SUMMARY

List of contact points for implementation of the RECP Agreement

On March 10, 2022, the Prime Minister issues the Decision No. 328/QD-TTg designating contact points for implementation of the Regional Economic Comprehensive Partnership Agreement (RECP).

Specifically, in the field of trade in goods, the Ministry of Industry and Trade shall act as a contact point for provisions on import duties of member countries of the RCEP Agreement, general provisions, and provisions on import and export management; the Ministry of Finance shall act as a contact point for provisions on Vietnam’s import duty; the Ministry of Agriculture and Rural Development shall act as a contact point for provisions related to agricultural products.

Regarding temporary movement of natural persons, the Ministry of Labor, Invalids and Social Affairs shall act as a contact point for provisions related to the subjects stated in the Schedules of Specific Commitments on Temporary Movement of Natural Persons; the Ministry of Public Security shall act as a contact point for provisions related to licensing and processing of applications for entry, etc. The Ministry of Finance shall be in charge of schedules of tariff commitments.

In the course of implementation of the RCEP Agreement, if it is necessary to revise the List of contact points for implementation of the RCEP Agreement to suit reality, the Ministry of Industry and Trade shall assume the prime responsibility for, and coordinate with related agencies in, summing up and reporting the revisions to the Prime Minister for consideration and decision.

This Decision takes effect from the signing date.

Designating contact points for implementation of the Regional Economic Comprehensive Partnership Agreement

Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;

Pursuant to the April 9, 2016 Law on Treaties;

Pursuant to the Government’s Resolution No. 18/NQ-CP of July 6, 2021, approving the Regional Economic Comprehensive Partnership (RCEP) Agreement;

Pursuant to the Prime Minister’s Decision No. 01/QD-TTg of January 4, 2022, approving the Plan on implementation of the RCEP Agreement;

At the proposal of the Ministry of Industry and Trade in Document No. 997/BCT-DB of March 2, 2022,

 

DECIDES:

 

Article 1. To promulgate together with this Decision the List of contact points for implementation of the RCEP Agreement.

Article 2. In the course of implementation of the RCEP Agreement, if it is necessary to revise the List of contact points for implementation of the RCEP Agreement to suit reality, the Ministry of Industry and Trade shall assume the prime responsibility for, and coordinate with related agencies in, summing up and reporting the revisions to the Prime Minister for consideration and decision.

Article 3. This Decision takes effect on the date of its signing.

Article 4. Ministers, heads of ministerial-level agencies, heads of government-attached agencies and heads of related agencies shall implement this Decision.-

The Ministry of Industry and Trade.

VII. Agencies in charge of coordinating the formulation and sum-up of proposals and receiving technical assistance of foreign partners in the course of implementation of the RCEP Agreement:

- The Ministry of Industry and Trade shall act as the responsible and coordinating agency;

- Related ministries and sectors shall, within the ambit of their functions and tasks, carry out activities with technical assistance of foreign partners.
