DECISION
APPROVING CONTENT OF THE SCHEME "COLLECTION OF PRECIOUS AND RARE ARCHIVES OF VIETNAM AND ABOUT VIETNAM"
THE PRIME MINISTER
Pursuant to the Law on Government Organization dated December 25, 2001;
Pursuant to the National Archives Ordinance dated April 4, 2001;
Pursuant to Decree No. 111/2004/ND-CP dated April 8, 2004 of the Government detailing the implementation of some articles of the National Archives Ordinance;
Pursuant to Directive No. 05/2007/CT-TTg dated March 2, 2007 of the Prime Minister on strengthening the protection and promotion of the values of archives;
At the proposal of the Minister of Interior in Report No. 3809/TTr-BNV dated October 26, 2011,
DECIDES:
Article 1.Approving content of the scheme "collection of precious and rare archives of Vietnam and about Vietnam"
1. Objectives
a)Collecting rare and precious archives to supplement the archive background preserved at the National Archives Center of the State Record and Archives Department of Vietnam (Ministry of Interior).
b)Safely preserving and efficiently promoting the value of the collected precious and rare archives.
c)Assisting individuals, families and clans…in the safe preservation of precious and rare archives - a part of precious heritage of the nation at risk of degradation due to not being preserved properly.
2. Scope and subjects
a)Implementation period:2012-2020.
b)Collection subject of the scheme: Precious and rare archives including materials of special valuable and rare for the content and form of information object and time.
- Contents and collected materials
+Materials directly or indirectly of the sovereignty and territory of Vietnam;
+Materials on activities of the state apparatus through the historical periods of Vietnam political, economic, cultural, social, diplomatic events ... typically in Vietnam s history that the materials in the National Archives Center does not have or have but inadequately;
+Materials on the origin, development process reflecting the material and spirit life customs and practices of Vietnamese people through historical periods truthfully and dynamically;
+ Materials on individuals, families and clans bearing a lot of hallmarks in Vietnam’s history.
- Form of collected materials:
+Uniquely about information object (leaves, wood, fabric, leather and Dó paper...);
+Uniquely about language of expression, the form of presentation, processing techniques (drawing, pattern, symbols, letters, images and sound ...);
+The original manuscripts or autographs of prominent individuals.
c) Location for collection
-In the country: At the place of worship; of individuals, families, clans ... on a national scale;
-Abroad: Location for collection is primarily archival facilities, libraries, museums, research institutes and other organizations and individuals having materials about Vietnam.
3.Contents ofthe scheme implementation
a)Making surveys, statistics and list of precious and rare archives in the country and abroad:
-Making surveys, statistics and list of material:
-Looking up, compiling and aggregating information published in the mass media to make lists of materials;
-Exchange lists of material with other archival agencies and organizations
b) Appraisinglists of precious and rare archives
The appraisal of the lists of precious and rare archives need collecting shall be performed by Council for the determination of precious and rare archives of Vietnamese people.
c) Organizing collection ofprecious and rare archives
Performing the collection ofprecious and rare archives in the following form:
- In the country
+Propagating and mobilizing worship facilities, individuals, families and clans to donate and consign precious and rare archives to the National Archives to preserve safely and best promote the value of materials;
+Making legal copies of the materials by digital technology in case the owners do not agree to donate materials, make consignment or sales of the original material;
+Building historical materials in the forms: Interviews, audio and video recording… for Vietnamese individuals and foreigners... who are political, military, diplomatic activists, historical witness, scientists, the artists ... to complement the historic events of Vietnam;
+ Making agreementforpurchaseof original materials;
- Abroad:
+Making legal copies of the materials by digital technology;
+ Making agreementforpurchaseof original materials;
+ Making agreementfor exchange of materials;
d)Training and fostering officials who go to collect precious and rare archives;
Officials who go to collect archives must be trained to meet the requirements of the collection work.
dd) Scientifically handling and organizing rare and precious archives after collection.
Therare and precious archives after collection must be handled and organized scientifically.
4. Fund for implementation
a)The fund for the implementation of the scheme shall be allocated from the state budget.
b)The Ministry of Interior shall make the estimates for the implementation of the scheme and submit to the Ministry of Finance to review in the annual budget of the Ministry of Interior and submit to competent authorities for approval under the Law on State Budget.
Article 2.Implementation organization
1.The Ministry of Interior shall:
a) Preside over and make guidance of the implementation of the scheme approved under the current regulations.
b)Establish Council for the determination of precious and rare archives of Vietnam chaired by the Deputy Minister of the Ministry of Interior and the members who are the representatives of agencies: Ministry of Interior, Ministry of Finance, Ministry of Planning and Investment, Ministry of Foreign Affairs, Ministry of Culture, Sport and Tourism; when necessary, the Council shall invite additional experts and scientists involved.
- The Council’s responsibilities:
+ Appraising list of precious and rare materials to select the kind of archives to collect;
+ Assessing the price for the sale of precious and rare materials as prescribed.In case of excess of expenditure framework as prescribed by the financial mechanism, the Council shall propose the Minister of Ministry of Interior to make report to the Prime Minister for decision.
-The working Regulations of the Council shall be regulated by the Minister of Interior.
c) Coordinating with the Ministry of Finance to issue documents guiding the financial mechanism to implement the Scheme.
d) Annually organizing the inspection and supervision of the progress and result of the implementation of the Scheme andmaking report to the Prime Minister.
2.The Ministry of Finance shall preside over and coordinate with the Ministry of Interior to issue documents guiding the financial mechanism to implement the Scheme.
3.The Ministry of Planning and Investment and Ministry of Finance shall balance and allocate fund for the implementation of scheme as prescribed.
4.The ministries, ministerial-level agencies, People s Committees of provinces and centrally-run cities within the scope of their functions and duties to coordinate with the Ministry of Interior to implement this scheme.
Article 3.This decision takes effect from its signing date.
Article 4.Ministers, Heads of ministerial-level agencies, Heads of Government, Chairman of People’s Committee of provinces and centrally-run cities are liable to execute this Decision.
