DECISION
Approving the Scheme on “strengthening the management of road vehicles in order to reduce traffic jams and environmental pollution in Hanoi in the 2017-2020 period, with a vision towards 2030”

THE HANOI PEOPLE’S COMMITTEE
Pursuant to the Law on Organization of Local Administration No. 77/2015/QH13 dated June 19, 2015;
Pursuant to the Law on Road Traffic No. 23/2008/QH12 dated November 13, 2008;
Pursuant to the Law on the Capital No. 25/2012/QH13 dated November 21, 2012;
Pursuant to the Decision No. 519/QD-TTg dated March 31, 2016 of the Prime Minister approving the transport master plan for the Hanoi Capital through 2030, with a vision towards 2050;
Pursuant to the Resolution No. 04/2017/NQ-HDND dated July 04, 2017 of the Hanoi People's Council on approving the Scheme on "Strengthening the management of road vehicles in order to reduce traffic jams and environmental pollution in Hanoi in the 2017-2020 period, with a vision towards 2030”;
At the request of the Director of the Department of Transport at the Report No. 395/TTr-SGTVT dated August 09, 2017,
HEREBY DECIDES:
Article 1. To approve the Scheme on “Strengthening the management of road vehicles in order to reduce traffic jams and environmental pollution in Hanoi in the 2017-2020 period, with a vision towards 2030” with the following main contents:
I. Objectives, requirements, subjects
1. Objectives:
To implement both long-term and urgent solutions, specifically to strengthen the management of road vehicles in order to reduce traffic jams and environmental pollution, living up to the travel demands and improving the living environment quality of people in the City.
To prioritize the synchronous development of the public passenger transport system to ensure that the market share of the central urban area shall reach 30% - 35% of the total travel demand by 2020, and about 50% - 55% by 2030; that the satellite urban area shall reach 15% by 2020 and about 40% by 2030.
To develop a transport infrastructure network in consistence with other master plan, especially the transportation master plan approved by the Prime Minister so that by 2030, the ratio of traffic land out of the land for urban construction shall reach 20% - 26% for the central urban area; reach 18% - 23% for satellite urban areas and 16% - 20% for towns. Of which, the land area for static traffic shall need to reach 3% - 4%.
2. Requirements:
To assess the status of the quantity, quality and management of vehicles in traffic as a basis to propose solutions to strengthen the management of road vehicles in a specific and feasible manner.
To develop a specific roadmap and implement necessary solutions and conditions to enhance the management of road vehicles.
3. Subjects: Organizations and individuals using road traffic vehicles operating in Hanoi City.
II. Solutions to strengthen the management of road vehicles in order to reduce traffic jams and environmental pollution in Hanoi City in the 2017-2020 period, with a vision towards 2030
1. Solutions to manage the quantity of on-road vehicles
a) Administrative measures
To formulate the Master Plan for the development of road traffic vehicles in Hanoi City by 2030, and in the immediate future, a Master Plan on public passenger transportation by bus and taxi through 2030 to ensure the management of a reasonable number of taxis.
Commercial passenger-carrying vehicles with up to 9 seats shall apply information technology, operate similarly to taxis, be subject to the same management regulations as taxis (quantity management, quality management, operational scope management) and be included in the Master Plan on passenger transport by taxi in Hanoi City by 2030.
To propose to grant quotas for taxis and other commercial means of transport similar to taxis (Uber, Grab, etc.) in the City s prescribed in the master plan and in accordance with the traffic conditions and the capacity of the infrastructure.
To impose regulations on the number of 4-wheel passenger vehicles using electric motors for business activities operating by areas in the City in accordance with the infrastructure and the traffic safety.
To proposal the management of electric bicycles similar to that of motorbikes.
To review and take measures to handle motorcycles that fail to ensure the technical safety and environmental protection.
b) Economic measures
To impose regulations for car owners in the City to install auxiliary equipment for the management of such vehicles and for traffic regulation (automatic toll collection devices, etc.). Road motor vehicle owners must open an account to automatically collect tolls as well as pay fines for traffic violations.
To apply suction of business operation rights for the number of annual replaced taxis and the number of additional taxis in accordance with the master plan.
2. Solutions to manage the quality of on-road vehicles
a) Administrative measures
To strictly control the quality in accordance with the registration and use time limit of road motor vehicles and strictly handle in accordance with law regulations for self-converted and overdue vehicles which fail to conduct the registration or inspection for circulation on the road.
For taxis and other forms of similar operation: to promulgate regulations on the management of the vehicle quality, the service quality and prescribe the ratio of taxis using clean fuels CNG, LPG, electricity, etc.
To investigate, review and record statistics on the number of used motorbikes in the City (by year of manufacture) through registration, to propose handling measures for vehicles that do not ensure the technical safety quality and environmental protection.
To propose regulations on the technical standards and emission standards for motorbikes in order to control the quality of motorbikes operating in the City.
c) Economic measures:
To propose the environmental pollution surcharge of road motor vehicles through vehicle registration based on the emission level when circulating.
3. Solutions to manage the operation scope of on-road vehicles
a) Administrative measures
To review, amend and supplement the Decision No. 06/2013/QD-UBND regulating the operation of means of transport in the City in order to organize scientific and reasonable traffic and maximize the efficiency of the transport infrastructure.
To review, research and promulgate regulations on the operation of out-of-province taxis, commercial passenger-carrying vehicles with up to 9 seats using information technology (Uber, Grab, etc.) in the City to suit the infrastructure, ensure fair competition in accordance with law regulations.
Trucks providing food and goods for supermarkets, commercial centers, wholesale markets, hotels: shall only be allowed to operate at night.
To divide zones to restrict the motorbike operation in accordance with the infrastructure and the service capacity of the public passenger transport system, with a vision towards suspending the operation of motorcycles in the urban districts by 2030.
Tricycles used by wounded soldiers and people with disabilities when traveling on road must be registered and inspected for technical safety and environmental protection. The operation of tricycles providing services for transporting goods and transporting people in the City shall be stopped and there shall be a mechanism to support job change to ensure the livelihood for wounded soldiers who are using tricycles to provide services for transporting goods and transporting people.
To impose regulations on stopping the operation of cyclos in the City.
To review and identify areas eligible for developing walking space connected with scenic areas, conservation and tourism development areas in the City's urban districts.
To continue to review the adjustment of school hours, working hours and service business hours in accordance with the Decision No. 315/QD-UBND dated January 12, 2012 of the Hanoi People's Committee to reduce the density of on-road vehicles during peak hours.
b) Economic measures
To review, amend and promulgate the vehicle parking fees by a progressive hourly rate and by areas.
To develop the Scheme on the collection of motor vehicle tolls in some areas in the City that are at risk of traffic jams and environmental pollution in order to limit the number of motor vehicles on road.
Schools shall be encouraged to organize transportation of students by car in line with the public passenger transport system.
4. Solutions to develop and improve the efficiency of public passenger transport
a) Administrative measures
To develop plans, specifically assign responsibilities for implementing the targets on developing the public passenger transport to better meet the travel demands of the people.
To develop and implement the scheme to improve the quality and efficiency of the public passenger transport activities by bus to create a reasonable and convenient connection.
To review and amend the Resolution No. 03/2013/NQ-HDND dated July 12, 2013 of the City People's Council on prioritizing the development of a mass public passenger transport system.
To review and rationally arrange the network and select bus vehicles suitable to the routes, improve the quality and efficiency of the public passenger transport by bus in Hanoi City.
To review and rationally arrange stops and transit points for the connection between public passenger transport modes, stationary traffic points and private means of transport.
b) Economic measures
To studying and promulgate regulations to encourage and attract investment in urban railways, BRT, Monorail and buses in the form of public-private partnership (PPP) for rapid and synchronous development.
To review, amend and promulgate mechanisms and policies, continue to subsidize the public passenger transport.
To introduce incentive mechanisms and policies to innovate and invest in vehicles towards modernization and vehicles with emission levels meeting Euro4, Euro5 standards, using clean fuels.
To introduce policies to support and encourage public transport users for different groups in society, especially officials, civil servants, public employees and employees to attract and increase the rate of using public passenger transport, contributing to the reduction of private means of transport.
To strictly monitor the service quality and strictly handle the public passenger transport enterprises that violate regulations during their operation.
5. Solutions to apply information technology in management works
To develop the scheme on smart traffic in the overall Smart City scheme and focus on the following specific contents: building a (digitized) database on transport infrastructure and means of transport and a smart software for the management of the traffic system, organization of the traffic and handling of traffic violations.
To establish a joint traffic management and administration center of the City, ensuring data sharing among relevant agencies to improve the effectiveness and efficiency of the State management on transportation.
To develop an online digital traffic map for the management, operation and regulation of the traffic, apply information technology in the management and use of parking spots to optimize the parking demands (technology in smart parking spot search – iParking, etc.).
To research on applying terminal devices to ensure the effective implementation of the smart traffic connection among management agencies, businesses and people.
To promulgate additional regulations on the installation of cruise monitoring equipment to put into management for 4-wheel passenger vehicles using electric motors for business purposes.
To promulgate regulations to install automatic toll payment devices on all cars, each vehicle owner must open an account for the collection of motor vehicle tolls in some areas in the City and for the management of vehicles in the City.
6. Solutions to strengthen the State management of transportation.
To review and amend the City's legal document system to suit the content of the Scheme on "Strengthening the management of road vehicles in order to reduce traffic jams and environmental pollution in Hanoi in the 2017-2020 period, with a vision towards 2030”.
To propose the National Assembly, the Government, Ministries, central sectors and branches to amend and complete policies and law regulations in the field of road traffic vehicle management. To promulgate regulations on the road traffic safety and environmental pollution for road traffic vehicles.
To review, amend and promulgate specific regulations on the functions and tasks of agencies and authorities in the management of transportation to ensure the specific assignment of people, tasks and responsibilities.
To improve the quality and effectiveness of education and dissemination of legal documents and the Scheme on “Strengthening the management of road vehicles in order to reduce traffic jams and environmental pollution in Hanoi in the 2017-2020 period, with a vision towards 2030” to create consensus during the implementation. To step by step develop the traffic culture, awareness of using the public transport, limit the use of private means of transport.
To inspect and strictly handle violations of traffic order and safety, urban order, and environmental pollution.
III. Roadmap for implementing measures
To implement synchronously and flexibly the groups of solution divided into 03 phases (details specified in the attached appendix)
Phase 2017 - 2018: To focus on implementing solutions for the management of on-road vehicles and the strengthening of State management on transportation.
Phase 2017 - 2020: To focus on implementing solutions for the quantity and quality management of on-road vehicles and the development of public passenger transport. To apply solutions to limit private vehicles on even and odd days for areas and streets with frequent and severe congestion.
Phase 2017 - 2030: To gradually restrict activities in some areas and at some times, and at the same time, prepare necessary conditions to stop motorbike operation in urban districts by 2030.

Article 2. Organization of implementation
1. The Department of Transport: shall be the standing agency responsible for advising the City People's Committee to direct, inspect and urge the implementation of such Scheme. Some specific tasks shall be as follows:
- To assume the prime responsibility and coordinate with the Department of Finance, the Department of Planning and Investment, the Department of Science and Technology to research and develop the Scheme to collect motor vehicle tolls in some areas in Hanoi City, submit to the City People's Committee for approval.
- To assume the prime responsibility in researching and formulating a Master Plan on road traffic vehicle development in Hanoi by 2030 and submit to the City People's Committee for approval.
- To coordinate with the Department of Finance to advise and submit to the City People's Committee for approval of the parking fees.
- To coordinate with the Department of Labor, Invalids and Social Affairs to develop a plan on changing the study and working hours and submit to the City People's Committee for approval.
- To assume the prime responsibility and coordinate with relevant departments, agencies and sectors to perform the State management in accordance with their decentralized competence.
- To assume the prime responsibility and coordinate with relevant departments, agencies and sectors to implement other specific tasks of the Scheme.
2. The Department of Finance: To assume the prime responsibility and coordinate with the Department of Transport and relevant departments and agencies to advise and submit to the City People's Committee for promulgation of the parking fees in the City and propose the environmental fee surcharge based on the emission level and other tasks related to the financial and economic fields.
3. The City's Department of Public Security: To coordinate with the Department of Labor, Invalids and Social Affairs to develop a plan on changing study and working hours and submit to the City People's Committee for approval; to review the number of motorbikes and tricycles according to the registration management time limit, strengthen the handling of violations.
4. The Department of Home Affairs: To assume the prime responsibility and coordinate with relevant departments and branches to research, advise and propose the City People's Committee to perform tasks in the field of administrative organization and review the City’s assignment of tasks to management units in the field of transportation to ensure specific people, tasks and responsibilities and other relevant tasks.
5. The Department of Education and Training: To assume the prime responsibility and coordinate with relevant departments and sectors to research, advise and propose the City People's Committee to perform the task of propagandizing and mobilizing students to strictly abide by law regulations on road traffic, encourage schools to organize transportation of students by car suitable for the public passenger transport and other relevant tasks.
6. The Department of Labor, Invalids and Social Affairs: To assume the prime responsibility and coordinate with The Department of Transport, the Department of Public Security, the Department of Education and Training, the Department of Home Affairs and other relevant departments and agencies to develop plans on changing study and working hours and submit to the City People's Committee for approval.
7. The Department of Justice: To assume the prime responsibility and coordinate with relevant departments, branches and units to advise and propose the City People's Committee to supplement, amend and complete legal documents to have a basis for organizing the implementation of the Scheme and other relevant tasks.
8. The Department of Planning and Investment: To assume the prime responsibility and coordinate with relevant departments, branches and units to advise and propose the City People's Committee solutions to attract investment capital, arrange capital sources for implementing tasks of the Scheme and other relevant tasks.
9. The Department of Information and Communications: To assume the prime responsibility and coordinate with relevant departments, agencies and sectors to propagate, mobilize, and encourage all classes of the City's population to understand, agree and ensure the attainment of the Scheme’s objectives.
10. The Hanoi Transportation Corporation: To assume the prime responsibility and coordinate with relevant departments, sectors and units to propose the City People's Committee to implement the scheme to improve the quality of public passenger transport by buses for the period 2017 - 2020 with a vision towards 2030 and other relevant tasks.
11. People's Committees of urban districts, districts and townships: The urban districts, districts and townships shall issue resolutions and specific plans, allocate forces, funds and equipment to implement the Scheme. The strengthening of the management of road vehicles in order to reduce traffic jams and environmental pollution is a key and regular task, therefore, the Party’s committees, authorities and the whole political system need to focus on the leadership and direction from the urban districts, districts and townships to the grassroots levels to achieve the objectives, satisfy the requirements of the Scheme and take responsibility for ensuring the traffic order and safety in their locality.
12. Relevant organizations and individuals: To properly perform their assigned functions and tasks and develop plans to implement the contents of the Scheme.
Article 3. This Decision shall take effect from the date of signing. The Chief of Office of the City People's Committee; Directors, Heads of relevant Departments, sectors and branches of the City; Chairpersons of People's Committees of urban districts, districts, townships, relevant agencies, units, organizations and individuals shall be responsible for the implementation of this Decision./.
