THE PRIME MINISTER
Decision No. 40/2013/QD-TTg of July 10, 2013, promulgating the national program on promotion and mobilization of foreign non-governmental aid during 2013-2017
Pursuant to the December 25, 2001 Law on Organization of the Government;
At the proposal of the Chairman of the Committee for Foreign Non-Governmental Organization Affairs,
The Prime Minister decides to promulgate the national program on promotion and mobilization of foreign non-governmental aid during 2013-2017.
Article 1. To promulgate the national program on promotion and mobilization of foreign non- governmental aid during 2013-2017 with a view to intensifying the management and increasing the effectiveness of cooperation with foreign non-governmental organizations (NGOs).
Article 2. The Chairman of the Vietnam Union of Friendship Organizations and the Chairman of the Committee for Foreign Non-Governmental Organization Affairs shall organize and guide the implementation of the national program on promotion and mobilization of foreign non-governmental aid during 2013-2017.
Ministers, heads of ministerial-level agencies, heads of government-attached agencies and chairpersons of provincial-level People’s Committees shall, based on the national program on promotion and mobilization of foreign non- governmental aid during 2013-2017, elaborate and implement programs on promotion and mobilization of foreign non-governmental aid of their ministries, sectors and localities.
Article 3. This Decision takes effect on September 1, 2013.
Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, heads of related agencies and organizations, the Chairman and members of the Committee for Foreign Non-Governmental Organization Affairs, and the Chairman of the Vietnam Union of Friendship Organizations shall implement this Decision.
