DECISION
ON THE GRANTING OF DEFENSE SCHOLARSHIPS TO UNIVERSITY STUDENTS AND HIGH SCHOOL STUDENTS TO BE TRAINED INTO ARMY OFFICERS
THE PRIME MINISTER
Pursuant to the Law on Organization of the Government on the 30th of September 1992;
In order to train and form a contingent of officers, scientific and technical workers, and professional and specialized cadres for supply to the armed forces to meet the requirement and task of building and defending the Fatherland in the new situation;
At the proposal of the Minister of Defense and the Minister of Education and Training,
DECIDES:
1. The Ministries, branches, localities and training schools in the education and training system have to train and supply to the armed forces scientific and technical workers, professional and specialized cadres, economic managers and technical personnel to meet the requirement of the Ministry of Defense.
2. The Ministry of Defense has to coordinate with the management and training services to select and grant defense scholarships to those university students who are in the second stage of their studies and whose subjects of study conform to the requirement of national defense, and high school students of ethnic minorities or those students who reside in mountain and remote areas.
The Ministry of Defense shall discuss and reach agreement with the Ministry of Education and Training, the controlling ministries which have universities (concerning university students), and the People's Committees of the provinces and cities under the Central Government, the boarding schools for students of ethnic minorities in provinces and districts (concerning high school students).
Funds for the granting of defense scholarships shall be taken from the annual budget allocation of the Ministry of Defense for personnel training.
The trainees must be carefully selected and managed in order to ensure high efficiency and the requirements of the plan.
3. The Ministry of Education and Training, the controlling ministries which have universities, the People's Committees of the provinces and cities under the Central Government, which are to be granted defense scholarships, shall have to cooperate with the Ministry of Defense in directing and guiding the Education and Training Services and the schools under their management to select, manage, encourage and request the university and high school students to implement the stipulations of the Ministry of Defense and the Ministry of Education and Training.
4. This Decision takes effect from the date of its signing.
The Ministry of Defense and the Ministry of Education and Training shall have to guide the implementation of this Decision.
5. The Ministers, the Heads of ministerial-level agencies, the Heads of the agencies attached to the Government, and the Presidents of the People's Committees of the provinces and cities under the Central Government shall have to implement this Decision.
