DECISION
PROMULGATING THE TABLE OF POST-PAID GSM MOBILE PHONE CHARGES
MINISTER OF POSTS AND TELEMATICS (MPT)
In accordance with Decree 90/2002/ND-CP dated November 11, 2002 of the Government regulating the functions, duties, range of competence and organizational structure of the Ministry of Posts and Telematics (MPT);
In accordance with Decision 99/1998/QD-TTg dated May 26, 1998 of the Prime Minister governing the management of posts and telecommunications tariffs and charges;
In accordance with Circular 03/1999/TT-TCBD dated May 11, 1999 of the Department General of Posts and Telecommunications (DGPT) providing guidance to the implementation of Decree 109/1997/ND-CP dated November 12, 1997 of the Government concerning the posts and telecommunications sector, and Decision 99/1998/QD-TTg dated May 26, 1998 of the Prime Minister governing the management of posts and telecommunications tariffs and charges;
At the proposal of the Director of the Planning-Finance Department,
HEREBY DECIDES:
Article 1. Attached herewith is the table of post-paid GSM mobile phone charges.
Article 2. This decision takes effect as of April 1, 2003. All prior regulations which are in contrary to this decision are hereby annulled.
Article 3. Chiefs of Offices, Director of the Planning-Finance Department, directors of units under MPT; and enterprises providing telecommunications services and related units are due to implement this decision.

POST-PAID GSM MOBILE PHONE TARIFF TABLE

II. SPECIFIC REGULATIONS:
1. Connection fee:
- Collected one-off, including SIM card
2. Subscription charge:
2.1- Collected monthly
2.2- In cases where customers have just registered to use the service or ask for contract termination in less than one month, the subscription charge for that month is calculated as follows:
Monthly subscription charge = VND109,091/30 days x the number of days of use during the month
- The number of days of use during the month:
+ For customers who have registered to use the service just recently: the number of days of use during the month is calculated from the day of signing the contract to the end of the month.
+ For customers who ask for contract termination: the number of days of use during the month is calculated from the first day of the month to the day when the contract becomes invalid.
2.3. Monthly subscription charge for one-way mobile phone users is VND72,727/set/month
3. Communications charges:
3.1. Communications charges as regulated in 3.1 and 3.2 in the tariff table are applicable to:
- Post-paid mobile phone subscribers calling post-paid mobile phone subscribers, fixed telephone subscribers, mobile phone subscribers using CDMA technology, subscribers of Callink, Mobilenet and Cityphone networks and vice versa.
- Post-paid mobile phone subscribers calling pre-paid mobile phone subscribers and pre-paid daily mobile phone subscribers
3.2. Charge zones are regulated as follows:
- Zone 1: including northern provinces to Quang Binh Province
- Zone 3: including cities & provinces of Quang Tri, Thua Thien-Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Gia Lai, Kon Tum and Dak Lak.
- Zone 2: including other cities & provinces except those included in zone 1 and zone 3
- Local zone charge is applied to calls made within each local zone.
- Inter-zone charge is applied to calls made between beside zones: from zone 1 to zones 2 and 3 and vice versa, and from zone 2 to zone 3 and vice versa.
3.3 Charge calculation unit: 01 minute, with the remaining seconds of the last minute rounded as one minute. A less-than-one-minute call is charged as a 1-minute call.
3.4. Calls made from mobile phone subscribers to international destinations are charged as local zone mobile phone charge plus international communications charge as regulated in the existing international telecoms tariff table (VND1,636/minute + IDD charge).
3.5 Calls to mobile phones made at post offices, P & T agents, village post office and cultural places and card phone booths are subject to charge calculated and collected according to the zone in which the mobile phone subscribers have registered.
3.6 Calls made at public service points are subject to a surcharge apart from the charge regulated in 3.5 which will be decided by the service provider.
4. Charge reduction according to time of use during the day:
4.1- 30% reduction of mobile phone charge is applied to:
+ Calls made between 23pm of the previous day to 1am of the following day, and from 5-7am for all week days, holidays and Sundays.
+ Calls made between 07pm –23pm of all holidays and Sundays
4.2- 50% reduction of mobile phone charge for calls made between after 01am to before 05am for all week days.
4.3- Apart from mobile phone charge reductions as regulated in 4.1 and 4.2, calls to international destinations made by mobile phone subscribers are entitled to enjoy reductions as regulated in the existing international telecoms tariff table.
4.4- The reduction of charges of calls to mobile phone subscribers made at pubic service points (post offices, agents, village post office and cultural places, and card phone booths) between 23om of the previous day to 7am of the next day, on holidays and Sundays are regulated by the service provider. This reduction should not surpass 30 percent of the charge levels regulated in item 3 above
5. All the above charge levels have not include value-added tax (VAT).
6. This mobile phone tariff table is consistently applied to post-paid GSM mobile phone subscribers country-wide.
7. Mobile communications charges are levied on the calling party
