SUMMARY

To announce 99 high technologies prioritized for development investment

On December 30, 2020, the Prime Minister issues the Decision No. 38/2020/QD-TTg promulgating the List of high technologies prioritized for development investment and List of hi-tech products eligible for development promotion.

There are 99 high technologies in the List of high technologies prioritized for development investment, such as: Artificial intelligence (AI) technology; Internet of things (IoT); Quantum technology; Bioinformatics technology; Technology for designing and manufacturing high-definition monitors; Advanced 3D-printing technology; etc.

The List of hi-tech products eligible for development promotion includes 107 technologies such as: Smartcards and smartcard readers; Services of counseling, designing and leasing information technology systems; etc.

For high technologies and hi-tech products that are not on the lists mentioned in this Article but satisfy the conditions specified in the Law on High Technologies and are urgently needed for national socio-economic development, the Ministry of Science and Technology shall assume the prime responsibility for, and coordinate with related ministries and agencies in, summing up and reporting them to the Prime Minister.

This Decision takes effect on February 15, 2021.

DECISION

Promulgating the List of high technologies prioritized for development investment and List of hi-tech products eligible for development promotion[1]

 

Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and Law on Organization of Local Administration;

Pursuant to the November 13, 2008 Law on High Technologies;

At the proposal of the Minister of Science and Technology,

The Prime Minister promulgates the Decision promulgating the List of high technologies prioritized for development investment and List of hi-tech products eligible for development promotion.

 

DECIDES:

Article 1. List of high technologies prioritized for development investment and List of hi-tech products eligible for development promotion

1. Promulgated together with this Decision are:

a/ The List of high technologies prioritized for development investment (in Appendix I);

b/ The List of hi-tech products eligible for development promotion (in Appendix II).

2. For high technologies and hi-tech products that are not on the lists mentioned in Clause 1 of this Article but satisfy the conditions specified in Clause 3, Article 5, and Clause 1, Article 6, of the Law on High Technologies and are urgently needed for national socio-economic development, the Ministry of Science and Technology shall assume the prime responsibility for, and coordinate with related ministries and agencies in, summing up and reporting them to the Prime Minister.

Article 2. Effect and implementation responsibility

1. This Decision takes effect on February 15, 2021, and replaces the Prime Minister’s Decision No. 66/2014/QD-TTg of November 25, 2014, approving the List of high technologies prioritized for development investment and List of hi-tech products eligible for development promotion; the Prime Minister’s Decision No. 13/2017/QD-TTg of April 28, 2017, amending and supplementing the List of high technologies prioritized for development investment and List of hi-tech products eligible for development promotion; and Clause 2, Article 1, and Article 4, of the Prime Minister’s Decision No. 34/2019/QD-TTG of December 18, 2019, providing criteria for identification of production and business projects and plans that apply high technologies in agriculture, and supplementing the List of high technologies prioritized for development investment promulgated together with the Prime Minister’s Decision No. 66/2014/QD-TTg of November 25, 2014.

2. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, and related agencies, organizations and individuals shall implement this Decision.
