMENT’S PROGRAM OF ACTION

FOR IMPLEMENTATION OF THE RESOLUTION OF THE FIFTH PLENUM OF THE PARTY CENTRAL COMMITTEE (PCC), IXTH CONGRESS, ON SPEEDING UP AGRICULTURAL AND RURAL INDUSTRIALIZATION AND MODERNIZATION IN THE 2001-2010 PERIOD
(Issued together with the Prime Minister’s Decision No.68/2002/QD-TTg of June 4, 2002)

On March 18, 2002 the fifth plenum of the IXth Party Central Committee issued Resolution No.15-NQ/TW on speeding up agricultural and rural industrialization and modernization in the 2001-2010 period. To implement this Resolution, the Government has worked out a program of action with the following principal contents:

I. OBJECTIVES AND REQUIREMENTS OF THE PROGRAM

The objectives of the program of action (Program) are to organize the successful implementation of the PCC’s Resolution on speeding up the agricultural and rural industrialization and modernization, with a view to "building an agriculture of large-scale, efficient and sustainable commodity production, with productivity, high quality and competitiveness on the basis of application of scientific achievements and advanced technologies, satisfying the domestic consumption and export demands; building an increasingly prosperous and beautiful, democratic, equitable and civilized countryside with rational economic structure, appropriate relations of production and increasingly modern socio-economic infrastructure" (Resolution No.15-NQ/TW on speeding up agricultural and rural industrialization and modernization).

The Program’s requirement are, on the basis of fully grasping the Resolution’s viewpoints, objective and contents, to concretize them into legal documents, socio-economic programs and specialized schemes, and organize the effective implementation thereof.

The ministries, branches and localities should expeditiously study the Resolution, work out their own programs of action and direct the implementation thereof according to the PCC’s Directive No.11-CT/TW of April 8, 2002.

II. PRINCIPAL CONTENTS OF THE PROGRAM

1. To organize the thorough study of the Resolution

- To organize the in-depth study of the Resolution widely among different branches, administrations and people, from the central to grassroots levels, so as to correctly perceive the inevitability and contents of the cause of agricultural and rural industrialization and modernization in the process of socialist construction in our country. To democratically discuss them in order to clarify and concretize the major undertakings on development of production forces and agricultural and rural economic restructuring; to build appropriate relations of production; to develop rural infrastructure and urbanization; to build the cultural and social life and develop human resources under the conditions of their respective branches and localities.

- To propagate and mobilize people of all strata, especially peasants, and various economic sectors to actively participate in agricultural and rural industrialization and modernization, with initiative and efficiency. To launch a labor emulation movement for the cause of agricultural and rural industrialization and modernization throughout the country.

2. To revise and readjust plannings, elaborate and deploy the implementation of socio-economic programs and specialized schemes

a/ On the basis of studying advantages of each region and the existing plannings, each branch and locality shall revise and readjust their respective plannings. Branches and localities which have not yet worked out plannings or whose plannings have not been ratified, should focus on the elaboration of plannings to be submitted to the competent authorities for ratification. The planning options must be based on economic development forecasts, closely combined with security and defense, the prevention, fight and reduction of natural calamities, the protection of ecological environment and the preservation of the nation’s cultural identities.

To attach importance to well implementing the following plannings:

- The planning on the zones for concentrated production of major agricultural, forestrial and aquatic commodities;

- The planning on socio-economic infrastructure construction;

- The planning on development of district towns, townships and rural population quarters.

b/ Based on the PCC’s Resolution, the ministries and branches should expeditiously finalize the specialized schemes on industrialization and modernization and submit them to the Prime Minister for approval so as to deploy the implementation thereof, which shall be classified into the following groups:

- On agricultural industrialization and modernization, there are schemes on agricultural, forestry and aquaculture restructuring for the whole country and 7 ecological regions; industrialization and modernization of cultivation, husbandry, forestry, aquaculture and salt-making.

- On development of rural industry and industries in service of agriculture, there are schemes on development of rural trades; development of branches using on-the-spot raw materials or intensive labor (production of construction materials; mining; agricultural, forest and aquatic product processing; textiles and garments; leather and footwear; mechanical engineering assembly and repair...); arrangement of mechanical engineering and chemical industries and raising of their capacities in service of agriculture.

- On infrastructure development, there are schemes on development of irrigation and water resources; rural communication; development of electricity and recycled energy in rural areas; development of commune-level post and telecommunications services and information system; rearrangement of population quarters and building of district towns and townships.

- On market development: to elaborate schemes on building the system of bazaars, trade and service centers in rural areas.

- On building the relations of production: To encourage the development of economic cooperation among economic sectors in rural areas. In addition to the programs of action for implementation of the PCC third plenum’s Resolution on State enterprise renovation and the fifth plenum’s Resolution on the further renovation, development and raising of economic efficiency of the collective economy as well as further renovation of mechanisms and policies, encouragement and creation of conditions for the development of private economy, it is necessary to work out a scheme on renovation of State-run agricultural and forestrial farms.

- On building cultural and social life in rural areas: To step up the movement whereby the entire population unites to build up a cultured lifestyle, concentrating efforts on building cultured villages, hamlets and families, building cultural centers of villages and communes. To develop community-based healthcare; to train human resources and universalize education.

The provinces and centrally-run cities as well as districts and communes shall base themselves on the national general planning, regional plannings and specialized schemes on agricultural and rural industrialization and modernization to elaborate specific plannings and projects for their respective localities and at the same time, work out plans to organize the direction for fruitful implementation thereof. Together with the acceleration of industrialization and modernization, it is necessary to take initiative in satisfying the requirements of hunger elimination and poverty alleviation, especially in the mountain, deep-lying and far-flung regions in order to achieve efficiency in both social and economic aspects.

3. To step up the application and transfer of sciences and technologies

- To work out and deploy programs and projects on research into and transfer of sciences and technologies to agriculture, forestry and aquaculture, focussing on the programs on application of biotechnology such as the program on development of plant seeds and animal breeds; program on post-harvest technologies, especially for preservation and processing of agricultural, forest and aquatic products. To select and import new breeds and advanced technologies from foreign countries in order to quickly introduce them into production on the basis of encouraging and supporting all economic sectors to actively participate therein. To strive to basically catch up with the regional countries in terms of technological standards in the fields of agriculture, forestry and aquaculture by 2010.

- To set up modern and capable research centers. To intensify investment in strengthening the researching capacity of these centers in order to create technological breakthroughs. To strengthen and renovate the agricultural promotion system, especially at the grassroots.

- To renovate the scientific management mechanism and agricultural promotion management mechanism, especially the financial and personnel management mechanism so as to reinforce the linkage between the research institutions and the agricultural promotion system and to raise the efficiency of scientific and technological research and transfer as well.

- To arrange and reorganize the system of research institutes, universities, colleges and intermediate vocational schools at the central level and in localities. To study the establishment of agricultural, forestrial institutes to fruitfully service the scientific and technological research and transfer as well as job training for rural laborers.

4. To make additional adjustments to mechanisms and policies

- On land: To adjust mechanisms and policies so as to create conditions for peasants to fully exercise their rights and fulfil their obligations related to land such as: to encourage peasants to "gather land and fields together"; to permit them to use the land use right value as capital contribution to joint ventures as well as production and business cooperation. To review the land policy implementation to serve as basis for the supplementation and/or amendment of the Land Law.

- On investment: To mobilize capital sources in order to make appropriate investment in agricultural and rural economic restructuring. To give priority to arranging the States capital sources for performance of pivotal tasks, first of all for: building the rural infrastructure, especially the irrigation, communication and electric system; developing scientific and technological research and transfer, promoting rural markets; encouraging various economic sectors to invest in agricultural business.

- On credit: To formulate an operation mechanism allowing commercial banks to operate in rural areas with negotiable interest rates so as to exploit capital sources and raise the capital-lending capacity, thereby meeting the requirements of agricultural and rural development.

- On taxes: To submit to the National Assembly Standing Committee for further submission to the National Assembly for the amendment of the Law on Agricultural Land Use Tax, the implementation of the Land-Use Tax Law. To study the amendments and supplements to the income tax in order to encourage enterprises to operate in direct service of agriculture and rural areas, before submitting them to the National Assembly for ratification.

- On labor and job: To adopt policies to boost the human resource training and encourage public servants to work in service of agriculture, rural and mountain areas.

- On personnel policy: To adopt policy on and train and foster managerial cadres, who have qualities and capability to perform the tasks of agricultural and rural industrialization and modernization.

- On trade and integration: To adopt policies to encourage all economic sectors to involve in agricultural product trading so as to raise the competitiveness of agricultural, forest and aquatic commodities; to provide rational support for a number of business lines in the field of agricultural production which still meet with difficulties and weaknesses, but see good prospects.

III. ORGANIZATION OF IMPLEMENTATION DIRECTION

In the spirit of the fifth plenum’s Resolution of the Party Central Committee, IXth Congress, the Government shall concentrate its efforts on regularly directing the general planning, arranging production forces, adopting policies and managing national programs; and assign the deputy prime ministers to direct and administer the ministries, branches and localities in the implementation of the Party Central Committee’s resolution on speeding up the agricultural and rural industrialization and modernization.

The ministries and branches shall assume the prime responsibility in revising the branch plannings, working out and deploying the implementation of programs, specialized schemes and projects, organizing the research and proposing the renovation of policies which fall under their respective specialized management; each ministry shall assign a vice minister to take charge of this work. The Ministry of Agriculture and Rural Development shall act as the standing body, taking the responsibility for advising the Government on monitoring, summing up the situation and periodically report to the Government on the implementation of the Party Central Committee’s resolution on speeding up agricultural and rural industrialization and modernization.

Provinces shall be the basic areas for directing the implementation of undertakings, policies, programs and projects on agricultural and rural industrialization and modernization. The People’s Committees of the provinces and centrally-run cities shall assume the prime responsibility and assign vice presidents to direct the specialized bodies and planning establishments to elaborate and organize the implementation of, the locally-run programs and projects.

- The corporations 90 and 91 shall work out specific programs of action and act as the core in the implementation of undertakings on agricultural and rural industrialization and modernization in the relevant domains.

- To organize the direction of the formulation of pilot models for industrialization and modernization in the provinces, cities, districts and communes, focusing on the experimentation of mechanisms and policies. The provinces shall take initiative in building up key district and commune models in localities in coordination with the ministries and branches.

- The ministries and localities shall organize the preliminary review and final review of the programs, schemes and projects of their respective branches and localities on combining agricultural production with industrial and service development as well as rational economic and labor restructuring, thereby successfully carrying out the agricultural and rural industrialization and modernization process.
