DECISION
APPROVING THE SCHEME ON UPGRADING AND CONSTRUCTION OF FRESH-WATER RESERVOIRS AND CONSTRUCTION OF IRRIGATION SYSTEMS ON POPULOUS ISLANDS
THE PRIME MINISTER
Pursuant to the December 25, 2001 Law on Organization of the Government;
At the proposal of the Minister of Agriculture and Rural Development (in Report No. 184/TTr-BNN-TL of January 23, 2009),

DECIDES:
Article 1. To approve the Scheme on upgrading and construction of fresh- water reservoirs and construction of irrigation systems on populous islands with the following principal contents:
1. Viewpoints:
Upgrading and construction of fresh-water reservoirs and construction of irrigation systems on populous islands constitutes an urgent and long-term task of local administrations. On the basis of state supports, all resources and contributions of people and various economic sectors will be mobilized for investment in the construction of works in order to supply adequate fresh water for essential needs, ensuring a stable and incrementally improved life of island inhabitants and greatly contributing to encouraging people to move to islands for settlement and socio-economic development in furtherance of the State's sea strategy till 2020.
Survey, planning and scientific research must be carried out one step ahead, with priority given to big and populous islands or those holding important positions in socio-economic development and sea sovereignty security protection.
The construction of irrigation systems and fresh-water reservoirs on the islands must be in line with development plannings of localities and branches and closely associated to environmental protection and sustainable development.
2. Objectives:
By 2015. to adequately supply fresh water for essential daily-life and production needs of people in stabilizing their life and promoting socioeconomic development on big and populous islands or important ones.
3. Scope:
To upgrade and build fresh-water reservoirs and build irrigation systems on a number of big and populous islands or those holding important positions, including Co To. Vinh Thuc. Van Don and Cai Chien (Quang Ninh); Cat Hai. Cat Ba and Bach Long Vi (Hai Phong); Hon Me (Thanh Hoa); Con Co
