DECISION
RATIFYING THE PLANNING OF HANOI CITY’S WATER SUPPLY SYSTEM TILL 2010 AND ITS DEVELOPMENT ORIENTATION TILL 2020
THE PRIME MINISTER
Pursuant to the Law on Organization of the Government of September 30, 1992;
Pursuant to the Prime Minister’s Decision No.63/1998/QD-TTg of March 18, 1998 ratifying the orientation for the development of the national urban water supply system till 2020;
Pursuant to the Prime Minister’s Decision No.108/1998/QD-TTg of June 20, 1998 ratifying the readjusted overall planning of Hanoi capital till 2020;
At proposals of the President of the municipal People’s Committee of Hanoi (Report No.31/TT-UB of June 8, 1999) and the Minister of Construction (Report No.43/TTr-BXD of December 29, 1999),
DECIDES:
Article 1.- To ratify the planning of Hanoi city’s water supply system till 2010 and its development orientation till 2020 with the following principal contents:
1. Objectives:
To correctly evaluate the actual state of Hanoi city’s water supply system in order to work out its planning till the year 2010 and its development orientation till the year 2020, aiming to satisfy the city’s development requirements in each period and conforming to the orientation for the development of national urban water supply system till the year 2020 and the readjusted overall planning of Hanoi capital till 2020; and serving as basis for making preparation for investment in the renovation and development of water supply system on the city’s territory.
2. Water supply system development planning and orientation:
2.1. Planning phases:
The planning of Hanoi city’s water supply system shall be worked out for the 2000-2010 period on the basis of development orientation till the year 2020, of which the first planning phase shall stretch to 2005.
2.2. Water resource planning:
Raw water sources for Hanoi water supply system include underground water sources and surface water sources.
- Underground water sources:
+ South of Red River: The total underground water exploitation capacity by the year 2010 shall not exceed 700,000 m3/day, including separate water supply stations.
+ North of Red River: The total exploitation capacity shall be around 142,000 m3/day. The potential underground water reserves in the region North of Red River should be further explored and evaluated.
- Surface water sources:
By the year 2010, to exploit surface water sources of Red River or Da River at an output of around 500,000 m3/day. Upon drawing up investment projects, there should be thorough study of techno-economic options and assessment of environmental impacts, for comparing and choosing between the surface water resources of Red River or Da River for use.
2.3. Water supply norms:
The daily-life water norms and the population rate to be supplied with water shall be in line with the orientation for the development of national urban water supply till the year 2020 already ratified by the Prime Minister.
The daily-life water supply norms: 160 liters per head per day by 2005, 170 liters per head per day by 2010 and 190 liters per head per day by 2020.
The daily-life water demands: Around 852,000 m3/day by 2005; 1,046,000 m3/day by 2010 and 1,419,000 m3/day by 2020.
The targets of reducing the percentages of water loss and uncollected water charge: Down to 45% by 2005; 30% by 2010 and 20-25% by 2020.
2.4. Water treatment technologies:
- For plants treating underground water: Traditional technology shall be applied in combination with advanced technology(ies) and the application of scientific-technical advances.
- For plants treating surface water: Advanced and modern technology(ies) shall be applied, with actual conditions of our country taken into account.
