DECISION

Approving the Scheme on control of transport service quality and assurance of traffic safety for tourists^[1]

Pursuant to the June 19, 2015 Law on Organization of the Government;

Pursuant to the Political Bureau’s Resolution No. 08-NQ/TW of January 16, 2017, on developing tourism into a spearhead industry;

Pursuant to the Government’s Resolution No. 103/NQ-CP of October 6, 2017, promulgating the Program of action for implementation of the Political Bureau’s Resolution No. 08-NQ/TW of January 16, 2017, on developing tourism into a spearhead industry;

At the proposal of the Minister of Transport,

DECIDES:

Article 1. To approve the Scheme on control of transport service quality and assurance of traffic safety for tourists with the following principal contents:

I. VIEWPOINTS AND OBJECTIVES

1. Viewpoints

a/ To increase control and improve the quality of transport services and ensure traffic safety in tourist transportation, contributing to raising the image, prestige and position of the Vietnam’s tourism and developing tourism into a spearhead industry;

b/ To develop transport infrastructure facilities in a synchronous, centralized and focused manner, increasing inter-regional, national and international transport connections; to bring to the utmost advantages of road, rail, inland waterway, sea and air transport for tourism development;

c/ To develop diversified tourist services and accelerate administrative procedure reform to create the most favorable conditions for tourists; to renovate tourist vehicles toward modernity and convenience, ensuring their conformity to the regulations on technical safety, environmental protection and energy efficiency and contributing to sustainable development of international and domestic tourism;

d/ To increase science and technology application, and step by step apply smart transport in the management and provision of tourist transport services in order to raise transport service quality and ensure traffic safety for tourists;

dd/ To intensify the dissemination of the law on traffic safety, and raise the public awareness about tourist transport development.

2. Objectives

a/ General objectives: To control and raise the quality of transport services and ensure traffic safety with a view to creating convenience and safety for tourists, thus contributing to developing tourism into a spearhead industry under the Political Bureau’s  Resolution No. 08-NQ/TW of January 16, 2017.

b/ Specific objectives until 2025

- Review and revision of legal documents: To improve the system of legal documents on control of transport services and assurance of traffic safety for tourists in line with the development trends of science and technology and the tourism industry.

- Development of transport infrastructure facilities:

+ 80% of passenger transport hubs (passenger coach terminals of grade 3 or higher grades, roadside rest stops, railway stations, inland waterways ports and landing stages, seaports and airports) will have physical foundations for providing convenient tourist services and ensuring smooth and safe connection to tourist sites and attractions.

+ All expressways will be managed and operated with smart transport technology.

+ Black spots and accident-prone spots on roads, railway and inland waterways routes will be step by step eliminated.

+ Investment will be made in the construction of a number of new passenger coach terminals, passenger inland waterway ports and landing stages, passenger seaports, airports and major road and railway routes in key tourism development areas under master plans and plans.
