DECISION
ON APPROVING THE DETAILED PLANNING ON TRANSVERSE ROADS CONNECTED WITH HO CHI MINH ROAD
THE PRIME MINISTER
Pursuant to the December 25, 2001 Law on Organization of the Government;
Pursuant to the Resolution No. 38/2004/QH11 of December 3, 2004, of the of the XIthNational Assembly, at its 6thsession, on the guideline for investment in construction of Ho Chi Minh road;
Pursuant to the Decision No. 242/QD-TTg of February 15, 2007, of the Prime Minister on approving the overall planning on Ho Chi Minh road;
At the proposal of the Minister of Transport,
DECIDES:
Article 1.To approve the detailed planning on system of transverse roads connected with Ho Chi Minh road with the following major contents:
1. Viewpoints and objectives
- The system of transverse roads connected with Ho Chi Minh road includes roads linking Ho Chi Minh road with national highways along the North-South axis (national highway 1, North-South expressway and coastal roads), international border gates, seaports, airports, important national highways and economic, political and social centers under the planning approved by the Prime Minister, forming a complete road traffic network aiming to enhance the investment effectiveness of Ho Chi Minh road and facilitate for response to natural disasters as well as national defense and security consolidation;
- The system of transverse roads connected with Ho Chi Minh road is established on the basis of current routes combined with the upgrading, improving or new construction of a number of road sections in conformity with transport development strategies, approved planning and socio-economic development strategies of the provinces where have routes going pass, in order to satisfy the near-future and long-term transport needs as well as requirements of national industrialization and modernization;
- The detailed planning on transverse roads connected with Ho Chi Minh road aims to bring out investment-phasing plans on transverse roads in conformity with phases of Ho Chi Minh road under the approved planning. In the near future, focusing on constructing transverse roads with urgent needs to enhance the investment effectiveness, and the next, investing in remaining roads.
2. Contents of the planning
a/ Planning scope:
The system of transverse roads connected with Ho Chi Minh road will run through 28 provinces and cities having Ho Chi Minh road running through, from Pac Bo (Cao Bang) to Dai Mui (Ca Mau): Cao Bang, Bac Kan, Thai Nguyen, Tuyen Quang, Phu Tho, Hanoi, Hoa Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Da Nang, Quang Nam, Kon Turn, Gia Lai, Dak Lak, Dak Nong, Binh Phuoc, Binh Duong, Tay Ninh, Long An, DongThap, Can Tho, Kien Giang, Bac Lieu, Ca Mau and other provinces having national highways connected with Ho Chi Minh road.
b/ List and planning scale of transverse routes:
The system of transverse roads connected with Ho Chi Minh road includes of 108 roads with the total length about of 10,466 km and a planning scale as mentioned in Appendix I enclosed in this Decision (not printed herein), including:
- Expressways (combined with a number of national highway sections) including 8 routes with the total length about of 1,313 km, with 4 or 8 lanes. These expressways will be in conformity with expressway network development planning of Vietnam till 2020 and a further vision;
- National highways including 37 routes with the total length about of 5,867 km; they have scale being minimum planned size of grade-III road. For national highways running through localities with difficult terrains, their scale being minimum planned of mountainous grade-IV road in conformity with road transport development planning of Vietnam till 2020 and orientated to 2030;
- Provincial roads and district roads including 63 routes with the total length about of 3,286 km; and the minimum scale of grade-IV road with 2 motor lanes.
The detailed scale in the Appendix I is the general one of the whole route. A number of local sections running through urban areas may be expanded in accordance with planning approved by competent authorities.
c/ Investment phasing:
- The phase from now to 2015: focusing on investment in urgent transverse roads linking Ho Chi Minh road (phase 1) with national highway 1, economic zones and international border gates in order to promote effectiveness of Ho Chi Minh road;
- The phase from 2015 to 2020: investing to upgrade and improve important national highways and provincial routes under the scale of planning in order to raise effectiveness of Ho Chi Minh road;
- The phase after 2020: Depending on capital sources and transport needs, upgrading and improving the remaining routes under the scale of planning.
d/ The capital sources and demand of investment capital:
The investment capital sources for construction of transverse roads connected with Ho Chi Minh road (inclusive of funds for construction of routes belonging to other approved planning) are mobilized from the central budget, local budgets, government bonds and other lawful capital sources.
The capital demand and phasing of investment in implementation of planning are stated in Appendix II enclosed to this Decision (not printed herein).
dd/ Expected land fund:
The total necessary land area for implementation of planning on transverse roads connected with Ho Chi Minh road is about 35,086 ha (inclusive of routes belonging to other approved planning).
Article 2.Organization of implementation
1. The Ministry of Transport shall:
- Publicize the planning and coordinate with ministries, branches and localities in managing planning;
- Assume the prime responsibility for building expressways and national highways used as transverse roads connected with Ho Chi Minh road;
- Coordinate with the Ministry of Planning and Investment, the Ministry of Finance and concerned agencies in defining investment capital sources for implementing the planning;
- Inspect the implementation of the planning and propose solutions to manage the implementation and adjustment of the planning as necessary.
2. Concerned ministries and branches shall
Within their function, tasks and powers, coordinate with the Ministry of Transport and provincial-level People s Committees in suggesting capital sources, mechanisms and policies for implementing the planning.
3. Provincial-level People’s Committees shall:
- Review and adjust local planning suitable with this planning;
- Assume the prime responsibility for, and coordinate with the Ministry of Transport and concerned ministries and branches to carry out investment in routes managed by localities which used as transverse roads connected with Ho Chi Minh road under the planning, ensure uniformity, synchronization with socio-economic development plans of localities;
- Planning on the use of land fund and implementing ground clearance to satisfy the requirement regarding to progress of investment in and construction of transverse roads under the planning.
Article 3.This Decision takes effect from the date of its signing.
Article 4.Ministries, heads of ministerial- level agencies, heads of government-attached agencies, and presidents of provincial-level People’s Committees of localities having transverse roads connected with Ho Chi Minh road shall implement this Decision.
