Promulgating the plan for implementing the Vietnamese National Qualifications Framework for the higher education on the period of 2020 - 2025

Pursuant to the Government s Decree No.99/2019/ND-CPdatedDecember 30, 2019, detailing and guiding the implementation of a number of articles of the Law Amending and Supplementing a Number of Articles of the Law on Higher Education;
Pursuant to the Prime Minister s Decision No.1981/QD-TTgdatedOctober 18, 2016 approving the framework of the national education system;
Pursuant to the Prime Minister s Decision No.1982/QD-TTgdatedOctober 18, 2016 approving Vietnamese s national qualifications framework;
At the request of the Minister of Education and Training.
HEREBY DECIDES:
Article 1. To promulgate together with this Decision the Plan for implementation of Vietnamese National Qualifications Framework for higher education levels, period 2020 - 2025.
Article 2. This Decision takes effect from the date of signing.
Article 3. Ministers, heads of ministeriallevel agencies, heads of ministeriallevel agenciesof the Government, presidents of People s Committees of provinces and centrally run cities, higher education institutions andrelatedorganizations and individualsareresponsible for the implementation of this Decision./.

PLAN
Implementing the Vietnamese National Qualifications Framework for higher education levels, period 2020 - 2025

dated March 30, 2020)
Implementing the Prime Minister s Decision No. 1982/QD-TTg dated October 18, 2016 on the implementation of Vietnamese National Qualifications Framework for higher education levels, the Prime Minister promulgates the plan for implementation is as follows:
I. PURPOSES AND REQUIREMENTS
1. Purposes
To deploy Vietnamese National Qualifications Framework for Higher Education Levels to develop and approve training curricula for all disciplines and divisions of higher education in order to renovate training activities associated with assurance, improvement of the quality of Vietnamese higher education; to set up relationships with national qualifications frameworks of countries in the region and around the world; to create a linkage mechanism between training levels; to build a learning and lifelong learning society.
2. Requirements
a) To identify specific contents and tasks for ministries, ministerial-level agencies, ministerial-level agencies of the Government, People s Committees of provinces and centrally run cities (hereinafter referred to as ministries, departments, localities) focus on directing and organizing the implementation of Vietnamese National Qualifications Framework for all levels of higher education in a synchronized and effective manner, ensuring the compliance with the provisions of the Law on Higher Education and the Law amending and supplementing a number of articles of the Law on Higher Education.
b) To make agreement on the awareness and responsibilities of management agencies, higher education institutions, enterprises and relevant associations in the implementation of Vietnamese National Qualifications Framework for the levels of higher education.
c) To create a legal corridor to guide the uniformity of higher education institutions in implementing the Vietnamese National Qualifications Framework for higher education levels to ensure standardization, basic, modernity, practicality, inheritance and connectivity; the diversity in the uniformity of knowledge standards of higher education programs, facilitating the integration and recognition of qualifications among nations.
II. MAJOR TASKS AND SOLUTIONS
1. To develop and promulgate documents for the implementation of Vietnamese National Qualifications Framework for higher education qualifications.
a) The Ministry of Education and Training shall develop and promulgate regulations on curricula standards for higher education levels in accordance with the Law amending and supplementing a number of articles of the Law on Higher Education, to be completed in the third quarter of 2020.
b) The Ministry of Education and Training shall assume the prime responsibility for, and coordinate with the ministries, sectors, localities, enterprises and relevant associations in developing and promulgating regulations and documents to direct and guide the disciplines in developing the standard of curricula for disciplines and divisions of each field in higher education, to be completed in the fourth quarter of 2020.
c) The Ministry of Education and Training shall develop and promulgate a system of guidelines and documents to guide higher education institutions to review and adjust the structure, content and methods of implementing the curricula, ensuring the compliance with the provisions of the Law Amending and Supplementing a Number of Articles of the Law on Higher Education and in accordance with the requirements of employers, to be completed in the fourth quarter of 2020.
d) The Ministry of Education and Training shall assume the prime responsibility for, and coordinate with relevant agencies in studying, reviewing, modifying or promulgating new regulations on quality assurance and accreditation; ensuring the compliance with curriculum standards in accordance with the Law Amending and Supplementing a Number of Articles of the Law on Higher Education and Vietnamese National Qualifications Framework; to be completed in the fourth quarter of 2021.
2. To develop and promulgate curriculum standards for each field and disciplines in higher education.
a) The ministries set up discipline and division advisory councils, comprising leading experts in higher education institutions, research institutes, higher education managers and representatives of businesses, industry and human resource management agencies, to be completed in the fourth quarter of 2020 to develop curriculum standards for divisions and disciplines of each field in higher education, and submit them to the Ministry of Education and Training for evaluation, promulgation and completion in the fourth quarter of 2022, specifically as follows:
- The Ministry of Education and Training shall assume the prime responsibility for, coordinate with the ministries, branches, localities, enterprises and relevant associations in setting up discipline and division advisory councils such as: Science of education and teacher training; business and management; law; life sciences; natural sciences; math and statistics; computers and information technology; engineering technology; production and processing; architecture and construction; Agriculture, forestry and fisheries; veterinary; humanities; social and behavioral sciences; press and information; services of transportation; environment and environmental protection;
- The Ministry of Health shall assume the prime responsibility for and coordinate with the ministries, branches, localities, enterprises and relevant associations in setting up the health division advisory council;
- The Ministry of Culture, Sports and Tourism shall assume the prime responsibility for and coordinate with the ministries, branches, localities, businesses and relevant associations in setting up a discipline and division advisory councils for the following fields: Art; tourism, hotels, sports and personal services; social services;
- The Ministry of Public Security shall assume the prime responsibility for, and coordinate with ministries, branches and localities in setting up national security division advisory council;
- The Ministry of Defense shall assume the prime responsibility for and coordinate with the ministries, branches and localities in setting up the national defense division advisory council.
b) The Ministry of Education and Training shall set up evaluation councils to appraise and promulgate standards of curricula for disciplines, divisions of each field in higher education, to be completed in the third quarter of 2023.
3. To review, update and develop higher education curricula to implement the Vietnamese National Qualifications Framework
a) The Ministry of Education and Training shall direct and guide higher education institutions in implementing competency improvement training for management leaders and lecturers in implementing Vietnamese National Qualifications Framework for levels of higher education, to be completed in the fourth quarter of 2021.
b) The higher education institutions review and adjust the structure, content and methods of implementing the curricula; compile the detailed program of subjects, modules, curricula, deploy the training on the basis of the updated and guaranteed curricular in accordance with the Law amending and supplementing a number of articles of the Law on Higher Education and in accordance with employers requirements, to be completed in the fourth quarter of 2024.
c) The higher education institutions shall improve the competency of lecturers and program development officers and ensure the quality of training and conduct accreditation in accordance with the Law on Amending and Supplementing a Number of Articles of Higher Education Law, to be completed in the first quarter of 2025.
4. To make a report on referring Vietnamese Qualifications Framework for higher education qualifications with the ASEAN Qualifications Reference Framework
a) The Ministry of Education and Training shall set up an Advisory Council to develop a report of referring higher education levels of Vietnamese Qualifications Framework with the ASEAN Qualifications Reference Framework, to be completed in the quarter third of 2020.
b) The Advisory Council develops a report of referring the Vietnamese National Qualifications Framework for the qualifications of higher education with the ASEAN Qualifications Reference Framework to develop reference reports, submitting to the Ministry of Education and Training for approval and coordinate with the Ministry of Labors - War Invalids and Social Affairs to send the report to the Committee of ASEAN National Qualifications Framework, to be completed in the second quarter of 2025.
5. To enhance communication on the implementation of Vietnamese National Qualifications Framework for higher education levels.
a) The Ministry of Education and Training shall assume the prime responsibility for and coordinate with the ministries, branches, localities and relevant agencies in preparing plans and carrying out communications on the implementation of Vietnamese National Qualifications Framework according to decentralized management of State on higher education, to be completed according to the annual plan.
b) Higher education institutions develop plans and organize communication on the implementation of Vietnamese National Qualifications Framework at each higher education institution, to be completed according to the annual plan.
6. To inspect and supervise the implementation of Vietnamese National Qualifications Framework for higher education levels
Annually, the Ministry of Education and Training shall assume the prime responsibility for and coordinate with the ministries, branches, localities and relevant agencies and organizations in inspecting and supervising the implementation of the national qualifications framework at higher education institutions.
III. EXPENDITURES
1. The central budget ensures funding for tasks performed by the central agencies and is incorporated into the annual state budget estimate and submits to the National Assembly for getting decision.
2. Higher education institutions shall use funding sources in a legal manner as per the law provisions to perform the assigned tasks.
3. Other funding sources as prescribed by law.
IV. ORGANIZATION OF IMPLEMENTATION
1. In the fourth quarter of 2020, ministers, heads of ministerial-level agencies, heads of government-attached agencies, presidents of provincial-level People s Committees and Rectors of higher education institutions, according to their assigned functions and tasks, develop and promulgate the Plan for implementing the contents assigned in this Plan
2. Ministers, heads of ministerial-level agencies, heads of ministerial-level agencies, heads of government-attached agencies, presidents of provincial-level People s Committees and presidents of university/college councils of higher education institutions have responsibility to direct, inspect and urge the implementation of the Prime Minister s Plan and implementation plan of the ministries, agencies, localities.
3. The Ministry of Education and Training shall assume the prime responsibility for and coordinate with the ministries, agencies and localities in monitoring, urging, inspecting and supervising the implementation of this Plan. Periodically report to the Government and the Prime Minister on the implementation of the Plan and propose and propose necessary measures to ensure the synchronous and effective implementation of the Plan.
4. Associations, professional associations, enterprises and other relevant parties shall base themselves on the functions and tasks of each agency or unit to participate in the implementation of Vietnamese National Qualifications Framework for levels of higher education under the direction and proposals of central and local agencies assigned to chair and organize the implementation.
5. The Ministry of Finance shall assume the prime responsibility for and coordinate with the Ministry of Education and Training in developing budget estimates, allocating and guiding the inspection and supervision of expenditures; guide the norms of expenditures for the implementation of Vietnamese National Qualifications Framework for the levels of higher education in accordance with the current law provisions.
6. In the course of organizing the implementation of this Plan, if deeming it necessary to amend and supplement the contents of the Plan and relevant regulations to implement the Plan, ministries, branches, localities and agencies shall proactively propose and submit to the Ministry of Education and Training for summing up and reporting to the Prime Minister for consideration and decision./.
