THE PRIME MINISTER
Decision No. 2357/QD-TTg dated December 04, 2013 approving the adjustment of general planning of Da Nang city by 2030, with a vision to 2050
Pursuant to the Law on Government Organization dated December 25, 2001;
Pursuant to the Law on Urban Planning dated June 17, 2009;
Pursuant to the Government’s Decree No. 37/2010/ND-CP dated April 07, 2010, on the formulation, evaluation, approval and management of urban planning;
At the proposal of chairperson of People’s Committee of Da Nang city and the appraisal report of the Ministry of Construction,
DECIDES:
Article 1. To approve adjustment of general planning of Da Nang city by 2030 with a vision toward 2050 with the following principle contents:
1. Scope and boundary of adjustment of planning:
Include 6 urban districts and 2 rural districts of Hoa Vang and Hoang Sa with total area of 128,543 ha (in which area of inland part is 98,043 ha, area of Hoang Sa archipelago is 30,500 ha). Boundary is determined as follows:
- The North adjacent to Thua Thien Hue province.
- The South and West adjacent to Quang Nam province.
- The East adjacent to East Sea.
2. Nature:
- Being urban area type I affiliated central level, major economic center of country in tourism, industry, commerce, banking and financial services and having important position in strategy on national urban development.
- Being center of culture, sport and physical exercise, education and training, the scientific - technical and technological center of the Central and West Highland.
- Being the regional, national and international transport and telecommunication important focal center.
- Being one of geographical areas keeping important strategic position in defense and security of the South Central, West Highland and whole country.
3. Development objectives:
- To develop Da Nang city become a modern national-level city, be an urban center to contribute in promoting the socio-economic development of the Central and West Highland.
- To develop the city space in all-sided and sustainable direction and ensure security and defense.
4.Vision toward 2050
To build and develop Da Nang city to become a national special city, toward an international urban area and sustainable development.
5. Scale of population
- Status of population in 2012 is about 967,800 people, in which urban population is about 822,630 people.
- Forecast by 2012 population of Da Nang city is about 1.6 million people, in which urban population is about 1.3 million people.
- Forecast by 2030, population of Da Nang city will about 2.5 million people (including permanent-residence population and population converted by quantity of estimate tourists by 2030), in which urban population will be about 2.3 million people.
6. Land scale:
- By 2020: land for urban construction will be about 20,010 ha, in which land for civil purpose will be about 8,659 ha.
- By 2030: land for urban construction will be about 37,500 ha, in which land for civil purpose will be about 15,500 ha.
7. Model of urban space development:
To inherit the space development model of general planning approved in 2002 with chains of concentrated urban areas along to the main traffic axes in association with natural frame structure of urban area.
8. Orientation of space development
a) Development zoning
- Old urban area: Area is about 3,264 ha; including wards: Vinh Trung, Thac Gian, Tan Chinh, Chinh Gian, Hoa Khe and wards of Hai Chau I, Hai Chau II, Thach Thang, Thanh Binh, Thuan Phuoc, Binh Thuan, Hoa Thuan, Nam Duong, Phuoc Ninh, Binh Hien, Hoa Cuong and Khue Trung wards (in Thanh Khe, Hai Chau, Cam Le districts).
- The Northwest coastal area: Area is about 3,647 ha; including wards: An Khe, Thanh Khe Dong, Thanh Khe Tay, Xuan Ha, Tam Thuan, and Hoa Minh wards, a part of Hoa Khanh Bac ward, Hoa Khanh Nam, and Hoa Hiep Nam (in Thanh Khe, Lien Chieu districts).
- The Eastern coastal area: Area is about 3,331 ha; including wards: An Hai Bac, An Hai Dong, An Hai Tay, Man Thai, Nai Hien Dong, Phuoc My, Tho Quang, and My An, Khue My, Hoa Hai wards (in Son Tra, Ngu Hanh Son districts).
- The Western area: Area is about 13,606 ha; including wards: Hoa Tho Tay, Hoa Phat, Hoa Khanh Nam, Hoa Khanh Bac, Hoa Minh (in Cam Le, Lien Chieu districts), and a part of communes of Hoa Nhon, Hoa Phu, Hoa Ninh, Hoa Lien and Hoa Son commune in Hoa Vang rural district.
- Area of Son Tra peninsula: Area is about 4,439 ha; in Tho Quang ward, Son Tra district, Da Nang city.
- The Southern area: Area is about 9,075 ha; including communes of Hoa Nhon, Hoa Phong, Hoa Khuong, Hoa Tien, Hoa Chau, Hoa Phuoc in Hoa Vang rural district and Hoa Quy, Hoa Xuan wards in Ngu Hanh Son district.
- Western mountainous area and Hoang Sa island district: Area is about 91,181 ha, including forestry land (productive forest, special-use forest, and protective watershed), natural preservation forest and island.
b) Orientation of urban space development:
- Old urban area: Being traditional history center, concentrate essential agencies, sectors and being economic, cultural, political and educational centers of Da Nang city; the mixture residential areas, embellishment residential areas, concentrated residential areas.
To build and renovate the concentrated urban central area in direction of promoting role, position, function of a trade and service, culture and tourism, science and technology, education and training exchange center of Da Nang. Population scale forecasted will be about 466,000 people in 2020, about 543,980 people in 2030. Land scale for urban construction will be about 2,800 ha in 2020, and about 3,264 ha in 2030.
- The Northwest coastal area: To develop tourism, convalescence, service and shopping malls, transport and sea economy, develop the mixture residential areas, embellishment residential areas, concentrated residential areas with average density. Population scale forecasted will be about 149,700 people in 2020, about 280,000 people in 2030. Land scale for urban construction will be about 1,946 ha in 2020, and about 3,647 ha in 2030.
- The Eastern coastal area: Having advantages for development of economy and tourism, convalescence; keeping a important strategic position regarding defense and security of city, being important transport focal area; developing post and telecommunication, health, education and training. The eastern coastal area from Son Tra to Non Nuoc will develop system of hotels, motels, villas, parks, restaurants, recreation areas; the Ngo Quyen, Ngu Hanh Son axles to Tran Dai Nghia road will develop offices for lease. Population scale forecasted will be about 104,500 people in 2020, about 195,930 people in 2030. Land scale for urban construction will be about 1,770 ha in 2020, and about 3,331 ha in 2030.
- The Western area: To prioritize development of hi-tech, information technology industries. Population scale forecasted will be about 315,200 people in 2020, about 680,300 people in 2030. Land scale for urban construction will be about 6,305 ha in 2020, and about 13,606 ha in 2030.
- Area of Son Tra peninsula: Being a natural preservation zone with lot of rare and precious fauna and flora. To develop tourism in matching with natural preservation at areas at the foot of Son Tra peninsula.
- The Southern area: To form and develop urban areas in association with preservation and storage of cultural and historical relics, form the urban areas of ecological tourism, areas of houses with gardens, ancient houses, keep natural landscape carrying traditional countryside characteristics. To invest in construction of the national-level training and sport and physical exercise center. Population scale forecasted will be about 342,670 people in 2020, about 797,050 people in 2030. Land scale for urban construction will be about 4,843 ha in 2020, and about 9,076 ha in 2030.
- Western mountainous area and Hoang Sa island district: Being area having protective forest, special-use forest and productive forest. The western mountainous area has an important role in environmental protection, moderates flows, protects reservoir works, limits floods, reduces erosion. This area needs to be protected strictly. Hoang Sa island rural district is an area with important significance regarding sea economy and defense and national security.
c) Orientations to develop system of specialized centers:
- The administrative-political center of city has area of about 20 ha located at Tran Phu, Bach Dang, Quang Trung, Ly Tu Trong, Le Loi, Le Hong Phong axes. The administrative-political centers of districts will have area of about 128 ha.
- The cultural center will have area of about 550 ha. The regional cultural center is located in Hoa Cuong ward, Hai Chau district. The municipal cultural centers are in Cam Le, Hai Chau and Ngu Hanh Son districts, and the district-level cultural centers.
- The medical centers will have area of about 231 ha. The regional and national medical centers are located at old urban area in Hai Chau district; the polyclinic medical centers and specialized clinic medical centers are located in Hai Chau and Ngu Hanh Son districts; the polyclinic, specialized and preventive medical centers of districts are located in urban areas with suitable serving radius.
- The education and training centers will have total area of about 1.996 ha. The regional, national and international education centers are located at area of new university village in Hoa Vang and Ngu Hanh Son. The institutions of training university level, vocational institutions are located in traditional and dispersed urban areas.
- The sport and physical exercise centers will have area of about 491 ha. The regional and national sport and physical exercise centers are located at the North of Hoa Quy ward, Ngu Hanh Son district; the existing sport and physical exercise centers at resident spots in city will be renovated, upgraded and modernized.
- The science research centers will have area of about 145 ha and located in Hai Chau district and Hoa Vang rural district.
- The technology - post and telecommunication centers will have are of about 4 ha and located in Hoa Cuong ward (Hai Chau district) and Hoa Quy ward (Ngu Hanh Son district).
- The service, commerce, finance and banking centers: Area is about 130 ha; invest in development of new shopping malls, supermarkets at centers, urban areas, build a international complex shopping malls at Chi Lang stadium (Hai Chau district); a commerce and office complex area on Ngo Quyen road (Son Tra district). To build shopping malls, finance and banking centers on axles of Nguyen Van Linh, central area of old roads such as Hung Vuong, Le Duan … (Hai Chau district), Vo Van Kiet, Pham Van Dong (Son Tra district). To upgrade the commercial center of Han market, Con market. To allocate land fund and invest in development of general logistics yard and warehouse system, warehouses storing essential goods in serve of export of domestic goods.
- The tourist service centers will have area of about 3.700 ha, including: Sea tourism service (high convalescence areas, system of hotels and tourism service) will be located from Son Tra peninsula to near Quang Nam, develop sea tourist areas of Xuan Thieu – Nam O cliff, Truong Dinh river – Hai Van pass; river and lake ecological tourism located along Han river – Vinh Dien – Cam Le, Co Co, Cu De, and Dong Nghe lake. Convalescence ecological tourist areas on mountain are located at Ba Na tourist area, Mo spring complex, South of Hai Van pass and Van village tourist area. The historical relic tourist areas will be concentrated at Ngu Hanh Son historical, cultural park, K20 relic area, Vien Cham ancient museum, Nghia Trung Khue Trung relic area, Dien Hai citadel relic area
Orientation of golf-course development: To comply with regulations of the Prime Minister on planning Vietnam’s golf courses.
d) Orientation of space development in urban residential areas:
- Embellishment and mixture development urban residential areas: Area is about 7,250 ha; concentrated essentially in 6 urban districts: Hai Chau, Thanh Khe, Lien Chieu, Son Tra, Ngu Hanh Son, Cam Le, a part in central residential areas at suburb urban areas in Hoa Tien and Hoa Chau communes.
+ urban residential area concentrated with high density: Being concentrated essentially at Hai Chau, Thanh Khe urban areas; invest in upgrading urban technical infrastructure and all urban utilities, combine with additional construction of multi-storey apartments in direction of developing compressed urban area.
+ Areas of houses with gardens of low density: To locate at outskirts of the urban centers, including Hoa Xuan, Hoa Quy ecological urban areas, the Golden Hill ecological urban area and other ecological urban areas along rivers.
+ Gradually move industrial and cottage industry facilities, treasuries inserting in residential areas causing environment pollution to the concentrated industrial parks, complexes, and change function of these land areas in serve of urban development.
dd) Orientation of space development in rural residential areas:
- Rural residential areas will be about 2,600 ha, concentrated essentially at Hoa Vang rural district, including traditional villages renovated and embellished, traditional villages expanded newly, in association with waterway-road traffic axles, areas of houses with gardens in association with regions of hi-tech agricultural production, fruit gardens combining with ecological tourism.
- Linkage between urban and rural areas: Residential spots in center of communes, rural area are built, renovated to ensure the high requirement on residential concentration, with adequate technical infrastructure, linked with urban areas.
e) Green space orientation of landscape, special park, and open space has area of about 1,750 ha; including:
- The existing parks and flower gardens; coastal green space areas.
- To build Asia park at the Southeast area, memorials, Ngu Hanh Son historical and cultural park.
- To build Ocean park at the South of Son Tra peninsula, Botanical - Zoological park in Hoa Vang…
- Flower gardens in urban and residential areas.
- Open green spaces including gardens, parks, green areas on main axles in urban areas, along to shores, riversides…
- To form open space at large lakes and ponds…
g) Space Orientation of industrial development:
The concentrated industrial zones include: Lien Chieu industrial zone (370 ha); Hoa Khanh industrial zone (423.5 ha), the expanded Hoa Khanh industrial zone with area of 124 ha; Hoa Cam industrial zone (136.7 ha), Tho Quang Aquatic Service industrial zone (77.3 ha); Thanh Vinh industrial cluster (17.23 ha).
- To develop clean industries with high technique in order to not influence to tourist landscape and environment of region.
- To allocate cottage industry clusters at suitable positions in districts and urban areas under rural districts.
h) Orientation of technical infrastructure focal areas:
- Airports: To upgrade Da Nang international airport, gradually turn it into a plain civil airport.
- Railway station: To further orientate to build new railway station aiming to move railway system out of municipal center, ensure conformity with Vietnam’s railway planning. To turn the land use purpose of old railway station into the land for urban development.
- System of general ports and tourist ports: To develop Lien Chieu port, upgrade Tien Sa port; change utility of Han river port into tourist port.
- Plants of water-electricity supply, zones of processing garbage, stations of processing sewage, cemetery areas: To be located adequately and modernly in line with the serving radius of urban areas.
9. Urban design orientation
a) Landscape architecture zoning including:
- Old urban area: The mixture development area with high construction density. To develop multi-storey blocks with various functions along to urban main axles, to increase green area and public space.
- The Northwest coastal area (Da Nang bay): To control landscape space along to coastal route; to develop urban areas with low construction density and average height.
- The Eastern coastal area: To control space along to coastal route for urban and tourism areas in direction of prioritizing for multi-storey development, decrease of construction density and increase of land use coefficient.
- The Western area: To control space of industrial zones, urban areas in direction of ecological urban areas with low density, low-storey house to ensure the conformity with climate changes and sea-level rise;
- Area of Son Tra peninsula: To control and maintain natural landscape and preservation of the ecology, abide by laws on forest and biodiversity protection.
- The Southern area: To control architecture space of traditional villages, landscape of lower section of Cam Le, Cu De rivers with low construction density and storey.
- Western mountainous area and Hoang Sa island district: To control and protect natural landscape and ecology.
b) The main space axles of urban areas along traffic routes of East-West, North- South: From national road 1A (Lien Chieu – Hue T-junction), Dien Bien Phu, Le Duan road passing Han river bridge to the coastal tourism areas; Cach Mang Thang Tam, Mung 2 Thang 9 axles, passing Tuyen Son bridge to sea; Ngu Hanh Son, Ngo Quyen axles to Tien Sa port. Nguyen Tat Thanh, Hoang Sa – Truong Sa coastal axles; Vo Chi Cong axis, running to Ngu Hanh Son - Da Nang University; axis at east of airport, Le Do running to Da Nang bay; Trac Pham Hung (Mieu Bong area) running to national road 1A; Hoang Van Thai axis running to Ba Na.
c) Landscape axes: Hoang Sa-Truong Sa coastal axis from Son Tra peninsula to near by Quang Nam; Nguyen Tat Thanh coastal axis; axes near by Han, Cam Le, Vinh Dien, Co Co, Cu De rivers…
d) Prominent spot works and gateway:
- Prominent spot works are located in east coastal areas, old urban areas along to main axes and Han River.
- Gateway areas: Intersection areas of national road 1 and elongated Nguyen Tat Thanh road; Tran Dai Nghia road (running to Hoi An) and South belt road; national road 1 (running to Tam Ky) and South belt road, and Da Nang-Quang Ngai highway and boundary of Quang Nam province.
10. Orientation of technical infrastructure development
a) Technical preparation
- Leveling: For riparian areas: To allow being flooded at frequency of p = 10% aiming to ensure safe flood drainage and reduction of leveling volume. For municipal center: To perform the leveling locally for each works; apply the minimum construction height for old urban areas. The minimum construction height at urban areas in Lien Chieu, Cam Le, Ngu Hanh Son districts and Hoa Vang rural district is equal to the water level corresponding to frequency of 5%. Slope of road base under planning is between 0.1% and 0.2%. The minimum height at urban areas shall be as follows:
+ Old urban area in Thanh Khe and Hai Chau districts: + 2.15 m (For coastal area); + 2.00 m (for riparian area of Han river).
+ Cam Le district: + 3.5 m (For riparian area of Han river).
+ Lien Chieu district: + 2.19 m (For coastal area); + 3.50 m (for riparian area of Cu De river).
+ Son Tra district: + 3.00 m (For coastal area); + 2.00 m (for riparian area of Han river).
+ Ngu Hanh Son district: + 3.00 m (For coastal area); + 3.00 m (for riparian area).
+ Hoa Xuan area: + 3.50 m.
- Storm water drainage:
+ To ensure standard of sewer density applicable for urban area to be 100 ÷ 140 m/ha.
+ For old urban areas: To renovate the existing sewer system, to build additionally new sewer system for areas which are lack or have no sewer, to build new interceptor sewer system to collect water with wells separating storm water when having rain at riparian and coastal areas.
+ For new urban centers, hi-tech parks, concentrated information technology zones, ecological tourism areas, drainage system is built independently, completely and can connect with the general drainage system of whole city.
b) Transport
- External transport:
+ Road: To further upgrade national road 1A (section of from Quang Nam to Da Nang), expand bypass road at the South of Hai Van Tunnel (stage 2), upgrade national road 14G running to Tay Giang (Quang Nam). To gradually turn national road 1A into urban main road (section of from Nam O bridge to Hoa Cam crossover).
+ Railway: Not upgrade Kim Lien goods train technical station. To move railway station out of municipal center, ensure the conformity with Vietnam railway planning.
+ Airway: To upgrade Da Nang airport, gradually by 2020. Quantity of the passengers received: 6,000,000 passenger arrivals/year; quantity of goods received: 200,000 ton/year; quantity of passengers at rush hour: 3,000 passengers at rush hour; by 2030, to expand international aviation station toward the South, and satisfy for 10-15 passengers/year.
+ Waterway: To mover My Khe petrol and oil port to Da Nang bay; to build newly Lien Chieu port; to upgrade and expand logistics area of Tien Sa port with scale of 5.5 million ton/year and 300,000 passenger arrivals /year. Domestic water traffic: To build 7 boat stations at tourist areas near by Son Tra peninsula, 3 boat stations at beaches such as: Pham Van Dong, T20, Non Nuoc and 10 yacht stations along to Han river. To coordinate with Quang Nam province to clear Co Co tributary aiming to serve waterway tourism from Da Nang to Hoi An.
- Internal transport:
To build newly: The south belt road, west belt road (beginning from Da Nang-Dung Quoc highway to Ho Chi Minh road); coastal and riparian roads: To build riparian roads at the North of Cu De river and the South of Red Bridge river to form main road axes connecting riparian urban areas; to build the elongated Hoang Van Thai road running to Ba Na, Northwest axes 1, 2, elongated Nguyen Tat Thanh road, road to enter Van village tourism area…
- Public traffic system: Including 15 corridor routes for buses, 8 BRT corridor routes, 3 metro routes to connect with almost large tourism areas such as: Son Tra peninsula, Ba Na tourism area, My Son holy land, Hoi An ancient town … and connect with University Village, industrial zones and municipal center.
- Car park: Including 43 provincial bus and truck parks; bus and truck inter-provincial stations are located at the North and South of city; truck parks are located in Lien Chieu, Son Tra, Ngu Hanh Son, Cam Le district and Hoa Vang rural district.
c) Water supply
- Water supply criteria:
+ Total demand of urban daily-life water and production water will be about 420,000 m3/day in 2020; about 680,000 m3/day in 2030.
+ Total demand of rural daily-life water will be about 120,000 m3/day in 2020; about 150,000 m3/day in 2030.
- Focal works:
+ Stage 2020: total water supply capacity will be 530,000 m3/day, including water plants: Red bridge, of 170,000 m3/day, San Bay, of 30,000 m3/day; Son Tra, of 5,000 m3/day; Hai Van, of 5,000 m3/day; Red Bridge 2, built newly with initial capacity of 80,000 m3/day; Hoa Lien, built newly with initial capacity of 240,000 m3/day.
+ Stage 2030: total water supply capacity will be 830,000 m3/day, including water plants: Red bridge, raising capacity up to 200,000 m3/day; Red Bridge 2, raising capacity up to 240,000 m3/day; San Bay, of 30,000 m3/day; Hoa Lien, raising capacity up to 360.000 m3/day
- Water supply network:
+ To concentrate on construction of D200 ÷ D2.000 sewers under project on expanding Da Nang water supply system.
+ D600 sewer, from Hoa Lien water plant along to bypass road at the South of Hai Van Tunnel to intersection of DT 602.
+ D500 ÷ D300 sewers, along to national road 14B
+ D1200 ÷ D500 sewers, from Hoa Lien water plant 2 along to new railway.
+ D600 ÷ D300 sewers, along to road DT602
+ D500 ÷ D400 sewers, along to elongated Hoang Van Thai road.
+ D1200 ÷ D800 sewers, from Red bridge water plant 2 along to riparian road to Tran Thi Ly bridge.
+ D800 ÷ D400 sewers, from Red bridge water plant 2 along to riparian road and bypass road at the South of Hai Van Tunnel.
d) Power supply:
- Power source: National electrical system; South river Hydro-power plant of 8.5 MW, North river Hydro-power plant I of 16 MW, North river Hydro-power plant II of 16.5 MW and A Vuong Hydro-power plant of 210 MW.
- Power supply criteria: Total power use capacity of whole city will be about 1,376 MVA by 2020; and about 1,815 MVA by 2030.
- Power grid: Medium-voltage Power grid in urban areas is changed into 22kV grid and gone underground. Level of voltage for Low-voltage distribution is unified to be 380 V for 3-phase grid, 220 V for 1-phase grid and 2 x 220 V for 2-phase grid. Voltage grids are constructed with structures of main axis being 3 phase 4 wires or 1 phase 2 wires and shunts of 1 phase 3 wires. Each voltage network has from 1 to 3 spindle lines and shunts. Spindle lines use system of 3 phases and 4 wires, voltage of 380/220 V.
- Urban lighting:
+ To replace kinds of bad-quality lamp, time-limit for use is expired by new kinds of high-quality lamp, saving electricity, nice and modern model in order to upgrade lighting efficiency.
+ To change to use high-voltage Sodium lighting source with high luminescent efficiency and lamps with 2 capacity levels to increase lighting, reduce the consumed electric energy of urban lighting system. To replace the existing reinforced concrete poles by galvanized steel poles with nice and modern model of lamp pole and hand.
+ To gradually underground cables of lighting on main traffic axes aiming to ensure urban landscape and beauty.
dd) Sewage drainage:
- Total daily-life sewage discharge of whole city will be Q= 180.000 m3/day by 2020; 380.000 m3/day by 2030.
- Processing sewage to reach B kind by 2020; A kind by 2030 (according to QCVN 40:2011/BTNMT, QCVN 11:2008/BTNMT).
- By 2020: use storm water system to discharge daily-life sewage after passing septic tank in households, agencies, public works; by 2030: combine two general drainage system and separate drainage systems to run to treatment station.
- Focal works:
+ Stage 2020: the Son Tra sewage treatment station (expanded, processing to reach kind B) 20,000 m3/day; Hoa Lien sewage treatment station (newly built, processing to reach kind B) 60,000 m3/day; Hoa Xuan sewage treatment station (newly built, processing to reach kind B) 100,000 m3/day.
+ Stage 2030: the Son Tra sewage treatment station (expanded, processing to reach kind A) 60,000 m3/day; Hoa Lien sewage treatment station (expanded, processing to reach kind A) 120,000 m3/day; Hoa Xuan sewage treatment station (expanded, processing to reach kind A) 200,000 m3/day.
e) Management of waste and cemetery:
- Management of solid waste:
+ CTR volume of entire urban areas by 2030 will be about 3,700 ton/day.
+ The existing treatment zones: Khanh Son solid -waste treatment zones: To build a concentrated CTR treatment zone at Khanh Son landfill, in Lien Chieu district, scale of 100 ha; to build system of gas recovery according to mechanism of clean development at landfills.
+ To handle solid waste by combustion technology that generates power.
+ To built the waste sludge treatment zone, zone of processing and recycling construction waste.
- Cemetery management:
+ To move cemetery areas unplanned to the new planned cemetery area in Hoa Son and Hoa Ninh. To build new cemetery at An Chau hamlet, Hoa Phu commune.
+ To upgrade crematory in Hoa Son cemetery, Hoa Son commune, Hoa Vang rural district.
g) Information and Communication:
- To build new software park 2 at Da Phuoc urban area (Hai Chau district) with scale of 10 ha and the concentrated information technology parks at Hoa Son (Hoa Vang rural district) with scale of 397 ha.
- To build an information and communication system under new and modern technologies focalized forms of telecommunication, internet, television and receipt of new technologies in the world.
- To invest in upgrading information infrastructure to serve the economic-social and cultural development: To upgrade and expand the switching and transmission system of entire city. To carry out synchronously underground cable network according system.
- To manage and make optimal level of framework infrastructure system for development of mobile information network, to use telecommunication satellites for service development. To upgrade quality of postal network, combine supply of public services and commercial services to satisfy the development demand of society.
11. Strategic environment assessment
- Protect forest and coastal environment:
+ To prevent environment deterioration due to erosion and accretion at river gates and coastal areas.
+ To prevent and respond to incidents due to natural disaster, floods, oil spill.
+ To prevent pollution of sea and coastal environment due to activities of wharves, transport, aquaculture, fishing or processing of aquatic products.
+ To protect the ecology of mangrove forest, river gates, coastal areas
- To protect urban environment:
+ To built the concentrated sewage treatment stations for urban areas depending on drainage basin.
+ To perform planning and collect, process solid waste in direction of construction and putting in to operation of sanitation landfills under regulations; specially pay attention to treatment works for industrial, health and toxic waste..
- To protect environment of industrial zones:
+ To move old industrial facilities, especially ones causing environment pollution out of residential areas. To manage environment and upgrade the waste treatment system in industrial parks to ensure to meet environment standards.
+ Industries that may cause heavy environment pollution such as steel production, metallurgical industry, exploitation … need be located at a far distance from residential areas.
- To protect urban environment:
+ To protect surface water, underground water sources and to prevent the pollution caused by discharges: Feces, garbage, sewage from daily-life and breeding activities.
+ To limit pollution due to use of plant protection drugs and fertilizers in agriculture.
+ To develop traditional villages in association with environment protection in direction of concentrating production households into the small or medium-size cottage industry establishments, and cottage industry clusters in which each production stage is specialized.
+ To educate, propagate, raise awareness on environment and keeping environmental hygiene, to perform program on environment quality observation and supervision at traditional villages.
Areas which are paid more attention to regarding environment impact assessment include: River gate and coastal areas; areas where large works are built; areas where ports are built; areas for biodiversity protection.
12. Programs and projects prioritized in investment
a) Investment in construction of social infrastructures
Housing development: Building houses, apartment building for students, workers and persons earning low incomes. To finish program “7,000 apartment for persons earning low incomes” before 2015.
- Health: To upgrade C hospital of Da Nang; center for first aid and disaster prevention at area of Lien Chieu district.
- Education and training: To build and develop University villages in Da Nang.
- Culture and Sport: To build a municipal sport and physical exercise complex in Hoa Xuan, municipal culture and information center, municipal library, build system of monuments, cultural symbols, relief’s…
b) Investment in construction of technical infrastructures
- Transport: The elongated Nguyen Tat Thanh road, elongated Hoang Van Thai road; the South and West belt roads (the remaining section), Da Nang-Dung Quat highway; intersection other than Hue T-junction; to move railway station to Hoa Minh (Lien Chieu district); to expand Da Nang airport; to develop the BRT fast bus system; to finish sustainable development projects (SCDP) financed by world’s bank (WB).
- Water supply: To build Hoa Lien water plant (240,000 m3/day), Red bridge water plant 2 (80,000 m3/day); to raise capacity of Red bridge water plant (170.000 m3/day).
- Power supply: To lay underground medium-and low-voltage power grids in some urban areas aiming to ensure urban landscape and save land for construction.
- To collect and process sewage, solid waste: Invest in construction of Lien Chieu, Hoa Xuan sewage treatment stations; build a concentrated solid waste treatment plant with modern technology, scale of 2,000 ton/day at Khanh Son landfill.
Article 2. To assign the People s Committee of Da Nang city to carry out the following tasks:
1. To adopt a management regulation according to the approved scheme on adjusting the general planning of Da Nang city by 2030 with a vision toward 2050.
2. To elaborate and review the specialized master plans on technical infrastructure, plan on construction of communes, subdivision planning, detailed planning, and urban designs in line with the approved scheme on adjusting the general planning of Da Nang city by 2030 with a vision toward 2050. To elaborate and promulgate the regulation on management of planning and urban architecture.
3. To make plan on investment in construction of technical infrastructure and manage construction investment according to the approved scheme on adjusting the general planning of Da Nang city by 2030 with a vision toward 2050.
Article 3. This Decision takes effect on the signing date.
Chairperson of Da Nang city’s People’s Committee, Minister of Construction and heads of relevant agencies shall implement this Decision.
