DECISION
Approving the adjustments to the Master Plan on the railway network for the 2021-2030 period, with a vision toward 2050[1]
THE PRIME MINISTER
Pursuant to the February 18, 2025 Law on Organization of the Government;
Pursuant to the November 24, 2017 Planning Law; and the November 29, 2024 Law Amending and Supplementing a Number of Articles of the Planning Law, the Investment Law, the Law on Investment in the Form of Public-Private Partnership, and the Bidding Law;
Pursuant to the June 16, 2017 Railway Law; the June 27, 2025 Railway Law;
Pursuant to the National Assembly’s Resolution No. 61/2022/QH15 of June 16, 2022, on enhancement of the effect and efficiency of enforcement of policies and laws on planning and a number of solutions to remove difficulties and problems, speed up the formulation and enhance the quality of planning for the 2021-2030 period;
Pursuant to the National Assembly’s Resolution No. 81/2023/QH15 of January 9, 2023, on the National Overall Master Plan for the 2021-2030 period, with a vision toward 2050;
Pursuant to the Government’s Decree No. 37/2019/ND-CP of May 7, 2019, detailing a number of articles of the Law on Planning, which has a number of articles amend and supplemented under Decrees No. 58/2023/ND-CP of August 12, 2023, and No. 22/2025/ND-CP of February 11, 2025; and Decree No. 56/2019/ND-CP of June 24, 2019, detailing a number of articles related to transport in the Law Amending and Supplementing a Number of Articles of Thirty-Seven Laws Related to Planning;
Pursuant to the National Assembly’s Resolutions No. 192/2025/QH15 of February 19, 2025, on supplementation of the 2025 socio-economic development plan with the target growth of 8% or higher; and No. 202/2025/QH15 of June 12, 2025, on rearrangement of provincial-level administrative units;
Pursuant to the Government’s Resolution No. 226/NQ-CP of August 5, 2025, on growth targets for sectors, fields and localities and on central tasks and solutions to ensure the 2025 national growth rate of 8.3-8.5%;
Pursuant to the Government’s Resolution No. 66.2/2025/NQ-CP of August 28, 2025, adjusting the national, regional and provincial master plans upon rearrangement of administrative units and organization of two-tier local administrations pending the promulgation of the (amended) Planning Law;
Pursuant to the Government’s Resolution No. 306/NQ-CP of October 5, 2025, adjusting the National Overall Master Plan for the 2021-2030 period, with a vision toward 2050;
Pursuant to the Prime Minister’s Decision No. 1769/QD-TTg of October 19, 2021, approving the Master Plan on the railway network for the 2021-2030 period, with a vision toward 2050;
At the proposal of the Ministry of Construction in Report No. 120/TTr-BXD of October 13, 2025, and Document No. 12401/BXD-KHTC of October 28, 2025, approving the adjustments to the Master Plan on the railway network for the 2021-2030 period, with a vision toward 2050,
DECIDES:
Article 1. To approve the adjustments to the Master Plan on the railway network for the 2021-2030 period, with a vision toward 2050, specifically as follows:
1. To adjust and supplement a number of contents regarding planned networks
a/ Regarding the existing railway lines
- To adjust the scope of the two lines of Hanoi-Ho Chi Minh City and Hanoi-Lao Cai.
- To adjust the roadmap for conversion of the use of the Hanoi-Hai Phong line, the section from Hai Phong station to Chua Ve port after Vat Cach station is completely built and put into operation.
b/ Regarding new railway lines
- To adjust the name and scale of, and roadmap for investment in, the high-speed railway on the North-South axis; to add the Hanoi-Quang Ninh high-speed railway line.
- To adjust the scale of, and roadmap for investment in 2 lines: Lao Cai-Hanoi-Hai Phong and Ho Chi Minh City-Loc Ninh; to adjust the roadmap for investment in 3 lines: Hanoi-Dong Dang, Hai Phong-Ha Long-Mong Cai, and Thap Cham-Da Lat.
- To adjust the scope and scale of 7 lines: Yen Vien-Pha Lai-Ha Long-Cai Lan, the eastern ring of Hanoi, Nam Dinh-Thai Binh-Hai Phong, Vung Ang-Mu Gia, Bien Hoa-Vung Tau, Ho Chi Minh City-Can Tho-Ca Mau, and Da Nang-Kon Tum-Gia Lai-Dak Lak-Dak Nong-Binh Phuoc.
- To exclude from the Mater Plan the Thu Thiem-Long Thanh line and convert it into an urban railway line; to assign Ho Chi Minh City and Dong Nai province to update it in the provincial master plan and relevant master plans.
- To add the railway line of An Binh-Saigon (Hoa Hung)-Tan Kien to the Master Plan.
(Details are provided in Appendix I to this Decision).
2. To adjust and add international connections: To add the connection with Chinese railways at the Mong Cai border gate through the Hai Phong-Ha Long-Mong Cai railway line; to add the connection with Cambodia at the Moc Bai border gate through the Ho Chi Minh City-Tay Ninh railway line.
3. To adjust and add the connection with major urban centers and traffic hubs
a/ Hanoi hub railways
- To adjust the national railway line through Hanoi along lines/line sections: Thach Loi-Kim Son section of Lao Cai-Hanoi-Hai Phong line, 1,435 mm-dual track and 1,000-mm single track; the eastern ring line connecting Kim Son-Ngoc Hoi, 1,435 mm-dual track and 1,000-mm single track; and the western ring line connecting Ngoc Hoi-Thach Loi, 1,435 mm-dual track.
- To adjust passenger junction stations connecting national railways and urban railways, including Ngoc Hoi, Yen Vien, Gia Lam (urban metro stations cum national railway stations, 1,435 mm; 1,000 mm of Hanoi-Hai Phong line); to add cargo junction stations, including Thuong Tin (new), and Yen Thuong.
- To add 1 railway industrial complex covering an area of about 250 hectares in Chuong My and Ung Hoa communes, Hanoi city.
b/ Ho Chi Minh City hub railways
- To adjust An Binh station to be the end terminal of the existing Hanoi-Ho Chi Minh City railway line and the first terminal of the Bien Hoa-Vung Tau railway line; to add to the Master Plan the An Binh-Saigon (Hoa Hung)-Tan Kien section which is a national railway line, with 1,435mm-dual track, connecting Ho Chi Minh City hub railways with the high-speed railway line on the North-South axis through the Trang Bom-Cam My line.
- To adjust the passenger junction stations to be Thu Thiem, An Binh and Tan Kien.
c/ Da Nang city railways: To add the roadmap for relocating Da Nang station before 2030.
d/ To adjust the orientation for connecting railways with Nghi Son (Thanh Hoa) seaport, Hiep Phuoc (Ho Chi Minh City) seaport, Tan Son Nhat international airport (Ho Chi Minh City), Long Thanh international airport (Dong Nai), the second international airport of Hanoi, Gia Binh international airport, and Van Lam (Hung Yen), and Gia Binh (Bac Ninh) inland container depots.
(Details are provided in Appendix II to this Decision).
4. To adjust a number of contents in the Prime Minister’s Decision No. 1769/QD-TTg of October 19, 2021, in Appendix III to this Decision.
Article 2. Other contents are kept intact as prescribed in the Prime Minister’s Decision No. 1769/QD-TTg of October 19, 2021, approving the Master Plan on the railway network for the 2021-2030 period, with a vision toward 2050.
Article 3. This Decision takes effect on the date of its signing.
Article 4. The Minister of Construction; other ministers, heads of the ministerial-level agencies, heads of the government-attached agencies, chairpersons of provincial-level People’s Committees; and heads of relevant sectors and units shall implement this Decision.-

Appendix III
ADJUSTMENTS TO A NUMBER OF CONTENTS OF DECISION No. 1769/QD-TTg of OCTOBER 19, 2021
(To the Prime Minister’s Decision No. 2404/QD-TTg of October 29, 2025)
1. To adjust and supplement Point a, Clause 2, Section I, Article 1 as follows:
To improve and upgrade so as to operate the existing railway lines in an efficient manner; to complete investment preparation work, and arrange resources to commence construction of a number of railway lines, giving priority to high-speed railway lines on the North-South axis, the Lao Cai-Hanoi-Hai Phong line, the Bien Hoa-Vung Tau line, railway lines connecting international gateway seaports, international airports, and railway junctions in major cities, with the following specific targets:
- Regarding transport: The cargo transport volume will reach 15.3 million tons, accounting for about 0.31% of the market share, the passenger transport volume will reach 473.7 million passengers, accounting for about 4.31% of the market share (including 24.6 million passengers for national railways, about 2.1% of the market share). The volume of cargo rotation will reach 13.6 billion tons.km, accounting for about 2.14% of the market share; passengers, 14.4 billion passengers.km, accounting for about 3.4% of the market share (including 9.77 billion passengers.km for national railways, about 3.64% of the market share)
- Regarding infrastructure: To upgrade and transform for safe running on 7 existing railway lines; to start investment in high-speed railways on the North-South axis; railways connected with international gateway ports of Hai Phong, Ba Ria-Vung Tau and important international seaports. To prioritize the new construction of Lao Cai-Hanoi-Hai Phong and Bien Hoa-Vung Tau railway lines. To invest in the construction of Hanoi and Ho Chi Minh City junction railways, connecting Ho Chi Minh City with Can Tho, and internationally connecting with China, Laos and Cambodia under international transport agreements and in synchronization with the investment progress of regional countries.
2. To adjust and supplement a number of contents of Clause 1, Section II, Article 1 as follows:
- To amend Point a, the first hyphen: “- Hanoi-Ho Chi Minh City line from Hanoi station to Saigon station: single track, 1,000 mm-gauge, about 1,726 km long, including the section from Phu Xuyen to Ngoc Hoi running in the same corridor with the high-speed railway on the North-South axis”.
- To amend Point a, the second hyphen: “- Hanoi-Lao Cai line from Yen Vien station to Lao Cai station: single track, 1,000 mm-gauge, about 296 km long”.
- To amend Point a, the third hyphen: “- Hanoi-Hai Phong line from Gia Lam station to Hai Phong station: single track, 1,000 mm-gauge, about 102 km long. After the completion of the transformation, upgrading and expansion of Vat Cach station, to convert the section from after Hai Phong station to Chua Ve port into a local railway line”.
- To amend Point b: “To plan 11 new railway lines, with a total length of about 3,207 km:”
- To amend Point b, the first hyphen: “- The high-speed railways on the North-South axis from Ngoc Hoi station to Thu Thiem station: dual track, 1,435 mm-gauge, about 1,541 km long”.
- To add to Point b, between the first and second hyphens: “- The high-speed Hanoi-Quang Ninh railway line from Co Loa station (connecting with the urban railway No. 4, Hanoi), through Gia Binh station (connecting with Gia Binh international airport) to Ha Long Xanh station (connecting with Hai Phong-Ha Long-Mong Cai railway line): dual track, 1,435 mm-gauge, about 124 km long.”
- To amend Point b, the second hyphen: “- To upgrade, transform Kep-Hanoi-Cai Lan line: single track, the existing gauge, about 108 km long and make full use of the existing infrastructure of Lim-Pha Lai railway section as the feeding road/parallel of Noi Bai-Ha Long expressway”.
- To amend Point b, the third hyphen: “- Hanoi eastern belt line from Ngoc Hoi station to Kim Son station: dual track, 1,435 mm-gauge and 1,000 mm-gauge, about 31 km long”.
- To amend Point b, the fourth hyphen: “- Lao Cai- Hanoi-Hai Phong line from Vietnam-China border railway connection point (Lao Cai province) to Lach Huyen international gateway port (Hai Phong city): dual track, 1435 mm-gauge, about 391 km long, arranging branch lines connecting a number of port areas of Hai Phong seaport such as southern Do Son, Dinh Vu”.
- To amend Point b, the fifth hyphen: “- Vung Ang- Mu Gia line from Vung Ang port to Vietnam-Lao border railway connection point (Mu Gia pass): single track, 1,435 mm-gauge, about 105 km long”.
- To amend Point b, the sixth hyphen: “- Bien Hoa-Vung Tau line from An Binh to Vung Tau station and Phuoc Tan-Trang Bom branch line: dual track, 1,435 mm-gauge, about 132 km long”.
- To amend Point b, the seventh hyphen: “- Ho Chi Minh City-Can Tho-Ca Mau railway line from An Binh station to Can Tho station: to be extended to Ca Mau when transport demand becomes great enough: dual track, 1,435 mm-gauge, a total length of about 320 km”.
- To amend Point b, the eighth hyphen: “- Ho Chi Minh City-Loc Ninh line from An Binh station to Hoa Lu border gate: dual track, 1,435 mm-gauge, about 128 km long, including Chon Thanh-Loc Ninh section with investment to be implemented when demand for international connection or domestic transport is great”.
- To amend Point b, the ninth hyphen: “- Thu Thiem-Long Thanh line from Thu Thiem station to Long Thanh international airport station will be converted into an urban railway line (not included in the Mater Plan on the national railway), to assign Ho Chi Minh City People’s Committee and Dong Nai provincial People’s Committee to update the line to provincial master plans and relevant master plans”.
- To add to Point b, the tenth hyphen: “- Thap Cham-Da Lat line from Thap Cham station to Da Lat station: single track, 1,000 mm-gauge, about 84 km long, to be restored to serve tourism”.
- To add to Point b, the eleventh hyphen: “- Hanoi-Dong Dang railway line from Gia Lam station (Hanoi city through Dong Dang (Lang Son) to the Vietnam-China border railway connection point (Lang Son province: dual track, 1,435 mm-gauge, about 156 km long; to study the investment before 2030”.
- To add to Point b, the twelfth hyphen: “- Hai Phong-Ha Long-Mong Cai line from southern Hai Phong station to the Vietnam-China border rail connection point (Quang Ninh province): dual track, 1,435 mm-gauge, about 156 km long; to study the plan on making investment therein before 2030.”
3. To adjust and supplement a number of contents of Clause 2, Section II, Article 1 as follows:
To amend the paragraph: “The planned national railway network comprises 25 lines, with a length of about 6,658 km, specifically as follows:”
To amend Point b, the new railway lines:
- To amend Point b, the first hyphen: “- To complete the railway lines on key corridors: the high-speed railway on the North-South axis, Lao Cai-Hanoi-Hai Phong, Hanoi-Dong Dang, Hai Phong-Ha Long-Mong Cai, Vung Ang-Mu Gia, Bien Hoa-Vung Tau, Ho Chi Minh City-Can Tho, Ho Chi Minh City-Moc Bai (Tay Ninh), and Ho Chi Minh City-Can Tho”.

4. To adjust and supplement a number of contents of Clause 3, Section II, Article 1 as follows:
To amend the paragraph: “The Vietnamese railway network connecting trans-Asia, connecting Asia and Europe through Chinese railways at Huu Nghi, Lao Cai, and Mong Cai border gates; connecting with ASEAN railways through Laos at Mu Gia and Lao Bao, through Cambodia at Moc Bai and Loc Ninh, specifically as follows: “
- To amend the first hyphen: “- Connecting with Chinese railways through Hanoi- Dong Dang, Lao Cai-Hanoi-Hai Phong and Hai Phong-Ha Long-Mong Cai railway lines”.
- To amend the second hyphen: “- Connecting with Lao railways through Vung Ang- Mu Gia and My Thuy-Dong Ha-Lao Bao railway lines”.
- To amend the third hyphen: “- Connecting with Cambodia railways through Ho Chi Minh City-Moc Bai (Tay Ninh) and Ho Chi Minh City-Loc Ninh railway lines”.
5. To adjust and supplement a number of contents of Clause 4, Section II, Article 1 as follows:
- To amend Point a, the first hyphen: “- The national railways through Hanoi running along lines/sections: Thach Loi-Kim Son section of Lao Cai-Hanoi-Hai Phong line, dual track, 1,435 mm-gauge, and single track, 1,000 mm-gauge; the eastern ring connecting Kim Son-Ngoc Hoi, dual track, 1,435 mm-gauge, and single track, 1,000 mm-gauge; the western ring connecting Ngoc Hoi-Thach Loi, dual track, 1,435 mm-gauge. To convert Ngoc Hoi-Yen Vien and Gia Lam-Lac Dao sections into urban railways, formulate construction schemes that ensure the convenient and efficient embarkation and disembarkation of passengers between Ngoc Hoi complex, Gia Lam station and Yen Vien station and Hanoi center, including Gia Lam-Yen Vien section, dual track, 1,435 mm-gauge; Gia Lam-Lac Dao section, single track, 1,000 mm-gauge, sharing the same corridor with urban railways but separate infrastructure facilities. The construction roadmap will conform to the construction progress of Hanoi urban railway line No. 01, the eastern ring line of Kim Son-Ngoc Hoi and Lao Cai-Hanoi-Hai Phong line”. To connect the 1,000-mm gauge railway line running through Hanoi junction: building a new line that shares the corridor with the Lao Cai-Hanoi-Hai Phong railway line (Thach Loi-Kim Son section) and the eastern ring line (Ngoc Hoi-Kim Son section).
- To amend Point a, the second hyphen: “- Junction passenger stations connecting national railways and Hanoi urban railways include: Ngoc Hoi, Yen Vien and Gia Lam, of which Ngoc Hoi station complex is the first terminal of the Hanoi-Ho Chi Minh City national railway, functioning as a formation yard for trains of the national railway and urban railway, as a depot area of urban railways, and as a depot area of high-speed railways; Gia Lam station and Yen Vien station are urban railway stations cum national railway stations of 1,435 mm gauge and 1,000 mm gauge. The cargo junction stations are (new) Thuong Tin station, and Yen Thuong station”.
- To add to Point a, the third hyphen: “- 1 railway industrial complex covering an area of about 250 hectares in Chuong My and Ung Hoa communes, Hanoi city”.
- To amend Point b, the first hyphen: “- The national railway in Ho Chi Minh City area includes the existing Hanoi-Ho Chi Minh City railway line (the end terminal at An Binh station, the high-speed railway on the North-South axis (the end terminal at Thu Thiem station), Bien Hoa-Vung Tau railway line (the first terminal at An Binh station and Phuoc Tan-Trang Bom branch line), Ho Chi Minh City-Can Tho, Ho Chi Minh City-Moc Bai (Tay Ninh province) railway lines connected with the Hanoi-Ho Chi Minh City railway through An Binh-Tan Kien section. To plan An Binh-Saigon (Hoa Hung)-Tan Kien section to be a national railway of 1,435 mm gauge; to connect Ho Chi Minh City railway junction with the high-speed railway line on the North-South axis via Trang Bom-Cam My section; to connect Thu Thiem station to Tan Son Nhat international airport via urban railways”.
- To amend Point b, the second hyphen: “- Passenger junction stations are Thu Thiem, An Binh and Tan Kien stations; cargo junction stations are Trang Bom, An Binh and Tan Kien stations”.
- To amend Point c, the first hyphen: “- Lao Cai-Hanoi-Hai Phong railway line has its end terminal in Lach Huyen international seaport area, with a branch line connecting a number of areas of southern Do Son and Dinh Vu ports; to study the construction of the Nam Dinh-Thai Binh-Hai Phong coastal railway line”.
- To amend Point c, the second hyphen: “- Bien Hoa-Vung Tau railway line connecting with Cai Mep-Thi Vai port.”
- To amend Point d, the first hyphen: “- Da Nang station area: To relocate Da Nang station from the downtown area to the west of the existing station, transform the existing railway to run in parallel to the east of the expressway, sharing the same corridor with the high-speed railway; to build a cargo station in Kim Lien area for connection with Lien Chieu port. The implementation roadmap is before 2030”.
- To amend Point dd, the fourth hyphen: “- With airports: To connect Noi Bai international airport via two Hanoi urban railway lines (No. 2 and No. 6); to connect Hanoi’s second airport via Hanoi urban railway line No. 1A; to connect Gia Binh international airport via Hanoi-Quang Ninh high-speed railway and extended Hanoi urban railway line No. 9; to connect Long Thanh international airport via the high-speed railway on the North-South axis and Thu Thiem-Long Thanh urban railway; to connect Tan Son Nhat international airport and Long Thanh international airport by Ho Chi Minh City urban railway lines No. 2 and No. 6 and Thu Thiem-Long Thanh urban railway”.
6. To amend Clause 1, Section III, Article 1 as follows: “1. The scale and length in the Master Plan shall be calculated according to demand forecasts under a long-term vision. In the course of implementation, depending on transport demand, investment resource capacity and connection capacity, investment-deciding authorities shall decide the investment phasing to ensure the project efficiency”.
7. To amend Clause 2, Section IV, Article 1 as follows: “Total land demand for railway up to 2030 is approximately 21,887 hectares”.
8. To amend Section V, Article 1 as follows: “Total capital demand up to 2030 is approximately VND 1,544,859 billion, coming from the state budget, non-state budget and other lawful capital sources”.
9. To amend a number of contents of Section IV, Article 1 as follows:
- To amend Clause 1 as follows: “1. The high-speed railway on the North-South axis from Hanoi to Ho Chi Minh City”.
- To amend Clause 3 as follows: “3. To deploy new railway lines and sections intensifying connections (prioritizing the construction of Lao Cai-Hanoi-Hai Phong and Bien Hoa-Vung Tau lines to connect seaports in Hai Phong, Cai Mep-Thi Vai areas, and Hanoi railway junction)”.
10. To amend the third hyphen, Clause 1, Section VII, Article 1 as follows: “- To develop and promulgate strong, breakthrough, consistent and long-term policies in order to encourage the development of the railway industry. To focally prioritize the development of the railway industry in synchronization with other industries; make the fullest use of the existing establishments, factories of civil and defense industries (the ship industry, automobile industry, defense industries, etc.); to study the formulation of an order placement mechanism for a number of large and capable domestic enterprises to lead the process of railway industry development”.
11. To amend the second hyphen, Clause 3, Section VI, Article 1 as follows: “- To promote the application of modern science and technology, use energy efficiently, use clean energy, electricity, renewable energy and other types of alternative energy in railway transport activities. To gradually invest in the change of railway transport from using fossil energy to electricity and green energy. To encourage the shift to the use of electricity- and green energy-operated cargo handling equipment at railway stations.
12. To amend a number of contents of Clause 7, Section VII, Article 1 as follows:
To add before the first hyphen: “- To prioritize the construction of railways connecting international gateway seaports. Seaports of grade I upward must be connected to the railway network.
To add before the first hyphen and below the above added content: “- To study the possibility of using a number of railway lines as dual-use urban-cum-national railway in order to efficiently operate the railway infrastructure, intensify connectivity and enhance convenience for passengers to enter downtown areas of major cities as Hanoi and Ho Chi Minh City.”
