PRIME MINISTER

Decision No. 677/QD-TTg of May 10, 2011, approving the national technological renewal program through 2020

Pursuant to the December 25, 2001 Law on Organization of the Government;

Pursuant to the November 29, 2006 Law on Technology Transfer;

At the proposal of the Minister of Science and Technology,

DECIDES:

Article 1. To approve the national technological renewal program through 2020 (below referred to as the Program), with the following principal contents:

I. PROGRAM TARGETS

1. Targets through 2015

a/ The number of enterprises renewing technologies will increase by an average 10% per year.

b/ 100% of enterprises producing main products, key products and national products will master advanced production technology.

c/ 30,000 engineers, technicians and managers of medium- and small-sized enterprises will be trained in technology management and administration and updated with new technologies.

d/ At least one model of sustainable agricultural production applying advanced technology will be built in each ecological zone.

2. Targets through 2020

a/ The number of enterprises renewing technologies will increase by an average 15% per year, of which 5% will apply hi-tech.

b/ 100% of enterprises producing main products, key products and national products will master and develop advanced production technology.

c/ 80,000 engineers, technicians and managers of medium- and small-sized enterprises will be trained in technology management and administration and updated with new technologies.

d/ Technological research and development groups suitable to each locality and some models of sustainable agricultural production applying advanced technology will be formed in provinces in each ecological zone.

 

II. PROGRAM CONTENTS

1. To work out and realize the roadmap of national technological capacity building

a/ To make a national technology map and a technological renewal roadmap for sectors producing key products, main products and national products.


b/To support enterprises in working out and realizing their technological renewal roadmap; and in observing the intellectual property law and developing the science and technology market to increase the value of traded technologies.

c/To train in technology management and administration and update new technologies for engineers and technicians. To retrain and update knowledge on technological renewal for managers of enterprises.

d/ To discover and seek capable organizations, individuals and research groups with outstanding research outcomes at universities, colleges and research institutes in order to support the commercialization of those research outcomes and establish science and technology enterprises.

e/ To set up technology and science and technology enterprise incubation establishments in science and technology institutions. To support projects on incubation of technology and science and technology enterprises.

f/ To encourage the development and diversification of scientific and technological service institutions in technological assessment and intellectual property to assist enterprises.

2. To study, master and apply advanced technology to produce main products, key products and national products.

a/ To consider and support enterprises producing main products, key products and national products in studying, mastering and applying advanced technology in order to improve product specifications and quality and renew technological process, including costs for technology transfer, design and software purchase, foreign expert hiring, human resource training and laboratory building.

b/ To support enterprises in exploiting the industrial property database for application to production and business.

c/ To organize, coordinate and support enterprises in cooperation with organizations and individuals engaged in scientific and technological activities to decode and master imported technologies. To provide enterprises with funds to use national key laboratories for research, designing and manufacture of new products.

d/To encourage, and subsidize lending rates for investment in building Assigning, reproduction, modeling, measuring and precise processing establishments.

3. To support medium- and small-sized enterprises in technological renewal

a/ To support enterprises in applying information technology and building communication systems to manage enterprise resources and product advertising.

b/ To build a database on new arid advanced technologies and technological experts for medium- and small-sized enterprise to exploit and use for their technological renewal.

c/To support enterprises in research, experimental production and application of advanced technology, training and hiring designers and manufacturers of new products, and changing technological process.

d/ To support the formulation of establishments incubating science and technology enterprises that research, apply and produce new products.

4. To increase resources for technological renewal in rural and mountainous areas and those with socio-economic difficulties or exceptional socio-economic difficulties.

a/ To invest in increasing the potential and capacity to disseminate and transfer technologies of centers for scientific and technological advance application in localities.

b/ To support the application of advanced technology in the post-harvest and agricultural ( product processing sector; to improve plant varieties-and animal breeds of high productivity and quality which can compete against imports; and to closely combine breeding, cultivation and raising technologies with epidemic control on a large scale.

c/ To survey models of scientific and technological advance application according to characteristics of each area and locality to plan and form a network of technological renewal models for each ecological zone.

d/ To support technological renewal for maintenance and development of traditional craft anemia ft villages.

III. SOLUTION FOR PROGRAM IMPLEMENTATION

1. Te create a favorable legal environment to promote technological renewal

a/ To formulate standards to assess technological renewal and competitiveness of enterprises.

b/To supplement and complete mechanisms and policies to promote technological renewal in enterprises and set up science and technology enterprises in science and technology institutions.

c/ To increase the observance of the intellectual property law to promote technology creation and transfer, particularly advanced and new technologies.

d/ To effectively and comprehensively implement incentive mechanisms and policies for enterprises, particularly medium- and small-sized ones, to renew technologies.

2. To coordinate and uniformly execute technological renewal programs, plans and projects; review and incorporate the Program's contents into bio-technology development and application schemes in the processing industry; turn Vietnam into a country with developed information technology and communication; work out programs to raise productivity and quality products and develop intellectual property of enterprises; support the application and transfer of scientific and technological advances for socio-economic development in rural and mountainous areas, and develop hi-tech, the science and technology market, national products, the pharmaceutical chemistry, and related national key economic programs.

3. To increase financial resources for program implementation

a/ To form and operate the national technological renewal fund to support enterprises, particularly medium- and small-sized ones, in seeking, improving, renewing and transferring technologies.

b/ To provide state budget funds for the national technological renewal fund to implement the Program's contents.

c/ To diversify investment resources for technological renewal. To encourage enterprises to form scientific and technological development funds for technological renewal. To increasingly attract foreign investment for technological renewal.

d/ To effectively use investment and development, non-business and Official Development Assistance funds and other aids to support local centers for scientific and technological advance application and implement the Program's contents.

4. To enhance international cooperation and encourage technological creation

a/ To encourage, expand and diversify forms of international cooperation, mobilize overseas scientific and technological networks, attaching importance to key countries and areas to serve the Program's contents.

b/ To create favorable conditions for Vietnamese enterprises to cooperate with foreign science and technology institutions, individuals and enterprises to develop technology and participate in technology and equipment exhibitions and fairs overseas.

c/ To commend and honor enterprises, organizations and individuals with achievements in technological creation and renewal of socio­economic effectiveness.

IV. ORGANIZATION OF PROGRAM IMPLEMENTATION

1. Program Steering Committee

a/ The Program Steering Committee is composed of representatives of the Ministries of Science and Technology; Planning and Investment; Finance; Education and Training; Industry and Trade; Agriculture and Rural Development; Information and Communications; Health; Construction; and Transport; the Government Office, the State Bank of Vietnam, Vietnam Chamber of Commerce and Industry and Vietnam Academy of Science and Technology.

b/ A Deputy Prime Minister is the chairman and the Minister of Science and Technology is the vice chairman of the Program Steering Committee.

2. Responsibilities of ministries, ministerial-level agencies, government-attached agencies and People's Committees of provinces and centrally run cities

a/ The Ministry of Science and Technology is the standing agency of the Program Steering Committee, assisting the committee chairman in implementing the following contents:

- Submitting the list of members and operation Regulation of the Program Steering Committee to the Prime Minister for approval;

- Giving opinions to ministries, ministerial-level agencies, government-attached agencies and People's Committees of provinces and centrally run cities on the formulation and implementation of projects under the Program;

- Assuming the prime responsibility for, and coordinating with ministries, ministerial-level agencies, government-attached agencies and People's Committees of provinces and centrally run cities in, formulating and implementing projects under the Program;

- Guiding, examining and annually reviewing the program implementation for reporting to the Prime Minister; reviewing and assessing results and effectiveness of the "program implementation;

- Proposing the Prime Minister to update and adjust the Program in conformity with national socio-economic development and technological renewal situations.

b/ The Ministry of Planning and Investment, the Ministry of Finance

- The Ministry of Planning and Investment and the Ministry of Finance shall balance and allocate state budget funds, particularly for the national technological renewal fund for the Program;

- The Ministry of Finance shall assume the prime responsibility for, and coordinates with the Ministry of Science and Technology and related ministries and sectors in, adopting financial mechanisms and guiding the management and use of funds for the Program.

c/ Ministries, ministerial-level agencies, government-attached agencies and People's Committees of provinces and centrally run cities

- To assume the prime responsibility for, and coordinate with the Ministry of Science and Technology in, formulating and implementing projects under the Program;

- To make annual review and assessment of results and effectiveness of assigned projects and report to the Program Steering Committee.

Article 2. Funds for program implementation

Funds for the program implementation come from:

- The national technological renewal fund;

- State-budget funds;

- Funds for technological renewal and scientific and technological development of enterprises and other lawful funds.

Article 3. Effect

This precision takes effect on the date of its signing.

Article 4. Implementation responsibility

Ministers, heads of ministerial-level agencies, heads of government-attached agencies and chairpersons of People's Committees of provinces and centrally run cities shall implement this Decision.-
