SUMMARY

By 2020, all border checkpoints have external information system

This is the target in the Plan for development of external information systems at international border checkpoints in service of external information tasks by 2020 with vision towards 2030 approved by the Prime Minister in the Decision No. 273/QD-TTg dated March 06, 2018.

Specifically, by 2020, all international airway, road and railway border checkpoints are expected to have external information systems including electronic visual displays, information counters, electronic search points and websites that display various information in languages appropriate to each area; at least 30% of international waterway border checkpoints are expected to have external information systems.

According to the Plan, the external information system at international border checkpoints must obtains contents introduce Vietnam and its people, history, culture; disseminate the Communist Party’s guidelines, the State’s policies and laws; Information concerning friendship and co-operation relationships between Vietnam and bordering countries…

Besides, the external information system must have actions against distorted information about the Communist Party’s guidelines; the State’s policies and laws, which is aimed at undermining the renovation, independence, unity, stability, sovereignty and territorial integrity of the country…

This Decision takes effect on the signing date.

THE PRIME MINISTER

DecisionNo. 273/QD-TTg dated March 06, 2018 of the Prime Minister on approval for planning for development of external information systems at international border checkpoints in service of external information tasks by 2020 with vision towards 2030

Pursuant to the Law on Government Organization dated June 19, 2015;

Pursuant to the Government’s Decree No. 92/2006/ND-CP dated September 07, 2006 on formulation, approval and management of the overall planning for socio-economic development;

Pursuant to the Decree No. 72/2015/ND-CP dated September 07, 2015 of the Prime Minister on management of external information activities;

Pursuant to the Government’s Decree No. 17/2017/ND-CP dated February 17, 2017 defining functions, tasks, powers and organizational structure of the Ministry of Information and Communications;

At the request of the Minister of Information and Communications,

DECIDES:

Article 1.The planning for development of the external information systems at international border checkpoints in service of external information tasks by 2020 with vision towards 2030 (hereinafter referred to as “planning”) is approved. To be specific:

I. PLANNING VIEWPOINTS

a) The external information system at international border checkpoints plays an important part in the information system and is aimed at providing formal information, encouraging and providing support for the people at international border checkpoints; introducing Vietnam and its people, history, culture and material and spiritual values to foreign visitors; helping the people to gain a clear understanding of the Communist Party’s guidelines and State’s policies and laws;

b) Investment in external information systems at international border checkpoints shall be made in a manner that synchronizes with other relevant infrastructure in order to operate at full capacity and in an effective manner and avoid waste; the disseminated information must be various and conformable with each entity and area;

c) Take advantage of and improve efficiency of current external information clusters at international border checkpoints, increase the capacity of applying information technology to management and operation;

d) Enhance leadership of the Communist Party and state management of external information, promote cooperation between relevant units and local authorities at all levels; increase private sector involvement in development of the external information systems at international border checkpoints.

II. PLANNING OBJECTIVES

1. General objectives

a) Completely build external information systems at international border checkpoints (including road, railway, waterway and airway). The systems will operate in a professional, effective, uniform, continuous and regular manner, thereby constituting achievements and remedying deficiencies to well serve external communication activities;

b) Develop and increase quality of contents of external information systems at international border checkpoints in accordance with external information requirements laid down by the Communist Party and the State and demands of entities according to each border checkpoint;

c) Increase efficiency in management, direction and cooperation in external information activities at international border checkpoints through the external information system;

d) Propose appropriate criteria and solutions for assisting local authorities in building and upgrading external information systems at international border checkpoints in a uniform and modern manner in order to promptly and effectively perform external information tasks.

2. Specific objectives by 2020

a) All international airway, road and railway border checkpoints are expected to have external information systems including electronic visual displays, information counters, electronic search points and websites that display various information in languages appropriate to each area;

b) At least 30% of international waterway border checkpoints are expected to have external information systems;

c) There will be regulations on operation of all external information systems at international border checkpoints, which are appropriate to each entity and area.

3. Specific objectives by 2030

All existing and new international border checkpoints are expected to have external information systems that operate in a manner that is effective and appropriate to each entity and area.

II. ORIENTATION FOR PLANNING

1. Orientation for development of the external information system infrastructure at international border checkpoints

An external information system at an international border checkpoint must include elements displayed in appropriate languages. To be specific:

- Electronic visual display (TV);

- Information counter;

- Electronic search point;

- Website;

- Publications in Vietnamese, foreign languages and language of the country sharing a border with Vietnam.

2. Orientation for development of contents of the external information system infrastructure at international border checkpoints

The external information system at international border checkpoints obtains information from ministries, local authorities, central and local government press agencies, executive committees of the Communist Party and regulatory authorities at all levels to serve external information tasks. To be specific:

a) Introduce Vietnam and its people, history, culture and material and spiritual values. Disseminate important achievements in international integration, maintain political stability, defense sovereignty and territory, promote economic cooperation, and attract investment and foreign tourists;

b) Disseminate the Communist Party’s guidelines; the State’s policies and laws; political, economic, cultural, social, national - defense and security duties, consolidation of the great national unity bloc; border management, planting of boundary markers, renovation of boundary markers on land boundaries, information about sea and islands; Vietnam’s viewpoints on international and regional issues;

c) Promptly disseminate notifications and instructions of the executive committees of the Communist Party and local authorities; provide necessary information for tourists and locals at international border checkpoints;

d) Disseminate information concerning friendship and co-operation relationships between Vietnam and bordering countries, thereby promoting friendship and co-operation relationships;

dd) Disseminate information about events and regular and occasional tasks within an area at the request of the authorities of the Communist Party and State;

e) Take actions against distorted information about the Communist Party’s guidelines; the State’s policies and laws, which is aimed at undermining the renovation, independence, unity, stability, sovereignty and territorial integrity of the country;

g) Provide information concerning external communication activities between Vietnam and bordering countries; friendship and cooperation, cultural exchange, investment, trade and tourism promotion, etc. between Vietnam and bordering countries.

IV. SOLUTIONS FOR IMPLEMENTING PLANNING

1. Policies

a) Introduce policies for encouraging private sector involvement in mobilizing resources to build external information systems at international border checkpoints;

b) Complete policies, manage operation of external information systems at international border checkpoints towards uniform management and close cooperation to avoid multiple contact points and dispersion of resources.

2. Solutions for strengthening state management of external communication activities at international border checkpoints

a) Build and manage external information systems at international border check points to well perform assigned tasks;

b) Build external information system infrastructure at international border checkpoints according to this planning and local conditions;

c) Provide advanced training and update knowledge in management and development of contents of external information systems at international border check points;

d) Promptly provide formal information for different levels from central government to local government to serve external communication activities at international border checkpoints;

dd) Provide guidance and inspect the implementation of policies and regulations on and performance of professional tasks concerning external information systems at international border checkpoints;

e) Inspect, supervise and assess efficiency of operation of external information systems at international border checkpoints;

g) Promote dissemination and provide training in external information for officials, people and forces at border checkpoints to raise their awareness about the importance of border checkpoint issues and the Communist Party and State’s guidelines, thereby effectively performing local border checkpoint tasks;

h) Strengthen management and increase capacity of cyber and information security. Issues about territory sovereignty, borders and islands which arise in bilateral relations with other countries and Vietnam s reaction to international and regional issues shall be discussed with the Ministry of Information and Communications and the Ministry of Foreign Affairs.

3. Financial solutions

a) Regarding funding for building, managing and operating external information systems at international border checkpoints:

- Airway, waterway and railway border checkpoints shall use funding from border checkpoint management authorities and private sector investment.

- Land border checkpoints shall use funding from local authorities, border checkpoint management authorities and society.

b) External information systems at international border checkpoints located in remote and isolated areas and extremely disadvantaged areas shall be built using central government budget. Funding from central government budget shall be provided to serve annual dissemination that is carried out through external information systems at international border checkpoints;

c) Local authorities shall allocate the local government budget to creation and operation of external information systems at international border checkpoints and to provision of training in the external information system for officials;

d) Relevant target programs, especially the national target program on sustainable poverty reduction for the period 2016-2020 shall be integrated;

dd) The funding allocation mechanism shall be gradually switched to order placement mechanism according to economic - technical norms, and criteria and standards applied to each type of information;

e) Regarding the task of building external information systems at international border checkpoints, funding from integration of the national target program on sustainable poverty reduction shall be used to build external information systems at road and airway border checkpoints. Only part of the central government budget shall be used to build external information systems at some border checkpoints located in disadvantaged areas. Regarding the remaining areas, in addition to allocating the local government budget, solutions for raising other legal capital shall be adopted to build external information systems (especially in international airway and waterway border checkpoints);

g) Regarding the task of developing contents and operating information systems at international border checkpoints, after investment is made in such systems, local authorities shall manage them (enterprises shall manage the system in which they invested). Regulatory authorities of the central government shall not manage and operate such systems. This task shall be covered by the local government budget or enterprise (depending on the enterprise investing in this system). Only part of the central government budget shall be allocated to develop nationally important contents.

4. Increase in quality of external information systems

a) Use more languages, improve contents and methods of dissemination of information and communication according to current condition and demands of tourists and locals; operate systems in a professional and specialized manner; organize on-site activities; provide professional guidance and disseminate external communication activities from central government to border checkpoints.

b) Provide information appropriate to characteristics of groups of locals and tourists according to each area and border checkpoint; carry out survey and determine information that needs to be provided and provide it in an appropriate manner, etc.

c) Promote communication to raise awareness of regulatory authorities about the role of external information systems at international border checkpoints; and responsibilities of local authorities according to the planning;

5. International cooperation

Promote international cooperation, especially with bordering countries’ local authorities at international border checkpoints to obtain various and appropriate information;

6. Improvement and development of contents

a) Promptly disseminate achievements in renovation, guidelines of the Communist Party and policies and laws of the State, Vietnam’s development and cooperation potential and its people, history, culture and material and spiritual values;

b) Strengthen provision of information about international business economics, investment attraction, investment and trade promotion and international integration;

c) Strengthen forecasting, promote scientific research, design columns on issues concerning borders, territory, sea, islands, democracy, human rights and religion and issues that arise in relations between Vietnam and other countries, environment and sustainable development;

d) Strengthen management and avoid disseminating sensitive issues concerning internal affairs which affect relations between Vietnam and other countries;

dd) Promptly detect and fight against spreading of distorted information about the national independence, sovereignty and territorial integrity;

e) Strengthen mobilization of social resources to develop contents of external information systems at international border checkpoints.

Article 2. Implementation

1. The Ministry of Information and Communications shall:

a) Organize and supervise implementation of the planning, according to national economic development, submit contents to be updated and adjustments to the planning to the Prime Minister;

b) Take charge and cooperate with relevant ministries in carrying periodic inspections and supervision of implementation of the planning. Provide guidance, inspect and supervise use of funding for development of external information systems at international border checkpoints according to objectives and plans;

c) Take charge and cooperate with relevant ministries in orienting, developing and providing information through the external information systems at international border checkpoints;

d) Take charge and cooperate with People s Committees of provinces and central-affiliated cities in designing website in Vietnamese, foreign languages and language of the country sharing a border with Vietnam to provide information in service of information communication within its area;

dd) Cooperate with People’s Committees of provinces and central-affiliated cities in upgrading degraded external information systems at international border gates and building external information systems in the areas where they are unavailable;

e) Cooperate with relevant ministries in organizing events to exchange and introduce Vietnam’s culture, tourism and people, promote investment and trade, introduce products and services of Vietnamese provinces to bordering countries.

2. The Ministry of Planning and Investment shall:

c) Take charge and cooperate with the Ministry of Information and Communications and the Ministry of Finance in raising capital to develop external information systems at international border checkpoints;

c) Take charge and cooperate with the Ministry of Finance in allocating state funding to execute schemes and projects on development of external information systems at international border checkpoints.

3. The Ministry of Foreign Affairs shall cooperate with the Ministry of Information and Communications in orienting and developing information concerning territory sovereignty and external relations between Vietnam and other countries, ensuring accuracy of published information, especially information concerning territory, sea and islands.

4. The Ministry of Public Security shall cooperate with the Ministry of Information and Communications in providing information concerning conspiracy, inciting intentions, tricks and opposition of hostile forces and reactionaries; cooperate with relevant units in fighting against hostile forces and reactionaries’ information and viewpoints that are aimed at opposing the Communist Party and the State

5. Ministries and relevant authorities shall:

a) Cooperate with the Ministry of Information and Communications in building, operating and protecting external information system infrastructure at international border checkpoints;

b) Cooperate with the Ministry of Information and Communications in developing and providing information through external information systems at international border checkpoints.

c) Cooperate with the Ministry of Information and Communications in consolidating results of implementation of planning on an annual basis.

6. People’s Committees of provinces and central-affiliated cities shall:

a) Take charge and cooperate with ministries in directing authorities and enterprises in developing external information system infrastructure within their area according to orientations for this planning;

b) Assist authorities and enterprises in building external information system infrastructure at international border checkpoints within their area in a manner that synchronizes with current infrastructure;

c) Cooperate with the Ministry of Information and Communications in providing information to external information systems at international border checkpoints to serve external information tasks on a periodic basis and according to annual programs and schemes;

d) Develop and provide information to external information systems at international border checkpoints in a manner that is appropriate to each entity and local condition;

dd) Make regulations on operation of external information systems at international border checkpoints.

Article 3.This decision takes effect on the signing date.

Article 4.Ministers, heads of ministerial agencies, heads of Governmental agencies and People’s Committees of provinces and central-affiliated cities are responsible for the implementation of this Decision./.
