DECISION
Approving partial adjustments to the general master plan on construction of Ho Chi Minh City through 2025

THE PRIME MINISTER
Pursuant to the June 19, 2015 Law on Organization of the Government;
Pursuant to the June 17, 2009 Law on Urban Planning;
Pursuant to the November 20, 2018 Law Amending and Supplementing a Number of Articles of Thirty-Seven Laws Related to Planning;
Pursuant to the Government’s Decree No. 37/2010/ND-CP of April 7, 2010, on formulation, appraisal, approval and management of master plans on urban areas;
Pursuant to the Ho Chi Minh City People’s Committee’s Document No. 3961/UBND-DT of September 26, 2019; Document No. 5390/UBND-DT of December 26, 2019; and Document No. 238/UBND-DT of January 15, 2020, and the Ministry of Construction’s Appraisal Document No. 309/BXD-QHKT of January 22, 2020;
Based on the opinions agreed by related ministries and agencies at the February 19, 2020 meeting,
DECIDES:
Article 1.To approve partial adjustments to the general master plan on construction of Ho Chi Minh City through 2025 under Decision No. 24/QD-TTg of January 6, 2010 (below referred to as the 2010 master plan), with the following principal contents (accompanied by supporting documents):
1. To include in the 2010 master plan the updated information about the scale, alignment, and criteria for the Ho Chi Minh City’s Ring Road No. 3 specified in the Prime Minister s Decision No. 1679/QD-TTg of September 28, 2011, and the Ministry of Transport’s Decision No. 497/QD-BGTVT of February 19, 2016, in order to meet the requirements on road safety corridors under regulations. The land areas used for the purposes specified in the 2010 mater plan which are within the right-of-way line of adjusted road sections shall be used for transport purpose.
2. In the area of Long Phuoc ward, District 9: To change the orientations of land planned for new resorts to make the following adjustments:
- To build a hi-tech park (science and technology park) of 166.2 ha as a science and technology research, experimentation, transfer and application area, linking with and adding functions to the existing hi-tech park to serve as a basis for considering the construction of highly interactive innovative districts in the East of the City (including District 2, District 9, and Thu Duc district). To fully arrange technical infrastructure facilities under the national technical regulation on construction planning.
- To adjust the alignment of inner-city main roads stated in the 2010 master plan and add a bridge crossing Tac river to create connection with the Ho Chi Minh City’s Ring Road No. 3 and the existing Saigon Hi-Tech Park.
3. In the area of Long Binh and Long Thanh My wards, District 9: To change the orientations of land planned for new resorts to make the following adjustments:
- To reserve an area of about 135.3 ha for residential purpose. To fully arrange social and technical infrastructure facilities under the national technical regulation on construction planning.
- To change the location and increase the area of urban-level greeneries and sports parks from 3.7 ha to about 36 ha.
- To change the location and increase the area of urban-level public areas from 9.7 ha to 13.1 ha (including about 5.8 ha for healthcare purpose and about 7, 3 ha for schools).
- To add a route linking Ho Chi Minh City’s Ring Road No. 3 with Long Phuoc road in conformity with technical regulations for urban main roads; to adjust regional routes to ensure synchronous connection with other areas of the City.
Article 2.To assign the Ho Chi Minh City People s Committee:
- To direct the update of the above partial adjustments to the blueprint of the 2010 master plan for management under the approved master plan.
- To publicize the above partial adjustments; to send the updated blueprint of the 2010 master plan to the Ministry of Construction for archive under regulations.
- To review, organize the formulation of, adjust and approve master plans on construction of sub-zones according to its competence in areas mentioned in the above partial adjustments in conformity with the general master plan approved by the Prime Minister while meeting the City s socio-economic development requirements.
- To make plans on, and organize the construction of, technical and social infrastructure facilities in areas mentioned in the above partial adjustments to ensure synchronous connection with other functional areas in the City.
- To coordinate with related ministries and sectors in implementing the master plan in accordance with law.
- To accelerate the formulation of tasks and blueprint of overall adjustments to the general master plan on construction of Ho Chi Minh City through 2040, with a vision toward 2060, and submit them to the Prime Minister for approval under regulations.
Article 3.This Decision takes effect on the date of its signing.
The Minister of Construction, the Chairperson of the Ho Chi Minh City People s Committee and heads of related agencies shall implement this Decision.-
