DECISION
ON THE EXPERIMENTAL DEPLOYMENT OF THE ENTERPRISE CREDIT ANALYZING, RANKING PROJECT
THE GOVERNOR OF THE STATE BANK
Pursuant to the Law on the State Bank of Vietnam; the Law on credit institutions dated 12 December, 1997;
Pursuant to Decree No. 15/CP dated 02 March, 1993 of the Government on the assignment, authority and responsibility for the State management of the ministries and ministries-level agencies.
Upon the proposal of the Director of the Credit Information Center,

Upon the proposal of the Director of the Credit Information Center,
DECIDE
Article 1. To permit the Credit Information Center to carry out on the experimental basis, the project on analyzing and ranking the enterprises’ creditability. The analysis, ranking of enterprise creditability shall be implemented at the Credit Information Center by the ranking method and comparing method. Specific contents shall be as follows:
1. Information collection:
The information collected for use in the process of analysis shall include:
- The balance sheet;
- The loss and profit statement;
- The status of credits outstanding to banks;
- Other non-financial information.
2. Enterprises classification: by economic sector, by scale.
- By sector: agriculture, forestry, fishing industries; commerce and service; construction; manufacturing industry;
- By scale: large, medium, small.
3. The basic items of financial analysis shall include:
- Liquidity;
- Operation;
- Debt ratios;
- Income.
4. Analysis items, weights accorded to items, ranking order are reflected in the form No. 04 of the project.
5. The scoring method for different items:
The content of the method of giving a mark is reflected in forms No. 3A, 3B, 3C, 3D of the project.
6. Enterprises shall be ranked by in 6 categories from high to low level with symbols as follows: AA; A; BB; B; CC; C.
The maximum score for an enterprise shall be 135 points, the minimum score shall be 27 points, the score difference within a category shall be defined by the following formula:
The score difference within a category | = | Maximum score - minimum score | = | 135-27 | = 18 |
The number of enterprise categories | 6 |
The content of assessment of each category shall be stated in form No. 05 of the project.
Article 2. The time for the experiment shall be 02 years since the effective date of this Decision. After the experiment period, the Credit Information Center shall report results to the Governor of the State Bank.
Article 3. The subjects of experimental creditability analysis, classification shall be State owned enterprises; foreign invested enterprises; joint stock companies.
Article 4. During the experimental period, the Credit Information Center shall only be entitled to provide the information assessment, enterprises’ credit classification to units of the State Bank; credit institutions. Units shall be responsible for using the information for right purposes, not for providing to the third party.
Article 5. This Decision shall be effective after 15 days since the signing date.
Article 6. Head of the Administrative Department, the Director of the Credit Information Center, Head of units of the State Bank, General Managers of State Bank branches in provinces, cities under central Government’s management, Chairman, General Directors (Directors) of credit institutions shall be responsible for the implementation of this Decision.
