DECISION
PROMULGATING THE TABLE OF INTERNATIONAL TELEPHONE USING THE INTERNET PROTOCOL (IP)
MINISTER OF POSTS AND TELEMATICS (MPT)
In accordance with Decree 90/2002/ND-CP dated November 11, 2002 of the Government regulating the functions, duties, range of competence and organizational structure of the Ministry of Posts and Telematics (MPT);
In accordance with Decision 99/1998/QD-TTg dated May 26, 1998 of the Prime Minister governing the management of posts and telecommunications tariffs and charges;
- In accordance with Circular 03/1999/TT-TCBD dated May 11, 1999 of the Department General of Posts and Telecommunications (DGPT) providing guidance to the implementation of Decree 109/1997/ND-CP dated November 12, 1997 of the Government concerning the posts and telecommunications sector, and Decision 99/1998/QD-TTg dated May 26, 1998 of the Prime Minister governing the management of posts and telecommunications tariffs and charges;
At the proposal of the Director of the Planning-Finance Department,
HEREBY DECIDES:
Article 1: The charges of international telephone using the Internet protocol (IP) using the public switched telephone network (PSTN) are regulated as follows:
1. Charge of international IP telephone calls made to all countries: US$0.75/minute ($0.075/6 second block)
2. Charge of international IP telephone calls made at subscribers premises between 23p.m of the previous day to 7a.m of the next day during week days, holidays and Sundays are regulated by the service provider without surpassing more than 20 percent of the charge level regulated above
3. The billing will be made per the first minute and each of the next 6-second blocks. The remaining time of a call which is less than 6 seconds will be rounded as 6 seconds, and a call lasting for less than one minute will be rounded as a one-minute call
4. International IP telephone calls made at public service points: apart from the communications charges, another surcharge regulated by the service provider will be collected
5. The charges above have not included value added tax as yet.
Article 2. The international communications charges applied to facsimile and data transmission subscribers in the standard band (data transmission via telephone subscriber lines) using IP will be the same as applied to international IP telephone service as regulated in Article 1.
Article 3. Enterprises providing international IP telephone service are allowed to cut the levels of charges regulated in Article 1 by at most 20 percent to potential and special customers.
Article 4. This decision takes effect as of April 1, 2003. All prior regulations which are in contrary to this decision are hereby annulled.
Article 5. Chiefs of Offices, Director of the Planning-Finance Department, directors of units under MPT; General directors and directors of enterprises providing telecommunications services and directors of related units are due to implement this decision.
