DECISION
Promulgating the Plan on implementation of Conclusion No. 51-KL/TW of May 30, 2019, of the Party Central Committee’s Secretariat, on further implementing the Resolution of the 8thplenum of the 11thParty Central Committee on crucial and comprehensive reform of education and training to meet industrialization and modernization requirements in the context of the socialist-oriented market economy and international integration[1]

Pursuant to the June 19, 2015 Law on Organization of the Government;
Pursuant to Resolution No. 29-NQ/TW of November 4, 2013, of the 8thplenum of the 11thParty Central Committee, on crucial and comprehensive reform of education and training to meet industrialization and modernization requirements in the context of the socialist-oriented market economy and international integration;
Pursuant to Conclusion No. 51-KL/TW of May 30, 2019, of the Party Central Committee’s Secretariat, on further implementing the Resolution of the 8thplenum of the 11thParty Central Committee on crucial and comprehensive reform of education and training to meet industrialization and modernization requirements in the context of the socialist-oriented market economy and international integration;
Pursuant to the Government’s Resolution No. 44/NQ-CP of June 9, 2014, promulgating the Government’s plan of action for implementation of Resolution No. 29-NQ/TW of November 4, 2013, of the 8thplenum of the 11thParty Central Committee, on crucial and comprehensive reform of education and training to meet industrialization and modernization requirements in the context of the socialist-oriented market economy and international integration;
At the proposal of the Minister of Education and Training,
DECIDES:
Article 1.To promulgate the Plan on implementation of Conclusion No. 51-KL/TW of May 30, 2019, of the Party Central Committee’s Secretariat, on further implementing the Resolution of the 8thplenum of the 11thParty Central Committee on crucial and comprehensive reform of education and training to meet industrialization and modernization requirements in the context of the socialist-oriented market economy and international integration.
Article 2.This Decision takes effect on the date of its signing.
Article 3.Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, and related agencies shall implement this Decision.-

PLAN
On implementation of Conclusion No. 51-KL/TW of May 30, 2019, of the Party Central Committee’s Secretariat, on further implementing the Resolution of the 8thplenum of the 11thParty Central Committee on crucial and comprehensive reform of education and training to meet industrialization and modernization requirements in the context of the socialist-oriented market economy and international integration
(Promulgated together with the Prime Minister’s Decision No. 628/QD-TTg of May 11, 2020)
I. OBJECTIVES
To identify key tasks and major solutions for the Government to direct ministries, sectors and localities to further concentrate on implementing, and examining and evaluating the implementation of, Resolution No. 29-NQ/TW of November 4, 2013, of the 8thplenum of the 11thParty Central Committee, on crucial and comprehensive reform of education and training to meet industrialization and modernization requirements in the context of the socialist-oriented market economy and international integration (below referred to as Resolution 29), the Government’s Resolution No. 44/NQ-CP of June 9, 2014, promulgating the Government’s plan of action for implementation of Resolution 29 (below referred to as Resolution 44), and Conclusion No. 51-KL/TW of May 30, 2019, of the Party Central Committee’s Secretariat, on further implementing the Resolution of the 8thplenum of the 11thParty Central Committee on crucial and comprehensive reform of education and training to meet industrialization and modernization requirements in the context of the socialist-oriented market economy and international integration (below referred to as Conclusion 51), aiming to create crucial and comprehensive breakthroughs in education and training.
II. MAJOR TASKS AND SOLUTIONS
1. Enhancing the leadership and direction of Party Committees and the management of local administrations of various levels; increasing the effectiveness of coordination among ministries, sectors and authorities in implementation of Resolution 19, Conclusion 51 and Resolution 44
a/ To continue organizing the study of Resolution 19, Conclusion 51 and Resolution 44 among the entire contingent of cadres, civil servants, public employees, workers, teachers, learners, pupils and students.
b/ To coordinate with the Vietnam Fatherland Front and socio-economic organizations in proactively supervising and giving counter-arguments on mechanisms and policies in the education and training sector for implementation of Conclusion 51.
c/ Press agencies shall further renew contents and form of communications about education and training reform, first of all, the renewal of general education programs and textbooks; new provisions of the 2019 Education Law and the Law Amending and Supplementing a Number of Articles of the Law on Higher Education, and the renewal and quality improvement of vocational education.
d/ Once every year, representatives from local administrations of various levels shall organize meetings and talks with education administrators, teachers, and pupils and students so as to promptly settle their demands and aspirations and protect their legitimate interests; to promptly praise good examples and good deeds and innovations in education and training activities.
2. Boosting revolutionary ideology education, attaching importance to education of personality, ethics, lifestyle, life skills, legal knowledge and sense of citizenship in the national education system
a/ To further step up the implementation of directives of the Party Central Committee’s Political Bureau and directives of the Prime Minister on boosting the study and following of President Ho Chi Minh’s thought, morals and style in the education sector, and schemes and directives of the Prime Minister on enhancing ethics and lifestyle education for pupils and students.
b/ To implement the new general education program, aiming at educating and comprehensively developing Vietnamese people and best promoting potential and creativity of each individual; to attach importance to education of ethics, lifestyle, life skills, love for families, compatriots and the Fatherland, legal knowledge, and sense of citizenship for pupils and students; to organize the implementation of Five Teachings of Uncle Ho Chi Minh for Adolescents and Children; to bring into full play effects of activities of the Ho Chi Minh Communist Youth Union, Ho Chi Minh Young Pioneer Organization and other associations at schools.
c/ To guide localities, especially areas inhabited by ethnic minority people and mountainous areas, to pay attention to formulation and compilation of contents on education of solidarity among ethnic groups, sense of self-help for self-improvement, sense of community, abolishment of unsound customs, and law on forest protection and development.
d/ To renew contents of, and teaching, learning, testing and assessment methods for, the subjects of ethics, history, culture, and security and national defense in conformity with different education degrees and training levels; to enhance the coordination among ministries and sectors so as to improve the efficiency of management of political and ideological education for educational institutions involving foreign elements.
dd/ To enhance the coordination among schools, families and the society in management and education of pupils and students; to heighten the role and responsibilities of families in ethics and cultured lifestyle education for pupils and students.
3. Improving the quality of human resource training to meet national socio-economic development requirements and suit international integration trends; further consolidating and raising the quality of education universalization, illiteracy eradication and streaming of pupils after completing lower secondary education; building a learning society
a/ To review and improve policies to attract the participation of the entire society in investing in physical foundations and supporting training activities of non-public training institutions; to ensure fairness between public and non-public training institutions in terms of regimes and policies for learners; to prioritize investment in training in key disciplines and occupations which play an important role in national socio-economic development and conform to trends in the world.
b/ To apply the Vietnamese Qualifications Framework to all levels of higher education and vocational education so as to build a mechanism on permeability among different training levels and mutual recognition of training levels with other countries in the region and the world.
c/ To step by step develop the network of high-quality higher education institutions and vocational education institutions. To concentrate capital on investment in development of high-quality vocational education institutions according to the Prime Minister’s decisions and universities reaching high positions in prestigious international rankings, especially national and regional general universities.
d/ To further develop human resources, especially high-quality ones, in conformity with demands of the labor market and the Fourth Industrial Revolution to meet socio-economic development requirements; to boost the development of ethnic minority human resources according to relevant resolutions of the Government; to enhance coordination between enterprises and employers in human resource training.
dd/ To actively implement the Scheme on raising the quality of higher education in the 2019-2025 period according to relevant decisions of the Prime Minister, focusing on formulation of mechanisms and policies to create resources, driving forces and environment for sound competition for development of higher education; to raise staff quality; to invest in physical foundations; to renew management work and training programs and methods; to boost scientific research, technology transfer and internationalization activities.
e/ To study and propose solutions for developing innovative startup space in universities; to develop strong research groups in higher education institutions; to formulate mechanisms and policies on investment in development of advanced training programs, national key laboratories, and research programs so as to have more general universities and universities on regional and international rankings.
g/ To continue renewing and improving the quality of vocational education; to arrange and reorganize the system of vocational education institutions; to provide vocational training to rural laborers and workers in industrial parks and export processing zones; to provide training to workers for them to adapt to the Fourth Industrial Revolution.
h/ To implement evaluation, supervision and support solutions to increase the enrolment rates in nursery and pre-primary education, improve child care and education quality assurance conditions in order to consolidate and increase the quality of early childhood education universalization for 5-year-old children and strive to reach the target of early childhood education universalization for under-5 children in the pre-primary education age group.
i/ To effectively implement the Scheme on career-oriented education and streaming of pupils in general education in the 2018-2025 period under relevant decisions of the Prime Minister, focusing on renewing contents, forms and methods of career-oriented education in general education schools; to develop the contingent of teachers who also act as career orientation counselors in secondary schools; to mobilize social resources for career-oriented education and pupil streaming in general education schools.
k/ To study the transformation of models of specialized schools, especially upper secondary schools for gifted pupils, pre-university schools and boarding general education schools for ethnic minority pupils in conformity with new conditions, step by step ensuring fairness and equality in education.
l/ To provide information, mobilize and well organize for adults to practice lifetime learning, striving for the target that every person, family, village (hamlet), or commune (ward and township) will become a learning citizen, learning family or learning unit; to build a learning society. To attach importance to fostering informatics and foreign language knowledge and teamwork skills for cadres, civil servants, public employees and workers in conformity with each field, sector, trade, region and area.
4. Improving the quality of the contingent of teachers and education administrators; ensuring fundamental conditions for proper implementation of the new general education programs and textbooks
a/ To comply with the Party’s and State’s policies on payroll streamlining in association with reorganization of apparatuses and restructuring of the contingent of civil servants and public employees of the education sector; to review and arrange sufficient teachers and lecturers according to regulations on working position frameworks, the prescribed number of public employees and other employees in education institutions and regulations on teacher title standards applicable to different education and training levels.
b/ To review and rearrange the network of teacher training institutions, and build a number of key teachers’ universities in different regions and areas so as to ensure that the training and further training of teachers and education administrators meet requirements for crucial and comprehensive reform of early childhood education and general education and conform with the 2019 Education Law.
c/ To formulate and implement a roadmap for raising teacher training standards in accordance with the 2019 Education Law, striving for the target of standardizing the entire contingent of teachers in terms of training levels. To formulate a mechanism on placing orders for teachers’ schools to provide training and further training of teachers for localities, thus combining training with employment demands. To conduct further training of teachers based on teacher and lecturer title standards, professional titles; and standards applicable to teachers and principals of early childhood education or general education institutions. To promulgate standards and provide training and further training to teachers, education administrators and in-house trainers of enterprises for them to reach these standards.
d/ To review, improve and properly implement regimes and policies applicable to teachers and students of teachers’ schools, especially salary regimes, so as to create motive forces for teachers to feel secure and attract outstanding pupils to teachers’ schools.
dd/ To review, amend and supplement the system of documents on title standards, working positions and working regimes applicable to teachers, lecturers and education administrators of different levels in accordance with the Law on Public Employees, the 2019 Education Law, and the Law on Vocational Education and in conformity with requirements for education and training reform and international integration; to promulgate codes of conduct of teachers and education institutions.
e/ To encourage organizations and individuals to compile textbooks on the basis of the general education program promulgated by the Ministry of Education and Training. Textbooks shall be appraised by the National Council for Textbook Appraisal so as to ensure scientificity, publicity, transparency and fairness.
g/ To prioritize funds for training and further training to improve competency of education administrators and teachers of all levels and lecturers of key teachers’ schools, serving the implementation of the new general education program and textbooks.
h/ To review the network of schools and classes, increase investment in and quickly develop early childhood schools and classes; to prioritize capital and land so as to ensure sufficient schools and classes for all-day child care and education activities, especially in difficulty-hit regions and first of all for early childhood and primary education; to ensure that schools have sufficient functional rooms, kitchens, restrooms, and clean water facilities.
i/ To allocate funds for investment in physical foundations and teaching equipment serving the implementation of the new general education program and textbooks; to effectively implement the Scheme on ensuring physical foundations for implementation of the early childhood education and general education program during 2017-2025 under relevant decisions of the Prime Minister.
5. Further renewing management work; boosting examination, inspection and supervision; preventing and strictly handling negative phenomena in education and training activities
a/ To renew management work in the education and training sector; to improve mechanisms to empower local education administration agencies to participate in the making of decisions on personnel management and allocation and use of financial sources for education. To accelerate administrative reform, further decentralize powers and enhance responsibilities, create the driving force and develop sense of autonomy and self-responsibility, and promote the role of heads of education and training institutions and localities. To boost education quality assurance and accreditation, especially accreditation of quality of training programs.
b/ To review, and propose amendment, supplementation or replacement of existing legal documents and formulation of new ones in conformity with the 2019 Education Law, the Law Amending and Supplementing a Number of Articles of the Law on Higher Education and the Law on Vocational Education in the course of implementing Resolution 29, Conclusion 51 and Resolution 44.
c/ To boost socialization, and formulate open mechanisms and policies to encourage individuals, enterprises and the entire society to invest in education and training development, especially development of education linked with social demands; to further attract foreign investment in the education and training sector through cooperation and joint training activities.
d/ To renew financial mechanisms applicable to the education and training sector, particularly for early childhood and general education, vocational education and higher education, to step by step accurately and sufficiently calculate expenses for education or training activities for each discipline, occupation or training level; to concentrate investment in and provide support to particular, important and fundamental fields, disciplines and occupations for which it is impossible to attract capital from social resources, while applying socialization policies to the remaining disciplines and occupations.
dd/ To allocate funds and manage and use allocated funds to ensure the prescribed expenditure rates; to arrange reasonable amounts of development investment expenditures to contribute to improving education and training quality. To further provide financial support to policy beneficiaries. To develop innovative startup foundations, study promotion foundations and talent encouragement foundations to support pupils and students and improve student credit policies.
e/ To improve regulations and increase the effectiveness of inspection, examination, and supervision of education and training activities by functional agencies and mass organizations. To prescribe responsibilities of Party Committees, local administrations and socio-political organizations of all levels for directing and coordinating with management agencies and education, training and vocational education institutions, preventing and strictly handling violators of regulations on teachers’ ethics and negative phenomena in exams and tests, assessment and accreditation of education and training and vocational education quality ensuring substantiality, fairness and objectivity.
6. Implementing solutions for boosting and raising the quality and effectiveness of scientific research and technology transfer in education and training institutions
a/ To formulate mechanisms and policies on investment in development of a number of research-oriented universities; to boost research, innovation activities and build startup enterprises and enterprises specialized in applying and transferring scientific research outcomes in higher education institutions; to enhance international cooperation in research and training of high-qualification personnel.
b/ To formulate mechanisms and policies on investment in development of strong research groups combined with doctors’ training, research programs and laboratories; to build a number of outstanding centers at a number of research-oriented general universities.
c/ To formulate a scheme on building a chain of key sectoral or inter-sectoral laboratories so as to facilitate the linkage and cooperation between higher education institutions, research institutes and enterprises; to renew financial management mechanisms, increase science and technology development investment funds and funds for non-business activities in higher education institutions based on their potentials and output products.
d/ To further implement the national-level research program on education sciences and management sciences and boost provincial-level scientific research programs on education and training.
III. ORGANIZATION OF IMPLEMENTATION
1. Ministries and ministerial-level agencies shall:
a/ Based on this Plan, formulate and implement their own action plans; coordinate with the Ministry of Education and Training and the Ministry of Labor, Invalids and Social Affairs in implementing relevant tasks and solutions.
b/ Make expenditure estimates for implementation of their action plans and include these estimate amounts in their annual state budget estimates which shall be sent to the Ministry of Finance and the Ministry of Planning and Investment for submission to competent agencies for consideration and decision in accordance with the Law on the State Budget.
c/ Before November 15 every year, send reports on results of implementation of this Plan to the Ministry of Education and Training and the Ministry of Labor, Invalids and Social Affairs for summing up and reporting to the Prime Minister.
2. The Ministry of Education and Training shall:
a/ Assume the prime responsibility for, and coordinate with the Party Central Committee’s Communication and Education Commission, related ministries, sectors and mass organizations, and provincial-level People’s Committees in, widely disseminating Conclusion 51 and strategies and policies on crucial and comprehensive reform of education and training.
b/ Assume the prime responsibility for, and coordinate with the Ministry of Home Affairs in, reviewing documents on job title standards, working positions, and the number of public employees and other employees of public education institutions.
c/ Assume the prime responsibility for, and coordinate with related ministries, sectors and government-attached agencies in, implementing, and monitoring, urging, and inspecting the implementation of, this Plan, and annually sum up implementation results for reporting to the Prime Minister.
d/ Coordinate with the Vietnam Fatherland Front and related socio-economic organizations in formulating programs on coordination in supervising the implementation of Conclusion 51.
3. The Ministry of Labor, Invalids and Social Affairs shall:
a/ Assume the prime responsibility for, and coordinate with the Ministry of Education and Training in, monitoring, urging and examining the implementation of this Plan in the field of vocational education and send periodical reports thereon to the Ministry of Education and Training for summing up and reporting to the Prime Minister.
b/ Coordinate with the Ministry of Finance and the Ministry of Planning and Investment in balancing and allocating annual state budget funds for the vocational education sector for performance of the tasks under this Plan.
4. The Ministry of Home Affairs shall:
a/ Assume the prime responsibility for, and coordinate with the Ministry of Education and Training in, reviewing the specific number of public employees and other employees of education institutions assigned by competent agencies on the basis of the prescribed teacher-per-class ratio in order to determine the number of public employees and other employees to be additionally recruited so as to have sufficient teachers.
b/ Coordinate with the Ministry of Education and Training in reviewing current regulations on job title standards, working positions and the number of public employees and other employees of public education institutions so as to amend and supplement such regulations in conformity with education and training requirements and tasks in the coming period.
5. The Ministry of Finance shall assume the prime responsibility for, and coordinate with ministries, sectors and localities in, proposing competent authorities to balance and allocate funds for implementation of the tasks under this Plan in accordance with the Law on the State Budget and guiding documents.
6. The Ministry of Planning and Investment shall assume the prime responsibility for summing up and submitting to the Government and the Prime Minister medium-term and annual public investment plans for implementation of approved programs and projects on increasing physical foundations for education, training and vocational education institutions according to regulations.
7. The Ministry of Culture, Sports and Tourism shall boost public information and education about ethics and cultured lifestyle in families; closely coordinate with the Ministry of Education and Training in physical education and education of ethics and cultured lifestyle for pupils and students; direct the use of cultural and sports institutions in localities and residential communities to serve pupils’ and students’ demand for sound cultural activities.
8. The Ministry of Science and Technology shall:
a/ Assume the prime responsibility for formulating a Strategy for development of science and technology during 2021-2030, with contents on development of science and technology at higher education institutions.
b/ Coordinate with the Ministry of Education and Training in boosting and improving the quality and effectiveness of scientific research and technology transfer activities at education institutions, raise investment efficiency of scientific research and technology transfer activities at education institutions, effectively exploiting key laboratories, urge and encourage scientific research and innovative startup movements among pupils and students.
9. The Ministry of Information and Communications shall further direct and guide press agencies to renew the contents and forms of, and mechanisms for coordination in, communications about education and training; timely disseminate the Party’s line and the State’s policies and laws on the results of crucial and comprehensive reform of education and training; continue implementing the approved Scheme on communications about crucial and comprehensive reform of education, training and vocational training.
10. The Ministry of Public Security shall boost measures to ensure security and social order, especially in school surroundings; coordinate with the education sector in prevention, combat and handling of school violence, social evils and violations related to pupils and students.
11. The Committee for Ethnic Minority Affairs shall:
a/ Assume the prime responsibility for, and coordinate with the Ministry of Education and Training in, reviewing and integrating policies on education development for ethnic minority people into the overall scheme on socio-economic development in areas inhabited by ethnic minority people and mountainous areas during 2021-2030, aiming to boost education development in these areas.
b/ Coordinate with the Ministry of Education and Training in reviewing, improving and proposing policies on priorities and incentives for ethnic minority teachers and learners, and teachers and learners in areas inhabited by ethnic minority people and mountainous areas; arrange and reorganize regional boarding general education schools for ethnic minority pupils and regional pre-university schools for ethnic minority pupils; formulate schemes on consolidation, development and improvement of the system of boarding or semi-boarding general education schools for ethnic minority pupils and general education schools with pupils as semi-boarders.
c/ Coordinate with the Ministry of Education and Training in further training knowledge on ethnic minority groups and ethnic minority affairs for teachers and education administrators working in areas inhabited by ethnic minority people and mountainous areas.
12. Provincial-level People’s Committees shall:
a/ Formulate, and organize the implementation of, action plans of their localities; annually evaluate the implementation of these plans and send reports thereon to the Ministry of Education and Training and the Ministry of Labor, Invalids and Social Affairs for summing up and reporting to the Prime Minister.
b/ Direct provincial-level Departments of Education and Training to assume the prime responsibility for, and coordinate with related departments and sectors in, enhancing the dissemination of the Party’s line and State’s policies on crucial and comprehensive reform of education and training in their localities.
c/ Allocate funds, and manage and use allocated funds, ensuring the rate of budget expenditures for education according to current regulations; arrange and ensure funding sources for performance of assigned tasks of education, training and vocational education development according regulations; formulate policies to encourage and boost socialization in education, training and vocational education in conformity with local conditions; prioritize the use of central budget funds, together with local budget funds, for investment in physical foundations and procurement of equipment to meet conditions for education quality assurance.
d/ Review and adjust master plans on the network of education and training institutions under their management in conformity with master plans on human resource development and master plans on education, training and vocational education networks nationwide.
dd/ Review the specific number of public employees and other employees assigned by competent agencies and the prescribed teacher-per-class ratio so as to determine the number of public employees and other employees to be additionally recruited for submission to competent authorities so as to have sufficient teachers.
e/ Proactively direct departments, sectors, and mass organizations to examine and urge education, training, and vocational education institutions in their localities to properly perform the tasks assigned in this Plan.-
