DECISION
Approving the task of formulating the national master plan on infrastructure facilities for petroleum and gas reserve and supply for the 2021-2030 period, with a vision toward 2050

THE PRIME MINISTER
Pursuant to the June 19, 2015 Law on Organization of the Government;
Pursuant to the November 24, 2017 Planning Law;
Pursuant to the June 15, 2018 Law Amending and Supplementing a Number of Articles of Eleven Laws Concerning Planning;
Pursuant to the Government’s Decree No. 37/2019/ND-CP of May 7, 2019, detailing a number of articles of the Planning Law;
Pursuant to the Prime Minister’s Decision No. 995/QD-TTg of August 9, 2018, assigning ministries to organize the formulation of national sectoral master plans for the 2021-2030 period, with a vision toward 2050;
At the proposal of the Minister of Industry and Trade at Report No. 145/TTr-BCT of November 15, 2019, enclosed with the Council for Appraisal of Planning Tasks’ appraisal report in Document No. 145/BC-BCT of November 15, 2019,
DECIDES:
Article 1.To approve the task of formulating the national master plan on infrastructure facilities for petroleum and gas reserve and supply for the 2021-2030 period, with a vision toward 2050with the following principal contents:
1. Title, subjects and scope of the master plan.
a/ Title of the master plan: The national master plan on infrastructure facilities for petroleum and gas reserve and supply for the 2021-2030 period, with a vision toward 2050.
b/ The planning period: The master plan is formulated for the 2021-2030 period, with a vision toward 2050.
c/ Subjects and scope of the master plan:
- The system of infrastructure facilities and depots for storing crude oil, petroleum and gas serving production, and commercial and national reserve all over the country (excluding depots storing materials and products of oil refineries, gas processing plants and power plants under a single general investment project);
- The system of petroleum and gas pipelines from sources of supply to places of consumption all over the country (excluding gas pipelines from offshore drilling rigs to land, and pipelines for supplying gas to oil refineries, gas processing plants and power plants under a single general investment project).
2. Planning viewpoints, objectives, and principles
a/ Planning viewpoints:
- To ensure the integrity, consistency and systematic incorporation and connection among subjects of the master plan;
- To serve and ensure sustainable and rational development in the terms of economic, social, environmental, cultural, and defense and security issues;
- To ensure the harmony of interest of the country, localities, enterprises and people, in which the national interest must be regarded as top priority;
- To ensure resiliency and reserve capacity against, and intensify resistance to and prevention of, territorial disasters. To ensure requirements for planning and development in the entire national territorial space toward sustainable development in combination with environmental protection, prevention and control of natural disasters and response to climate change;
- To properly and effectively distribute, exploit and use natural resources and preserve cultural and historical relics, and cultural and natural heritages;
- To ensure consistency among infrastructure construction, land distribution, environmental protection and eco-system services in spatial distribution and development during the master plan formulation;
- To ensure publicity, transparency and accountability of related parties in the formulation, implementation and supervision of the master plan; ensuring involvement of agencies, organizations, communities and individuals during the master plan formulation;
- To ensure scientificness of and apply modern technologies to the master plan formulation to meet prescribed standards and technical regulations and match the country’s development requirements and international economic integration;
- To ensure consistency and connection among the master plan’s contents on each type of infrastructure fatalities for petroleum and gas reserve and supply, which shall be displayed in planning reports and a system of planning diagrams, maps and databases.
b/ Planning objectives:
- The formulation of the national master plan on infrastructure facilities for petroleum and gas reserve and supply covers strategic reserve (national reserve); and reserve serving production and commercial activities (supply, circulation and distribution); the national master plan on infrastructure facilities for petroleum and gas reserve and supply must focus on planning the pipeline system in a feasible manner while meeting economic, technical and environmental criteria, ensuring sufficient, safe and continuous reserve and supply for the country’s socio-economic development, security and national defense; to propose solutions, policies and resources for the implementation of the master plan.
c/ Planning principles:
- To ensure consistency, synchronism, objectiveness and truthfulness;
- To ensure conformity and harmony with related technical infrastructure facilities;
- To ensure sustainability, long-term vision and convenience in implementation of the master plan;
- To ensure feasibility and modernity, apply advanced science and technology achievements in planning work, thus enabling predictability;
- To ensure conformity with resource-balancing capacity; to combat wastefulness and ensure efficiency;
- To ensure close coordination between local administrations and related ministries and sectors in protecting state security secrets in the process of formulation and implementation of the master plan;
- To ensure synchronous, sufficient and proper incorporation of related contents of the national overall master plan, national marine space master plan; national land-use master plan, and other master plans on infrastructure facilities of the same period.
- To ensure spatial and temporal connection in the process of selecting tools used in planning work.
3. Planning contents and methods
a/ Planning contents: To have sufficient contents requested in Section V, Appendix II to the Government’s Decree No. 37/2019/ND-CP of May 7, 2019, detailing a number of articles of the Planning Law, including:
- Overview of the conditions and factors that affect national infrastructure facilities for petroleum and gas reserve and supply;
- Evaluation of the situation of spatial distribution and use of Vietnam’s infrastructure facilities for petroleum and gas reserve and supply, and the implementation results of related master plans of previous periods;
- Evaluation of sectoral and regional connection in development of national infrastructure facilities for petroleum and gas reserve and supply;
- Forecast of the development trends and scenarios of natural conditions, climate and climate change that will directly affect national infrastructure facilities for petroleum and gas reserve and supply in the planning period;
- Determination of socio-economic development requirements, opportunities and challenges for development of national infrastructure facilities for petroleum and gas reserve and supply in the planning period;
- Viewpoints, orientations, and objectives for development of national infrastructure facilities for petroleum and gas reserve and supply in the planning period;
- Plans on development infrastructure facilities for petroleum and gas reserve and supply all over the country and in each territorial region in the planning period;
- Orientations of the allocation of land for development of national infrastructure facilities for petroleum and gas reserve and supply and for fire prevention and control, environmental protection, response to climate change, and conservation of the ecosystem, landscapes and ranked national relics;
- Lists of national important projects and projects prioritized for investment to develop infrastructure facilities for petroleum and gas reserve and supply, and the order of priority in implementation;
- Solutions and resources for implementation of the master plan.
b/ Planning methods
Planning methods must be scientific, practical and highly reliable. Major methods used in formulation of the master plan include: economic statistics, synthesis and analysis method; legacy and integration method; professional solution; secondary data collection combined with practical survey and primary data collection; forecasting; and scenario building and selection.
4. Planning period
The planning period must not exceed 24 months (counting from the time planning tasks are approved).
5. Composition, standards and specifications of the planning dossier.
- The planning dossier must comprise a general report, a summary report and planning maps.
- Standards and specifications of the planning dossier: The hard copy of the scheme must be printed on both sides of A4-sized papers according to regulations while its soft copy must be compiled on common document generation software (Word, Excel, etc.); and the list and scales of planning maps are prescribed in Section IV, Appendix I to the Government’s Decree No. 37/2019/ND-CP of May 7, 2019.
6. Expenses for formulating the master plan
- Expenses for formulating the master plan shall come from public investment capital sources of the Ministry of Industry and Trade approved by competent authorities according to regulations.
- The Minister of Industry and Trade shall make specific decision on expenses for formulating the master plan in accordance with the Ministry of Planning and Investment’s guidance on norms for planning activities, the law on public investment and relevant laws.
Article 2.Responsibilities of the agency in charge of formulating, and agencies participating in the formulation of, the master plan
1. The Ministry of Industry and Trade shall take charge of formulating the master plan on infrastructure facilities for petroleum and gas reserve and supply for the 2021-2030 period, with a vision toward 2050 according to the contents of planning tasks approved in this Decision, ensuring schedule and quality of planning work.
2. Ministries, sectors, provincial-level People’s Committees and related agencies and organizations shall coordinate with the Ministry of Industry and Trade in formulating the master plan in accordance with law.
Article 3.Effect
1. This Decision takes effect on the date of its signing.
2. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees; Chairpersons of the Boards of Directors and Directors General of the Viet Nam National Oil and Gas Group, Vietnam Electricity Group, and Vietnam National Petroleum Group; and related agencies shall implement this Decision.-
